Outline of Preventive Safety Performance Assessment

Checklist to choose safer cars (Preventive Safety Performance)

Objective

Since FY2014, MLIT and National Agency for Automotive Safety & Victims’ Aid (NASVA) have assessed the

performance of preventive safety technologies of cars to support drivers, such as raising an alert or applying

a brake automatically when a collision is inevitable on a vehicle through various tests, and the results of such

assessment were summarized in the leaflet.

This leaflet provides useful information for users to choose their safer cars. We try to put a clear description on

important points of its function, performance and notes of preventative safety technologies, and the performance

of respective models are shown as well.

Preventive Safety Performance Assessment aims to reduce traffic accidents by user using a vehicle with

advanced safety technology. Additionally, announcement of the assessment results leads further development of

safety technology by auto manufactures.

When you buy a new car, you may focus on your taste or fuel efficiency.

But don’t you think another important aspects is safety performance assist you to avoid collision at the

right moment.

AEBS* to avoid collisions with a car

Test Procedures

A test vehicle collides to a target at a speed of 10 to 60 km/h

from behind and AEBS is evaluated with the result.

The test scenarios are carried out in two ways. One is to

collide into stationary unmoving target. The other is to collide

into a moving target at 20 km/h. Points are obtained for the

case that collision is avoided or collision speed is reduced by

Safety Technology

AEBS is the system which detects a forward vehicle with camera or radar and alerts visually or auditorily ① to

urge a driver to avoid collision by applying the brake, ② and if no action is taken by a driver and collision is likely

to happen it brakes automatically.

However there is a condition as noted in the caution page. (Refer to the note)

Test Procedures (at daytime)

A test vehicle traveling toward a pedestrian target crossing the road with10 to 60 km/h speed range, the warning and AEBS system is assessed.

The tests are carried out in two scenarios. One is to cross the road in clear visibility, and the other is to cross the road from behind of the car parked. Points are obtained for the case that collision is avoided or collision speed is reduced by AEBS.

Test Procedures (at night)

A test car traveling at a speed of 30–60 km/h approaches a target simulating a pedestrian crossing a road to investigate the operational condition of an alarm and an advanced emergency braking system.

Tests are conducted assuming two types of traffic environments: crossing a road with good visibility and crossing a road from the rear side of an oncoming vehicle. Even when a collision was avoided similarly in the daytime or a collision occurred, points are given considering the reduction in speed before the collision. The test is conducted at night, and the environment with a street lamp is simulated.

LDPS *1

Test Procedures

The test vehicle is assessed at the speed of 60 km/h and

70 km/h as to whether the lane departure prevention system

controls the test vehicle to remain in the lane when the test vehicle

continues to travel with the same lateral velocity toward the lane

marking. Higher points are obtained for the case of a small lane

deviation, and lower points are obtained for the case of a large lane

deviation. Even if a lane departure exceeds a certain level, points

are obtained as long as the system alerts at the appropriate point.

* From FY2014 to FY2016, “LDWS”*2 was tested.

The test vehicle is assessed at the speed of 60 km/h or 70 km/h as to whether system alerts at the appropriate point when the test vehicle continues to travel with the same lateral velocity towards the white dashed lane marking, or alerts by multiple systems or alerts the direction of deviation. Higher points are obtained for the case of a system alert at the appropriate point when the test vehicle deviates, and a) alerts in multiple ways, or b) alerts the direction of deviation, and c) the system works from a lower speed.

In this test, the lane departure prevention system is not evaluated.

Safety Technology

Note

LDPS is a system that detects the position of the lane marking with the on-board camera for controlling the

vehicular movement to keep the vehicle in the lane and tries to get the vehicle back in the lane when the vehicle

is about to cross the lane marking.

But this system does not work when a driver operates a left or right turn blinker and changes the lane

intentionally, such as in the case of crossing the centerline to avoid a parked vehicle.

Visual Alert (example)

It is required that lane marking has to be clear as this is the system which detects lane marking by camera.

It may not detect it in case pavement is covered with snow or soil. Also the system does not operate in case

when lane marking has disappeared or in the case of low speed.

Please follow the user instruction and do not rely on the system. Drive safely.

Safety Technology

A visual object (pole) similar in height to an

infant is placed in an area prone to accidents

involving children and is monitored on a monitor

inside the vehicle(rear-view monitor).

Points are deducted if anything fails to meet

the test requirements.

* Rear-view monitoring system

Rear-view monitoring system projects rearward visual information when backing up onto an interior monitor

(rear-view monitor).

Note

Rear-view monitor function is only assist system. Always be sure that you have physically checked behind the

car before backing out of spaces.

There is a limit to the area that may be checked by the rear-view monitor. Sometimes the distance perceived on

the screen may differ from the actual distance, or objects may appear to be deformed. A clear image may not be

obtained depending on the weather, the condition of the lens (adhesion of foreign matter or stains), and other factors.

Please read the device’s operating instructions carefully for safe driving.

Safety Technology

Note

High-performance headlights*

A high-performance headlight is a device equipped with a function that makes the irradiation range of the headlight change to a suitable one depending on the forward traffic conditions during nighttime driving. However, it sometimes does not work depending on the conditions. (Refer to the note)

The system sometimes does not normally work when an oncoming vehicle is suddenly recognized due to bad weather, dirty front glass, or a curved road.

Bear safe driving in mind after sufficiently understanding the operational manual before driving by relying on the system.

Confirmation method

Whether a car is equipped with automatic antiglare headlights*1 or automatic switching headlights*2 where the purpose is to make the irradiation range automatically change to a suitable one depending on the forward traffic condition during nighttime driving is investigated. Even when having the same function, higher points are given to the device that works at low speed.*1 Automatic antiglare headlights: Headlights that control the

illumination range of high beams so that the headlights are not too bright for the driver of an oncoming car.

*2 Automatic switching headlight: Headlight where the low beam and high beam automatically switch.

In FY 2014, a preventive safety performance evaluation was started forthe purpose of the further reduction in the number of deaths.

Items to be evaluated 2014 2015 2016 2017 2018 2019

Evaluation points are awarded in proportion to the degree of effect of reducing the number of fatal and serious injury accidents considering the actual status of accidents in Japan, and when the total points exceed 12 points of the maximum 126 points, it is certified as ASV+, when exceeding 46 points, as ASV++ and when exceeding 86 points, as ASV+++. To obtain ASV++ or higher rank, the AEBS to avoid collision with a pedestrian must be taken.

Note

Pedal misapplication prevention*

Acceleration control device for pedal misapplication has the function that when the acceleration pedal is strongly depressed, even though an obstacle exists in front or behind, an erroneous start is controlled or the danger of a collision is reported to the driver through an alarm sound or meter indication.

Operating condition and recognizable distance vary depending on the system of the detector and the model of car. The system sometimes does not work or is not sufficiently effective depending on the weather conditions or the surrounding environment.

Bear safe driving in mind after sufficiently understanding the operational manual before driving by relying on the system.

Test procedures

To simulate the condition of misapplication between a brake pedal and an acceleration pedal, a test car is made to approach a simulated vehicle (target), and the acceleration pedal is quickly depressed from a stopped state. At this time, whether an abrupt start or sudden acceleration is controlled to prevent a collision or to reduce damage is investigated.

This test is conducted assuming two types of traffic environments: the case where a car is started in advancement condition with a vehicle in front, and the other case where a car is started in the retraction condition with a vehicle behind. Even when a collision was avoided or a collision occurred, the degree of a reduction in speed at the time of the collision is investigated, and points are awarded considering the avoidance or the degree of speed reduction.*Formal name: Pedal misapplication prevention device

This booklet publishes collision safety performance assessed on a five-point

scale (represented by a different number of stars) by weighting the evaluation

results of the occupant protective performance test, pedestrian protective

♦ Brochure for evaluation of functions of automatic accident notification system

Recently, vehicles equipped with an automatic collision notification system that

automatically reports the information required for emergency first aid in the event

of a serious accident that may result in loss of life are being sold.

Automatic notification by this system may contribute to a reduction in traffic

fatalities because this system can shorten the time from the occurrence of an

accident to the initiation of medical treatment.

The website of the National Agency for Automotive Safety and Victims’

Aid (NASVA) provides a list of vehicles equipped with the automatic collision

notification system.

♦ Child seat safety comparison book

This book publishes the results of frontal crash tests and usability evaluation

tests conducted on commercially available child seats as safety performance

evaluations.

We hope using this booklet helps parents choose safer child seats for precious

children.

Preventive Safety Performance Assessment

Ensuring fairness of JNCAP

Collaboration with new car assessment institutions around the world

In order to ensure fairness of JNCAP, Steering Committee Meeting decides evaluation methods, selects test vehicle models, and analyzes test results. The staff of the National Agency for Automotive Safety and Victims' Aid purchases a test car from an automobile distributor as a user actually does. The purchased car is loaded with devices and materials necessary for the test in preparation, and all the assessment tests are conducted under the supervision of the staff of the National Agency for Automotive Safety and Victims' Aid. The results of the test are published on the website and in booklet of the National Agency for Automotive Safety and Victims' Aid.
