The meeting was held at the Administrative Center, 1854 East Broadway, Alton, Illinois.

President Edmond Gray called the meeting to order at 7:00 p.m. Board members who answered present were: David Fritz, Edmond Gray, Rosetta Brown, David Lauschke, Vivian Monckton and Barry Macias Absent: David Goins The following administrators were present: Mark Cappel, Superintendent of Schools;

Kristie Baumgartner, Assistant Superintendent of Schools; Mary Schell, Director of

Financial Services; Sonya Porter, Director of Human Resources; Dave McClintock, Director

of Building and Grounds; Elaine Kane, Curriculum Coordinator and Kara Twichell,

III. APPROVAL OF THE AGENDA

It was moved by Ms. Monckton, seconded by Mr. Lauschke and carried

unanimously that the Board of Education approve the Agenda for June 19, 2018.

IV. READING OF COMMUNICATIONS AND PETITIONS A thank you card was received from Alice Gray for the floral arrangement

sent in honor of her husband Ronald Gray (who the brother of Ed Gray-Board President).

Throughout the year the District is the recipient of many gifts and contributions from parents,

friends, community service groups, businesses and industries. A concerted effort has been made

to obtain an accurate accounting of donations for this school year.

and staff it would be difficult to provide a comprehensive educational program.

Each school acknowledges their volunteers and donations in a special way. Tonight the Board of

B. Motion: Closed/Executive Session

It was moved by Ms. Monckton, seconded by Mr. Lauschke and carried unanimously that the

Board of Education move to a Closed/Executive Session to:

Discuss appointment, employment, compensation, discipline, performance or dismissal of

employees. 5 ILCS 120/2 (c)(1) No action will be taken in open session

Discuss the purchase or lease of real property for the use of the public body, including

meetings held for the purpose of discussing whether a particular parcel should be acquired.

F. Motion: Authorization to Prepare the Tentative Budget

It was moved by Ms. Monckton, seconded by Mr. Lauschke and carried unanimously that

the Board of Education authorize Mary Schell to prepare a tentative budget for the

Alton School District for the fiscal year beginning July 1, 2018, and ending June

30, 2019.

G. Motion: Approval to Repay the Interfund Loan from Operations and Maintenance Fund to

Education Fund

It was moved by Ms. Monckton, seconded by Mr. Lauschke and carried unanimously that

the Board of Education authorize the transfer of $4,600,000 from the Education Fund

to the Operations and Maintenance Fund as final repayment of $4,600,000 loaned

to the Education Fund from the Operations and Maintenance Fund during fiscal

year 2016-17.

H. Motion: Approval to Repay the Interfund Loan from the Operations and

Maintenance Fund to Transportation Fund It was moved by Ms. Monckton, seconded by Mr. Lauschke and carried unanimously that

the Board of Education authorize the transfer of $600,000 from the Transportation

Fund to the Operations and Maintenance Fund as final repayment of $600,000

loaned to the Transportation Fund from the Operations and Maintenance Fund

during fiscal year 2016-17.

I. Motion: Approval to Repay the Interfund Loan from Working Cash Fund to

Education Fund

It was moved by Ms. Monckton, seconded by Mr. Lauschke and carried

unanimously that the Board of Education authorize the transfer of $5,850,000 from

the Education Fund to the Working Cash Fund as final repayment of $8,500,000

loaned to the Education Fund from the Working Cash Fund during fiscal year 2016-

17.

J. Motion: Approval to repay the Interfund Loan from Working Cash Fund to Transportation

Fund

It was moved by Mr. Lauschke, seconded by Ms. Monckton and carried unanimously that

the Board of Education authorize the transfer of $3,250,000 from the Transportation

Fund to the Working Cash Fund as final repayment of $3,250,000 loaned to the

Transportation Fund from the Working Cash Fund during fiscal year 2016-17.

K. Motion: Approval for an Interfund Loan from Operations and Maintenance Fund to

Education Fund It was moved by Mr. Lauschke, seconded by Ms. Monckton and carried unanimously that

the Board of Education authorize an Interfund Loan to the Education Fund from the

Operations and Maintenance Fund for $4,600,000 with said Interfund Loan to be

repaid upon the receipt of the local property taxes from the 2017 levy year.

L. Motion: Approval for an Interfund Loan from the Operations and Maintenance Fund

to Transportation Fund It was moved by Mr. Lauschke, seconded by Ms. Monckton and carried unanimously that

the Board of Education authorize an Interfund Loan to the Transportation Fund from

the Operations and Maintenance Fund for $600,000 with said Interfund Loan to be

repaid upon the receipt of the local property taxes from the 2017 levy.

M. Motion: Approve the Abatement of the Working Cash Fund of the District

It was moved by Mr. Lauschke, seconded by Ms. Monckton and carried unanimously that

the Board of Education approve the attached resolution authorizing the abatement of

the Working Cash Fund of the district.

N. Motion: Approval of the Resolution of Prevailing Wage Ordinance It was moved by Mr. Lauschke, seconded by Ms. Monckton and carried unanimously that

the Board of Education would approve publication and distribution of the following notice:

The Board of Education of Alton Community Unit School District No. 11 has

passed a resolution establishing prevailing wage rates for construction to be the

same as those in Madison County as determined by the Illinois Department of

Labor and anyone wishing to inspect the resolution may do so at 1854 E. Broadway,

Alton, IL 62002, between 8:00 a.m. and 4:30 p.m.

O. Motion: Approval to set the AHS Graduation Date for 2019

It was moved by Ms. Monckton, seconded by Mr. Lauschke and carried unanimously that

the Board of Education approve establishing Friday, May 24, 2019 as the date of the 2019

Alton High School graduation.

P. Motion: Approval of Lease of Landmarks Building

It was moved by Ms. Monckton, seconded by Mr. Fritz can carried unanimously with those

Board Members present with the exception of Mr. Edmond Gray who voted Nay.
