Background: The Isla Biodiversity Conservation, through the Calayan Rail Project, conducted a series of community consultations around Calayan Island from May 11 – 28, 2006 (Proceedings published earlier). The consultation workshop was aimed at knowing how the community can best take care of the Calayan rail and Calayan’s natural environment. The participants identified the changes they have seen in their environment; then an action-plan was developed to outline the important steps that have to be done to conserve the environment. These outputs were consolidated in an action-planning workshop on May 30, 2006. The plans included the need to control slash and burn farming (kaingin), provide alternative livelihood, create extensive information and education campaigns, strengthen law enforcement in the island, and establish a protected area or sanctuary in Calayan. Subsequently, a resolution was filed at the Sanggunian Bayan of Calayan requesting the Municipal Mayor to establish portions of Calayan Island as a wildlife sanctuary or protected area. Sitio Longog in Brgy. Magsidel, where the Calayan Rail is commonly sighted, was chosen to be the pilot site for a sanctuary. However issues involving land tenure and social acceptability of the proposed sanctuary need to be clarified. Isla, through the Calayan Rail Project Phase II, is building on this initiative by assisting local stakeholders in establishing a local wildlife sanctuary through a participatory process. The objective of this activity is to assist local officials in conducting a participatory resource mapping activity and community consultations on the recommended wildlife sanctuary and watershed area and prepare a recommendation to the Calayan Municipal Council. Consultation: The community-based participatory process was conducted in three phases to get the full understanding and participation of the stakeholders, as well as to address the concerns and interests of those who will be affected and involved in the process. The phases include: community consultation, Participatory Resource Mapping (PRM) and validation; consultation of PRM outputs to the local government unit and key local government agencies and; presentation of consolidated recommendations to the stakeholders in Calayan Island.

Objectives: Participatory Resource Mapping:

To make the community aware of and understand resource mapping and the rationale behind establishing a wildlife sanctuary.

To identify the concerns, issues and recommendations from the community on establishing a wildlife sanctuary and watershed area.

To share the process in conducting community consultations and PRM to the community and key government agencies.

Audience with the Local Government Unit:

To consult the Sangguniang Bayan (SB) and key government agencies on the recommendations, rules and regulations raised from the PRM and consultation activity.

To gather the concerns, suggestions and recommendations from the SB – LGU.

Community Consultation: To report on the additional recommendations and suggestions of the SB – LGU. To validate commitment and support for the wildlife sanctuary on the premise of a

legalized wildlife sanctuary. To know the perception and understanding of the community on the sanctuary, and to

address negative views on the purpose of the sanctuary. To gather capacity needs of the community on managing and enforcing the wildlife

sanctuary. Methodology: Participatory Resource Mapping: Research. Topography maps and Land Classification maps were procured at the office of the NAMRIA in Taguig City. These were scanned for a workable file which will later be geo-referenced and mapped using a GIS. The team also interviewed the Municipal Planning and Development Office (MPDO) and the Municipal Assessor’s Office of Calayan in May 2007. The offices were consulted during the preparation stages to clarify land use and classifications issues and queries. A soft copy of the draft Comprehensive Land Use Plan (CLUP) was provided by the MPDO, while supporting Land Classification maps were gathered from the Assessor’s Office. Preparing the base map. The topography map was essential in preparing the base map. After identifying the general area of Longog and the watershed area that surrounds it, a 6cm x 6cm square was drawn around it to identify where the potential sanctuary can be established. This was then divided into equal grids, where a one centimeter grid represents 1 kilometer in actual size. The actual size of the map has a scale of 1:20,000; the selected area was magnified to a scale of 1:5,000. A workable 1.5 meter-base map was produced and duplicated. To copy the details from the topography map to the base map, the map was photocopied into a transparency paper, which was projected to a manila paper with the use of an overhead projector. Every 100 meters in elevation was lifted from the topography map and drawn into the manila paper, which serves as the base map. Residences and trails were also included in the base map to serve as reference points. Initial GIS marking. An initial GIS marking activity was carried out on May 7-11, 2007 done in conjunction with the Calayan Rail survey and training activity. Three groups were formed to carry out the task – one solely devoted to marking, another doing both survey and marking; the third team is focused on the rail survey. The assigned team(s) marked, using a GPS unit, the different infrastructures that are located within the identified trail. These pre-identified trails were taken from the saved routes from previous rail surveys. The teams were provided with a GPS unit and GPS data sheets to log the waypoints and corresponding tracks and physical feature. Other notable sources of livelihood and environmental features were also marked in the process. From these data, an initial map showing the location of residences, church, rice fields (talon), kaingin area (uma) and fishponds were created. The information was placed in the base map to serve as reference points for participants during the mapping exercise. Presenting information from research and surveys. As inputs from Isla, the hydrology, distribution of the Calayan rail and the alienable and disposable (A and D) lands within the

grid were prepared in separate plastic sheets. These were presented by layering the information to show the important areas that could be considered as conservation sites. The hydrology or watershed was lifted from the ridges shown in the topography map. Arrows were drawn on the sheets to symbolize the flow of water. The data from previous surveys were used as information for the distribution of the Calayan rail. Red-ink markers were used to indicate surveyed areas with positive sightings. Those with green markers showed surveyed areas with no rail sightings. The blank boxes are areas that were not surveyed. Alienable and Disposable (A and D) lands or titled lands were lifted from the Land Classification maps of DENR and the Assessor’s office. These were referenced and drawn to scale. Participatory Resource Mapping (PRM) activity. Legends were prepared to correspond with areas of interest (socio-cultural, economic, infrastructure, environment). Each sector has corresponding colors: Red for socio-cultural, infrastructures; green for economic; blue for environment. In two groups, the participants were asked to point and mark these areas of interests in the base map. The participants taped pieces of papers or color with colored markers the areas they identified. Table 1: Legends corresponding with areas of interests.

Prior to the activity, the topography and base maps, legends and color schemes, scales and referencing were discussed. The flow of the Participatory Resource Mapping activity is discussed in the next section. Data processing and validation. The data from the mapping exercise were processed for validation after the workshop. ISLA listed the features from both groups which were not marked or noted during the first marking activity. A composite team of 4 returned to Longog on May 28, 2007 to validate those that were identified during the consultation and

to mark these using the GPS. Two groups were formed to work on the features from the different trails: Longog a Bassit, Longog a Dakkel, Cabuaan-Rarasi, Pilid Shortcut, Pilid Carabao, Pilid-Gumarad. The groups solicited the help of local residents to act as guide. The summary of the economic, socio-cultural, political and environment features identified and mapped is found in the proceedings of the PRM. The GPS sheets were modified to accommodate a column for legends, and the categories were patterned after the legends used in the consultation-workshop; otherwise, the team made use of the same process as in the initial marking. Community Organizing and Preparation: For the community consultations in Longog on May 2007 and 2008, the residences and landowners in Longog and those living within the determined grid area were invited to attend the consultations held at the residence of Mr. Enrique Duero. Letter of invitation was given during the initial mapping activity (for the PRM); and during the Calayan rail monitoring survey and training (for the 2nd community consultation). The team also invited barangay officials from Magsidel, Dibay and Dilam to contribute to the activities. The Sangguniang Bayan, MPDO and Assessor’s office were likewise invited as observers during the two workshops. ISLA requested to have an audience with the Sangguniang Barangay and key local government officials during the Sangguniang Bayan’s regular session on 06 May 2008. A quorum was not met, however, the meeting commenced with ISLA on the agenda. Community Consultations Process and Documentation: Ilocano was the main language used in the community consultation, particularly during the workshops, although Tagalog was also used during introductions, open fora, and review of PRM. It was opted to use the local language to prevent passiveness and intimidation, and to facilitate free-flowing responses from the participants. Facilitators fluent in Ilocano guided the participants throughout the workshops. Local volunteers were also involved in data gathering, organizing and documentation. The meeting with the SB and LGU were all in Tagalog. Introduction of ISLA, background of the wildlife sanctuary and data from the PRM and community consultation were presented through a PowerPoint Presentation. The activities were documented with the use of tri-media equipment including video-camera, digital camera and MP3 and tape recorders. This will enable the team to review the process and discussions as the need arise.

Mr. Carl Oliveros and Mr. Michael Morales introduced the organization and the volunteers. They presented the background and objectives of the activity to make the participants understand the purpose of the activity.

10:30 PRM Workshop Proper Ms. Deeji Baclig discussed the process and guidelines of the PRM activity. The legends, base maps and markers were explained. The concept of the scales and the topography were introduced to the participants to give them a spatial perspective of the base map.

10:45 Synthesis 1 The participants were asked for clarifications on the activity’s objectives and guidelines.

11:00 Working Group The participants were divided into two groups by means of counting off. The first group worked on the socio-cultural and political aspects found within their area; the second identified the environmental features that are present in the identified area, and the economic activities that the residents rely on for livelihood. 13:30 Group Presentation and Validation Each group presented the output of the mapping workshop. The outputs were validated by the participants and were then layered together to show a general picture of the area’s economic, environment, socio-cultural and political attributes.

13:00 Layering of base maps and key conservation areas Three maps were presented by Isla: hydrology and watershed within the selected

area, the distribution of the Calayan Rail and the alienable and disposable (A and D) lands. A basic concept of the watershed was discussed to show the hydrology system and its effects on the community. The distribution of Calayan Rail was based on previous surveys conducted by Isla. The team also saw the importance of showing the A and D lands to address issues of land classification and ownership, which will be critical once a wildlife sanctuary is put in place. The data was presented by layering each plastic sheet on top of the other. These were later combined with the outputs of the two groups to come up with one collated visual of the area.

13:25 Synthesis 2 13:30 Open Forum and Community Consultation.

Having been shown the layered maps, the discussion on establishing a wildlife sanctuary and its regulations followed. The community was asked to identify the area they want the sanctuary to be established, and to justify the areas that should be protected. After identifying the recommended boundaries, the community was asked on what regulations they want to be enforced within the wildlife sanctuary. The facilitators guided the participants in coming up with the general guidelines of what are to be prohibited and/or allowed within the sanctuary. The community was also consulted on how they would want the sanctuary to be protected including who will guard the sanctuary, who will serve as wardens, and where the funding for both the establishment of the sanctuary and honorarium of wardens would come from. CARL Nais din naming malaman ang opinion ng nag-uuma dahil kailangan itong malaman ng gumagawa ng batas. Kasi kapag sinabing bawal ang magkaingin pero magbubukas pa din ng bago sa lugar na dapat ay protektado ay walang kwenta yung gagawing watershed.

Consultation with the Sangguniang Bayan and the Local Government Unit of Calayan on the Proposed Wildlife Sanctuary in Sitio Longog

I. Flow of Activity Time Activity 10:20 Introduction of Isla Biodiversity Conservation: the organization and the volunteers

present. Ms. Cynthia Layusa gave a PowerPoint presentation to introduce ISLA and the highlights of the Calayan Rail Project II. The volunteers were also introduced. Ms. Layusa facilitated the meeting and discussion.

10:30 Presentation of the Participatory Resource Mapping activity in Longog on May 26, 2007. Ms. Layusa presented the results of the Participatory Resource Mapping in 2007, and the slideshow of sieved maps and waypoints through a PowerPoint presentation. ISLA presented overlays of different maps, routes and waypoints. Mr. Lino Llopis, MAO, was concerned with volunteer wardens who do not reside in Longog

11:00 Discussion and Open Forum The floor was opened for suggestions, recommendations and feedback from the Sangguniang Bayan and representatives from the LGU. The participants were asked if the LGU would want to have a community-managed wildlife sanctuary, if they agreed with the rules, and their suggestions on how to resolve issues and recommendations arising from the establishment of the wildlife sanctuary. The proceeding of the discussion and open forum is found below.

II. Discussion HON. COLOMA: Hon. Coloma expressed reservation.

An irony as the people supposed to watch (wardens) are those who should be watched.

The consultation was held in Longog. Barangay Magsidel has rampant illegal logging particularly of Narra.

CYNTHIA: Elaborates on the needs and benefits of a sanctuary: There will be a greater sense of ownership as they themselves (the

residents) will be the wardens; they will be responsible for the sanctuary’s management;

A check and balance system is needed. Monitoring is important and should be intensified by the LGU and the

wardens. Exit points should also be watched. (See trails.)

HON. COLOMA: Expressed his appreciation for ISLA’s work. Added further that wardens should be from Pilid and members of the barangay (Magsidel, Dibay or Dilam).

CYNTHIA: An ordinance can be put in place. HON. COLOMA: There is an existing ordinance. CYNTHIA: Specific coordinates especially of the no-take zone in the ordinance. HON. PAYPON: What will happen to those with A and D titles within the sanctuary?

CYNTHIA: DENR has jurisdiction, laws. The people, especially the owners should be consulted.

HON. PAYPON: Those in Longog a Bassit and Longog a Dakkel, transfer them? CYNTHIA: There will be a buffer zone to divide the residences/ agriculture zone from

the sanctuary. HON. PAYPON: SB should file a resolution for DENR to delineate A and D lands. CYNTHIA: Discussion with DENR first. Map of A and D land is under contention, as they

do not correspond with Calayan topographic map. This is an outdated map. HON. PAYPON: Ordinances through the environmental protection committees CYNTHIA: ISLA is willing to provide technical assistance, help with monitoring. HON. COLOMA: Passing an ordinance as an important step CYNTHIA: The floor is open for suggestions, comments on passing the bill or resolution. HON. COLOMA: Implementation through PNP. By virtue of ordinances, the areas will be

protected even without the sanctuary. It will be an automatic violation of the law.

HON. SINGUN: A resolution was filed to mayor to establish a wildlife sanctuary. It is currently laid on the table because of lack of information; currently waiting for hearing.

MS. LLOPIS: What are the advantages for declaring a wildlife sanctuary? CYNTHIA: Cynthia enumerates advantages including its positive effects on wildlife, the

watershed; favorable tourism potentials; environmental protection. MS. LLOPIS: I am anticipating people’s reactions particularly on the general application of

ordinances. Bakit hindi lang sa sanktwaryo bawal? CYNTHIA There are benefits in establishing a wildlife sanctuary, including potential

benefits on ecotourism. We have to inform the people of these benefits. MS. LLOPIS: What about people’s reactions (kapag lumabag sa batas)? CYNTHIA: Stricter implementation is needed. Longog is only a pilot site; it may be

extended. HON. COLOMA: The maximum penalty we can impose is P2,500 for both protected and

unprotected areas. How can we implement this for the sanctuary, monitor? CYNTHIA There are different local approaches in managing a wildlife sanctuary. One of

these is a municipal/ community-based wildlife sanctuary. HON. COLOMA: Another body should declare a wildlife sanctuary either through provincial or

national level. HON. PAYPON: National law? CYNTHIA: Cynthia differentiated community wildlife sanctuary from NIPAS HON. COLOMA: We should opt for the National Law. CYNTHIA: Cynthia discussed repercussions of NIPAS; national government controlled

vs. municipal-controlled sanctuary. HON. PAYPON: There is a move to declare Calayan as a Protected Area. CYNTHIA: NIPAS takes a longer process; it will pass through the Congress first. HON. PAYPON: Community/ Municipal declaration is better. MS. LLOPIS: Ms. Llopis is concerned on how to give higher penalties. HON. COLOMA: Low penalties will not be a deterrent to violators. CYNTHIA: Cynthia will look into other municipal-/ community led declarations that can

be used as case studies and examples of Calayan. HON. COLOMA: Hon. Coloma inquired on the proposed area. The map of the proposed

sanctuary was displayed again. CYNTHIA: The results and recommendations raised from this meeting will be presented

back to the community in Longog on May 24, 2008.

HON. COLOMA: Since most stakeholders in Longog are transients, the next meeting should be held in Poblacion instead; has concerns with transportation going up to Longog.

HON. PAYPON: Hon. Paypon suggested moving the proposed area to the right. CYNTHIA: Natural boundaries can be used to determine extent of sanctuary. MS. LLOPIS: Foot of mountains or peaks for boundaries. HON. PAYPON: Longog is a valley. CYNTHIA: Areas in Longog – exact coordinates and land area for municipal ordinances.

Markers/ signage can be used to mark extent of sanctuary. MS. LLOPIS: How about the buffer zones. CYNTHIA: The areas within the buffer zones will be allowed limited to no take

depending on the agreed rules and regulations for buffer zones. HON. COLOMA: Hon. Coloma recommended volunteer wardens; financial compensation

would be better. If so, where would the funds for these come from? CYNTHIA: There are higher chances of securing additional funding or financial grants

from funding institutions, provincial government, etc. Applications can be made for the wildlife sanctuary, volunteer warden compensations.

HON. COLOMA: We can apply funding for the sanctuary! MS. LLOPIS: Hon. Coloma and Ms. Llopis suggested on removing ‘watershed area’ and

simply call it wildlife sanctuary so it will not affect the general protection of watersheds. (E.g. there are existing ordinances against kaingin.) People might misunderstand that the law against kaingin is only applicable within the watershed and wildlife sanctuary; piding and wildlife protection that happens to be in a watershed.

MS. LLOPIS: DENR should re-survey to reclassify the area. CYNTHIA: We can refer to existing municipal sanctuaries to check how A and D lands

were handled. A technical report will be prepared to help in preparing the ordinance.

MS. LLOPIS: There are mismatches in land classification. The area might be a forest zone but was declared as A and D as in the case in Camiguin.

HON. MAQUIRAYA: Agreement and assent of locals (or land owners) is more important than DENR’s.

MS. LLOPIS: Regardless of titles and declarations (A and D), if there is a need to declare a wildlife sanctuary, the legal process should be followed.

HON. COLOMA: The total area should be known before crafting the ordinance as this is needed in the document. We should also consult the affected families through a public hearing.

HON. MAQUIRAYA: The DENR should be invited in the public hearing. HON. COLOMA: Hon. Coloma shared the letter filed by the SB on October 3, 2007 requesting

one personnel from DENR to be stationed in Calayan. No action has been taken since. They are not in Calayan when they should be.

CYNTHIA: When was the last visit from DENR/ CENRO? HON. COLOMA: The last visit was on April 11, 2008. HON. COLOMA: We would like to request the assistance of ISLA on the legal processes. III. General Agreements/ Concerns Raised

1. A public hearing with the DENR, local community and LGU should be made. If possible, meeting will be held at the Municipal Hall/ Poblacion since the people in Longog are originally from Centro and are only transients of Longog.

2. Wildlife sanctuary is better. Omit ‘watershed area’ from the name. 3. Before declaring the area as a sanctuary, coordinate first with the DENR and with those

people involved (particularly landowners). 4. Financial support and compensation for the wardens of the proposed wildlife

sanctuary is a concern. However, financial support through grants, assistance from the Province can be sought.

5. The SB/ LGU is requesting assistance from ISLA on the following: Area determination (identify natural boundaries and the coordinates) that will be

used in crafting the resolution. Technical support in the legal process, penalties, facilitating the public hearing.

Identify the names of residents in Longog and how long they have been staying in the area.

Community Consultation on the Proposed Wildlife Sanctuary in Sitio Longog 24 May 2008, Sitio Longog, Municipality of Calayan, Cagayan

I. Flow of Activity Time Activity 10:00 Opening Remarks and Introduction

Ms. Cynthia Layusa introduced ISLA Biodiversity Conservation, the facilitators and the volunteer. The participants were acknowledged. Ms. Layusa briefly discussed the objectives of the Calayan Rail Project II and the purpose of the consultation.

10:15 Review of the Participatory Resource Mapping (PRM) Process and Community Consultation held on May 26, 2007. Ms. Layusa gave a short overview on the proposed wildlife sanctuary and the results of the community consultation in May 2006. The PRM activity and consultation on May 2007 was reviewed including the activities conducted and materials used. The base maps from the PRM activity, as well as the outputs from the PRM validation were presented: The list of wardens, rules and regulations, sieved maps and PRM validation outputs were distributed as handouts; the materials used (base maps with plastic sheets, manila papers with lists of rules, wardens) were posted on the board to solicit feedback from the participants.

10:45 Group Discussion: Consultation on the response of the SB-LGU Mr. Sammy Telan discussed the agreements and concerns from the 06 May 2008 audience with the SB-LGU. Mr. Telan gathered the response from the community regarding these suggestions. The residents were interviewed to know how long they have been residing in Longog. Mr. Sammy Telan facilitated the consultation assisted by Ms. Grazen Acerit and Ms. Virgie Bumagat.

11:30 Strengthening of General Consensus and Commitment An open discussion followed to gather the general consensus on creating a resolution to legalize the sanctuary. Particularly, the community was asked if, on the premise of having a wildlife sanctuary through a municipal resolution, they still support the following initial agreements: Establishment of the proposed sanctuary Proposed wildlife sanctuary boundaries Rules and regulations Volunteer wardens.

The second group discussion aims to know the general perception (positive or otherwise), understanding and the capacity needs of the community on establishing – and managing –the wildlife sanctuary. I. Discussion: Location and Boundaries. The proposed wildlife sanctuary is situated at the heart of Calayan Island and is centered in Sitio Longog (see Map 1 in Attachments). The sanctuary covers a total area of 2,973 hectares (29.73 sq. km, roughly 15% of the island’s land area) that spans three barangays: Magsidel, Dibay and Dilam. Natural and man-made features such as ridges, dirt road, foot of mountains, rivers and creeks are used to serve as conspicuous boundaries of the proposed sanctuary. The boundaries of the wildlife sanctuary are described below. The complete list of coordinates is included in the attachments. 1. Starts at the source of the western branch of Dibay River (verify name)/Dakel a Danom

downstream. 2. Turns northeast toward the eastern branch of the Dibay River (verify name)/Dakel a

Danom. 3. Follows the eastern branch of the Dibay River (verify name)/Dakel a Danom upstream. 4. Follows the base of the mountains around Longog Valley. 5. Traverses Longog Valley. 6. Follows the base of the mountains around Longog Valley. 7. Follows the dirt road. 8. Turns west towards the western branch of the Tugod River. 9. Follows the Tugod River upstream. 10. Continues north-northwest along the 300m elevation contour line. Land Use and Land Classification. Where possible, we incorporated the Land Use Plan of Calayan in designing the extent of the sanctuary. We included in the sanctuary areas that fall under the Protected Forest category. However, some areas that are intended for Production Forest under the Land Use Plan are included in the sanctuary because these areas are important watershed areas for the rivers of Balagubag and Tugod. Map 2 (Attachment) shows the Land Use Plan of Calayan with the Proposed Wildlife Sanctuary. Majority of the Alienable and Disposable (A and D) Lands in the vicinity of the watershed lies within the Agriculture Zone. A small portion of the A and D Lands fall within the sanctuary, however, these are not inhabited, nor being used for agriculture or other economic purposes. Please refer to Map 3 (Attachment) for a map of the A and D Land Classification and the Proposed Wildlife Sanctuary. In the case of the Land Use Plan and the A and D land classification, it is recommended to include the wildlife sanctuary in the comprehensive land use plan and zoning plan of Calayan. Buffer Zone and Agriculture Zone. A buffer zone is designated around the sanctuary to prevent or minimize damage to the wildlife sanctuary. The Longog Wildlife Sanctuary buffer zone is defined as the area outside the

boundary of the protection zone that is 100m or less away from this boundary. The buffer zone is an important feature of the wildlife sanctuary, and should be taken into consideration in managing the sanctuary. An Agriculture Zone was incorporated as requested by the local community to provide them livelihood opportunities. It is defined as the area inside Longog Valley that is not part of the protection zone or the buffer zone. Majority of the houses, economic and agriculture areas found in Longog a Bassit are within the Agriculture Zone, as shown in Maps 6 and 7. The Agriculture Zone takes into consideration the livelihood of the residents in Longog, allowing them to continue using this area provided that they will not go beyond the specified zone. The total land area of the Agriculture Zone is 215 hectares (2.15 sq. km). Within the Agriculture Zone, residential and economic activities will be allowed; cutting of trees is allowed only for local use – for constructing homes, bancas or for firewood (see the agreed rules and regulations, item number 4). Activities in the Agriculture Zone may not extend in the buffer zone or wildlife sanctuary. Importance of the Wildlife Sanctuary. The wildlife sanctuary will protect forest resources – both flora and fauna. It aims to protect important groups of species, their habitat, and other physical features that play an important role to the survival of the island’s wildlife, and to the livelihood of the community. The forests of Calayan harbor the Calayan rail (Galliralus calayanensis), locally known as piding. It is a species endemic to the island, but is also categorized as Vulnerable to extinction by the IUCN Red List Category of Threatened Species (2006). The sanctuary aims to ensure that the Calayan rail will continue to thrive in the forests of Calayan by protecting one of the areas with a dense population of the Calayan rail. Map 5 (Attachment) shows the distribution and known habitat range of the Calayan rail. The sanctuary will also protect important restricted-range species including the whistling green-pigeon (Treron formosae) and Ryukyu scops-owl (Otus elegans); endangered tree species: narra (Pterocarpus indicus) and several dipterocarp trees; and a number of Philippine – endemic fauna such as Philippine coucal (Centropus viridis), slender-digit chorus frog (Kaloula picta), and yellow-faced horseshoe bat (Rhinolophus virgo). It is important to note the role of the wildlife sanctuary in the protection of the watershed. As shown in Map 4 (Attachment), the wildlife sanctuary spans an area that covers a vast majority of the critical watershed areas that feed water to river systems and provide water to the barangays in Calayan. The sanctuary will provide protection to the water system integral to the livelihood of the people in the island of Calayan, as well as preventing adverse effects of erosion. This sanctuary is a pilot site for the island, and for other small islands in the country. This can be enlarged or duplicated in other areas, where applicable. The main objective of the sanctuary is to create a long term plan to assure that the natural resources and the watershed of the island will be conserved and used sustainably for generations to come. II. Rules and Regulations: 1. Bawal magbukas ng bagong kaingin sa loob ng Watershed. 2. Pwedeng magbukas ng kaingin sa Agricultural Zone.

implementation, enforcement of ordinance, reforestation on degraded sites within the sanctuary and buffer zones, information, education and awareness campaign, and community organization.

7. Secure financial support (for compensations of wardens, procurement of equipment, monitoring and enforcement of the ordinance) through grants and financial assistance.
