Prime Minister of the Union of MyanmarGeneral Soe Win attended the 12th ASEANSummit and the mid-term summit of theAyeyawady-Chao Phraya-Mekong EconomicCooperation Strategy held in Cebu, the Repub-lic of the Philippines, on 13 January and signedfive Cebu Declarations.

The 12th ASEAN Summit focused on con-sideration for suggestions of the eminent personsgroup to draft the ASEAN Charter, which isimportant for the ASEAN, measures to imple-ment 2020 ASEAN Vision, combating interna-tional terrorism, environmental conservation,efficient use of energy and utilization of fuelsubstitute oils.

The discussion also covered the programmesprevailing among the member countries such asnurturing of educated youth who are adorable toASEAN, addressing the issue of migrant work-ers, and prevention against HIV/AIDS.

At the ceremony to sign the Cebu Declara-tions of the ASEAN Summit of Heads of State/Government of ASEAN countries, the CebuDeclaration Towards a Caring and Sharing Com-munity, the Cebu Declaration on the Blueprintfor the ASEAN Charter, the Cebu Declarationon the Protection and Promotion of the Rights ofMigrant Workers, the ASEAN Convention onCounter Terrorism, and the ASEAN Conven-tion on the Acceleration of the Establishment ofan ASEAN Community by 2015 were issued.

The points discussed and the Cebu Declara-tions issued at the 12th ASEAN Summit willenhance cooperation and unity of the ASEANcountries. So, it is believed that a caring andsharing community will be established amongthe members soon.

Insurgent-planted minekills innocent civilian

YANGON, 18 Jan — A 30-year-old manwas killed by an insurgent-planted mine when hestepped it in Kyaukkyi Township, Toungoo Dis-trict, Bago Division, on 12 January.

The victim, Saw Htay Hlaing Win, hit themine while on his way to pick betel leaves at hisfarm located 17 miles east of Kyaukkyi at 4.30 pm.The explosion seriously wounded his left leg, andhe was rushed to the hospital in Kyaukkyi. How-ever, he died at 5.30 pm the following day.

Saw Htay Hlaing Win, son of U Kyi Shwe,lived in Metta Ward, Kyaukkyi.

Terrorist insurgents are trying to disturband harm the stability of the State, communitypeace, and the rule of law, while putting a gun topeace-loving people’s head and committing rob-beries and terrorist acts including killing peoplewith mines.

The local Tatmadaw columns in coopera-tion with the people are trying to expose and arrestthe terrorists who planted mines.

WASHINGTON, 17 Jan—US President George WBush’s new Iraq planfailed to rally publicsupport, according a latestsurvey released hereTuesday.

In the USA TODAY/Gallup Poll, more than 60per cent of the respondentsback the idea of a non-binding congressionalresolution expressingopposition to Bush’s planto commit an additional21,500 US troops to Iraq.

Sixty per cent have littleor no confidence that theIraqi government will beable to take responsibilityfor handling security thereby November as Bushsuggested.

The telephone poll of1,003 adults nationwidewas taken between lastFriday and last Sunday,after Bush announced hisnew plan for Iraq on lastWednesday.

Charles Franklin, apolitical scientist at theUniversity of Wisconsin,said the results are notsurprising.

“We’ve had four yearsto think about the war,”Franklin said. “This is nothim (Bush) making aspeech about a policy thatthe public hasn’t beendebating for a long time. ..At this point, it’s very hardfor a speech to make muchdifference.”

The Experimental Ad-vanced Super-conduct-ing Tokamak (EAST)

fusion reactor, whichreplicates the energygenerating process of thesun, was tested at the In-stitute of Plasma Physicsunder the Chinese Aca-demy of Sciences (CAS)in Hefei, capital of eastChina’s Anhui Province.

The reactor was first

tested in September 2006.Since then scientists havemade adjustments toimprove results.

“The new tests showthe reactor is very reliable,and we can repeat theexperiments,” said WuSongtao, deputy directorof the institute.

This new round of testswill continue till 10 Feb-ruary.

During the experiment,deuterium and tritiumatoms were forcedtogether at a temperatureof 100 million degreesCelsius.

submitted to the UNSC on 11 January this year forputting pressure on Myanmar was objected by thePeople’s Republic of China and the Russian Federationwith a double veto the following day.

Myanmar is an independent and sovereignnation, and one of the demands of the US in connectionwith its false accusations against the country tointerfere in her affairs is the Myanmar government tofully cooperate with the International LabourOrganization (ILO) and its representatives incombating forced labour.

The orginal aim of the ILO is to promoteemployment and to improve labour conditions andliving standards.

Throughout history, workers of the worldlaunched struggles to demand their rights, leaves,holidays, medical treatment, education opportunities,appropriate pays and salaries at the risk of facingdeath, torture, anguish and dismissal. The strugglesare the milestones of their history. Till now, worldnations observe Workers Day on 1 May. As theWorkers Day falls on 1st May, it is also known asMay Day, which is observed in honour of the strugglelaunched by the workers of Chicago, the US.

The oppressions on workers in the US, Britainand European colonies left as black marks in history.Seventy-seven per cent of Earth’s land area wereoccupied by the European colonialists, and the peoplesof the colonies were subject to exploitation, whileworkers faced extra torments. There were no workersrights. The workers had to work more than 14 hoursa day. Their pays were so low that they were living ina state of poverty and hunger. Hence, strugglesbetween employees and employers were common inalmost all the nations. We have read in many booksthat workers’ strikes in the US were crushed withguns and killings.

During over 100 years of colonialistenslavement, Myanmar had continuously witnessedworkers struggles. A study of oil field workers’uprising shows how cruel and oppressive thecolonialists were towards Myanmar workers.Myanmar workers who demanded their own rightswere hit with sticks or galloping horses, or throwninto jails. Those are the unforgettable memories forMyanmars.

We have already recorded the history of thecolonialists applying forced labour in Myanmar inaccord with the Town Act and the Village Act enactedin 1906. Thanks to the law proclaimed in 1964 toprotect workers rights, today’s Myanmar workerscan enjoy their rights fully.

The suffering of present-day Myanmarworkers is the consequence of economic sanctionsimposed on Myanmar by the US, Britain and Europeancolonialists (all are veteran colonialists). Because ofthe pressures and coercion made by Myanmarexpatriates and the CIA in cooperation, regularcustomers in America and Europe dare not buy thegarments manufactured in Myanmar. The outcome isthat many garment factories in Myanmar had to be

closed down, and a large number of women becamejobless.

Actually, the ILO, should stop the evil acts ofthe US, Britain and expatriates to impose unjustsanctions on Myanmar to cause mass lay-offs in thecountry. Instead, the global body is trying to find faultwith Myanmar, with the accusation that forced labourdoes exist in the country. The expression “forcedlabour” was coined as a new usage by the US and neo-colonialists.

Colonialists invaded and occupied over ahundred nations of the world, and violated democracyand human rights covering public freedom and thefreedom of serving national interest. Now, they aretrying to hamper the progress of developing nationswith the words such as “human rights”, “democracy”and “freedom of worship”. They are like thief shouting“thief”!

The US and allies are gradually dominatingand manipulating the UN and its subordinateorganizations and other international organizations byfilling the posts of those bodies with their citizens andexpatriates and persons who betray their own nations,but are useful to them. In addition, they make theirvoices the bodies’ through orchestration to substitutethe legitimate governments with the ones they like.They are controlling the ILO for those purposes.

The ILO was established in 1929. It hasconnections with the UN since the global peace body’semergence on 24 October 1945. The aged ILO haswitnessed the death and sufferings of workers of theworld nations under the suppression of colonialists. TheILO should be aware of the fact that the big colonialistsof that time were tormenting and exploiting workers,while ignoring the body are now using it as a tool.

Myanmar joined the ILO on 18 May 1948. Ithas accepted and is exercising the 19 principles out ofthe principles of the body. The nation always submitsher annual reports to the ILO in time, and hascomprehensively answered all the questions raised bythe experts of the ILO and provided all the facts anddata they want. The country always sends delegates tothe annual ILO conferences.

The ILO enacted provision 29 concerningforced labour in 1930. Myanmar began to accept andfollow the provision in March 1955. The provisionofficially defines the kinds of jobs that do not mean

forced labour. Myanmar has been observing all theprovisions, and in addition, the Ministry of HomeAffairs issued the Order No 1/99 and additions, thatprohibit forced labour, for the public.

The Tatmadaw during its 35-year offensivesagainst the internal insurgents from 1955 to 1990 hadused the public strength to a certain degree. Seventeenmajor national race armed groups and many otherminor groups returned to the legal fold during theyears after 1990 and restored peace. From that timeon, there have been no major offensives, and thepublic strength has never been used again.

The ILO had never made objections againstMyanmar till the period up to 1990. However, it isnow finding fault with Myanmar with accusations.So, we need to analyze the fundamental factsconcerning the ILO’s attitude and acts towardsMyanmar.

In many nations including Myanmar, peoplemake donations out of their beliefs, traditions andculture, wishes and religious teachings. Myanmarsvoluntarily contribute labour to serve the interest ofthe people of their own land, village or ward. In otherwords, they donate their own labour out of goodwill.Generally, at least one person from every familyalways comes out to help a person who is repairing orroofing his house. Some even provide the person withmaterials required in repairing or roofing the house.

Traditionally, Myanmars collectively buildor repair ward, village or town roads, and contributevoluntary labour in building a pagoda, a monastery ora lake. People take necessary tools and come to renderassistance happily in digging wells or lakes to supplywater to their village. They collectively fill pot holesand build bamboo or wooden bridges.

The US and cohorts are accusing thatMyanmar is practising forced labour, while ignoringthe lovely tradition of contributing voluntary labour.They have no such lovely tradition of helping eachother. Actually, not only Myanmar but also all theAsians have the willingness to help one another andprovide social services. It is the Asian value.

Today, Myanmar has been gainingmomentum in her development drive. It has builtmany miles of new roads and repaired the existingones. It has also built numerous bridges and dams.

educational institutions, hospitals and health carecentres along with dams and hydel power stations. Infact, the West colonialist bloc and internal and externalsaboteurs begrudging such remarkable progress aremaking an accusation of forced labour so that thedevelopment momentum slows down to a halt and thestrength of the workers will not be mobilized in thenational development undertakings.

Needless to say, no worker will work in a factory,office, company or joint-venture construction projectwithout being paid. Inspired by satisfactory salariesalong with aspiration for national development, theyare engaged in these projects.

The US does not want to see Myanmar enjoy anyprogress, but to make the people live below povertyline in the time of the Tatmadaw government. Onlythen will the ruling government be replaced with thepuppet government, and Myanmar be in their hands.These facts testify to why the US and its associates aremaking groundless accusations.

Now, the nation has restored peace and stabilityand enjoyed unprecedented development in varioussectors due to the desire for progress of the entireUnion. Myanmar is rich in various kinds of preciousstones, and natural gas is harnessed offshore on acommercial scale. The oil wells off Mottama coastare producing a great deal of natural gas. Thailandpurchased the gas. So, gas pipelines were laid throughTaninthayi region.

No sooner did they get the information that thepipelines for piping the natural gas would be laid fromeast to west, not far from Dawei in Taninthayi Division,than renegades, the NLD and the US made accusationsthat the project was causing pollution of theenvironment and deforestation and would have effectson the regional climate, the government was usingforced labour and forcibly dislocating nearby villages.In fact, there was not a grain of truth in theiraccusations. The trees along the route of the pipelineswere cut down, but the trees planted then incompensation were several times more than the treesthat had been cut down. And for the huts in thevillages demolished along the pipelines, thegovernment built better houses in compensation alongwith schools and health care centres. The workerswere better-paid as they had to work in the jungles.

Then, the expatriates and CIA put the oil companieson trial in the court in the US. The companies refutedthe accusations by presenting sound evidences, and sothe cases were settled. Then, terrorists blasted thepipelines near the border areas. So, the pipelines wererepaired repeatedly. Expatriates and CIA membersdissuaded Thailand from purchasing gas fromMyanmar, but it did not accept their demand. Theaccusations of the US and its lackey axe-handles wereabsolutely baseless, designed to prevent the nationfrom making economic development through theearning from the export of gas.

The US wielded its power to make expatriatesentitled to attend the UN General Assembly and UNhuman rights conferences. It provided funds for PyithitNyunt Wai, who had absconded with the money of thegovernment department, under the name of the FreeTrade Union of Burma (FTUB) and asked him tocomplain to the ILO about forced labour in Myanmarthat he had made up. It helped him meddle in theaffairs of the ILO. Actually, the ILO is an internationalorganization that has to try to reach an agreementamong the representative of the government, therepresentative of the company that is engaged in anation in line with Law and the representative of theworkers. Pyithit Nyunt Wai’s FTUB consists of a

handful of outlawed expatriates and it does not representany Myanmar workers.

Therefore, it can be deduced from above-mentionedfacts that the ILO is accepting and approving thesubjective accusations of the US and renegades againstMyanmar, failing to find out Myanmar’s objectivesituations and lopsidedly finding fault with the nation.

Myanmar is constantly cooperating with the ILOin the labour affairs. The ILO once stated the source,from which it got the accusations against the nation.The accusations against Myanmar surfaced along theborder, especially from the absconders whose campsare based in the neighbouring country and from PyithitNyunt Wai’s FTUB.

Avian flu issue* Preventive measures for avian flu were undertaken since January 2004 in cooperation with the ministries concerned.* The bird flu occurred in 13 townships in Sagaing and Mandalay Divisions in March and April 2006.* Altogether 545 quail and poultry farms and 0.18 million of eggs were destroyed and 0.65 million of fowls were culled.* As soon as the result of the laboratory was received, it was sent to international organizations such as OIE, FAO and WHO.* Control measures were undertaken within 24 hours in the townships where the bird flu occurred.* Ten farm workers were found to be sick, and sample of bird flu was sent to the laboratory in Japan for approval. But it was

not bird flu after being tested.* Arrangements were made for separate wards of avian flu patients at the hospital.* Equipment, pesticides and lab apparatus were distributed to the areas where the bird flu occurred.* No sign of bird flu was found in the poultry farms beginning 6 April 2006 due to the systematic preventive measures.* Transport of poultry was permitted in the bird flu-hit townships on 26 April.* On 11 September the World Animal Health Organization announced that Myanmar was free from bird flu.* On 18 October, UN System Senior Coordinator for Avian and Human Influenza Dr David Narvaro arrived in Myanmar.* At a press conference, he said preventive measures for avian flu and influenza and arrangements in Myanmar found to be

satisfactory.* He said surveillance activities were high and international organizations recognized the systematic arrangements for disease

control in Myanmar.* UNICEF, WHO, FAO and Livestock Breeding Development Centre in Thailand praised Myanmar for its achievements.Human trafficking issue* Human trafficking problem spread in the world.* Especially, trafficking in women from east European countries to west European countries grew bigger and spread in the

world.* In Asia, human trafficking took place in China, India, Pakistan, Nepal, Bangladesh, Myanmar, Thailand, Laos, Vietnam and

the Philippines* The trafficked victims were mostly women and children.* Myanmar signed in Convention on the Right of the Child (CRC) in 1991.* Myanmar National Committee for Women’s Affairs was formed on 3-7-1996 and the committee formulated policies on

women development and life security.* Anti-human trafficking activities were carried out as the national duty as human trafficking tarnished the national prestige

and integrity that Myanmar people value and safeguard.* Myanmar signed in Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) in 1997.* Beginning 1997 the National Plan of Action is being launched in order to prevent against human trafficking problem in all

aspects.* Educative activities are being carried out through the mass media after formation of the National Task Force comprising

delegates from governmental departments and social organizations.* Mobile Training Team comprising delegates from various departments was formed in cooperation with Myanmar National

Committee for Women’s Affairs and UNIAP in Greater Mekong Sub-region.* Educative talks were given widely beginning 23-9-2001 in order to prevent against going abroad illegally, the main factor

of human trafficking. Altogether 1,413 human traffickers were arrested.* A reception camp was opened in Myawady on 18-2-2002. Trafficked victims were sent to their respective parents in

cooperation with social organizations from local and abroad. Rehabilitation centres were opened.* The national level seminar on human trafficking jointly sponsored by Women’s Affairs Committee, UNIAP, UNICEF and

SC (UK) was held in May 2002. The seminar formulated 11 future tasks.* The Work Committee for Prevention Against Human Trafficking was formed on 17-7-2002.* Workshops have been held in major cities of states and divisions under the ARCPPT plan in cooperation with Australia since

2003.* Myanmar Women’s Affairs Federation was formed on 20 December 2003.* Protection of women and children as the national duty was included in seven objectives of the federation for eradication of

were not in conformity with the protection law on human trafficking of the US Congress.* At the same time, the US administration imposed economic sanctions on Myanmar including investment and trade.* Over 160 garment factories in Yangon Division were closed down due to the sanctions. About 40 factories cut their employees.

As a result, over 80,000 employees became jobless.* Over 70,000 woman workers were unemployed. Some women became trafficked victims due to the persuasion of those who

Milic’s current club, Union Olimpija ofLjubljana, confirmed in Tuesday’s statement that Milichad accepted an offer “by one of the biggest clubs inEurope for the rest of this season,” reported theSlovenian news agency STA.

Milic, 29, ranks 19th among the best Euroleagueperformers this season with a 16.3 index rating averagebased on his 15.1 points, 6.9 rebounds and 2.5 assistsper game for Union Olimpija.

Milic refused to confirm that he would indeed bemoving to Madrid, but Slovenian media have in recentdays been rife with rumours of Milic’s move toMadrid. Union Olimpija has said that Milic wouldmiss a key Euroleague game against Partizan ofBelgrade on Wednesday.

NEW YORK, 18 Jan — Stressing that complex issues facing the world cannot be resolved by any onecountry on its own, UN Secretary-General Ban Ki-moon has asserted that a constructive partnershipbetween the United States and the world body cannot be, and should not be, advanced at the expense ofothers.

Everyone of themembers has a right to beheard irrespective of thesize of its population andpocketbook, he added inhis address to the Centrefor Strategic andInternational Studies inWashington on Tuesday.

But simultaneously, healso emphazised the

importance of an “activeand constructive” rela-tionship between theUnited States and UnitedNations.

Stating thatpartnership cannotflourish in a climate offear and mistrust, Ban saidwith US actively andconstructively engaged,

the potential of the UN isunlimited.

“And with UN’spotential fulfilled, the UScan better advance theaspirations for a peaceful,healthy and prosperousworld.”

Addressing the Centreafter his first meeting asSecretary-General withAmerican PresidentGeorge W Bush, Bansaid complex globalchallenges is exactly theenvironment in which theUN should thrive becausethese are challenges thatno country can resolve onits own.

But several developingcountries would not likehis comments on what iscalled “Responsibility toProtect” which meanshumanitarian interven-tions in situations ofgenocide or ethnic cleans-ing where a country isunable or unwilling toprotect its own citizens.

The US and Britain submitted a draft resolution to put Myanmar issue onthe UN Security Council agenda with the accusation of posing a threat tointernational peace and security. It is obvious that the US and Britain wantMyanmar to become the neo-colony of them and want to install a puppetgovernment in Myanmar.2. Politicians from inside, those who betray the nation and expatriatinsurgents welcome the unilateral act of the US and have done their movementsin tune with the US. Therefore, we condemn the US, Britain, politicians frominside, those who betray the nation and expatriate insurgents.3. The People’s Republic of China and the Russian Federation cast doubleveto of the draft resoulution proposed by the US and Britain saying the situationin Myanmar has posed threat to regional and international peace and security.
