    TERMS OF REFERENCE

    FOR

    CONSULLTANCY SERVICES

    MASTER PLAN FOR PACHIN :-

    1. INTRODUCTION

    The Department of Urban Development & Housing is programming a mission to extension of Capital

    Complex at Pachin area in between Naharlagun and Itanagar to accommodate the increasing urban

    population of Itanagar Capital Complex in planned manner with provision of physical, Social and Economic

    infrastructure including housing etc. This will help the citizens to access better accommodation with basic

    infrastructure facilities.

    2. ISSUESThe State Capital extended from Banderdwa to Hollongi with an area of 156 sqkm has an population of

    2.00 lakhs. The capital complex population are increasing rapidly due to various factors. In the recent past

    many educational institutions has developed right from nursery school to Central University including

    technical and non technical colleges, Poly technique, Management institutes, Vocational institute, Coaching

    institute etc. Apart from that Itanagar being the capital city of the State all the important works are done.

    Today the capital city has become administrative, educational, business and tourism centers which attract

    large numbers of population from various district headquarters and within the country. The existing

    physical, Social and Economic infrastructure including housing could not cater the present demands of the

    increasing population. To provides requirement of various infrastructure in systematic and plan manner theGovernment of Arunachal Pradesh has intended to develop a planned neighborhood center at PACHIN

    AREAsituated in between Naharlagun and Itanagar.

    3. Impact and Outcome of consultancy

    The impact of the consultancy will be help the State Government to established a well

    planned neighborhood centre with all requisites infrastructure facilities to cater the growing

    population of Itanagar, Capital Complex.

    4. Methodology and Key Activities

    The consultants has to prepare the Master Plan as per the norms of Institute of Town Planners India and as

    per theguidelines of Urban Development Plans Formulation and Implementation Guidelines (UDPFI). Also

    the consultancy will support for the development of PACHIN area as one of the planned neighborhood

    townofCapital Complex.

    5.SCOPE OF WORK.

    The Master Plan shall be in the form of a report supported by illustrations and maps drawn to the scale

    ranging from 1:1000 -1:-1500 and shall incorporate existing characteristics and potentials, projected

    requirements and assessment of deficiencies, development aims, objective, policy, strategies, general

    programmes and priorities pertaining to the following as may be relevant.

    1. Physical characteristics and natural resources,

    2. Demography

    3. Economic base and employment generation covering formal sector, informal sector and special sectors

    like tourism and pilgrimage.

    4. Infrastructure development covering utilities like water supply, electricity, sewerage, drainage, refuse

    collection and disposal, facilities pertaining to education, health, recreation, service like communication(e.g.

    postal and telephone) ,protection (e.g. police, fire) &others.

    5. Housing andshelter development.6. Transportation. including road,parking.

    7. Environment protection

    8. Spatial development covering proposed generalized land use indicating direction, growth of settlement

    and its components like residential (formal/informal), commercial, industrial areas, open spaces, network of

    roads, major activity node, conservation of environmentally sensitive areas,historic sites and monuments

    and tourism, phasing of spatial development.

    9. Implementation and monitoring, priorities and monitoring mechanism and

    10. Capacity building for fiscal, manpower and land resources mobilization.

    1. Concept of hierarchy of planning units and spatial development of various activity nodes and

    corridors.

    6.Support and Development of Pachin Areas

    The consultant will also support the Neighborhood centres at Pachin during development and

    implementation of various infrastructure.

    7.Conduct of Training and Workshops

    A series of consultations will be required with relevant stakeholders in the course of preparation of Master

    Plan of Pachin area for development of neighbourhood center. In addition, training and workshops shall be

    provided by consultants during implementation period for lying out various infrastructures in the Pachin

    neighborhood centers.

    8.Implementation Arrangements

    The Urban Development and Housing Department, Government of Arunachal Pradesh will be theimplementing agency

    The State Government will provide (i) all relevant documents, data, statistics, information, that are are

    available.

    The time allowed for the completion of consultancy services is 2(two) months, fromthe date of agreement.

    9.ELIGIBLITY CRITERIA:- The detailed terms & conditions are:-

    Interested Applicant should ensure that they meet the following eligibility criteria before deciding to submit

    their EOI. Only those applicants who have submitted relevant documentary proof regarding their fulfillment

    of primary eligibility criteria mentioned in EOI shall be evaluated for short listing.

    1 The applications are invited in single envelopes and shall contain bid security and other information

    regarding eligibility criteria.

    2.The bid security should be in the form of a bank guarantee or demand draft, drawn on any scheduled

    bank in favour of Chief Enginner-cum-Director, Department of Urban Development and Housing,

    Government of Arunachal Pradesh, Itanagar.

    3.The committee shall opened as per the scheduled time.

    4.Tenders without bid security (BG/DD) and telegraphic, incomplete bidswouldnot be entertained.

    5. If the date of receipt / opening of bids are declared as Public Holiday, then the bids would be received /

    opened on next working day at same time.

    6. The CE-cum- Director, UD and Housing, Govt. of AP, Itanagar reserves the right to reject any or all the

    bids without assigning any reason.

    7.The Submission must be addressed to: The Chief Engineer-cum-Director, Department of Urban

    development and Housing, Government of Arunachal Pradesh, Itanagar.

    8. Interested bidders can submit the queries related to the EOI document at the above mentioned above

    address.

    19.LAST DATE FOR SUBMISSION OF BIDS: - 2nd Sept.2013

    10.Applicants may be a single entity or aconsortium of entities. If they prefer to do so, the consultants may

    associate with each other to form a consortium of a maximum of 3 consultants/firms, to complement their

    respective areas of expertise. Such an association should be of long term nature and should not be for this

    specific assignment.

    11.The application has to be submitted by the Lead member with the duly signed and stamped consent

    letter from each of the consortium members attached to the application..

    In case of a consortium, the applicant also has to submit a letter given at Annexure 2 (Copy of the

    agreement/MOU/Partnership deed already executed between the parties is to be submitted along with theEOI), and give details in Annexure 3.

    12.Applicant or the lead organization in case of a consortium must be registered in India as required by law

    with a minimum five years of continuous operation up to the date of

    publication of this EOI. (Give details in Annexure 3).

    13. Applicant should submit the details of management structure as sought in Annexure

    14. Applicant or one of the members of the consortium, if consortium is the applicant, must have provided

    Similar Services*, during the last seven years, at least for the followingprojects:

    i) 5 nos of Master Plan prepared for towns and city.

    ii) 5 nos of Development Plan prepared for towns and city

    16. Applicant or the lead member of the Consortium shall have an average annual turnover of more than

    Rs. 2 Crore (Rs. Two Crore) during the last three years ending 31.3.2013, with a net profit in each year

    during this period. Turnover means consultancy fee receivedduring the year (refer Annexure 6 format).

    17. Applicant shall be ineligible to submit a proposal, if it or any of its constituents has been barred or

    blacklisted by any Autonomous Body/Central and/or State Government in India or by any agencies abroad.

    Applicants are required to submit an undertaking to this affect (refer Annexure7 for format).

    18. Applicant or any of the members of the consortium, if a consortium is the applicant,

    should not have, during the last three years, either failed to perform on any agreement, or

    been expelled from any project or agreement or have any agreement terminated for breach

    by the Applicant. Applicants are required to submit an undertaking (Affidavit) to this

    affect (refer Annexure 7 for format).

    19. Applicant or one of the members of the consortium, if consortium is the applicant,

    should be registered with the Institute of Town Planner India & Indian Council of Architecture.

    20. An applicant should submit references and certificates from the concerned institutions/authorities in

    fulfillment of the eligibility criteria.

    21. An applicant is required to file the affidavit in respect of clauses 17and18on a

    non-judicial stamp paper of Rs 10/- so as to authenticate the facts as stipulated in these

    two clauses. A format of the proposed affidavit is given in Annexure 7

    10.REPORTINGThe Consultant shall submit to the client the following report and document after completion of each stageof work and in the number of copies indicated against each

    11.PAYMENT SCHEDULE22. The Consultant shall be paid consultancy fee on-stage payment basis for each stage in progress.

    The assignment is divided into4 stages as, given in manning schedule .No payment shall become eligible

    for the next stage till the consultant completes to the satisfaction of the client the work pertaining to the

    preceding stage.
