1.0 INTRODUCTION

This document is a Project Description for the expansion of the existing tank farm at the BioVectra production facility located in the Airport Business Park at 11 Aviation Avenue, Charlottetown, Queens County, Prince Edward Island (PE). The expansion is simply to add one bulk caustic storage tank adjacent to the tank farm (the Project).

BioVectra manufactures active pharmaceutical ingredients, drug products, pharmaceutical intermediates, fine chemicals, and enzymes. The company has been in operation for 45 years, previously under the name of Diagnostic Chemicals Ltd.

A summary of activities related to the construction, operation and maintenance, and eventual decommissioning and abandonment of the Project is described herein. This Project Description was prepared from information provided by BioVectra and through review of existing, publicly available data for the BioVectra property and surrounding environment.

2.0 PROJECT DESCRIPTION

This section provides a preliminary description of the facilities and infrastructure that comprise the Project, based on the available information at the time of writing. The Project Description includes:

• An overview of the Project components, including the proposed infrastructure, facilities and assets associated with the Project; and

• A summary of the activities that will be carried out during construction, operation and maintenance, and decommissioning and abandonment of the Project.

2.1 OVERVIEW OF PROJECT

The BioVectra facility currently operates out of 11 Aviation Avenue. Refer to Figure 1 in Appendix A for an aerial view of the Project site. The proposed Project includes the expansion of the facility’s existing tank farm to include storing bulk quantities of sodium hydroxide (NaOH). Refer to Figure 2 for an overview of the Project. The new tank has a volume of 24,800 L (6,550 USG) and will be one double-walled polyethylene caustic storage tank, installed within a reinforced concrete secondary containment dike.

No other infrastructure beyond the tank installation and associated piping and valves will be installed as part of this Project. The rate of production as a result of the tank farm expansion is not expected to change at this time.

2.2 PROJECT LOCATION

The Project property is located in the Airport Business Park in Charlottetown (PID 134144), Queens County, Prince Edward Island. Aviation Avenue is a provincial secondary road and bounds the property to the south.

Land use within the Airport Business Park is mixed commercial/industrial. This Project is located inside the boundaries of the City of Charlottetown; therefore, land use related approvals and/or permits must be received from the City. Mr. Greg Morrison, Planning & Development, City of Charlottetown, will be the contact from the City who will be responsible for planning approvals.

The Project location is shown in Figure 1 (Appendix A).

2.3 PROJECT SCHEDULE

Construction is expected to begin early to late August 2017, following the receipt of all necessary approvals and permits. The Project will be subject to design that meets industry best

practices. Construction of the new storage tank and associated infrastructure is expected to take approximately 12 weeks. The new storage tank is expected to be fully operational for fall 2017.

2.4 PROJECT COMPONENTS

2.4.1 Construction

Upon regulatory approval and completion of engineering design, construction of the Project will begin and involve the following activities:

• surveying and site preparation; • construction and installation of Project components; • site re-instatement/re-vegetation; and • disposal of construction-associated wastes.

Construction details are provided in the sections below.

2.4.1.1 Tank Farm Expansion

The new bulk solvent tank will be used to support process operations that occur in the existing facility and will replace the use of NaOH pellets in the process. Currently, the NaOH pellets are stored in the containers they arrive to the site in, until they are manually fed through a charge port to the current NaOH blend tank (inside the building) where they dissolve into the NaOH solution to be used in the process.

The installation of the new tank will allow for the use of an aqueous 50% NaOH solution in a closed system, where the NaOH tanker truck is offloaded into the closed bulk storage tank inside the dike. This solution is then pumped into the building where it enters another closed tank (the existing blend tank) to blend to the appropriate concentration required for processing. The use of NaOH solution eliminates the need for direct handling by operators.

The tank installation to store NaOH is proposed for the northeastern portion of the property, just southeast of the current tank farm. The approximate location is shown in Figure 2 (Appendix A). The installation will be subject to engineering design, but is proposed to consist of a reinforced concrete secondary containment dike (approximately 20’ x 20’ x 3’), sized to contain a minimum of 110% of the tank volume (approximately 29,200 L; 7,715 USG), and a double-walled polyethylene tank. The double-walled tank would be built to American National Standards Institute (ANSI) 61 standards certified by the National Sanitation Foundation (NSF) International (NSF 2017) and will be International Organization for Standardization (ISO) 9001:2008 Certified (ISO 2008).

The tank is proposed to have a volumetric capacity of approximately 24,800 litres (6,550 USG). The concrete pad within the containment will be constructed to withstand 40 metric tons of weight. Associated tank piping and valves will also be installed. The tank and associated tank piping will be heat traced and insulated to avoid crystallization of the NaOH. The offloading piping from the truck into the NaOH tank will begin at the existing truck offloading site, which has weirs to direct any truck/coupling spills into the area bounded by the existing tank farm dike. The piping will be double-walled and made of 316 stainless steel, and will travel from the existing dike, into the new dike to the new NaOH tank (Figure 2).

The Project site is a grassed area that is currently maintained by the BioVectra maintenance crew. Minimal clearing and grubbing is required for the tank farm expansion. Minimal site grading and excavation will be required for the construction of the concrete containment. A sump will be installed within the containment pad to collect storm water. The containment pad will be graded towards the sump and a portable submersible pump will be used to pump out storm water from the sump, when needed.

A geosynthetic clay liner (gcl) with a maximum permeability of 5 x 10-9 cm/s will be installed underneath the concrete pad to contain any spills. A gravel drainage system will be installed above the gcl to prevent groundwater mounding above the liner. Standpipes will be installed into the gravel drainage system and will be pumped using a submersible pump, when needed. A leak detection sensor will be installed between the walls of the new tank. The leak detection sensor is further explained in Section 2.4.2.1.

No infrastructure beyond the tank installation and associated piping and valves will be installed as part of this Project. There will be no decommissioning of existing infrastructure as a result of this Project.

2.4.1.2 Emissions and Wastes

2.4.1.2.1 Construction Debris

Construction debris expected as a result of construction activities may include concrete waste, scrap metal (steel), cardboard and organic debris, such as grubbing material and excess fill. Solid waste will be separated and recycled, where possible. It is expected that scrap metal will be hauled to a scrap yard and cardboard will be sent to the Island Waste Management Corporation (IWMC) for recycling.

Non-recyclable construction debris will be disposed of at a provincially-approved construction and demolition site.

2.4.1.2.2 Noise and Dust

Construction activities will be limited to daytime hours; however, some construction work may occur on evenings or weekends, if needed, to meet construction or material delivery schedules.

During construction, sound emissions and vibration may result from the operation of heavy equipment used for tank installation and earth moving. Noise will remain largely confined to the Project area and the immediately adjacent areas, and will mostly be transient and short in duration. As the Project area is located in the airport business park, associated changes to the noise levels are not expected to substantively affect the nearby residential areas. If noise complaints from nearby businesses are received, the information will be reviewed and this may result in mitigation. Dust and heavy equipment exhaust constitute the expected air-contaminants released during construction activities. Dust emissions may be generated during excavation activities and the exposure of ground. Exhaust emissions from construction-associated equipment are expected to be limited to the construction period.

The dust generated during construction activities can largely be controlled with adequate application of dust suppressant (e.g., fresh water). Further, the exposed ground remaining after construction activities are complete will be re-instated with vegetation to reduce the potential for dust generation from exposed soil. Combustion exhausts will be temporary and low in volume. Therefore, the effects of construction activities on air quality are not expected to be substantive.

2.4.2 Operation and Maintenance

2.4.2.1 Use of Tank

The existing BioVectra facility at 11 Aviation Avenue is operated as a production facility. The bulk solution is used on site, with an estimated total of 60 tonnes of 50% NaOH aqueous solution used per year. The use of NaOH solution eliminates the need for manually handling of related materials by the operators.

During operations, it is expected that approximately eight bulk NaOH deliveries will take place per year to fill the new on-site 24,800 L storage tank.

The NaOH solution will be pumped into an existing blend tank that is currently used to blend the NaOH pellets. The blend tank is located inside the building.

This will improve safety and containment by reducing the need for manual transfers and the cleaning of drums before moving into clean interior processing spaces with the NaOH.

An interstitial leak detector sensor will be installed between the walls of the tank in the event of a leak. If the interior tank is breached, the alarm will go off in the tank farm. It will also send a signal to the facility’s programmable logic controller (PLC) that shows an alarm on the human machine interface (HMI) in the control and maintenance rooms on site.

There will be a level transmitter (LIT) and a level switch high (LSH) on both the bulk NaOH tank (outside) and the NaOH existing blend tank (inside). On the LIT for the bulk tank there will be two alarms, level alarm high (to avoid tank overfill) and level alarm low (to avoid a run dry situation which can damage a pump). There will also be a safety function on the LIT to close the inlet valve to the tank on high level, this will be set to activate just above the alarm set point. Each alarm will be visible to the operator performing the pump-in/pump-out operations via the HMI that is continually monitored by the operator during pumping operation.

On the LIT for the existing blend tank there will be one alarm, level alarm high (same as above). The low alarm will likely be omitted as the type of pump used does not require run dry protection. There will be a safety function on the LIT to close the inlet valve to the tank on high level, this will be set to activate just above the alarm set point. The operator will start the pump on the HMI in the process suite that holds the blend tank and monitor it for level and alarms until the pumping operation is complete. Each alarm will be visible to the operator performing the pump-in/pump-out operations.

On the LSH’s (on both tanks) there will be a level alarm high that simultaneously closes the inlet valve to the associated tank and alarms visually on the HMI that is continually monitored by the operator during pumping operation.

All alarms are also visible on the maintenance PLC station and control room PLC station.

With the exception of the addition of bulk NaOH storage, the building use is not expected to change from previous operations.

2.4.2.2 Wastes

No solid or liquid waste is expected to be generated through process activities associated with the operation of the new storage tank.

A sump pit located in the containment dike will be used to collect storm water, and will be pumped out as needed. Regular maintenance will be planned and conducted for this system to ensure that storm water is being pumped off site in a manner that meets the current provincial requirements.

2.4.3 Decommissioning and Abandonment

It is expected that the new storage tank will be maintained to be in operation for upwards of 30 years. While decommissioning or abandonment of the Project is not currently envisioned, the Project will at some point be decommissioned at the end of its useful service life. This will be done in accordance with the applicable standards and regulations current at that time. It is expected that standard procedures will be followed with respect to the decommissioning, removal and disposal of site infrastructure and for site remediation based on the requirements prior to the start of that phase of the Project.

3.0 CONCLUSION

A Project Description is presented herein for the Bulk Caustic Storage Tank installation at the existing BioVectra facility in Charlottetown, Queens County, PE. The design is as proposed by BioVectra Inc.

The Project location is on Aviation Avenue (PID 134144) within the Airport Business Park. The land use is currently a mix of commercial and industrial.

The Project involves the expansion of the existing tank farm to install a bulk storage tank that would contain aqueous sodium hydroxide (NaOH).

During construction, sound emissions, vibration, dust and exhaust emissions may result from the operation of heavy equipment used for tank installation and earth moving. Construction activities, however, will be limited to daytime hours and dust will be controlled with adequate application of dust suppressant. Noise will remain largely confined to the Project area and the immediately adjacent areas, and will mostly be transient and short in duration. Exhaust emissions from construction-associated equipment are expected to be limited to the construction period.

With planned mitigation, the environmental effects of the Project during each phase are not expected to be substantive.
