LE CARREAU DU TEMPLE : PROJECT AND PROGRAMME
I A PUBLIC AREA IN THE HEART OF PARIS, DEDICATED TO THE URBAN LIFESTYLES
∞∞∞∞In May 2015, two women, Lucie Marinier and Sandrina Martins, were appointed by the City of Paris to run le Carreau du Temple as joint directors. Their project is focused on contemporary urban uses. A cross-disciplinary venue dedicated to practices, creation, conviviality and reflection, le Carreau du Temple is a public forum where today’s city life and tomorrow’s urban space are practiced and invented: living together, eating, learning, sharing and being committed.
Le Carreau du Temple is based on a mixed economy balanced between public and private sectors,. The history of the place, the process which led to its reopening, the vast array of its missions, its transparent architecture and central location in Paris make it an ideal setting to develop a model open to all types of audiences and projects, which may involve or be carried out by many different stakeholders (cultural or sports institutions, companies, art galleries, inter-professional structures).
The “highlights” of the year are closely linked to the events taking place in Paris, whether cultural (FIAC, literary season, short film festival, design week), athletic (UEFA Euro 2016, Gay Games 2018), trendy (Fashion Week) or social (month of the social solidarity economy). They also revolve around strong themes that allow to bring together all of the Carreau’s communities:
• Vivre en Ville (Life in the City) in the Halls during the Second Square meetings, or fairs dedicated to the new trends, fashion or the latest technology.
• Se cultiver (Culture and Entertainment) with shows and festivals, contemporary art fairs, le Carreau’s film club, the Idée² conferences and debates and the different offers in terms of contemporary art.
• Faire corps (At one) with the 90 time slots devoted to lessons and training courses each week, and the various sporting events taking place under the glass roofs.
• Manger en ville (Eating in town) through public events such as Street Food Temple, debates, children’s cooking workshops, and the weekly rendezvous with la Ruche qui dit oui.

II ARTISTIC, CULTURAL, SPORTS AND EVENTS PROGRAMME
∞∞∞∞LESSONS AND WORKSHOPS THROUGHOUT THE YEARMore than 90 regular slots are allocated to 51 associations in the Studio de Flore (dance and bodily practices), the Studio du Pou-Volant (martial arts and gymnastics), the Studio Son and the Gymnase de la Forêt Noire (tennis, basketball…). Open to all, they cover a wide range of disciplines. The associations are selected by a committee according to their experience and proposal they put forward: unusual disciplines that combine culture and sports (circus, brass band, voguing, cabaret burlesque…), for all ages, including parent-child activities (awake-ning and massages), innovative proposals or urban practices (skate, bimbocommando…).Since September 2015, the rooms are open from Monday to Saturday from 12.30 to 1.30 p.m. and from 5 to 10 p.m.
THE SALONS, FAIRS, MAJOR EVENTS AND HIGHLIGHTS OPEN TO THE PUBLICThroughout the year, the Halls host more than 40 cultural, sports, economic or “lifestyle” events: salons, highlights, professional development days or participatory events. Le Carreau du Temple selects, hosts or co-produces numerous contemporary art fairs (YIA, Drawing Now, AKAA – Also known as Africa, Urban art fair, Galeristes), festivals (Paris quartier d’été, Chantiers d’Europe, Jerk Off), and a wide range of events: design (Designer Days, 1.618), new technologies (Futur en Seine, Geeks Live), gastronomy (Street Food Temple, WineLab), fashion (Sneakers event, Violette Sauvage), civic engagement and economic initiatives (Europe Refresh), comic-books (WE do BD), lifestyle (Klin d’œil, Salon du Vintage), sports (Basket Nike, Coup de Foot), cinema (La Fête du court métrage), amateur practices (Training day, Let’s Dance, Corps au Carré…), and music (Carré-Concert du Faubourg).
During the school holidays, numerous training courses and masterclasses are offered (more information on www.carreaudutemple.eu, section “cours et stages”). Holidays are also the perfect time to involve recreation centers, particularly within the context of Second Square and its regularly scheduled workshops and XXL-format sports activities in the Hall.
Le Carreau is also the reference sports facility for the pupils of the third arrondissement and their teachers. It hosts numerous workshops in link with the adaptation of the school routines: fashion, roller-skate, circus or marionette.
7
Le Carreau du Temple is also, from time to time, a forum for professionals, and hosts fashion shows, pop-up stores, showrooms, trade fairs… A team is in charge of staging these events.Le Carreau also produces “highlights” (2 to 5 days) throughout the year on various themes, such as the video art festival La Ville au Corps or Coup de Foot. These involve works commissioned from artists, a specific program but also workshops open to all and convivial interludes.Last but not least, through its Second Square transversal programme, Le Carreau du Temple becomes, as often as possible, an open agora, for free of charge festive activities. During the school holidays or just for a weekend, the place opens up to propose visits, autonomous wanderings, public readings, distorted sports or artistic games, and workshops designed in cooperation with artists.

A CHALLENGING, ECLECTIC AND OPEN-MINDED ARTISTIC PROGRAMMEThroughout the year, a regular programme, particularly on the Scène du Carreau, supports the young creators, promotes the mingling of the audiences over the different activities and develops partnerships with other cultural and sporting organisations. Dance, theatre, circus arts performances, concerts, meetings or debates (through the Idée² cycle) and exhibitions or art installations in the different spaces of the Carreau continuously feed the whole structure. The Jazz Fabric, for instance, a specific concert programme designed in close connection with the Orchestre National de Jazz, or the Carré-Concerts, a new musical rendezvous for the developing scene in partnership with the radio station Faubourg Simone, not forgetting the cine-club with Cinécaro.Le Carreau du Temple does not have a permanent exhibition space. However, its architecture, its heights and its transparency are particularly
appropriate for hosting contemporary art projects or reactivating existing works. The Carreau’s business model allows numerous partnerships with art galleries, many of them in the Haut-Marais neighbourhood, and with contemporary art institutions and patrons. Likewise, the auditorium and the passageways provide a perfect space for video art and photography exhibitions.
RESIDENCIESTAll year round, artists and creators, or managers of economic, social, environmental or innovative design projects come to the Carreau to produce, create and work on projects for public viewing, in the Carreau or elsewhere. It is a means to support artistic creativity through a shared tool, while strengthening our ties with the neighbourhood.

FROM THE MARAIS’ TEMPLARS TO THE END OF THE ENCLOS DU TEMPLE
∞∞∞∞In the 12th century, the King granted the Knights of the Hospital of Saint John of Jerusa-lem the grounds forming “l’enclos du Temple”, surrounded by an eight-meter high fortified enclosure, reinforced around a hundred years later by a donjon, the tower of the Temple. In the 14th century, the enclos covered around 15 acres in the perimeter of the rues du Temple, de Bretagne, de Picardie and Béranger we know today. The enclos du Temple enjoyed many privileges until the French Revolution, and the commercial leases were extremely expen-sive. The revolutionaries took over the enclos, where the members of the royal family were held prisoners in the donjon from August 1792 until their execution. The tower was taken down by Napoleon in 1808.
CONSTRUCTION OF THE MARKET AND THE BUILDING’S PRESENT STRUCTURE
∞∞∞∞A wooden-frame structure, the first market was built between 1808 and 1811 by the architect Jacques Molinos. It featured a rotunda and 4 halls (each one devoted to one activity), in the centre of which was a “carreau”, a platform where second-hand clothes were sold.In 1860, the City decided to replace it by a metal structure designed by the architect Jules de Mérindol. In 1904, it hosted the first Paris fair. From the 1920s to 1933, various tennis clubs practiced in the grounds, as well as roller-skaters and roller-hockey players. After World War Two, it became a Parisian hotspot for second-hand clothes.
Underused and highly coveted by private promoters, it was threatened with
demolition in order to build a parking lot. In 1982, it was included in the
inventory of the French histori-cal monuments.

A NEW PARISIAN FACILITY WITH AN ORIGINAL PUBLIC ADMINISTRATION
∞∞∞∞From the beginning of the project, le Carreau du Temple has been designed to host multiple activities, with an important self-financing rate. In order to run a public facility with a challenging artistic and sports programme, hosting numerous events and partnerships, a flexible and reactive organisation was essential. The City opted for the “Société Publique Locale” model, 100% publicly funded and chaired by elected members of the Council of Paris under the presidency of the Mayor of the arrondissement. Le Carreau du Temple’s SPL is party to a public service delegation which defines its missions (purpose of the spaces, opening hours, pricing of the associative activities, provision of the premises) and its self-financing objectives. The City of Paris provides a compensatory subsidy that covers just over one-quar-ter of the Carreau’s budget, the rest of it consisting of its own resources. The new Carreau du Temple opened on the 25th of April 2014, and reached cruising speed in September 2014.
A UNIQUE EXPERIMENT OF PARTICIPATORY DEMOCRACY, AN EMBLEMATIC PROJECT OF THE THIRD ARRONDISSEMENT
∞∞∞∞In 2001, the City decided to revive le Carreau du Temple, an emblematic building in the Haut-Marais.
In 2002, a wide-ranging reflection was launched with the inhabitants, and a total of 133 projects were proposed (greenhouse, indoor golf, organic market,
swimming pool…). Following an in-depth evaluation, three alternative proposals were drawn up: a cultural programme, one focused on sports
and a multipurpose one, combining sports, culture and events were then submitted to a local referendum in 2004. Every person aged
15 or more and living, working or attending school in the arron-dissement was invited to vote, a historic first for Paris in
terms of participatory democracy. 4,200 people voted, equivalent to 20% of the local population. The “a space
for all” programme, with its combination of sports, culture and events was chosen.
THE RESTORATION OF THE BUILDING“A structure uncluttered” by Studio Milou Architecture
∞∞∞∞Following an international architecture compe-tition, the restructuring and renovation of the Carreau du Temple was entrusted to Studio Milou Architecture, founded by the archi-tect Jean-François Milou. The deliberate choice was to reveal the Halls’ metal and glass struc-ture by using oak wood, a radically different material. The building’s trans-parency has been preserved, and warm and frien-dly spaces were added i n s i d e . The circula-tion between the Halls and the activity spaces below ground were designed to be fluid. The auditorium is intended to be both very visible and totally soundproof. The new Carreau du Temple is a 70,000 ft² eco-res-ponsible facility that includes numerous technological innovations, ensuring as much adaptability as possible.
