MALAYSIAN QUALIFICATIONS AGENCY

The main role of the MQA is to implement the Malaysian QualificationsFramework (MQF) as a basis for quality assurance of higher education and asthe reference point for the criteria and standards for national qualifications. TheMQA is responsible for monitoring and overseeing the quality assurancepractices and accreditation of national higher education

MQF is an instrument that develops and classifies qualifications based on a set of criteria that are approved nationally and benchmarked against international best practices, and which clarifies the earned academic levels, learning outcomes of study areas and credit system based on student academic load.

MALAYSIAN QUALIFICATIONS REGISTER

Section 81 of the Malaysian Qualifications Agency Act 2007 (Act 679) provides that the Agency shall establishand maintain a national register known as the Malaysian Qualifications Register (MQR), containing programmes,qualifications and higher education providers accredited under the Act.

The MQR is the reference point for accredited programmes awarded by higher education providers. Theseprogrammes or qualifications (i.e. certificate, diploma, advanced diploma, or degree) must conform to theMalaysian Qualifications Framework.

The objectives of the MQR are :

(i) to provide information on accredited programmes and qualifications;

(ii) to enable stakeholders to know, understand and make comparison on the features of a qualification and

its relationship with other qualifications;

(iii) to facilitate the credit transfer process .

is an assessment exercise to ascertain that the teaching, learning and all other related activities of a programme provided by a higher education provider has met the quality standards and in compliance with the MQF.

In general, MQA quality assures programmes through two distinct processes

PROVISIONAL ACCREDITATION

FULL ACCREDITATION

is an exercise to determine whether a programme has met the minimum quality requirements preliminary to Full Accreditation.

SELF-ACCREDITATION (SWAAKREDITASI)

• Self-accreditation status entitles an institution of higher learning (IPT) to accredit their own programmes, unless a programme of study that require professional accreditation and recognition of the relevant professional body.

PROGRAMME REACCREDITATION

Reaccreditation of programmes is to be conducted once every five

years

• to ensure the programmes are re-registered in the Malaysian

Qualifications Register (MQR) managed by MQA

• to ensure that the existing programmes are relevant and in

line with market and industry requirements.

• Review of documentation by programme Evaluation/Assessor Panel

• Visit by Panel

• Days depends on number of programmes to be audited

• Number of panel depends on number of programmes at RC

• All programmes within the same area will be evaluated in a single audit.
