Professional Preliminary & Design Engineering Services Highlake Road and Sunset Avenue Overview: The Division of Transportation is in need of Phase I and Phase II engineering services for the improvement involving the intersection of Highlake Road and Sunset Avenue in West Chicago. The existing intersection is a tee intersection with a stop sign on the Sunset Avenue leg of the intersection just north of the Union Pacific Railroad. The scope of work is expected to involve the design of a traffic signal that will interconnect with the existing railroad gates to improve the safety and flow of traffic at the intersection. The addition of auxiliary lanes on Highlake Road is not anticipated but will be analyzed. Consultant Scope of Services: Phase I preliminary engineering services are needed for all necessary work to receive Design Approval. This project is anticipated to be processed as a Categorical Exclusion 1 (CE 1) with no report. Specific tasks include but are not limited to: Data collection and survey Analyze traffic counts Environmental studies coordination including wetland and special waste evaluation Public involvement Local coordination Railroad and/or ICC coordination Prepare IDOT forms (CE 1 w/no report) Phase II design engineering services are required for the preparation of the plans, specifications and estimates (PS&E) package. Specific tasks include but are not limited to: Prepare contract plans (traffic signal) and project special provisions/specifications Prepare estimates of cost and time Prepare R.O.W. plat and legal documents (if needed) Clean Construction & Demolition Debris (CCDD) certification The construction cost for this project is estimated to be $300,000. Phase I engineering is expected to be completed 12 months after notice to proceed. Subject to satisfactory progress of Phase I engineering and mutual agreement, Phase II engineering will be negotiated near completion of Phase I. Phase II engineering is expected to be completed 12 months after notice to proceed.

Project Parameters:

1. The project will utilize 2.8 Direct Labor Multiplier method of compensation. 2. A Traffic Signal/Railroad Crossing Report (8/31/10) is attached for information purposes. 3. The County has secured federalLocal Highway Grade Crossing Safety Program funding

for construction. 4. DuPage County will be the awarding and administering authority for the engineering

contracts. 5. The construction contract will be awarded by the Illinois Department of Transportation. 6. The prime firm must be IDOT prequalified in the following categories:

Special Studies (Traffic Signals) Statements of interest are due by June 16, 2016 by 3:00pm and may either be mailed to:
