Subject No. 68/06: Carrying out Repairs to failed distributionTransformer (conventiona 1 and star rat.edOn item wise rate contract basis-reg.

The following was submitted to the Board for perusal.

1. At present the failed Distribution Transfonners InBESCOM are repaired at 3 kinds of Repair Centres.a) One Mega Repair Center at Doddaballapura with a

capacity to repair 300 no. of Transformers Imonth.b) 18 Major Repair Centers spread across various

Distncts /Taluks (in one Major Repair Center around100 Nos. of DTRs/month can be repaired).

c) 49 nos. of Minor Repair Centers which primarily dealswith minor repairs like replacement of one coil HTILT,replacement of Gasket, Replacement LVIHV Bushingswith metal parts, Replacem.ent of Brass nuts, toppingup of oil etc.,

For all the 3 kinds of repair centers BESCOM has got alurupsurn award wherein the repairers are paid bas ed on theno. of transformers repaired, rather than based ~ri; no. of

- Further, the Board was also appraised of the prevailingstandards of performance for the replacement of faultytransformers namely 24 hours for all categories of consumersexcept IP sets and 72 hours for IP sets.

Right now, on an average, BESCOM has spent around28.54 Crores in every year for the repair of Transformers.

In order to bring better efficiency in the replacement, andrepair of transformers, MD BESCOM constituted 4 teamswhich visited the States of Maharashtra, Telangana, WestBengal and Gujarat. The team leader Mr.Ramesh did apresentation before ACS, Energy on 2ndMarch 2015.

2. The proposal is placed before the Board seeking the followingapprovals.

(a)Whether the existing Minor Transformer Repaircenters to be continued or cancelled?

(b)Whether the existing Major Transformer repaircenter to be continued with the existing scope,terms and conditions of the contract or cancelled?

(c)Whether the repairs to DTRs to be carried out onitem wise rate contract basis by creating oneExecutive Engineer (Testing) supported by I AEE(Testing) and AE(Testing) to look after ex 1 sivelythe transformers repairs in the circle?

The Board went through the proposal and observed thatpresently, there is no adequate centrally controlled mechanism toget the transformers repaired on time. There is no analysis madewith regard to cost benefit as to whether item wise RCwill be morebeneficial or the existing procedure through outside agencies ismore advantageous from the point of view of cost minimization,transportation charges, loading and unloading charges, testingcharges, the procedure for returning of unserviceable parts/released parts to BESCOM stores etc., It was also observed thatrepairs are carried out without joint inspection. BESCOM hasalready undertaken preventive maintenance which coverspreventive maintenance of distribution transformers also and needto monitor by fixing responsibility in the hierarchy of officers.

The MDexplained the present system in existence in BESCOM.It was further observed that control and monitoring mechanism isinadequate in the present system and accountability is found at verylow level. Sri.Arvind Srivastava, Director expressed that reportingand control mechanism needs to be strengthened instead of addingany additional manpower to the existing system.

(a)Failure of transformer shall be reported to therespective SE(E),EE(E)within 24 hours.

(b)Adequate actions are to be taken by EE(E) to get thedistribution transformers replaced within shortestpossible time.

(c)The released faulty transformers shall be returned tostores by return invoice.

(d)Joint inspection to be carried out and estimate to beprepared by adopting schedule of rates/ contract rates.

(e)All repaired distribution transformers must beguaranteed for at least 2 years duration.

After detailed deliberation, keeping in view the cost control,adequacy of availability of transformers for replacement at emergencyrestoration and to have better control mechanism, the followingresolutions were passed .

work without distinguishing, minor, major or mass distributiontransformers repair .. centre, clearly re-defining theresponsibility, accounting and reporting mechanism from downthe line upto CGM(Op)without adding any additional cadre/manpower at extra cost to the existing structure of C,O&MDivision, MT Division, Circle and Zone subject to following.

(l)CGM(Op) be authorized to frame necessary norms forreporting, accountability, identifying the hierarchy ofofficers who are responsible, accountable with timeframe for each stage of activity from the point of releaseupto return to stores within 3 weeks time and monthlyreport shall be submitted to MD.

(2) The CGM(Op) shall ensure that completeimplementation of norms / guidelines and a monthlyreport be submitted to MD before 10th of each monththrough D(T)and ensure minimum, maintenance costof distribution transformers, transportation andloading cost.

(3)The Executive Engineer (Ele), Store Officer shouldensure that repaired transformers are received back atstore with at least minimum time prescribed undercorporate norms.

Subject No. 68/07: Purchase of new SUV Renault Duster,RXZ(O) (Nav) (Diesel) for the use ofManaging Director, BESCOM.

The followingwere submitted to the Board for perusal.

1. The Volkswagen Vento Vehicle is being used by theManaging Director, BESCOM which was procuredduring the year 2011. It has travelled 1,63,000Kms.Presently this vehicle found not suitable for field travelespecially in rural areas since the vehicle is havinglimited ground clearance .

. 2. The Volkswagen Vento vehicle is presently givingnominal mileage per liter of fuel and has covered163000 kms

clearance and has better performance on road. Thesaid vehicle has strong shock absorbers, canaccommodate more staff during field inspections andmore convenient to MD's use.

The Board went through the proposal. Since the ManagingDirector needs roael worthy, good condition vehicle for long journeywithin the jurisdiction of State, Board accorded its approval andpassed the following resolution in this context.

RESOLVED THAT, approval be and is accorded to purchase ofone new SUV Renault Duster, RXZ(O), (Diesel) or equivalentvehicle for the use of Managing Director, BESCOIVI at theprevailing price [rom. an authorized dealer.

RESOLVED FUR TIJER TliAT, the General Manager(Procurement) be and is hereby authorized to take needfulaction for purchase duly following the corporate norms and totake the same to the asset account of BESCOM

Subject No.68/08: Advance payment of Rs.200 crore toUdupi Power Corporation Limited(UPCL) Rs.100 crore paid on27.02.2013.

The followingwere submitted for perusal of Board.

l. Udupi Power Corporation Limited is a thermal based powergenerating capacity of 120Mw and using imported coal forgeneration. CERC has approved provisional tariff during241'1'1Dec.2012. ESCOMS and PCKL have filed appealagainst CERC order before APTEL.APTELduring Feb-2013has directed to pay the tariff as. per CERC provisional orderfor both units from September 2012 to February 2013 infour installments and an amount of Rs.193.96 crore waspaid by BESCOM and for further period, the bills were paidat provisional tariff approved by CERC (Rs.4.1S per unit) asper APTELorder.

2. CERe had issued final Tariff order during 20th Feb.2014.Again it was challenged before APTEL by PCKLjESCOMs.During June 2014, APTELhas directed to pay ·1:.:1.e~i.n.a.ltariff

approved by CERC from Feb.2013 to March 2014 in eightinstallments. BESCOM has paid its share of Rs.197.76crore in eight installments along with regular monthly billsas per final tariff approved by CERC (Rs.4.25 per unit).

3. UPCL frequently posed the problem of funds shortage forwhich it was unable to procure .coal and continuegeneration. PCKL vide letter No.PCKLjA12/331/2010-11j 4278-90 dated 06.12.201.2 had directed BESCOMto payRs.99.24 crore as advance payment and recover it afterthree months along with interest at higher rate on ESCOM'sborrowed loan. Accordingly BESCOM had paid Rs.99.24crore during Dec 2012/Jan.2013 and recovered it durin.gMay 2013 along with interest of 5.13 crore.

4. Based on UPCL letter dated 15.07.2013,27.09.2013 and18.10.2013, GOK vide letter NO.EN57PSR2013 dated09.12.2013 had directed BESCOM to pay all outstandingdues and one month Power Purchase cost in advance.Accordingly, BESCOM had paid Rs.200 crore duringDec.2013/Jan.2014 on same terms and conditionsindicated by PCKLin letter dated 06.12.2012. This paymenthad been approved by BESCOM Board in 62ncl BoardMeeting held on 16.01.2014 and 63rd Board Meeting held on04.03.2014 had directed to adjust advance payment aftersix months. Accordingly the advance amount of Rs.200crore along with interest of Rs.12.16 crore was adjustedagainst January 2015 bill.

'" The Board took note of the followingsignificant points.

a) UPCLhad addressed letter to GOK,PCKLand BESCOMforreleasing advance payment and posing coal shortageproblem. PCKL vide letter No.PCKL/A12j331/ 2010-11/5289-99 dated 26.02.2015 had made clear to UPCL thatdespite the severe financial difficulties, BESCOMhad paidRs.200 crore advance and adjusted after six month.s. Asper CERCNorms UPCL'has to maintain 45 days coal stock.ESCOMs are settling dues and monthly bills as per ATEorders and it is responsibility of UPCL to maintainsufficient coal stock. Stoppage of generation on account ofthis would adversely affect the Grid manag me /1 t anel

demand supply gap and directed UPCL to maintaincontinuous generation from both units at full capacitywithout interruption. PCKL further instructed that anyconsequential loss and damage on account of stoppage ofgeneration willbe to UPCL's account.

b) In spite of strict direction from PCKL,UPCL had stoppedgeneration from one unit on 27.02.2015 and declaringavailability for only one unit. In the pre-budget meeting.Additional Chief Secretary, Energy Department, GOl{ haddirected to pay the advance amount to avoid stoppage ofgeneration.

c) In view of impeding summer and students exarninationseason the power supply need to be maintained properly.As such Rs.100 crore is paid as advance on 27.02.2015 onthe same conditions as in PCKLletter No.PCKL/A12/331/2010-11/4278-90 dated 06.12.2012, to start generationfrom other unit by UPCL.

Board went through the proposal and Director (Finance)explained the details. Having ratified the action taken the Boardpassed the followingresolution.

(c) Abnormal extra cost being incurred on account of failureofMj s. Infosys to complete the awarded work.

(d) The subject was debated at length @ 81st CPC since theprices were very abnormal in respect Lot III and Lot IVand it was decided to negotiate further.

(e) Negotiation meeting was held along with Mj s. Infosys andits attention was also drawn with regard to extra costbeing incurred consequent to default of Mj s. Infosys incarrying out the contract for the satisfaction of BESCOMand extra cost burden to be bome by Mj s.Infosys only.

Board on further perusal of details furnished and annexuresthereon felt that, since the entire scope of work belongs to Mj s.Infosys Ltd, the agreement clauses in the original agreement enteredinto with Mj s. Infosys be strictly and stringently enforced to make it tobe responsible for extra cost and risk on account of default inexecuting the awarded work within the stipulated time as per the timeframe given by Mj s. PFC. As the funding will be made by PFC for thesanctioned quantity only, for the additional quantity the cost need to

"be borne by the respective ESCOMs consequent to above tenderenquiry and present work award. The followingwere explained.

1) PFC shall give the Fund for revised DPR quantities of allESCOMs at the approved Unit cost ofRs.5020j- only

2) The difference amount for the balance· quantity ofmodems should be bome by the respective ESCOMs asper the awarded cost.

3) The modems for HT and boundary meters will be fixed byMj s. Infosys only at the rate of RS.5020 j -being PFCsan.ctioned unit rate.

4) The difference amount between awarded cost and PFCsanctioned cost should be borne by Mj s. Infosys (for thequantity supplied earlier (except HT and boundarymeters) and ESCOMs should bear the difference amount(for the sanctioned quantity as per DPR minus quantitysupplied by Infosys earlier).

5) The entire data charges of the three years contract periodshould be borne by respective ESCOMs by providingnecessary budget every year depending on requirement.

4) Necessary contract agreement with M/s. Amitech IndiaLtd., and M/s. Analogic Tech India Ltd., shall be executedby respective ESCOMs duly incorporating necessary t.ernisand conditions as per corporate norms.

5) GM(ICT& MIS) shall take necessary action for recovery ofpenalty and extra cost i.e. difference of cost between

Board perused the proposal and anriexures. The followingsignificant points were taken note of in this context.

1. Tender is for supply of RCC,PCC,PSCpoles to BMAZarea,· BRC,Kolar, Tumkur, Davanagere circles forCapex works, system improvement works, Gangakalyana works, regularisation of unauthorized IF setsetc.,

2. The proposal is to enter into rate contract withsuccessful bidder against each lot for a period of twoyears. Amount put to tender as per common SR 2014-15 amounting to RS.I0771.37 lakhs.

3. The necessary negotiations were made with successfulL1 biclclers to bring down the quoted pncesubstantially.

4. The poles can be procured on need basis by the fieldofficers for capex and other works of BESCOM.

5. The tender scrutiny committee recommended onscrutiny of proposal for procurement of 281734 Nosvarious types of poles.

6. Tenders have been processed and evaluated inaccordance with the provision of KTPPAct and auditedby GM(IjA).

Board debated the matter. It was observed that all the biddershave quoted uniform L1 rate and necessary negotiation meetings wereheld as per norms with L1 bidders. As there is urgent need for polesin the field for the works indicated above, it was felt necessary andappropriate to consider the bids on rate contract. However as furtherobserved, all the L1 bidders have agreed for negotiated prices asunder:

The followingwere submitted for the perusal of Board.

l. In BESCOMjurisdiction there are 28 O&MDivisions, whichare responsible for distribution of electricity and maintaininguninterrupted power supply. The utility has to capture andmaintain various financial and commercial transactions fromthe field offices. Besides there are 3 Zones, 9 Circles, 3 MTDivisions, BESCOM stores and other offices. As against thesanctioned strength of 17,725 personnel, 11545 Nos areworking and there are vacant posts to all extent of 6180 i.e.,about 350/0 posts are vacant.

2. BESCOMis facing acute shortage of man power and there isconsiderable growth every year in the consumer base, lengthof HT and LT lines, number of transformers installed,stations commissioned etc., maintenance of these assets andthe day to day functions have become very difficult due toshortage of essential staff.

3. BESCOM is facing acute shortage of Assistant AccountsOfficers also, which is supervisory cadre. It has become verydifficult to implement service and quality standards specifiedby KERC "standards of performance" at the cJjivisionlevel. f-_.::::- ,.:..::_ )"

The followingwere explained to the Board:-

1. 10 Nos of Assistant Accounts Officers were recruited in themonth of Jan.20 15. This SIll. all number of officers areinsufficient to cater the needs of 28 O&M divisions acrossBESCOM due to increased growth of workloadsubstantially.

2. The vital area of handling revenue and revenue accountsare presently entrusted to the Assistants / Senior Assistantsand quality of 'work is not at expected level.

3. The services being given to consumer is not meetingexpected level at some sub divisions in respect of revenuerecovery and revenue accounts maintenance relatedissues and to implement service standards.

4. While approving the revision of tariff during Nov.20 1<:j.directions were given by KERC to fill up at least 50% ofvaC811.tposts is ESCOMs.

Board debated the proposal. It was felt that the problem ofmanpower shortage has to be tackled within the framework ofcompany H.R. policy 8.11.drecruitment and promotion regulationsprevailing. Relaxation of R&Pregulations for direct recruitment as anone time exception measure to recruit 100 Nos of Asst. AccountsOfficers be allowed. On perusal of data placed before the Board, thefollowingresolutions were passed in this context.

The proposal was debated at length. The Board felt that, in thepresent circumstances prevailing at field level there is an utmostneed for carrying out action plan works. l. KERC norms stipulated that the failed distributiontransformers are to be replaced within 24 hours in urbanarea and 72 hours rural area.

2. The data in respect of failed transformers during last 3years to an extent of 25163 Nos costing to an extent ofRs.28.54 crores for repairs.

3. Prevailing monitoring mechanism to return the failedtransfonners to stores for getting them repaired.

4. The need to implement the project i.e., DistributionTransformer Tracking System in BESCOM(DTTS)in webbased application which shall support and track thecomplete life cycle of distribution transformers which canbe assessed anytime and anywhere through any deviceincluding mobile phone by the authorized users puttingthem on GIS is very essential which helps in replacementof failed transformers to upkeep KERC norms, lessinventory, repairs, preventive maintenance to reducetransformer failures, allocation to replacement / variousworks at stores, up-keeping average one month bufferstock on average failure rates per month at stores foravoiding theft/missing of transformers due non-return offailed transformers to stores in time etc., to restore powersupply in time thereby providing services to consumersatisfaction.

7) The clause No 9.0 of Conditions of Contract in the tenderdocuments floated vide enquiry No. GM(M&C)/06/16.7.2012state "After 2 years of opening of outlets further renewal ofcontract is again subject to type tests at the cost of supplierand price negations with BESCOM at that point of time. Incase of any disagreement in cost/ quality after 2 years, outletswill be closed and retendered. The supplier shall keep theoutlets open for at least 6 months (after 2 years) or till suchother alternative arrangements are made."

The Board took note of the following:-

1) The willingness of M/s. Landis -I- Gyr Ltd was obtained forcontinuation of sales of three phase whole current meter atretail outlets of BESCOM for further period of 6 morith fromthe expiry date i.e. till 14.10.2015 or till finalization of newtender floated vide enquiry No. BESCOM/GM(M&EA)42/2015-16 whichever is earliest at all inclusive unit price of Rs.2449.39

2) The communication of the firm expressing its willingness videNo. L+G/BESCOM/DWA-07/71/28.4.15

The proposal was discussed. The following points were furthertaken note of

a) BESCOM has already called short term tender vide enquiryNo. BESCOM/GM(M&EA)42/2015-16 on receipt of unifiedPQR and specifications fr011.1GOK

b) The sufficient numbers of meters are required at retail outletsto avoid inconvenience to BESCOMconsumers

Subject No. 68/A04 : To revise the Budget to 369.83 crores forreplacement of Electromechanicalmeters by electrostatic meters.

The followingwere explained:-

1. Rural Electrification Corporation Limited under NEF(National Electricity Fund), an interest subsidy scheme ofMoP), had offered the financial assistance of Rs.332.84crores towards replacement of electromechanically meters asagainst the DPR cost of Rs.369.83 crores. However amountis not drawn by BESCOMand documentations are' also notmade.

2. The Board had accorded approval for FY 2015 Capex, withan outlay of 2604.47 crores wherein Budget of Rs.180 cro esprovision is made for replacement of EMby ES mete s.

3. Accordingly budget was restricted to 180 crores during theFY2014-15.

4. As per CEA guidelines, all the existing Electromechanicalmeters are to be replaced in the field for better accuracy andto improve the revenue.

5. It is proposed to replace all the existing meters during thecurrent FY.

The followingwere taken note of:-l. The present proposal is for meeting the entire cost of DPR

Rs.369.83 crores towards replacement of electromechanicalmeters by electrostatic meters.

2. The Board at its 66th meeting had accorded its approval ~during FY 2014-15 under capex to an extent of RS.2604.47 ..,crores wherein a budget of Rs.180 crores only wasprovisioned towards replacement of electromechanicalmeters by electrostatic meters.

3. The validity for the financial assistance which was offered byMs/REC Limited to an extent of Rs.332.84 is lapsed clue tonon-drawal and documentation.

4. It was also noted that the Board had taken decision at its66th Meeting a budget of Rs.154.53 crores will be providedfor the capital budget for 2015-16.

5. It was further noted that, a PQR committee be constitutedwhich shall finalise PQR within the time frame as per thedecision of Board at its 66th Meeting.

Board debated the proposal. As per CEA guidelines all the ....existing electromechanical meters are to be replaced in the field forbetter accuracy and to improve the revenue. For this, substantialquantity of electrostatic meter are required. Board on perusal of theproposal passed the followingresolutions in this context.

2. The Technical committee recommendation to awardthe rate contract on M/ s.Gugan Engineering,Bangalore for balance 59000 Nos of GOS acrossBESCOMsince modified GOSwere found suitable.

3. Letter of intent issued vide No.2538-45 dated12.01.2015 for balance 59000 Nos of GOS acrossBESCOM.
