1. POLICIES

Thefollowingpolicydocumentsareapplicableforpromotionandprogressionfortherespective grades for 2014:

1.1 Progression and Promotion

ThefollowingdefinitionofprogressionandpromotionappearsintheGovernmentGazette36041:RegulationspertainingtotheNationalCurriculumStatementGradesRto12:

“progression”–meanstheadvancementofalearnerfromonegradetothenext,excludingGradeR,inspiteofthelearnernothavingcompliedwithallthepromotionrequirements. Progression can be used to prevent a learner from being retained in a phaseforaperiodexceedingfouryearsasstipulatedintheAdmissionpolicyforordinarypublicschools as published as GovernmentNotice2432,GovernmentGazette,Vol.400,No.19377of19October1998,providedthattheunderperformanceofthelearnerinthepreviousgradeisaddressedinthegradetowhichthelearnerhasbeenpromoted

“promotion”–meansthemovementofalearnerfromonegradetothenextwhenthelearnermeetstheminimumrequiredlevelofachievementpersubjectinaparticulargrade,aswellascomplyingwiththepromotionrequirementsofthatgradeascontemplatedinthepolicydocument;NationalPolicyPertainingtotheProgrammeandPromotionRequirementsoftheNCSGradesRto12.

1.2 Principles of Progression

The professional judgement of the teacher in terms of the readiness of the learner to progresstothenextgradeisimportantinmakingaprogressiondecision.Theprofessionaljudgementoftheteachershouldalwaysbebasedontheevidenceoflearning.

Alearnerwhomeetssomeoftheprogressionrequirementsmaybeprogressedtothenextgradeonconditionthatthelearnerisprovidedwiththerelevantsupportinordertoachieve the level of competence in the relevant subject(s). A progression decision should be made in the best interest of the learner.

ThebasicprincipleregardingprogressioninGrades1to11,isthata learner cannot spend more than four years in a phase/band.Districtsandschoolsmusthaveclearlyenunciatedinterventionstrategiesthatincludeanearlyidentificationoflowachieversorat-risklearners.Thisistoensurethattheschool,districtandprovincecandevelopandimplementadditionallearningopportunitiesthroughmeaningfulextendedday/year-longprogrammes outside of regular school hours. The purpose is to build the self-esteem of theselearnersandfacilitatetheirsocialadjustment,orfacilitatetheiraccesstoalternatecareerpathwaysthatareavailablelocally.

2. Foundation Phase (Grades R to 3)

2.1 Programme requirements for the Foundation Phase

A learner in Grade R must offer three (3) subjects and a learner in Grades 1 to 3 must offer thefour(4)subjectswhicharelistedbelow,andcompletetheassessmentrequirementsinall subjects:

If a learner does not meet the stipulated minimum guidelines in all three (3) of the requiredsubjectsforprogression,suchalearnerwillberequiredtorepeatthegradeonceonlyintheFoundationPhase.

Should a learner in Grades 1 to 3 not meet the minimum guidelines in all three of the requiredsubjectsforasecondtimeintheFoundationPhase,suchalearnermayonlyberetainedonceintheFoundationPhase,excludingGradeR,inordertopreventthelearnerbeingretainedinthisphaseforlongerthanfouryears.

Learners repeating a grade must be offered adequate additional support in order to achieve an appropriate level of competence in order to progress to the next grade.

Deaf learnerswhoareinspecialschoolsorwhohavebeenassessedandtheirdeafnessverifiedbyaregisteredhealthprofessional,mayobtainaLevel2(ElementaryAchievement)(30%–39%)inoneofthetworequiredofficiallanguagesasstipulatedabove.TheselearnersmayofferSouthAfricanSignLanguageastheLoLTinlieuofthesecondrequiredofficiallanguage.ThiswillbeaninterimarrangementuntiltherelevantofficialSouthAfricanSignLanguageCurriculumandAssessmentPolicyStatementshavebeencompletedandapproved.Paragraphs2and3belowthetableabovearealsoapplicable to deaf learners.

Mathematical disorders:Learnerssufferingfromamathematicaldisorder,suchasdyscalculia,maybeexemptedfromtheofferingofMathematicalLiteracyorMathematics,providedthatanothersubjectfromGroupBisofferedinlieuofMathematicalLiteracyorMathematics.Suchacandidatemuststillcomplywiththepromotionrequirements,i.e.three(3)subjectspassedat40%(includingHL),three(3)subjectspassedat30%.AlearnerwhohasofferedmorethanoneofficiallanguageatHLlevelaspartoftherequiredseven(7)subjectpackage,maypasstheadditionallanguageat30%providedthat he or she has met the promotion requirements as indicated above.

Retention:Alearnermayonlyberetained once in the FET Phase in order to avoid the learnerfrombeingretainedinthisphaseforlongerthanfouryears.

Progression in Grades 10 and 11doesnotguaranteethefinalcertificationofalearnerinGrade12.Suchalearnermustcomplywiththecertificationrequirements,asindicatedinthetableabovetoenablehimorhertoobtainaNationalSeniorCertificate.

5.3 Promotion requirements for immigrant learners in Grades 10 to 12
