Our CommunityPrince William is the second largest county in the Commonwealth of Virginia with a population of approximately 413,500 people, which represents a 48% growth since 2000. Prince William is a young community with a median age of 33.5 years. Forty-one percent of households have children, making us the second highest school student population in Virginia with 83,837 students. Although the elderly population is growing, it only accounts for 6.8% of the total population, and 32% of the County remains under the age of 21.

Prince William is a very diverse County with a majority minority population base as of the 2010 census. While non-Hispanic whites remain the largest single demographic, non-whites and Hispanics make up a combined majority within the County. Over the past ten years, the Hispanic population has seen 199% growth, Asian 189% growth, African American 54% growth and white non-Hispanic 20% growth.

Prince William County has a highly educated workforce with more than 43% having college degrees. As the center of Northern Virginia’s 1.2 million workforce, Prince William is located 20 minutes from Dulles International Airport and 18 miles from Washington National Ronald Regan Airport, and less than 30 miles from the heart of Washington, DC. The County is ranked #8 for job creation in the United States by CNN/Money Magazine, up from #13 in 2011.

Prince William is a wealthy community with a median household income of $95,146 making it the seventh wealthiest county in the United States. The unemployment rate is currently at 4.5%. The median value for a home is $274,000 with 56% of the housing stock single family, 27% townhouses and 17% multi-family. (2011 American Community Survey)

The Prince William Public Library System provides access to a world of information through its collection of library materials by connecting users to information sources and offering a variety of programs and services for all ages.

In its role as the “Prince William Public Library System,” the library provides services to the residents of Prince William County, as well as the two incorporated and independent cities and four incorporated towns. As a ten-library system, the libraries within the Prince William Public System fall into one of three categories. Those categories are two regional libraries, six neighborhood libraries, and two community libraries.

Organizational Structure

Circulation The Circulation activity in the full service libraries provides service directly to the public by issuing library cards, loaning library materials and processing reserve requests for materials currently in use.

Information Services Information Services involves researching information requests from the public on every subject, such as jobs, stocks and bonds, government, consumer information, history, genealogy, home repair, religion, current affairs, school assignments, medical information, car repair, and many others. Requests are made in person, by phone or through the Internet.

Library Activities and Events All full service libraries offer educational, informational, and recreational events and activities for all ages to provide information and promote reading. Examples of programs offered: Summer Quest and Teen reading; story-times; crafts; library and Internet instruction; study skills; estate planning; photography; book discussions; writer’s series and author book talks; health; investing in stocks and bonds; Prince William Symphony ensemble concerts.

Neighborhood Libraries Six neighborhood libraries provide direct public service by issuing Library cards, loaning Library materials and processing reserve requests for residents for materials currently in use.

Library Director’s Office This office provides system-wide coordination of administrative functions with County departments and the Library Board. Other

additional tasks include consultations, policy recommendations, and implementation of approved policies by the Library Board.

Human Resources This division manages the personnel functions for the Library System, which includes hiring, evaluation, disciplinary action, counseling and training, and payroll preparation. This group also develops, adapts, and implements personnel policies and procedures. Human resources manages the volunteer program that recruits and places volunteers, as well as, formulates policies, procedures and training for volunteers and supervisors. Plans awards and on-going recognition of volunteers, including the annual reception. Develops and maintains training plan for the Library System.

Marketing and Development This branch markets library services to the community. Designs and coordinates the printing of Library publications. Initiates fundraising projects to support Library special events and activities. Researches, prepares, and secures grant funding for the Library System. Acts as a liaison to the Library Foundation.

Facilities Maintenance Provides and coordinates building maintenance and related facilities projects.

Literacy Volunteers of America-Prince William Free basic literacy, computer and workplace skills, English as a second language, and civics tutoring services to citizens are all services of the Literacy Volunteers of America.

Public Services Management

Financial ManagementFinancial Management Services This division manages the financial and administrative services for the Library System as directed by the Library Board. Develops, manages and implements the Library System budget, including performance measurement. Compiles and coordinates data collection; responds to various surveys and requests for statistical information for the Library System. Develops, adapts and implements financial policies and procedures.

Library Network Support This group supports the Library System’s technology by managing the daily operations of the Library specific computer system. Provides assistance with operational problems and troubleshooting by handling Seat Management service requests referred to the Library by the

Technology Management

Materials ManagementLibrary Materials Support Select, order, catalog and process a variety of books and other materials for the Library collection. Develop and maintain the catalog of Library holdings and the Library’s web page, which provides on-line access for citizens to the Library collections and electronic products, as well as to programs and other Library services. Provides inter-library loan service for citizens. Provides courier services for all materials and mail throughout the Library System.

County’s Help Desk. In addition, this division coordinates Library hardware and software installations, including technical assistance with electronic products. Designs and maintains the Library Web pages including implementation of new services and responses to customers from Library Webmaster.

Library System DirectorThe Prince William County Library Department is seeking a Library System Director to provide leadership and management to the Public Library System. This position will represent the library to the community, the parent bodies and the library profession and will carry the ultimate responsibility for library planning and services.

General Definition of WorkThis position performs complex professional, administrative, and managerial work as Chief Administrator in directing, planning, policy development and management for the Public Library System.

Typical Tasks• Identifies and evaluates community needs and interests for

library and related information services;

• Develops plans, programs, and service arrangements for meeting such needs and recommends programs to the Library Board;

• Plans and gives management direction to the selection and application of criteria in the choice of materials, information sources and information access arrangements;

• Maintains liaison with educational systems staff and community groups in planning for, assessing the adequacy of and securing community appraisals regarding services in relation to needs;

• Plans and gives managerial direction to planning for the physical needs of the system, including locations, types, sizes and internal facilities of structures;

• Represents the library system before county agencies, the County executive, the Board of County Supervisors, various interest groups, and the public;

• Plans and gives management direction in the provision of technology and on-line resources for the public and staff;

• Participates in the selection and development of professional and support staff and in planning and executing programs of professional staff development;

• Plans and provides professional and administrative leadership in the provision of the public services and establishes staffing needs and standards;

• Prepares and presents budget requests and oversees administration of the budget;

• Reviews recommendations for the selection of materials and equipment;

• Supervises as required.

Knowledge Skills & Abilities• Comprehensive knowledge of modern principles and practices

of librarianship with particular reference to the planning and management of community library services;

• Thorough knowledge of the service area, community needs and interests, and the structure and functioning of community service agencies;

• Ability in evaluating needs and performance of the library system in meeting preferences and requirements of a highly diverse community;

• Thorough knowledge of technology as it applies to the provision of library services; thorough knowledge of modern principles of budgeting and financial and personnel management as applied to library operations;

• Comprehensive knowledge of the organization, activities, resources, policies, and procedures of modern community library services;

• Ability to establish and maintain effective working relationship with County officials, County Boards, County employees and the general public; ability in representing library needs, services, and programs to patrons, community groups, and concerned public agencies.

Education & Experience

Requires an American Library Association accredited MLS Degree, and 5-7 years librarian and managerial experience in evaluating, planning and administering diverse community library services in similarly situated jurisdictions; and 3-5 years supervisory experience at a professional level.
