Douglas Hutchinson is a business executive with over thirty years of experience in
project management, business development, corporate management, product
development, facility design and construction.
Douglas specializes in project management ranging from startups to existing
corporate expansion and related development programs. He has a critical
understanding of the importance of time-is-of-the-essence driven assignments.
Broad knowledge of business operations, manufacturing logistics, architectural
design, engineering integration, agency permitting, construction and HR hiring
strategies have had measurable successes.
In addition, Douglas has had hands-on design/build experience spanning single
family homes, townhomes/apartments, office and industrial construction. Scope of
work has included permitting/entitlements, site prep to finish work. Douglas has
served as construction manager for both major public and private projects.
Q2Power Technologies, Inc. – COO; Lancaster, Ohio - 2011 to 2016: Technology
startup spin-off from Cyclone Power Technology. Established entire facility buildout,
equipment specification/configuration/procurement and operating policies/procedures.
Successfully brought product through R&D development to first article production in
under one year. In charge of hiring and team building, initial budgeting/forecasting, and
setup accounting systems including inventory, parts/drawing systems, PO process and
establishing vendor accounts. Placed hardware and software systems for R&D
design/analysis and manufacturing operations. Responsible for Project Development
for new production systems roll-out. Company went public in just 14 months from start-
up.
Cyclone Power Technologies, Inc. (CYPW), Pompano Beach, Florida – VP of
Business Development. Created and defined strategic national and international
alliances and relationships to enhance business expansion. Took the business from
$1 million in revenues to over $110 million in research applications in nine months.
Strengthened ties and relationships with Fortune 100 Companies including GE,
Lockheed/Martin, General Dynamics, etc. Was instrumental in establishing and/or
strengthening international relationships in Europe, Asia, South America and
Australia. Account and project manager of DoD, DoE, Homeland Security, NSF,
and Military Sub-Contractor projects. Additionally, program administrator
responsible for application submittals for R&D and technology innovation grant
funding. Developed HR strategic compensation plan including job descriptions, pay
levels, merit and “StyncWyrcs” motivational programs to enhance internal
innovation development. Lead developer of the company’s strategic vision planning
and execution of hierarchy structures for departments, acquisitions and operating
divisions. Doug’s addition to the Cyclone team yielded a 604% increase in revenues
from 2011 to 2013.
Velocita Holdings, Inc; Boynton Beach, Florida – President/Principal - 2005 to
2011: Douglas was the visionary consultant for real estate development, economic
development, business development and historic downtown re-development. The
focus of work was in developing planning, permitting review, incentives and

physical and human resources into viable economic centers. Work spans new construction to in-fill to historic
preservation including tax act projects. Specialize in preservation of community heritage with vision on
emerging markets and viable sustainable growth.
The firm specialized in lifestyle development niches. It provided corporate vision, project structure concepts
and corporate operations oversight. Doug created sustainable alternative energy generation / storage and
resource management systems for water, waste water, air, etc. for the next generation of sustainable community
development. The projects have drawn the attention and partnership formation with America’s Fortune Five
Hundred industry leaders, such as General Electric, Jacobs Engineering, Balfour Bettie Construction, and
HHCP Architects. Additionally, renowned research universities, such as Rice University, Texas Tech, Texas

scope includes integration of alternative transportation and “smart” community infrastructure systems for
benchmark global cap & trade contention.
The development concepts have earned international acclaim from leading environmental groups such as
The Climate Group. In direct meetings with former Prime Minister Tony Blair, one of the Climate Groups
principles, the advanced sustainable development concepts of the firm were recognized as essential to global
development and tracking of sustainable “green” issues.
Boynton Beach Community Redevelopment Agency; Boynton Beach, Florida – Agency Director - 2002 to
2005: In June of 2002 Doug was named the Director and developed an “Implementation Vision” for the CRA
to reach the community’s goals for its future downtown. Boynton was recognized as a leading CRA due to its
focus on a balance in economic generators such as needs based retail and services, attractions, limited boutique
stores, and a strong sense of place. Boynton’s novel approach to projects and programs has produced five
critically acclaimed programs ranging from performance based developer incentives to affordable access
requirements for residents and existing small businesses. Through the efforts of the CRA to expedite,
coordinate and deliver effective development incentives, Boynton has site plan approved over $600 million in
new private sector projects and is projected to see one billion dollars in redevelopment over the next five years.
Tax Increment Revenues for Boynton Beach have risen from $875,000 to over $6,100,000 in just 3 years.
Boynton at population 65,000 was one of the most active cities downtown redevelopment per capita in the
United States.
Hutchinson Development Group; Glen Rose, Texas - Principal / Owner - 1998 to 2002: Consulting firm
offering diverse services for the real estate industry, Cities, Counties, for profit and non-profit clients. Headed
project concept research, feasibility analysis, and comprehensive business plan creation. Managed multiple
design teams for land use, civil improvements and architectural design. Coordinated construction site
activities, inspections and draw request accounting. Developed marketing packaging including logo, graphics,
signage and media buys. Development sectors span single-family residential homes to multi use commercial
development in excess of $108 million. These included office condos, single and multi-family apartments,
townhomes, and condo subdivisions, retail, restaurants, commercial and industrial park design and
development, attractions, hotels, convenience store, carwashes, fast food, etc. to name some of the activities.
A featured project encompassed a $65 million resort destination entertainment multiplex and support projects.
Created Tax Increment Financing Zone and redevelopment district to support large-scale development.
Successfully completed two personal certified historic restoration projects and consulted on over 60 third party
projects. Douglas also serves on state Main Street Resource Teams for downtown redevelopment. Formerly
a licensed Texas Real Estate Agent. Averaged sales in excess of $3,000,000 per year in 2001.
Somervell County Development Corporation; Glen Rose, Texas – Agency Director - 1996 to 1998:
Economic Development Director for Texas. Provided economic development program creation and planning.
Developed County based economic development program including incentive programs, impact assessments,
legal contracts and documents. Performed feasibility studies for community development including municipal
golf course expansion, convention center/hotel complex and new regional airport. Finished improvements on
industrial park and created zoning overlays and POA guidelines. Identified growth corridors and planned

The Texas Economic Development Council, legislative committee, appointed Douglas to compile and author
the TEDC’s legislative position paper on the State’s Economic Development Policy and Program to improve
the State’s Economic Development competitiveness.
Additionally, state agencies and public utilities have sought Douglas for consulting on Economic
Development Programs, Small Business Economics, Business Development Incentive Programs, Small Town
Rehabilitation, and various design projects. Douglas serves as guest lecturer and advisor to statewide boards
on these and other issues. His policies and viewpoints on rural America have been published on several
occasions.
Development Corporation of Snyder, Inc.; Snyder, Texas - Agency Director - 1994 to 1996: Economic
Development Director in charge of operation of 3/8 cent sales tax development corporation. Established
economic development guidelines which encompassed business financing programs, services, incentives,
support programs and five-year budget forecasting. Responsible for city and county economic development
efforts including new agricultural industries, recruiting targeted manufacturing / distribution firms, airport
renovation and development, and 300 acre specialized industrial park development. Secured multiple state
and federal grants for industrial park and community development. Development scopes have encompassed
land acquisition, development layout, zoning overlays and establishing tax abatement, reinvestment zones and
enterprise zones. Marketing tools included brochures, prospect response packages, TV press announcements,
and magazine ad creation.
Business Development Consulting; Brenham, Texas – Principal - 1990 to 1994: Consulted on Economic
Development, Business Development and Retention, Historic Preservation, Grant Writing and Architectural
Design Innovation. Selected by the Lower Colorado River Authority (a power utility) to develop its EDA
Revolving Loan Fund. Scope of Work included program documents, board evaluation packages, and business
consulting / analysis.
Consulting specialist on governmental construction contracts, including acting as agent of record on various
governmental projects for private construction firms. Construction experience spans residential single and
multi-family, commercial and industrial. Design work extended to Industrial Parks, Real Estate Development
and Land Use Feasibilities.
Business consulting experience includes over 1,000 hours of one-on-one business consulting. Established
and operated a for-profit business incubator. Active in business recruiting, startup financing, and expansion
programs. Several business counseling clients have experienced sustained exponential growth.
National Trust for Historic Preservation “Main Street Program”; Brenham, Texas – Agency Director -
1985 to 1990: Program Director and Economic Development Coordinator for the City of Brenham, Texas.
Administrator of the Main Street "Four Point Process" - Organization, Design, Promotion and Economic
Restructuring for downtowns. Coordinator of economic development throughout the city and provided support
planning and programs for private sector expansion.
Responsible for the establishment and operation of the "Small Business Development Center", a SBA
program, for the City of Brenham (the first center based at a small city in the state of Texas). The SBDC Center
specialized in the growth and nurturing of local existing and new businesses. Responsible for identifying,
making application and administration of private, state, and federal grant programs. The project was
recognized in a national “Time” magazine “Main Street Redevelopment” cover article.
Hutchinson & Associates, Inc; Austin, Texas – VP - 1979 to 1985: Held position of Vice President and then
moved to President in a Private Architectural and Real Estate Development Firm. The multifaceted corporation
produced projects in single and award winning multifamily residential, commercial and industrial construction
and design. Specialized construction projects performed for various governmental agencies. Other activities
included research and development projects which involved the design and production of working models and
prototype units - resulting in 4 patent pending projects.
