This Project Information Memorandum (the “PIM”) is issued by Infrastructure Corporation of
Andhra Pradesh (INCAP) in pursuant to the Request for Proposal vide to provide interested parties
hereof a brief overview of plot of land (the “Site”) and related information about the prospects for
development of International School at the Site on lease.
The PIM is being distributed for information purposes only and on condition that it is used for no
purpose other than participation in the tender process. The PIM is not a prospectus or offer or
invitation to the public in relation to the Site.
The PIM does not constitute a recommendation by INCAP or any other person to form a basis for
investment. While considering the Site, each bidder should make its own independent assessment
and seek its own professional, financial and legal advice. Bidders should conduct their own
investigation and analysis of the Site, the information contained in the PIM and any other
information provided to, or obtained by the Bidders or any of them or any of their respective
advisers.

1. Introduction
The availability and quality of Sports Infrastructure is essential for a country to achieve success in
the global sports arena. The facilities encourage children and young adults to actively take part in
sporting activities and equip them with the skills to succeed and shine in an international forum.
The sporting culture in India has not been impressive in the past and this scenario can be attributed
majorly to lack of good infrastructure, among other factors. The non-availability of infrastructure
poses a major impediment to the development of sports in the country.
Given the country’s mediocre sporting records and facilities, the scenario in the state of Andhra
Pradesh has not been any different. Taking into account the current scenario and the need to
empower the youth of its state to compete globally, the Government of Andhra Pradesh has laid a
strong emphasis on providing world class sports infrastructure to its aspiring population. As part
of this, the government has proposed to build world-class integrated sports complexes in the state
to achieve its objective and the first step towards this initiative is an Integrated Sports Complex in
the city of Tirupati.
INCAP (Infrastructure Corporation of Andhra Pradesh), formed in 2005 is a nodal agency under
the Government with an objective to expedite the infrastructure development in the state through
support activities that include and not limited to project conceptualization, feasibility studies,
project structuring and PPPs.
INCAP also acts as a special purpose vehicle for different project schemes for the state
governments, and other public authorities and to carry on the business of developing, operating
maintaining and upgrading infrastructure facilities at different locations and engages in the
activities of development of physical infrastructure.
This document has been developed to provide first-hand information on the integrated sports
development complex project along with its structure and design. It is underscored that the
information in this document at the RFQCP stage is only a guidance note. The bidders shall
carry out their own market study and site analysis.

2. Project Background
The Project objective is to develop an integrated sports complex in Tirupati under PPP (Public
Private Partnership) mode and the partnership would adopt DBFOT (design, build, finance, operate
and transfer) model.
The state of Andhra Pradesh is determined to develop an Integrated Sports Complexes that will
encourage sporting activities and healthy lifestyle in the region. The facility would act as a venue
for national and international sporting events and would also promote sports/sportspersons across
the country by means of academies. The local population would substantially benefit from this
complex as it would encourage them to enrol in sports via membership schemes and thus promote
healthy living. People with inclination to take up professional sports would have adequate
opportunities to get trained via experienced and reputed coaches.
Based on the preliminary assessment that is subject to modification during future stages of bidding,
it is envisaged that the sporting complex facility would spread across 90 acres of land and would
include arenas to host

The sporting facilities in the complex shall encompass the following:

3. City Profile
The city of Tirupati in Chittoor district has been identified for the construction of integrated
sports complex. Tirupati is the largest town in the Chittoor district of Andhra Pradesh and is
an important destination in terms of religious tourism as it receives the maximum number of
pilgrims in the country. The Hill temple of Lord Venkateswara at Tirumala is the major
contributor to tourism in the state.
Chittoor district is home to leading industries across sectors and Sri City, which is the nation’s
leading special economic zone. Further, two critical industrial corridors planned in the state
viz. Chennai Bengaluru Industrial Corridor and Vizag Chennai Industrial Corridor pass
through the district.
Post bifurcation, the state government has decided to develop Tirupati as one of the mega cities
in the state. The existing airport is expected to be expanded into an international airport.
Additionally, there are plans to house leading institutes like Indian Institute of Technology, an
Indian Institute of Science, Education & Research and Apollo Health Centre in the district.
Chittoor district is in close proximity to the district of Nellore and it is expected that the stadium
would also cater to Nellore district. Handloom, Mineral based industries, salt production,
thermal power plants and handmade jewelry contribute to the economic development of the
Nellore district. Krishnapatnam port located in this district is the hub of several economic
activities in the region. Sri City spread across the district of chittoor, houses several
manufacturing plants and industries.
Nellore is connected to other regions of the country via National Highway 5 that runs from
Chennai to Kolkata as part of the Golden Quadrilateral expressway project.

5. Demography
The Integrated sports complex is expected to primarily cater to the districts of Chittoor and Nellore.
This section presents the socio economic indicators of these districts to understand the population
profile and the likelihood of need for an integrated sports complex.

The chittoor and Nellore districts together house 513 schools and 40 colleges with a strength of
29217 students. The college going student population in Chittoor and Nellore is high and this
section of the population could be attracted to the sports facilities in the region. The per capita
income in Nellore region is slightly higher than that of the state average of Rs.76, 041. The huge
student population base and the income levels with around 30 percent of urban settlements indicate
that the sports complex in this region is likely attract the local population.

6. Sports sector and Demand
The encouragement of sports and related activities is positively linked to socio-economic
development, lower crime, human capital improvement, leadership skills and an overall
improvement in well-being of the general populations.
Role of various agencies in development of sports
In India sports infrastructure development, maintenance, training & development of athletes,
marketing, hosting & management of tournaments is done through the following organization.
Governmental sports authority
(Sports Authority of India) SAI – at national level, State sports authorities at state level,
DSDO at district level.
The governmental authorities are tasked with the responsibilities of
Maintaining sports infrastructure under their control
Encouraging sports at the grass roots levels by conducting regular meets at each level
Selection of sports person to represent India at various international events
To establish and manage institutions producing coaches, sports scientist and physical
education teachers
Conducting training camps
The governmental organization are responsible for selecting and managing teams to represent
India in events like Olympics, Commonwealth games etc.
Sports control boards, National sports federations etc.
The individual control boards, sports federation are affiliated to the respective international
sports organizations and co-ordinate sports and related activities.
The organize events between member countries and ensure adherence rules and regulation of
the international organization
E.g.:- BCCI and member associations affiliated to ICC, Indian Olympic Association etc.
Private organizations
There are several excellence academies set-up by ex-sports professionals to focus on the
development of young talent in the country
E.g.:- Pullela Gopi Chand sports academy, Tata football academy.
Private developers like Jaypee group, educational institution & others have developed
sports infrastructure that is used for internal purposes and also to host major events.

Jaypee Atlantis is a first of its kind integrated sports complex in greater Noida built and
operated by the Jaypee group. The sports complex is part of a broader hospitality and
residential area. It has a membership model for revenue generation and has the ability to
host national events. In addition to the facilities the venue also provides professional
coaching to the members,

Infrastructure in sports:
Most of the large stadiums in India are developed, owned & maintained by the respective sports
association for single sport stadiums like football & cricket. Sports complexes capable of hosting
multiple sports are mainly developed and owned by the respective government or the Indian
Olympic association & its member associations.
In addition there are a number of privately developed sports complexes coming up in the country
(e.g.: - Greater Noida cricket stadium developed by Jaypee group)

The Sports Authority of Andhra Pradesh (SAAP) is the governmental organization responsible for
encouraging & promoting sports in the state. The SAAP intends to develop Tirupati into the sports
hub of the state and the region already is a home for some sporting stadiums and coaching centers.
The list of sports related infrastructure in and around the region is listed below.
The existing sports facilities in the area are ill-equipped for holding national level events, and are
mostly used for state & district level meets. With the bifurcation of the state a dedicated sports
facilities is required for various sports teams and athletes of the residual state of AP to train. Hence
there is a need to develop a world-class sports complex designed to meet Olympic and national
games standard in the state.
The new venue will also be used to market and attract world class events improving the tourism
and associated revenues for the state.
Tirupati & its surrounding areas have close to 40 colleges and over 500 schools with inter-college
and inter-school sports events planned through-out the year. These will ensure that the sports
facilities in the new stadium are engaged regularly.
Notable Sports personalities from the state
The state of Andhra Pradesh has produced many eminent sports personalities, who have
represented India at national & international events. Some of the notable sportsperson and their
achievement are given below
Pullela Gopichand (badminton) – winner of the all England badminton championship &
recipient of the Dronacharya & Arjuna awards.
Karnam Malleshwari (weight-lifting) – Olympic bronze medalist (2000), national weightlifting
champion for 9 years.

7. Site Location and Attributes
Land Boundaries:
The land is being divided by the four lane road up to the village Vippamanapattada on the southern
border.
North: The land is bordered by Ammanayanna Agro farms (poultry farms)
East: Tank
South: Vippamanapattada Village
West: DKT Lands (lands given to SC/ ST temporarily)
Surrounding areas:
To the west is a real estate development of Rajiv Swagruha. There is a railway line passing to the
east and the closest railway station is Renigunta. The path from the highway 18 A to the land have
all been earmarked for real estate development and other ventures. Though construction has not
taken place on a majority of these properties, the making and boundaries are very clear.
The highway has Ford, Mahindra and Toyota showrooms nearby. There are also other real estate
projects with a local school, college and TTD guesthouses (under construction) nearby. There are
also Rajiv Swagruha, Vishal Andhra Publishing house and Sahai Educational institutions nearby.

Soil Characteristics:
The land is primarily semi sandy locally called chowdu matti. It has sparse vegetation and largely
flat. The land might require the foundation to go a little deeper for stability. Water is available
through bore wells at 100 ft. deep. Some soil was taken by the people illegally but that is not a

Main Stadium:
It is positioned near one of the main entrance with 45m wide road & 24mts wide abutting road.
It has two entrances & 5 exits into the stadium considering the capacity of the stadium with
respective access road widths of 18m & 12m
Main stadium consists of football field & 3 cricket pitches. It has a gallery capacity of 2600.
Supporting facilities like change rooms, first aid room, gym for the players, snack bars, toilets
& required facilities for spectators have been provided.
Gallery for spectators, players, VIPs have been segregated.
A jogging track of 7M width
Athletic Stadium:
It is zoned towards South-West corner of the site with a gallery capacity of 900

12. Preliminary Cost Estimates
The Government of Andhra Pradesh is keen on encouraging & promoting sporting activities in the state.
As part of this endeavor it plans to set-up an Integrated National Games ready Sports Complex (Refer to
Annexure 1 for list sports in national games) in Tirupati with all facilities compliant to Olympic/national
games standards, which will be a key ingredient in developing world class athletes to represent the state &
country in future sporting events.
However in view of the high Capital expenditure required to develop such high quality facilities, and in
order to make the project financially viable it is decided to initially focus on facilities which have a high
revenue potential in the first phase.
The Capital expenditure for the proposed facilities along with supporting infrastructure is estimated to be
around INR 247.8 crores. In addition to initial Capital expenditure the bidder is expected to incur yearly
O&M expenses, and any other planned/unplanned investments for up gradation of facilities as and when
required.
