Programul European de Fuziune Termonucleară Controlată pentru Energie: mod de participare şi priorităţi tematice

European Atomic Energy Community (Euratom)
• Euratom Treaty (1957) - the international legal framework under which Member States cooperate in the field of nuclear energy research.
• Euratom is legally separated from the European Community (EC) and has its own Framework Research Programme, however managed by the common Community institutions.
• FP7 Euratom: fusion energy research and nuclear fission and radiation protection (indirect); nuclear activities of the Joint Research Centre (JRC) (indirect).
Fusion energy research: activities• Realisation of ITER (International Thermonuclear Experimental Reactor) -
site preparation, management, technical and administrative support, construction of equipment and installations and support to the project during construction.
• R&D in preparation of ITER operation - physics and technology research to exploit the facilities and resources in the fusion programme, including JET; assessing specific key technologies, consolidating ITER project choices, and preparing for operation.
• Technology activities in preparation of DEMO - a 'demonstration' fusion power station.
• R&D activities for the longer term - further development of improved concepts for magnetic confinement schemes, theory and modeling for understanding of the behaviour of fusion plasmas and coordination of Member States' research on inertial confinement.
• Human resources, education and training in view of the immediate and medium term needs of ITER, and for the further development of fusion.
• Infrastructures - construction of the international fusion energy research project ITER will be an element of the new research infrastructures with a strong European dimension.
• Technology transfer process.

• Contracts of Association, between the Commission and Member States or Associated Countries or entities within those states;
• European Fusion Development Agreement (EFDA);
• European joint undertaking for ITER and the Development of Fusion Energy(“Fusion for Energy” – F4E);
• international agreements between Euratom and third countries covering activities in the field of fusion energy research and development, in particular the ITER agreement;
• any other multilateral agreement concluded between the Community and associated organisations, in particular the Agreement on staff mobility;
• Cost-sharing actions to promote and contribute to fusion energy research in countries where there is no Contract of Association.
In addition, coordination and support actions to promote and develop human
resources, expertise in the field of fusion data bases and materials are being
undertaken through a call for proposals.

Magnetic confinement fusion research - a single European research programmecoordinated by the EC, aimed at demonstrating that nuclear fusion is a viable future energy option.
EFDA was created (1999) to provide a framework between European fusion research institutions and the EC to strengthen their coordination and collaboration, and to participate in collective activities.
Fusion research organisations in the Member states have so-called "Contracts of Association" with the EC (which represents Euratom), in which the long-term commitments and work plans are laid down.
The whole European Fusion Programme is controlled by the Consultative Committee for the EURATOM - Fusion (CCE-FU), in which national governments and the Associations are represented.
1999-2007: exploitation of the Joint European Torus (JET), the coordination and support of fusion-related R&D activities carried out by the Associations and by European Industry and coordination of the European contribution to large scale international collaborations, such as the ITER-project.
2008 (ITER, F4E): research coordination with two main objectives: to prepare for the operation and exploitation of ITER and to further develop and consolidate the knowledge base needed for overall fusion development and in particular for DEMO, the first electricity producing experimental fusion power plant being built after ITER.

The ITER Organization was formally established on 24 October 2007,
following ratification of the ITER Agreement by all Members.
ITER (currently in the construction at Cadarache, in the South of
France) is a large-scale scientific experiment that aims to demonstrate
that it is possible to produce commercial energy from fusion.

'Fusion for Energy‘ (F4E) is established for a period of 35 years from 19th April 2007 and is situated in Barcelona, Spain. The organisation has the following Members which can be likened to “shareholders”:
• Euratom, represented by the European Commission;
• Member States of Euratom: 27 MS of EU;
• third countries which have concluded cooperation agreements with Euratom in fusion that associate their respective research programmeswith the Euratom programmes and which have expressed their wish to become Members: Switzerland.
The objectives of 'Fusion for Energy' are threefold:
• Providing Europe’s contribution to the ITER ;
• Implement the Broader Approach agreement between Euratom and Japan;
• Prepare for the construction of demonstration fusion reactors (DEMO).
