PRICE WATCH February 2020 Prices March 31, 2020 This Price Watch report summarizes market and price trends in February 2020, prior to the spread of COVID-19 to the countries covered by FEWS NET’s food security early warning analysis. A brief summary of anticipated COVID-related impacts to Markets and Trade (M&T) activities are highlighted in the Outlook section of each regional summary. This analysis will be updated in future reports as the current and anticipated impacts of the current pandemic on M&T activities are better understood. KEY MESSAGES In West Africa, market supplies were above average and increasing seasonally. Demand remained below average given remaining household stocks. Staple food and livestock market disruptions persisted in the Greater Lake Chad basin, the Tibesti region, and the Liptako-Gourma region. Locally-produced staple prices were below average across the region, except in deficit areas and/or areas experiencing atypical market functioning. In contrast, both local and imported rice prices were above average in coastal countries (Page 3). In East Africa, staple food price trends varied, declining seasonally in Kenya, Uganda, Burundi, and Ethiopia with supplies from recent harvests. Prices increased atypically in southern Somalia due to localized flooding and in Sudan due to below average production. Prices remained above average in many areas due to persistent high inflation and foreign exchange depreciation. Livestock prices remained stable at elevated levels and increased in some areas because of good rangeland conditions stemming from off-season rainfall (Page 4). In Southern Africa, maize supplies on major markets were at average to below-average levels. Maize grain prices continued increasing with the progression of the 2019/20 lean season and remained well above average. South Africa continued to supply maize to structurally-deficit countries of the region, while Zambia maintained a formal ban on maize exports. Informal exports continued between Zambia and Malawi as well as the DRC (Page 5). In Central America, maize and beans supplies were average. Markets were being supplied with beans from the Postrera harvest and maize carryover stocks from the main Primera harvest. Maize and beans prices followed seasonal trends in February, with maize remaining above average while bean prices remained below average. In Haiti, markets were adequately supplied with local and imported staple foods following the easing of civil unrest across the country. Staple food prices were stable month to month but remained above February 2019 and 5-average levels (Page 6). In Central Asia, wheat prices increased moderately in Kazakhstan but were stable or falling in Pakistan and Afghanistan. In Yemen, the broader conflict and macroeconomic context continued to disrupt overall market functioning and food access. Staple food prices remained above average (Page 7). PRICE WATCH February 2020 Prices March 31, 2020 This Price Watch report summarizes market and price trends in February 2020, prior to the spread of COVID-19 to the countries covered by FEWS NET’s food security early warning analysis. KEY MESSAGES

• In West Africa, market supplies were above average and increasing seasonally. Demand remained below average given remaining household stocks. INTERNATIONAL MARKETS

Current situation (February 2020) • International rice prices were either stable or increasing in

February in response to tighter supplies and strong export demand (InterRice). International reference market rice prices are above February 2019 and 5-year average levels (Figure 2).

• Global maize prices were stable or falling in February from a positive supply outlook and in response to potential impacts of COVID-19 on demand for maize (Figure 3). Maize prices were below February 2019 and 5-year average levels (FAO and USDA).

• International wheat prices were stable or falling in February due to a positive supply outlook and in response to potential impacts of COVID-19 wheat market dynamics. However, strong trade activity limited the extent to which prices fell (IGC and USDA). Wheat price trends were mixed relative to February 2019 and 5-year average levels.

• Global soybean prices remained stable in February due to expectations for significant South American supplies and slow buying interest (AMIS and IGC). Soybean prices were significantly below February 2019 levels, but remain above their respective 5-year average levels.

• International crude oil prices fell due to expectations for a downturn in global economic growth. Crude oil prices were below February 2019 levels but remain close to 5-year average levels (U.S. Energy Information Administration). Global fertilizer prices were stable in February and remained below February 2019 and 5-year average levels (AMIS and WB).

Outlook (March 2020 onward) • Global rice production is expected to fall marginally due to

expectations for a smaller crop in some major Asian producing countries, but will likely continue to outpace consumption levels. Impacts on rice prices are likely to be minimal due to historically high stock levels (InterRice and AMIS).

• Global maize production is expected to fall below year earlier levels while trade and prices could be marginally higher. Ending stocks for 2019/20 are expected to fall marginally (IGC and USDA).

• Global wheat production is expected to recover in 2019/20 from last year’s reduced levels. Trade is expected to rebound year-on-year due to increased demand from Asia and Africa, while prices will increase moderately (USDA and AMIS).

• Global soybean production for 2019/20 is projected to fall to a 4-year low as U.S. records smallest crop in six seasons. Chinese demand to be weak and prices are not projected to recover in 2020 (USDA and AMIS).

• Crude oil production to increase with expiration of OPEC+ active production management and ease prices through first half of 2020 2020 (U.S. Energy Information Administration). Global fertilizer supply will remain adequate due to sustained capacity expansions and prices could increase moderately (AMIS and WB).

Staple food price trends across the countries monitored by FEWS NET will vary considerably in the coming months in response to local and regional market conditions; international market trends will play a more limited role in most countries (Figure 2). Fuel price trends in FEWS NET countries will depend on both international market conditions, the evolution of local exchange rates in relation to the U.S. Dollar, and the design and implementation of local fuel import and price policies.

WEST AFRICA

Current situation (February 2020) • Despite seasonal increases in several areas at above-

average rates, market supplies were reportedly below last year in West Africa. This was prominent in Niger, affected by Nigeria’s land border closure, and in localized deficit areas in Mali, Burkina Faso, and Chad. In addition, persisting insecurity and conflict limited market functioning and access in the Greater Lake Chad basin, the Tibesti region, and the Liptako-Gourma region (Figure 4).

• Demand generally remained below average given substantial trader stocks. In contrast, notable above-average demand increases were reported in areas of deficit and conflict. Key national and regional trade flows were average to above average in the western basin but reduced in parts of the central and eastern basins due to insecurity and/or border closures.

• In Nigeria, trade near closed land borders remained significantly below normal with increased transportation costs due to significant increases in fuel prices. Markets in the conflict-affected northeast continued to function at below normal levels. Elsewhere in the country, markets were fully functional with reported increased supply at above last year and average levels. Local staple prices varied across the country compared to the previous month, most were stable, but with cases of increases and decreases depending on supply and demand. Overall most prices were below average, except both imported and local rice prices (Figure 5).

• In the Sahel, coarse grain prices were stable or increasing compared to the previous month and above last year. In general, prices were below average, except in atypically functioning markets. and in several areas of Niger where supply was below average. In most non-XOF Coastal countries, tuber prices were below average, but above-average prices persisted for both local and imported rice. Lastly, in the southwest and northwest regions of Cameroon, staple prices were above last year and average levels, as markets were hindered by conflict.

• In livestock markets, trends varied across the region. Seasonal supply increased in several markets, above average in areas of poor pastoral conditions, inciting more sales, but below average in areas affected by conflict and trade restrictions. Monthly price trends depended on the above stated trends, and most prices were average to above average.

Outlook (March 2020 onward) • In the Sahel, market supplies will overall remain sufficient to meet demand. Prices will follow seasonal trends,

significantly increasing from March with household stocks depletion, and will likely be above last year and similar to or below average – except in conflict and deficit zones. Market and trade activities may be disrupted by COVID-19 related measures taken by local and national governments on population movement, including restrictions or closures along borders to passenger travel and livestock herds. Social distancing measures may also affect internal markets.

• In Nigeria, as the global oil price per barrel fell from USD 65 at the beginning of the year to below USD 30, the Nigerian economy may slide into another recession. As a result, the Naira could depreciate further and inflation, already elevated at above 12 percent, could continue to increase (NBS). Earlier in February, the Government of Nigeria increased the value-added tax from five to 7.5 percent in an attempt to offset the effects of falling export revenues (FIRS).

EAST AFRICA

Current situation (February 2020) • Market and price trends varied across East Africa in February

(Figure 6 and Figure 7). Maize prices followed seasonal declining trends across most markets in Kenya, Uganda, Burundi, and Ethiopia because of increased supply from the October-to-February harvests and increased seasonally in Tanzania. Maize prices increased atypically in southern Somalia because of localized floods amidst high demand while sorghum prices continued to atypically increase in Sudan due to below average production. Sorghum prices declined seasonably in most markets in Somalia, South Sudan and Ethiopia because of increased supplies from recent harvests. Staple food prices remained above average in most markets for various reasons including delayed harvests from the previous harvest (Uganda, Kenya) and high levels of inflation (South Sudan, Ethiopia, Sudan, Burundi).

• Livestock prices in most pastoral areas of Sudan, South Sudan, Ethiopia, Kenya and Somalia remained stable at elevated levels or continued increasing because of good rangeland and animal body conditions and as households expanded their herds rather than selling their livestock, limiting market supply.

• Maize prices in Tanzania have followed seasonally increasing trends in recent months. Staple food prices in Uganda, another important surplus-producing country, declined seasonally but at elevated levels due to heavy rains which have disrupted cropping conditions as well as post-harvest and marketing activities.

• The prevailing calm in South Sudan is facilitating trade flows, livelihoods, and market recovery except in Jonglei State. Prices were seasonally stable except in Aweil and Torit due to locally below-average production and high costs to import commodities into these areas. Sorghum and millet prices continued to increase atypically instead of declining across Sudan due to below average November-to-January harvests, exacerbated by persistent inflation that has increased the costs of production and marketing. Crude oil export earnings for both Sudan and South Sudan are negatively affected by the recent decline in global prices.

Outlook (March 2020 onward) • Staple food prices are expected to remain above average

across most markets in East Africa because tight supplies amidst high domestic and regional demand and poor economic situations in some countries. The ongoing spread of COVID-19 may affect livestock export demand leading into Ramadan. Informal cross-border trade activities may also be affected by restrictions on population movements and social distancing measures enacting due to the more labor-intensive nature of this work. The relatively weak economic situation in Burundi, South Sudan, Sudan and Ethiopia is expected to sustain above average staple food prices in these areas through the next harvest.

SOUTHERN AFRICA

Current situation (February 2020) • In Southern Africa, maize supplies on major markets were

at average to below average levels. South Africa continued exporting maize grain and products to the grain deficit countries of Botswana, Eswatini, Lesotho, Namibia, Mozambique, and Zimbabwe. In Madagascar, market supplies in maize were generally below average, but complemented by cassava and rice (local and imported).

• Maize prices started to decline seasonally in South Africa in February and were atypically stable or increasing in Zambia. Prices also declined Mozambique, but at elevated levels. Elsewhere, maize grain prices continued increasing on major regional retail markets (Figure 8). Maize grain prices remain significantly above their respective 2018 and 5-year average levels (Figure 9). Price trends were mixed for common substitutes, including maize meal, rice, and cassava as well as other staple foods like dry beans.

• In South Africa, Export parity prices continued increasing for both white and yellow maize and were slightly above international reference prices. Domestic maize supplies are expected to cover domestic consumption needs and exports to regional maize deficit countries. In Zambia, maize supplies were declining at key reference markets, and prices increased, on average, across domestic reference markets. Formal maize exports have been limited following the government’s April 2019 decision to reinstitute export restrictions. Informal maize grain exports have nevertheless continued, destined for Malawi and the DRC.

• In Zimbabwe, maize grain and maize meal prices continued increasingly rapidly with the most pronounced increases occurring in Bulawayo. Reduced 2019 harvests and a deteriorating macroeconomic environment remain the key drivers. The Zimbabwean dollar (ZWL) continue depreciating against the U.S. dollar but at a much slower than previous months, following its introduction in February 2019. Tanzania’s maize supplies were at average to above-average levels, while maize grain prices increased seasonally across key reference markets. In Malawi, maize grain prices increased further. Informal maize grain imports from Zambia intensified while informal exports to Tanzania slowed further. In Mozambique, maize grain price trends varied in February based on the timing of local harvests, and remained significantly above average, while maize meal and rice prices were more stable and closer to average levels. In DRC, maize meal and cassava flour price trends were stable or declined, following seasonal trends.

Outlook (March 2020 onward) • Maize supplies at major regional markets are likely to remain at near or below-average. South Africa is expected to export

above average volumes to maize deficit countries. Zambia’s maize grain exports to the region will remain restrained due to below average 2019 harvests and government trade policies. Maize prices likely begin decreasing in March and April but will remain above average in most places. The ongoing spread of COVID-19 and resulting restrictions on population movements and social distancing measures enacting may affect regional labor markets and informal trade flow due to the more labor-intensive nature of this work. FEWS NET will monitor harvest prospects, trade flows, and government price and trade policies as other key determinants of prices during the 2020/21 marketing year.

CENTRAL AMERICA AND THE CARIBBEAN

Current situation (February 2020) • In Central America, markets were supplied with maize and

beans from the recent Postrera harvest. National harvests were near average to below average. Informal imports from Mexico continued to support supplies in the countries of the region, especially in Guatemala. International imports also contributed to regional supplies.

• Maize prices generally followed seasonal trends in February, ahead of the 2020 main Primera harvest (Figure 10). Maize prices remained above average across the region, driven by speculation as a result of increases in international commodity prices, as well as losses during the 2019 Primera harvest.

• Bean prices generally followed seasonal trends across the region as supplies from the recent main Postrera bean harvest continue to support market availability and expecting the Apante season from Nicaragua. Prices were lower or similar to their respective five-year average levels across the region.

• In Haiti, markets were adequately supplied with both local and imported staple foods in February. Local maize grain and black bean prices were stable or increasing moderately across key reference markets. Imported rice prices were stable. Local and imported staple food prices remained above February 2019 and 5-year average levels. The Haitian gourde (HTG) stabilized against the USD following significant depreciation last year (Figure 11).

Outlook (March 2020 onward) • In Central America, maize and bean prices are expected to

continue following seasonal trends through April, as the Postrera tardía harvest supplies markets. Bean prices are expected to remain at average to below average levels, supported by carryover stocks from 2019 and the upcoming Apante harvests in the region. Maize prices are expected to increase seasonally and remain at above average levels. Imported rice availability will remain adequate while prices are likely to change in response to price adjustments in the global rice market. Market and price impacts related to the spread of COVID-19 in the region may be driven by shifting purchasing patterns with the enactment of curfews, as well as speculation by market intermediaries. These reactions may be mitigated by other measures by government to further augment market availability as consumers rush to increase household food stocks.

• In Haiti, above average cereal import requirements are expected for the remainder of MY 2019/20. Imported staple food prices will remain elevated levels in the coming months. Locally produced maize and bean prices will likely continue to decline through march as market supplies are augmented with crops from the winter harvest. Local and imported staple food prices will remain above average. Border restrictions enacted in March to limit border activities with the Dominican Republic do not currently apply to trade in staple foods. FEWS NET will continue to monitor the situation closely.

CENTRAL ASIA AND YEMEN

Current situation (February 2020) • Regional wheat availability and price trends varied

across Central Asia in February (Figure 12). As detailed in the Central Asia Regional Wheat Supply and Market Outlook, localized wheat deficits are expected to be filled through intra-regional trade. In Yemen, markets remain severely disrupted by ongoing macroeconomic challenges and conflict in Yemen.

• In Kazakhstan, MY 2020/2021 wheat production was estimated at 12 MMT while exports are projected to increase by six percent over the same period (USDA). Prices increased moderately from their January 2020 levels and remained above average levels.

• In Pakistan, crop conditions were generally favorable for both rainfed and irrigated wheat, ahead of the April – May 2020 harvests. Government forecasts point to average wheat supply (estimated at 28.9 MMT, including 3.7 MMT in carryover stocks) and average national requirements (estimated at 26.9 MMT) for MY 2020/2021. The average national price of wheat fell moderately in February but remained above average levels. In Lahore market, wheat prices fell moderately and remained close to average levels. levels.

• In Afghanistan, wheat flour prices are following seasonal trends. In February, the average monthly price for low-quality wheat flour was 28.45 AFN/kg across the main urban areas. The most significant price increase was in Kandahar where prices are 20 percent above previous year levels due to an export ban imposed by Pakistan, which typically supplies this market. Wheat is now being sourced from Kazakhstan where transportation costs are much higher.

• In Yemen wheat flour prices were stable or increasing at above average levels. In late 2019, concerns began mounting in Yemen that a 2 billion USD Saudi deposit that had bolstered the exchange rate and import flows would be depleted in early 2020 (Figure 13). As of February 2020, the Yemeni riyal (YER) had depreciated by 15 percent in the south and seven percent in the north over a five-week period due to foreign currency shortages that led to disruption of food imports, salary payments, and localized spikes in food and fuel prices.

Outlook (March 2020 onward) • Recent border closures between Afghanistan and Pakistan associated with the ongoing COVID-19 pandemic are expected

to disrupt cross border trade flows and significantly impact the availability and prices of wheat and other staple foods. In Pakistan, wheat exports will continue to contract as it resolves the domestic supply situation. In an effort to stabilize prices, the government allowed 0.3 MMT of wheat imports to enter the country. Moreover, government is struggling to meets its goal to double wheat procurement to ensure adequate wheat stock availability for coming year. In Afghanistan, MY 2019/20 cereal import requirements are forecasted to be 1.2 MMT, almost 37.5 percent lower than MY 2018/19. Remaining localized deficits will be covered by imports from Kazakhstan. Considering the below average import requirements and the regional trade context, prices are expected to remain near average.

• In Yemen, the Yemeni riyal (YER) is expected to depreciate steadily with the anticipated depletion of the Saudi USD two billion balance of payments assistance, amidst high demand for foreign currency. Given Yemen’s high dependence on food imports, this is expected to lead to increased food price levels.

Food and Fuel Price Trends Food and Fuel Price Trends

FEWS NET is a USAID-funded activity. The content of this report does not necessarily reflect the view of the United States

Agency for International Development or the United States Government.

The Famine Early Warning Systems Network (FEWS NET) monitors trends in staple food prices in countries vulnerable to food insecurity. The Price Watch Annex 1 provides prices and

price changes for key markets and staple foods monitored across FEWS NET countries and regions. The prices are final monthly average prices for February 2020. Commodities

included in the Annex are the staples most often consumed by the poor in the indicated market. Additional commodities provided are important commodities consumed in the same

areas or fuel prices that affect food prices. Final monthly average prices are used. The symbols (▲►▼) depict the direction of price changes: the red upward-facing arrow denotes an

increase of five percent or greater. The blue horizontal arrow denotes no change or changes that are smaller than 5 percent, and the green downward-facing arrow denotes price

decreases that are five percent or greater. The three arrows respectively correspond to the percent change in prices this month compared to last month, last year, and the five-year

average. The “-“ symbol indicates that data are not available. The commodities with a reference (W) are wholesale prices. Otherwise, all reported prices are retail.
