Process To Become A Certified Enrollment Entity (CEE) and Obtain

SAN’s Mission
• South Asian Network is a grassroots, community-based organization dedicated to advancing the health, empowerment and solidarity of persons of South Asian origin.
• Focus on health and health care access, immigration and civil rights and violence prevention
Background
• July 2013: Joined Asian Americans Advancing Justice (AAAJ|LA) and other AANHPI providers to conduct outreach and education
• Focused on the South Asian community in Los Angeles and Orange counties
• Outreach to 2,000 families, educate over 4,000 families and generate about 1,700 leads
Becoming a Certified Enrollment Entity (CEE)
• Saw community need, nowhere for monolingual clients to go to enroll
• CEEs are trained and registered to provide in-person assistance in applying for coverage

• Create a log in • Identify staff who will be enrollment
counselors
Process and necessary information
• Completed online application (8/26/2013) • Received approval (8/29/2013)• Needed general information: contact
information, populations currently served, counties served, office locations and hours of operation
• Information on anticipated Certified Enrollment Counselors
• Federal Employment ID Number, State Tax ID Number, Bank Information
Documents needed
• Certified Enrollment Entity Agreement• Proof of Business Status 501 ( c ) (3)• Proof of Insurance: Liability Insuranceand Worker’s Compensation Insurance• STD-204 Payee Data Record• Valid Business License• Certified Enrollment Counselor Agreement• Management to complete the certified enrollment entity management training (webinar)
Becoming a Certified Enrollment Counselor
• Names in enrollment counselor roster
• Staff background check : fingerprinting and state staff criminal record check
• Complete training: 2.5 day in person training and 2 shorter computer based trainings
• Pass Certification Exam
• Staff trained and enrolling!
Outreach and Education activities
• Conduct outreach and education in various community settings:
- Tabling at community and religious festivals
- Conducting street outreach
- Engaging in door-knocking
- Workshops in religious and community spaces; last workshop engaged over 200 people

Challenges• Need all the attachments and information
before beginning the application
• Most community members have no knowledge of the ACA and what it means for them
• Fear – think they are loosing coverage they have
• Confusion – Gov’t shutdown, delaying ACA
• Enrollment form wasn't available
Opportunities• Community members are curious and eager
to enroll
• Partner with other Outreach and Enrollment and CEEs to reach as many community members as possible
