WHEREAS, there is a need for moral renewal in order to eradicate the social ills thathae pla!"ed "s for the past seeral decades, s"ch as !raft and corr"ption, patrona!epolitics, apath#, passiit#, mendicanc#, factionalism and lac$ of patriotism%

WHEREAS, Article &'(, Section 3 )2* of the +onstit"tion proides that all ed"cationalinstit"tions shall - - - inc"lcate patriotism and nationalism, foster loe of h"manit#,respect for h"man ri!hts, appreciation of the role of national heroes in the historicaldeelopment of the co"ntr#, teach the ri!hts and d"ties of citi.enship, stren!then ethicaland spirit"al al"es, deelop moral character and personal discipline, enco"ra!e criticaland creatie thin$in!, broaden scientific and technolo!ical $nowled!e and promoteocational efficienc#/%

WHEREAS, the Philippine Senate, on September 1, 19 adopted the Shahanisponsored Resol"tion o- 10 directin! a Senate 4as$ 5orce to in6"ire into the stren!thsand wea$nesses of the 5ilipino +haracter with a iew to sole the social ills andstren!then the nation7s moral fiber, thereb# la#in! the !ro"ndwor$ for the nationalcampai!n for 8oral Recoer#%

WHEREAS, the Senate 4as$ 5orce, after comprehensie st"d#, has established theneed to deelop in the 5ilipino )1* a sense of patriotism and national pride, or pa!mamala$i sa bansa/ a !en"ine loe, appreciation and commitment to thePhilippines and thin!s 5ilipino% )2* a sense of the common !ood or $a$a#ahan!ma!malasa$it/ the abilit# to loo$ be#ond selfish interests, a sense of comm"nit#liin!, a sense of :"stice and a sense of o"tra!e at its iolation% )3* a sense of inte!rit#and acco"ntabilit#, or $atapatan at panana!"tan/ an aersion towards !raft andcorr"ption in societ# and an aoidance of the practice in one7s dail# life% );* the al"eand habits of discipline, hard wor$ or pa!sisi$ap/, selfdi!nit# and selfreliance% and )<*the al"e and habits of selfreflection and anal#sis or pa!papahala!a at pa!s"s"ri sasarili/, the internali.ation of spirit"al al"es, the emphasis on essence rather than onform%
