WARM JACKET, BLUE, OPERATIONAL WEAR

SAPS 2722/11 Version 02.0/May 2012

1. Scope

This specification covers the material, cut and make of warm jackets (operational wear) for personnel of the South African Police Service.

NOTE: Attention is drawn to clause 12.3 regarding the possible inclusion of bar-coded labelling.

For the purpose of this specification the definitions given in SANS 10371 'Terms and definitions for clothing" and the following shall apply:

5. Client furnished Materials

No moterials will be supplied by the South African Police Service.

r 6. Component Materials

The following materials shall be supplied and used by the manufacturer. Trim charts shall also be submitted by the manufacturer (see Annex A).

6.1 Outer material

• to comply with the requirements for type RPR 66 of SANS 1387-11 "Woven cotton and similar apparel fabrics - Part 11: Polyester-and-cellulosic raincoat fabrics"

• colour to be a match, in terms of SANS 10076-1, "The assessment of defects in textile piece-goods and made-up articles - Part 1: Defects inwoven piece-goods (cellulosic and cellulosic blends)", to colour No 192c-09 "Oxford blue (PES/VIS)" of CKS 129 "Colours for textiles"

6.2 Lining

• polyester lining that complies with the requirements for type L61PSANS 1387-7 "Woven cotton and similar apparel fabrics - Part 7: Jacket linings"

• colour to be an acceptable match to the colour of the outer material

6.3 Interlining

• acceptable fusible interlining • complying with the requirements of CKS 627 "Fusible interiinings"

The selection of interlining of appropriate mass per unit area to be determined by consultation with the supplier of the interlining. The manufacturer will be held responsible for the performance of the interlining.

6.4 Wadding

• polyester wadding • of nominal mass 120 g/m2

6.5 Press stud fasteners

NOTE: Behind each press-stud fastener section shall be a reinforcing patch of outer material on the inside of the jacket (not visible).

6.6 Slide fasteners

6.7 Draw cords

• round lacing of diameter 8 mm • braided cord to be of nylon or polyester • colour to be an acceptable match to the colour of the outer material

6.8 Draw cord cones

• plastic cones of nominal length 13 mm • diameter of hole to be such as to neatly accommodate the draw cord • colour to be an acceptable match to the colour of the outer material

6.9 Elastic webbing

• to comply with the requirements for type 1 of SANS 142 "Narrow elastic fabrics and strip" • to be of width 50 mm

6.10 Embroidery thread

• a 100% viscose machine embroidery thread • colour to be an acceptable match to colour No. 866C-01 "Old gold thread" of CKS 129 "Colours for textiles"

6.11 Sewing thread

• to comply with relevant requirements of SANS 1362 "Sewing thread" • polyester-and-cotton core-spun • ticket No 80 • colour to be an acceptable match to the colour of the outer material

7. Workmanship

The warm jackets shall be:

• cut and made with first-class workmanship throughout • of uniform and acceptable make, colour and finish

Shall be free from:

• defects, which affect their appearance or may affect their serviceability (or both) • marks • spots • stains, incurred in the making-up

Seams and stitches shall be:

• smooth and uniform • free from twists, peats and puckers • sufficiently extensible to avoid seam cracking and undue shrinkage in use

Ends of sewing shall be:

• trimmed and loose threads removed • back-tacked if unsecured

8. Sizes

Measuring point Description

A - A Chest Circumference

Measure at the base of the scye, with garment spread completely flat, front slide fastener fastened, and multiply by two.

B - B Back length Measure from the centre back neck seam to the bottom edge of the garment.

A - C Sleeve length Measure from the base of the scye to the outer edge of the cuff.

D - D Back width Measure across the width of the back along the back yoke seam, from one sleeve insertion seam to the other.

B - E Depth of scye Measure from the centre back neck seam to the level of the base of the scye.

F - F Bottom hem Measure across the width of the bottom hem, with the slide fastener fastened and fastening tabs loose, draw string relaxed and multiply by two.

C - G Cuff circumference Measure across the width at the bottom end of the relaxed cuff, with the adjustment tab fastened to the first press stud, and multiply by two.

9. Make

Illustrations are not to scale and for guidance only, and unless inconsistent with the text , all measurements are nominal.

9.1 Foreparts 9.1.1 General:

• be single breasted • fasten with a slide fastener • be cut with straight side seams • have side openings that are fitted with slide fasteners • have straight bottom hems • be fully lined with lining • be fully interlined with wadding

9.1.2 Forepart panels

Each forepart to:

• be cut in two sections - body section that shall consist of a single panel (see 9.1.2.1)

- a slide fastener stand (see 9.1.2.2)

9.1.2.1 Body

Each body section to: • be fitted with a welt side pocket (see 9.6) • have a straight side seam • fitted with a male press-stud section

in a corresponding position to the female section positioned on the tab positioned on the back hem (see 9.2.3)

• be fitted with a waist tunnel of outer material of finished width 30 mm positioned on the outside foreparts at waist level (note: tunnel to be positioned in such a way that it does not interfere with the side openings, but still in proportion to the actual waist position) top and bottom edges to be turned in 10 mm and edge-stitched 2 mm to extend from the side seam to 35 mm from the stand-to-body seam front edge to be turned in 30 mm rear edge to be sewn in with the side seam fitted with a draw cord length •=> of such length that 18 cm shall protrude beyond the tunnel opening before adjustment <=> rear edge to be sewn in with the side seam => front free edge to be fitted with a draw-cord cone

• RIGHT body to be fitted with a storm flap of outer material lined with outer material interlined with interlining sewn in with the body-to-stand seam to conceal the slide fastener front opening to extend from the gorge seam to the bottom hem of finished width 90 mm edge-stitched 2 mm and 7 mm along all edges fitted with four female press-studs in corresponding positions to the male sections in the slide fastener stand

• fitted with a male press-stud at the shoulder area that shall fasten to the female section in the shoulder strap

• LEFT body to be fitted with embroidery the wording "POLICE" to be embroidered with embroidery thread word to be in capital letters length of word to be 58 mm (see figure 5) height of letters to be 15 mm positioned in such a way that the " I " of the word "POLICE" shall be centred in the distance between the slide-fastener-stand-to-body-seam and the sleeve insertion seam (see figure 6) positioned from the neck point as given in figure 6 on size 2x-Large and graded proportionally on the smaller and larger sizes

9.1.2.2 Slide fastener stand

Each slide fastener stand to:

• be of outer material • be lined with outer material • interlined with interlining • positioned along the front edge of each jacket • extend from the top edge of the collar to the bottom edge of the jacket • of finished width 35 mm • be fitted with a stringer of the slide fastener

to extend from the top edge of the collar to 13 cm above the bottom edge of the jacket sandwiched between the front edge of the stand and the stand lining top-stitched 2 mm and 7 mm along the side and top edges

• LEFT slide fastener stand to be fitted with press-studs four in total male sections top stud to be positioned 25 mm below the collar seam (centres) bottom stud be positioned 25 mm above the bottom edge of the stand (centres) remaining two studs to be equidistantly spaced between the top and bottom studs centre of studs to be positioned 20 mm from the stand-to-body seam (centres)

9.2 Back

9.3 Side seams Each side seam to:

• be straight • be fitted with a slide fastener

extending from approximately 20 mm above the bottom hem of finished length 30 cm centrally positioned over the side seam puller and slider to be positioned at the bottom when slide fastener is closed not visible when closed {side seam edges to be abutted) side and top edges to be edge-stitched 7 mm slide fastener to be sandwiched between the outer garment and lining top edge to be horizontally bar-tacked along the full width bottom edges to be vertically bar-tacked

• be fitted with a fastening tab of double folded outer material of finished width 25 mm of finished length 60 mm front edge to be positioned 25 mm forward of the side seam top-stitched 2 mm along the edges sewn to the back panel and secured with a box-tack fitted with a female press-stud, centrally positioned, 15 mm from the front edge (centres) of such length that the female press-stud section shall be in a corresponding position to the male press-stud section that is positioned on the forepart bottom edge of fastening tab to be positioned in line with the bottom edge of the jacket

9.4 Collar Collar to be:

a stand type collar of outer material lined with outer material interlined with wadding such that it shall extend from the one slide-fastener-stand-to-body seam to the other of finished depth 95 mm incorporating a horizontal slide fastener opening that shall give access to a concealed hood edge-stitched 2 mm and 7 mm along the top and front edges

Hood opening:

• to be centrally positioned in the collar • to be of finished length 42 cm • fitted with a slide fastener that shall extend along the full length of the hood opening

- puller to be positioned at the left when slide fastener is closed - stringers to be positioned behind the folded-in edges of the opening and edge-stitched 2 mm along all

edges

Hood:

• rolled up and concealed inside the collar when not in use • made from two sections of outer material which shall be seamed together from the centre of the forehead to

the centre back - seam to be top-stitched 5 mm

• back edge sewn with the collar seam - to within 40 mm of each end of the slide fastener opening - remainder hemmed 8 mm

9.5 Sleeves

Sleeves:

• one-piece set in sleeves • fully lined with lining and fully interlined with wadding

sleeve insertion seams of lining (together with wadding) to be bound with bias-cut strips of binding > of nominal finished width 12 mm to 15 mm (after being attached) > binding to be of lining

• sleeve insertion seams to be top-stitched 2 mm and 7 mm • adjustable cuffs

9.7 Shoulder straps

of outer material lined with outer material interlined with interlining have a mitred point top stitched 7 mm around the free edges mitre to be of finished length 20 mm of minimum length 12 cm (measured to base of mitre to sleeve insertion seam) of width 40 mm at the sleeve end tapering to 35 mm at the base of the mitre of such length that the point of the mitre is 15 mm from the collar seam wide end of the strap sewn in with the sleeve-to-shoulder seam centre line of strap to be 5 mm forward of the shoulder seam fitted with a female section press-stud - positioned at the base of the mitre (centre)

NOTE 1 - The shoulder seam shall be positioned on the natural shoulder line.

NOTE 2 - The shoulder strap fastening position (15 mm from collar seam) may deviate on small sizes in instances where the shoulder seams are too short to adhere to the above requirement. In such instances, the strap shall fasten appropriately to ensure that the 12 cm embroidered epaulette can still fit onto the shoulder.

9.8 Lining

• a layer of lining fabric and a layer of wadding that are quilted by vertical rows of stitching 10 cm apart • front, back and sleeves to be fully lined and interlined with wadding as given above • front edge of lining to be sewn to the facing of the slide fastener stand seam

9.10 Bottom hem • to be of finished width 20 mm • tunnel to be fitted with a draw-cord

10.4 Number of stitches

11. Care-labelling and marking on each jacket

11.1 Label properties All labels shall:

• be white woven fabric labels that are printed • comply with SANS 1309 " Printed labels for textiles"

information to be in legible and indelible block letters of height at least 3 mm • permanently secured • be such that they outlast the garments (including the markings)

11.2 Care-labelling • each garment shall have a label that provides correct and appropriate care instructions (in

accordance with SANS10011 "Care-labelling of textile piece-goods, textile articles and clothing") • each label to include the composition of the main fabric in accordance with the requirements of

SANS 10235 "Fibre-content labelling of textiles and textile products"

11.3 Marking • Each jacket shall have, centrally positioned on the inside at the back and sewn in with the collar

seam, a label that provides the following information:

the size designation the manufacturer's name the order or contract number the manufacturer's trade mark (where applicable) the year of manufacture

- the ICN the country of origin, i.e. "Made in RSA" the VAT No of the contractor

12. Packaging and marking of packaging

12.1 Packing

12.1.1 The jackets shall be:

• delivered in a commercially dry condition • so packed that they will not be damaged in transit or in storage • neatly folded and individually packed in a plastics envelope of suitable size and shape • unless otherwise specified in the order or contract, acceptably packed for transportation

12.1.2 Contents of bulk container:

• total mass of packed bulk container shall not exceed 25 kg • only jackets of the same size designation to be packed together in a bulk container • each bulk container shall contain the same amount of jackets (per consignment) 4 the number of jackets packed in a bulk container shall always be a factor of ten, e.g.

(according to the supplier's discretion) 30, 40

NOTE: Different sizes may never be packed together in a bulk container. The last bulk container of EACH SPECIFIC SIZE per consignment may contain QUANTITES that deviate from the prescribed amount of jackets. If this is the case, the supplier will mark this container with a clearly visible red sticker at each outer end of the lid for easy identification.

12.2 Marking

12.2.1 Plastics envelopes

Each envelope to be clearly marked with the following information:

• the designation • the size designation • the Item Control Number

12.2.2 Bulk containers

Each bulk container shall have a label securely attached to the outside. This label shall be visible when the containers are stacked and shall provide the information in legible and indelible markings as follows:

the manufacturer's name or trade mark or both the order number or contract number the item description (designation) the quantity of the item the size designation of the item the year of manufacture mass of the packed container the Item Control Number (ICN) the invoice number(s) the total mass of the packed container the SABS Inspection Certificate Number

ANNEX A

(Normative)

Special conditions of tender

A-l GENERAL

^ _ j j Unless otherwise stated, the South African Bureau of Standards shall be the inspecting authority.

A - 1 . 2 Three pre-production sample jackets, shall have been inspected, tested and approved by the inspecting authority before bulk production is commenced. Each one of these sample jackets shall be accompanied by a trim chart containing a sample of each component material (as given in 6) and the relevant certificates. It shall be the duty of the manufacturer to give adequate notice to the inspecting authority of the availability of these samples.

A - 1 . 3 The jackets shall be subject to inspection during the course of manufacture. The inspector shall, during normal working hours, be given all reasonable facilities for carrying out his duties and shall have the right of entry into the contractor's factory and the factory or works of any subcontractor where work on jackets supplied to this specification may be in progress

A-l.A The contractor shall inspect the finished jackets for compliance with the specification before submitting them to the inspecting authority for final inspection.

A - 1 . 5 Before acceptance, the jackets shall have been inspected and tested by the inspecting authority and found to comply with the requirements of the specification.

A - 2 DOCUMENTATION

One container of each consignment shall be marked "DOCUMENTS" and in addition to the jackets, shall contain the following:

a) The packaging slip or delivery note; b) where applicable the inspection certificate(s); c) a copy of the invoice containing the following information: - the order number - the financial authority number - a full description of the consignment, i.e. Item Control Number, quantity, etc
