The major issues the planned project must address include: (1) the need for 3 rd level and 4 th level elevated structure to cross over existing bridges; (2) a number of households will be affected by the construction; and (3) NLEx Segment– 10 must be completed prior to the implementation of this Project. 2 NAIA Expressway Phase 2 This project is aimed at connecting NAIA Expressway Phase 1 from Skyway to Airport Terminal 3 and Manila Bay Coastal Road. NAIA Expressway Phase 2 will be a 4.9 km long elevated structure. It will have bidirectional traffic with two lanes per direction. The design speed is 60 km/hr. The projected traffic volume of this road in 2030 is 75,000 PCU/day. The project will cost approximately PhP12.15 billion. NAIA Expressway Phase 2 will be a 4.9 km long elevated structure. It will have bidirectional traffic with two lanes per direction. The design speed is 60 km/hr. The projected traffic volume of this road in 2030 is 75,000 PCU/day. The project will cost approximately PhP12.15 billion.

Critical issues concerning the design of the project includes: (1) navigation clearance of NAIA Runway 13; (2) interface of the project to NAIA Expressway Phase 1 would require a part of the ramp constructed under Phase 1 to be demolished; and (3) the planned location of the New International Cargo Terminal along MIA (NAIA) Road has implications on the project.

3 C–6 Expressway The C–6 Expressway will serve as an expressway link between Region III and IV–A through Metro Manila. It will have a total length of 64.8 km. It will start from NLEx at Bocaue/Marilao boundary and pass through the towns of Santa Maria and San Jose del Monte in Bulacan to Rodriquez, San Mateo, Antipolo and Taytay in Rizal and connects with the Skyway at Bicutan, Taguig. This will be an at grade expressway with some elevated portion near Taguig area. Its design speed is 80 km/hr. It will carry bidirectional traffic with two lanes per direction.

The North Section, which will intersect the planned NLEx–East and connect to the existing NLEx, is 16.5 km long. This road section is projected to carry 68,000 PCU/day in 2030. The East Section, which will pass through Rizal Province and Marikina City, is 25.5 km long and will have a traffic volume of 71,000 PCU/day in 2030. The South–East Section will be connected to

the SLEx and is 22.8 km long. Its estimated 2030 traffic volume is 78,000 PCU/day.

The project is envisioned to ease traffic congestions of Metro Manila roads and guide sound urbanization of the Metro Manila outskirts. The project will entail PhP43.22 billion.

Major considerations noted in planning the project includes: (1) the alignment will avoid passing La Mesa Conservation Area and high density residence area; (2) fault section at Station 26–37; (3) soft ground and liquefaction section at Station 0–12; (4) slope failure section at Station 14–27; and (5) future traffic volume entails the 4–lane road to be designed with 6–lane ROW.

4 C–6 Extension The C–6 Extension will carry two directions, with two lanes per direction. The design speed is 80 km/hr. The total road length of the C–6 Extension will be divided into two phases. Phase 1 will be 29.9 km long stretching from C–6 Expressway Junction to Santa Rosa City to be connected with SLEx and CALA Expressway. This will entail PhP12.27 billion. Phase 2, on the other hand, will make up 13.7 km. This length will cover the point from Santa Rosa City to Calamba City and will be linked with Calamba–Los Baños Toll Road. It will cost PhP6.31 billion. In terms of projected traffic volume in 2030, Phase 1 is expected to carry 102,000 PCU/day while Phase 2 will have 66,000 PCU/day.

The plan for the C–6 Extension considered the flooding problem in the site. Hence, it includes the construction of the Lakeshore Dike along Laguna de Bay. Drainage and rivers connecting to the lake will be controlled by pumping station with sluice gate excluding Biñan River, Santa Rosa River, San Cristobal River, and San Juan River. The abovementioned rivers will be crossed by bridges due to their scale of discharge.

The total project cost of PhP18.58 billion will include the construction of Lakeshore Dike and bridges. Cost of required pumping station and sluice gate are not covered.

5 Manila Bay Expressway The Manila Bay Expressway will connect the end of Manila Cavite Coastal Road to Manila South Port area. The development of this 8.02 km expressway is aimed at decongesting traffic along Roxas Boulevard. Its design speed is 60 km/hr. It will carry bidirectional traffic with two lanes per direction. It is expected to carry 74,000 PCU/day in 2030. The project will cost PhP46.54 billion.

Among the major considerations that the design of this expressway must address is its impact on the reclamation area and natural topography of Manila Bay due to construction of tunnels.

6 CALA Expressway The 41.80 km CALA Expressway is envisioned to start from the Greenfield interchange of SLEx in Santa Rosa City and terminate at R1 Extension of the Manila–Cavite Coastal Expressway. It will carry bi–directional traffic with three lanes per direction. Its design speed is 100 km/hr. This is a two–phased project. Phase 1 is 14.3 km long covering Santa Rosa City to Aguinaldo Highway in Silang, Cavite. It will carry 95,000 PCU/day in 2030. The estimated project cost is PhP7.88 billion. Phase 2, on the other hand, will start from Aguinaldo Highway and pass through General Trias and Kawit in the Province of Cavite. This portion will be 27.5 km. It will have a traffic volume of 106,000 PCU/day in 2030. It will cost PhP11.79 billion.

The Department of Public Works and Highways (DPWH), with assistance from World Bank, has undertaken a study on this expressway as a toll–way project under Public–Private Partnership (PPP) Scheme in 2009.

7 Central Luzon Expressway (CLEX) The Central Luzon Expressway will link the existing Subic–Clark–Tarlac Expressway (SCTEX) to the Pan Philippine Highway. This will serve through traffic traversing Plaridel, Bulacan to San Jose and Cabanatuan in Nueva Ecija. Phase 1 of this expressway is 28.2 km long. It will carry 35,000 PCU/day in 2030. It will cost PhP13.18 billion. Phase 2 of CLEX is 35.7 km long. Its traffic volume in 2030 is estimated at 13,000 PCU/day. It will cost PhP16.05 billion.

The design speed of CLEX is 100 km/hr. It will carry bi–directional traffic with two lanes per direction. This is expected to be a highway of international standards with limited number of intersections. Its feasibility study was completed in January 2010.

8 Calamba – Los Baños Toll Expressway

This toll expressway is aimed at alleviating the traffic congestion between Calamba and Los Baños. It also seeks to promote and support the tourism industry in its influence area. It is planned to be a 15.50 km four–lane road. It will carry bi–directional traffic with two lanes per direction. Its design speed is 80 km/hr. Its traffic volume is expected to reach 65,000 PCU/day in 2030. This project will cost PhP6.45 billion.

In a Study under JBIC Special Assistance for Project Formation (SAPROF) for Road Network Capacity Expansion (bypass) Project, this road was concluded as a priority two–lane road to be implemented in September 2003. In 2008, the DPWH has conducted a Business Case Study for this road to serve as a four–lane toll road based on PPP scheme.

9 SLEx Extension This is an extension of SLEx from Sto. Tomas, Batangas to Sariaya, Quezon. The aim of the road is to extend SLEx to Lucena. However, in consideration with the Lucena Diversion Road, it will terminate at a

point in Sariaya near Lucena. This road will be parallel with the National Road 1.

The SLEx Extension will be 47.8 km long. It will have two directions with two lanes per direction. Its design speed is 100 km/hr. It is expected to carry 64,000 PCU/day in 2030. The project will cost PhP16.30 billion.

10 North Luzon Expressway East (NLEE)

NLEE is envisioned to divert traffic of existing NLEx. This is to avoid saturation of the existing NLEx. It will start from the intersection of La Mesa Parkway and C–6 in San Jose del Monte, Bulacan and end at Nueva Ecija. It will traverse Norzagaray, Angat, San Ildefonso, San Miguel, Gapan, Santa Rosa and Cabanatuan City. Its alignment is parallel to Pan Philippine Highway.

Phase 1 of this project will connect the expressways from San Jose del Monte, Bulacan to the East–West Connection Expressway in San Ildefonso, Bulacan. It will cover 30.10 km of the whole NLEE. Its traffic volume in 2030 is 39,000 PCU/day. It will entail PhP11.31 billion. Phase 2 will make up the remaining 62 km length of the NLEE. From San Ildefonso, Bulacan, this portion of the expressway will extend to Cabanatuan City in Nueva Ecija. It is expected to carry a traffic volume of 21,000 PCU/day in 2030. This will cost PhP22.82 billion.

NLEE will have four lanes. It will carry bi–directional traffic. Its design speed is 100 km/hr. The alignment of the road requires the construction of bridges to cross several rivers, namely: Angat River, Penaranda River, and Pampanga River.

11 La Mesa Parkway The La Mesa Parkway is a 10.90 km long road starting from the La Mesa section of Commonwealth Avenue terminating at San Jose del Monte. This road will connect the planned R–7 Expressway to C–6 Expressway. It is a part of the NLEE as proposed by Ausphil Tollway Corp.

This four–lane road will have a travel speed of 80 km/hr. It will carry bi–directional traffic. It will cost PhP4.46 billion. The proponent of this road project will seek right of way (ROW) from Metropolitan Waterworks and Sewerage System (MWSS).

12 C–5 / FTI / Skyway Connector Road The “Detailed Engineering Design and Pre–Construction Assistance for the Construction of the Viaduct including Access Ramps from President Garcia Avenue (C–5) FTI to Skyway Improvement Project” under DPWH has been ongoing since September 2009.

This 3 km connector road is estimated carry a traffic volume of 53,000 PCU/day in 2030. It will have two lanes with 60 km/hr speed. The estimated project cost is PhP5.60 billion.

13 Pasig–Marikina Expressway This 15.70 km expressway will start from South

Avenue in Santa Cruz, Makati City and terminate at junction of Marcos Highway in Calumpang along Pasig River. This will be a four–lane expressway with 60 km/hr speed. Its traffic volume by 2030 is estimated at 92,000 PCU/day. The project cost is PhP39.46 billion including an on and off ramp at Ortigas Avenue.

Viaduct will make up most of the road. A 4th level elevated structure will be required to cross EDSA. Some of the right–of–way (ROW) for the linear park along the Pasig River has already been secured by the Pasig River Rehabilitation Commission (PRRC). The easement will be constructed under the Japanese Yen loan.

14 Global City Access Link This 1.70 km long road will link C–6 to Global City along C–5. It will have four lanes with a design speed of 60 km/hr. The estimated project cost is PhP1.03 billion.

Considering that the area to be traversed by this road is highly residential, the road will end at Garcia Avenue instead of C–5, Global City.

15 R–7 Expressway The R–7 Expressway was proposed by JICA in 1993 under the Metro Manila Urban Expressway System Study. It will start at Welcome Rotonda and ends at La Mesa Parkway in Commonwealth Avenue. This four–lane expressway will have a length of 16.10 km. Its design speed is 60 km/hr. Its traffic volume is expected to reach 87,000 PCU/day in 2030. The project will cost PhP25.81 billion.

This expressway will serve trips from Quezon City to Makati City and vice versa. This will be an alternative route to EDSA passing through Quezon Avenue, Quezon Memorial Circle (QMC) and Commonwealth Avenue. The section of the road at QMC will go underground. Along Commonwealth Avenue, it will be an at–grade road with viaducts at intersections and cross roads.

16 Manila – Bataan Coastal Road This coastal road will be made of two phases. The two phases are generally parallel to each other. This four – lane coastal road has a design speed of 100 km/hr.

Phase 1 is 47.90 km long. It covers the intersection of R–10 and C–4 at Bagumbayan North and forming a junction with NLEx Phase 3 in Bacolor. It will have a traffic volume of 74,000 PCU/day in 2030. This section will cost PhP78.85 billion.

Phase 2 is 22.40 km long. It forms a junction with NLEx Phase 3 in Prado Siongco and runs to Balanga, Bataan. Its traffic volume is expected to reach 26,000 PCU/day in 2030. It will cost PhP7.40 billion.

17 North Luzon Expressway (NLEx) Phase 3

The NLEx Phase 3 will connect SCTEX and NLEx along Manila Bay. It will start from Dinalupihan Interchange and end at the vicinity of San Simon Interchange of the existing NLEx. This 36.20 km expressway will have four lanes. Its design speed is

100 km/hr. It will have a traffic volume of 29,000 PCU/day in 2030. It will cost PhP28.49 billion.

The proposed alignment will cross the flood plain of Pampanga River through several bridges.

18 East – West Connection Expressway

This expressway will connect the existing NLEx and NLEE by serving as an east–west axis. It will begin at the vicinity of San Simon Interchange of existing NLEx and form a junction with NLEE in San Ildefonso. This will cover a length of 26.60 km. This four – lane expressway, with a design speed of 100 km/hr, is expected to carry a traffic volume of 8,600 PCU/day in 2030. It will cost PhP9.37 billion.

The route to be traversed by this expressway is mostly paddy field. The major crossing points are: (1) Pampanga River and its flood plain; (2) San Isidro Creek; (3) Baliuag – Candaba Road; (4) Pan Philippine Highway; and (5) Maasim River.
