Además de las emisiones primarias carbonosas del tráfico y quema de biomasa, hay una parte importante del aerosol carbonoso que se genera en la ciudad por interacción con BVOCs y la atmósfera oxidante (alta influencia de NO2) urbana, por ello encontramos niveles altos en ciudades

1. La calidad del aire ha mejorado notablemente en la última década sobretodo por la aplicación de directivas UE
2. La política UE calidad aire probablemente será más estricta con valores límite de PM 3. En España, y países del sur de EU, existen 3 componentes clave PM a reducir:3.1. Polvo de rodadura (20-35% de PM10 urbano), causa superaciones VLD de PM103.2. Los aerosoles secundarios inorgánicos están influenciados por emisiones importantes
de tráfico, buques y amoníaco urbano y ello incrementa PM2.5 urbano. En el sur UE concentración de partículas ultrafinas muy afectada por procesos fotoquímicos además de emisiones de tráfico
3.3. Gran dificultad en controlar los niveles de aerosol carbonoso. Actualmente, salvo en zonas específicas en España la quema de biomasa residencial no contribuye a aumentar los niveles de PM como ocurre en el centro de Europa.
4. Los niveles de O3 se mantienen constantemente elevados desde hace 10 años, en zonas urbanas incrementan por la disminución de NO.
5. Los niveles de NO2 se han reducido poco por poca efectividad EURO e incremento parque vehículos y dieselización
6. Se han de compatibilizar las medidas climáticas y de calidad del aire.
