AMENDING PROCLAMATION NO. 1412 DATED 22 APRIL 2007,ENTITLED "ESTABLISHING A CRITICAL HABITAT AND ECOTOURISMAREA WITHIN THE COASTAL LAGOONOF LAS PINAS AND PARA~~AQUEProclamation 1412 dated 22 April 2007 is hereby amended to include thefollowing:SECTION 2. All relevant departments and instrumentalities 1.1nder the ExecutiveBranch shall cooperate to undertake the following xithin the scope of the CriticalHabitat and Ecotourism Area and its periphery:1. Ensure that any reclamation in the periphery of the Las PiRas-ParafiaqueCritical Habitat and cot our ism Area shall r . ~ tmpede the ecological functionof the lagoon and its small islands' rnangrodes, salt marshes and tidal areasas breeding, feeding and roosting place for rnarine and terrestrial wildlife;2. Undertake all reclamation in nearby areas in a way that wo1.11dhelp restoreand ensure she llfish and fish productivity;3. Ensure existing mangrove, mudflats and ecc~srstems re preserved and/ornot built over, and are kept in a condition ;a w ill support natural g rowth ofindigenous and or naturally occ~nrringwet!and plants critical to the survival ofwildlife and natura l ecological functions;4. Maintain a m inimum 15O/0 of the 1,500 total area o f the Bay City (Boulevard2000) project consisting of existing \vi!dlife habitats and protect theircharacteristics as such, including but not limited t o maintaining native plantsand original ecosystems and ens~ lring heir viability as wintering, foraging,breeding, roosting, and nesting areas for wat~r bi rd s;5. Ensure that biodiversity component is ir:c!uded and strengthened in allEnvironmental Impact Assessments and Environmental Risk Assessment

1. The Philippine Reclamation Authority, whose representative shall act as ViceChair of the C o~~ ncil;2. NGOs wi th technical capacity and proven ecological biodivers ity managementcapability and track record in the area;3. The D epartment of Tourism;4. The City Government of Las Piiias and Parafiaque;5. People's organizations wi th a direct stake in th e area.SECTION 4. The Council shall have the follow ing tasks:1 Prepare and cause ,the implem entation of a Critical Habitat Management Plan,approved by the DENR Secretary, which will include a Master Plan to establishcriteria and guide development in and around the area according touniversally established and scientific principles to ensure protection o f criticalbird habitats and an Ecotourism Business Plan to ensure sustainable tourismand management, and to promote environm ental awareness and education inthe area;2. Ensure integrated and sustainable management of the area for the protectionof all waterb irds wintering, foraging, breeding, roosting,. and nesting, withinthe Las Pifias-Parafiaque Critical Habitat and Ecotourism Area and similarareas to be established within Manila Bay;3. assess other areas for purpose of establishing additional important waterbirdareas in each province of the Bay in accordance with the Manila Bay ActionPlan and inc luding the re levant LGU's in th e Council as they are established;4. Ensure strict compliance with this Proclamation through th e incorpora tion andconsideration of the requirements herein in the design of any futuredevelopment projects, and in the master and develop~ne nt lans of the localgovernments and o ther concerned agencies.SECTION 5. The DENR, to be assisted by other Council members, shallundertake ground truthing of the above-stated coordinates at the soone~tpossibletime.I N WITNESS HEREOF, Ihave hereunto set 1i1yhand and caused the seal of
