In the reference 3'"'̂ read above, the Government (Finance Department) has

issued orders authorizing the budget under C.B.R.O. (Comprehensive Budget Release

Order) for 2"^, 3'^'^ and 4* quarters to the Commissioner of Collegiate Education, Govt,

of Andhra Pradesh for the current financial year i.e. 2015-16 and instructed to issue

budget distribution order apportioning the budget amongst the subordinate controlling

officers/Drawing and Disbursing Officers under the control of the Head of the

Department.

In the reference 4* read above, the Finance Department has requested the

Commissioner of Collegiate Education, A.P., Hyderabad to issue Comprehensive Budget

Distribution Order (CBDO) allocating the budget authorized in the C.B.R.O. amongst

the D.D.O.s under the control of Commissioner of Collegiate Education.

In the reference 5*"̂ & 6*'̂ read above, the Government have decided and hereby

order to treat the interregnum period from 02.06.2014 to 13.01.2015 (those who

retired & Re-inducted into service as per Act. 01 of 2015) as leave to which employee

is eligible, and in case no leave is due, the period be treated as Extra-ordinary leave.

(E.O.L). The Government orders have been communicated to all the Correspondent of

Private Aided Degree / Evening / P.G. / Oriental Colleges in the State of Andhra

Pradesh. Accordingly the proposals have been received from the Correspondents of

Aided Colleges through the R.J.D.C.E. and Principals of Identified Govt. Colleges

concerned.

In pursuance of the orders issued by the Govt, in the reference 3̂'̂ & 4̂^ read

above and Under Chapter - IV of the A.P. Grant-in-Aid Code, the Commissioner of

Collegiate Education, A.P., Hyderabad is hereby sanctions and authorizes for payment

of a sum of Rs: 01,83,57,994=00 (Rupees One Crore Eighty Three Lakhs Fifty

Seven Thousand Nine hundred and Ninety Four only ) towards payment of Leave

( P.T.O.)

Salary to the Teaching & Non-Teaching Staff those who are retired and Re-inducted

into service in the Private Aided Degree /P.G./Evening/Oriental Colleges located in

Zone-I & II in the state of Andhra Pradesh as shown in the Annexure during the

current financial year 2015-16 ( 4* quarter ) meeting the expenditure from the

provision made available in the Budget for the current financial year 2015-16.

The expenditure is debatable to the following Heads of Account:

" 2202- General Education - 03 University and Higher Education MH - 104 Assistance to Non-Government Colleges and Institutions S.H.- 06 Assistance to Aided Colleges - 310 Grant-in-Aid

311- Grant-in-Aid towards salaries

The Regional Joint Director of Collegiate Education, Rajahmundry and the

Principals of Govt. Degree Colleges (Identified Govt. Colleges) in Zone-I & II

concerned is informed that :

1) Before countersigning the Grant-in-Aid Bills and forwarding them to the

Treasuries, they should ensure that all the conditions stipulated in the G.Os.l^^

and 2"'̂ read above are fulfilled.

2) They should allow Leave Salary ( i .e . who retired and Re-inducted into service

as per Act. 01 of 2015 communicated in C.C.E.'s Procs. Rc.No. 234/Admn.I-

1/2014, dated.20.8.2015 & 28.12.2015 ) to the staff of the college concerned.

The above instructions are to be followed scrupulously and any deviation from

the above shall be viewed seriously.
