may bring the circumstances to the attention of theSecretary of the CSJBA prior to a game, and may seekto have that game rescheduled at a time mutuallyconvenient to both teams. The Secretary will draw thecircumstance to the Executive for consideration, orwhere this is not possible, may make a decision onbehalf of the Executive. Each case will be consideredon its individual merit. A team would not be deemed tobe disadvantaged when a player is placed on restrictionsby a CSJBA representative Coach or where a player isselected for higher playing honours eg. NSW playerswho are required for State duties.

1.07 Any player who is selected to represent the C.S.J.B.A.in Youth League, State Cup or a Development teammust play the next (summer) season, with his/her sameclub. A player however, will retain the right to appeal bylodging a written submission to the Executive.

COMPETITION RULES

1. GENERAL1.01 These rules shall be read in conjunction with the

“Official Rules of Baseball” and the NSWJBLAssociation Championship Rules, as amended and,where they are in conflict, Cronulla-Sutherland JuniorBaseball Association Inc. rules shall be paramount.

1.02 The Executive shall conduct competitions for teams in thegrades as set out in rule 2.01. This shall includeformulation and implementation of all rules, playing rulesand conditions deemed necessary to ensure that thesecompetitions are effectively and efficiently run. The RulesCommittee shall review all new rules, rule amendmentsand deletions present them to the Executive for adoptionby the clubs. Changes may be made in accordance withprocedures set out in the Rules of the C.S.J.B.A.

1.03 All clubs competing in the competition must beaffiliated with the Cronulla-Sutherland Junior BaseballAssociation Inc. (hereinafter referred to as C.S.J.B.A.)

1.04 All games are to be of a maximum of seven (7) inningsduration and played on grounds approved by theExecutive.

1.05 Semi-Finals, Finals and Grand Finals will be played forall Baseball competitions i.e. from Under 12 years andover.

1.06 No team in any age group, shall be disadvantaged byhaving C.S.J.B.A. players missing due to representativecommitments. A Club who believes it is disadvantaged

prior to the start of the competition or at a timedetermined by the Executive or its delegate/s.

3.05 Current State Cup/Youth League Representativeplayers should be registered in the highest gradedteam/teams that a club enters.

3.06 Restrictions on current State Cup/Youth Leaguerepresentative players:• In 2nd Division competitions they cannot pitch or

catch.• In 3rd Division competitions they cannot pitch, catch

or play on the infield.Restrictions do not apply if the representative player isplaying in an age competition above his eligible age group.

3.07 Clubs must register teams with the names of players,coaches and managers with the C.S.J.B.A. Registrar notlater than the scheduled start of the competition. Anysubsequent registrations must be lodged, in writing, tothe Association Registrar and such players must notparticipate in any competition game until approval isgiven to do so by the Executive. No registrations will beaccepted after December 1st of each year.

3.08 ALL teams MUST have at least one coach present ateach game and/or training session that holds aminimum of Level 0 accreditation.

3.09 Each club Secretary shall be responsible to theAssociation Registrar for the accuracy of all particularsentered on the registration forms. If it can be proven tothe satisfaction of the Association Registrar that anymaterial fact is incorrect then the team in breach may beliable to the loss of points for any games in which theoffending player/s and/or coach/es participated, and thecredit of a forfeit (i.e. 7-0) to any side they have playedat the time of the offence/s.

2. COMPETITION AGE GROUPS2.01 Competition shall be in the age groups as determined

by the Grading Committee – see CSJBA By-Laws.2.02 Ages shall be taken as players age up to, but not

including the 1st January during the season.2.03 Dispensation for players to play below their age groups

may be given by the Executive in exceptionalcircumstances. All Club Secretaries will then besubsequently advised of all players to whom adispensation has been granted, in writing or byelectronic mail.

2.04 Any player granted dispensation to play in any game isnot allowed to play in the battery, i.e. in either thepitching or catching positions, in any game unlessspecial exemptions have been sought and granted by theExecutive of the C.S.J.B.A.

3. REGISTRATIONS AND GRADING3.01 All applications for registrations must be made on the

form/s supplied by the C.S.J.B.A. Team Registrationsmust consist of a minimum of eight eligible players attime of registration and nine by the time thecompetition begins. A tolerance of 1 can occur for clubswith 2 or more teams in an age group.

3.02 No more than twelve (12) players can be registered withany one team. Exemptions may be sought from theExecutive in exceptional circumstances.

3.03 The C.S.J.B.A. may impose levies, as set by theExecutive, on all players to assist with funding of theAssociation, for its purposes, including ground andfacility improvement and coaching.

3.04 Clubs must register their proposed teams, and submitthe relevant grading sheet, twenty-eight (28) days

League teams, in addition to Rule 3.12, are subject tothe following conditions:a) Will not result in an increase in the number of State

Cup/Youth League representative players that anyteam can use in the field above 4. However, if forexample a club already had 5 (or 6) local playersthen they would be limited to 5 (or 6)representative players on the diamond at any onetime. All 6 (or 7) would be allowed to bat.

b) A player is deemed to be a “local player” if he/shehas played the complete previous season with theclub.

3.14 A player may not play or be registered with more thanone club during the same season without the approvalof the Executive Committee. Any requests fordispensation under this rule will not be granted after thecompletion of four (4) competition rounds.

3.15 A player must play a minimum of five (5) competitiongames in the particular team to be eligible to play forthat team in any Semi-final, Final or Grand Finalunless:(a) permission is sought from and granted by the

Executive for dispensation.

(b) a team receives a forfeit when each registeredplayer listed on the result card, for the teamreceiving the forfeit, shall be deemed to haveplayed in that game.

(c) a game is declared “washed-out”, when eachregistered player listed on the result card shall bedeemed to have played in that game.

3.10 When registering players for Under 12s, 14s, 16s and18s the Club Registrar must sight the original birthcertificate or passport. A copy of which is to be initialledon the top right corner certifying sighting of the originaldocument and be retained by the Club Registrar.

3.11 The Association Registrar and/or the Executive shallhave the power to accept or reject any application forregistration or transfer. A registration will not beaccepted for any player for whom the C.S.J.B.A. hasbeen notified of a financial obligation to any otherbaseball Club or Association.

3.12 Any player who transfers from one club to another mustfirst secure a clearance from their original club statingthat they have no outstanding obligations to that club,and they shall provide a copy of the clearance to theClub Registrar. The Club Registrar must then advise theAssociation Registrar for final approval. (a) The Association Executive, prior to the player

participating in any competition game, must approveall transfers and clearances. Failure to do so mayresult in the loss of competition points by theoffending side, and the credit of a forfeit (i.e. 7-0) toany side they have played, at the time of the offence/s.

(b) If a player or Club believes that another Club hasnot provided a clearance within a reasonable time,the Club Registrar may apply to the AssociationRegistrar for a temporary clearance. The clearancehowever will be at the Club/players peril and maybe subject to the penalties described in 3.12 (a) if itis found that a player has outstanding obligations tohis/her former Club.

3.13 The transfer of current players or players who played inthe previous summer season in State Cup or Youth

will remain at their last legally occupied base,without any further penalty to the defending side.(i.e. no passed ball rule).

(c) In Under 9 competitions, the normal passed ballrule will apply. (Refer Rule 4.04)

(d) No automatic outs will apply.4.02 Before the ball is hit in Tee-Baseball or Soft-Toss no

fielder shall position himself/herself inside animaginary line between first and third base, exceptingthe pitcher, who must have both feet in contact with thepitching rubber. (Also see Guideline #3, The Fielder).

U/10 DIVISIONS4.03 All U/10 divisions shall be played as a “Soft-Toss”

competition as per the C.S.J.B.A. Soft-TossCompetition Rules.

4.04 Each runner may, without liability to be put out,advance two bases on a passed ball. In awarding bases,the umpire shall be governed by the position of therunners at the time the wild throw actually left theplayer’s hand and not when the ball crossed the passedball line.(a) No automatic outs will apply.

U/12 DIVISIONS4.05 The U/12-1 & U/12-2 divisions shall play the normal

rules of baseball with the exception of the following:(a) Pitching and base distance will be determined by

the Division played. (See Rule 16)(b) Runners must be in contact with the base when the

pitcher is on the pitching rubber with the ball inhis/her possession and must remain in contact withthe base until the ball is released by the pitcher (i.eleaves the pitcher’s hand)

3.16 The Executive or its delegate/s shall have the power toregrade teams, at a time nominated at the beginning ofeach season, and usually between the completion ofthree (3) to five (5) rounds. Any team regraded will notcarry with them their win, loss and draw record and allruns for and against will be disregarded. The runs forand against average and win/loss percentage willrecommence in their new grade/division.

3.17 A player, coach or manager registered with theC.S.J.B.A. may not represent any other Associationwithout the written consent of the Executive.

3.18 All trials for selections in teams representing theAssociation shall be open to any player registered withthe association who meets the designated agerequirements for the particular team/s.

4. PLAYING RULESU/8 & U/9 DIVISIONS

4.01 All U/8 and U/9 divisions shall play under theN.S.W.J.B.L. Official Tee-Ball rules and the C.S.J.B.A.Tee-Ball Guidelines.

(a) In Under 8s only, one coach of the defending side ispermitted on the field whilst his/her team isfielding. This coach must take up a position in anarea behind 2nd base and not interfere with thefielding or batting side.

(b) In Under 8s only, if any ball thrown to a base,which in the opinion of the umpire is an attempt toretire the runner, results in that ball passing thefielder into foul territory, the ball shall beimmediately called “dead” by the umpire. Runners

U/18 DIVISION4.08 All U/18 divisions shall play the normal rules of

baseball with the exception of the following:(a) A pitching restriction of a maximum 100 pitches in

any one day.

GENERAL RULES4.09 In all baseball games no player shall be permitted to

pitch and catch in any one (1) game.

4.10 The maximum number of runs scored in any one (1)innings shall be seven (7). This will apply to Tee-Ball,Soft-Toss and Baseball.

4.11 Where any player participates in more than one (1)game of baseball in any one (1) day he/she is notpermitted to either pitch or catch in the second orsubsequent game/s if he/she has pitched or caught inany previous game on that day.

4.12 In all divisions where runners must remain in contactwith bases, the penalty for any runner leaving a base“early” shall be that the runner will be given out and allrunners must return to their previously occupied base. Ifrunners are unable to return to their previously occupiedbase due to a play, the umpire shall use his/herdiscretion as to whether the runner gained anyadvantage by leaving the base “early” and may give arunner “out” as a result of the gaining of this advantage.

4.13 No runners are to advance on any pitched passed ball.A pitched passed ball is when a pitched ball passesthrough, over, or under the back net without beingtouched by the catcher. If there is no back net the ballmust pass the passed ball line located twenty (20) feetfrom the baseline. A pitched passed ball hitting the backnet and remaining in play is alive.

(c) Pitching restrictions shall apply (See Rule 4.20)(d) Balk and wild pitch rules do not apply.(e) Dropped third strike, the batter is out, the ball

remains alive.(f) Pitching restrictions shall apply (See Rule 4.17).(g) The U/12-3 division shall play an amended base on

balls rule as follows: When ball four (4) is called bythe umpire (i.e. a walk) the umpire shall call “time”and no runners may advance. The umpire will thenarrange to have a tee brought to the home plate andthe batter allowed one (1) clean hit off the tee.When the cleanly hit ball is put into play any run-ner may advance. The batter shall be called “out” ifthe ball is either hit foul or missed and in this caseno runner/s shall advance.

NOTE: A cleanly hit ball is an umpire’s judgementcall.

U/14 DIVISIONS4.06 All U/14 divisions shall play the normal rules of base-

ball with the exception of the following:

(a) Pitching and base distance will be determined bythe Division played. (See Rule 16)

(b) Pitching restrictions shall apply (See rule 4.20).

U/16 DIVISIONS4.07 All U/16 divisions shall play the normal rules of base-

ball with the exception of the following:

(a) Pitching and base distance will be determined bythe Division played. (See Rule 16)

4.18 Players must maintain their listed batting order and aresubject to the normal rules of baseball. Scorers maydraw the umpire’s attention to any batter batting out oforder.

4.19 Designated hitter rule does not apply in any agedivision.

4.20 Up to, and including U/16 Division, a pitcher may onlypitch three (3) innings OR sixty (60) pitches in any one(1) day subject to the following:

(a) Upon reaching sixty (60) pitches the pitcher maycomplete pitching to the batter in the batting box.

(b) Any part of an innings pitched shall constitute aninning for the purpose of this rule.

(c) State Cup, Youth League and Development playersmay be subject to restrictions listed in Rule 3.06.These pitchers and catchers may also be underrestrictions placed on them by RepresentativeCoaches and the players well-being must be thepriority at all times.

(d) If a pitcher is found to have over-pitched during agame, the score, time and pitching details shall benoted in the scorebook, the pitcher removed fromthe mound and the game proceeds. If an over-pitching occurs, a new pitcher is brought on to pitchand the game continues.

(e) Coaches found to have breached the pitching limitswill be subject to disciplinary action by theExecutive or its delegate/s.

4.21 Pitchers are only permitted to pitch four-seam and two-seam fastballs and change ups. Curve-balls, sliders andfork-balls are strictly prohibited for all Under 12 andUnder 14 Competitions. This is a protection rule and

4.14 In any competition, teams shall consist of a maximum oftwelve (12) players. In the regular competition season allavailable fit players should be included in the battingline-up and on the result card. All players must field forat least one full inning in each game. In the event of ateam being short a player/s, a single automatic out will bedeclared for the missing batter/s. The automatic out willoccur only once through the batting line-up at theposition where the missing player/s would normally haveappeared. (Note: A team shall consist of a minimumnumber of seven (7) players – see Rule 6.02(b).

4.15 A line-up is considered the whole team, and under nocircumstances can additional players be used as benchplayers.

4.16 If a batter is removed from the order due to injury,sickness or distress, and not replaced, the batting orderwill close up and no out will be recorded through themissing batter. Reduction of players in this mannermust be advised to the umpire before the player isremoved, and he/she will then notify the scorers and theopposition manager. The result card and scorebook willbe noted as to the time and nature of the illness orinjury. A protest against the removal of a player may bemade by the opposing manager, subject to the conditionof Rule 10.02, or brought to the attention of theExecutive by the umpire.

4.17 In Semi-Finals, Finals and Grand Finals, a team maylist between a maximum of twelve (12) and a minimumof nine (9) players on their line-up. Teams may bat aminimum of nine (9) batters, and players may beinterchanged on the field and in the batting line-upprovided the normal protocol of baseball is followed,including the notification to the umpires and scorers.

4.28 The on-deck batters must stand on the “safe” side of thebatter at the plate. With a right-handed batter at theplate, the on-deck batter must stand in the on-deckcircle down the third base line. With a left-handedbatter in the box, the on-deck batter must stand in theon-deck circle down the first base line.

4.29 Guidelines for Game-end HandshakeAt the conclusion of each game, teams shall:• Line up at home plate along the line of the base that

each team occupied with coaches at the rear tosupervise;

• Walk through home plate and proceed along theline of the base previously occupied by theopposing team, shaking hands with all members ofthat team;

• Whilst standing in line, raise caps to acknowledgesupport of the opposing team’s parents andsupporters and;

• Walk back to their own baselines and raise caps toacknowledge support of their own team’s parentsand supporters.

• Any unsportsmanlike conduct by players will bedealt with by the P.D. & J. Committee and couldinclude loss of points and/or fines.

the emphasis is on the throwing action of the pitcherand not the movement of the ball.

4.22 A one (1) minute change-over between innings will bepermitted. Any new pitcher shall be given one (1)minute or eight (8) pitches warm-up.

4.22 Once a pitcher is removed from the mound he/shecannot pitch again in that game.

4.23 The team mentioned first on the draw shall be the hometeam, shall occupy the third base dugout and shall fieldfirst.

4.24 Any player who does not slide or attempt to avoidcollision with a fielder or catcher in possession of theball shall be given out. In such cases the ball will be“dead” and runners will return to the last base legallyoccupied at the time of the collision unless forced toadvance.

4.25 The Under 8 and Under 9 age divisions shall beinvolved in a series of development games and a regularcompetition series with no finals. The purpose of thedevelopment days is to help those coaches and/orplayers new to baseball. While the development seriesresults will not count towards a competition table, allteams will participate. Clubs failing to enter teamswithout just cause, may be subject to disciplinary actionby the Executive or its delegate/s, including the loss offuture competition points, and/or fines.

4.26 There are no protests in Tee-Ball or Soft-Toss.

4.27 With two out, when a player who is on the line-up ascatcher in the batting team achieves a position safe onbase, the catcher/runner may be replaced by either thelast runner home or the last batter out, whichever isclosest to him in the batting order.

• Final – The loser of Semi-Final 1 will play thewinner of Semi-Final 2. The loser of Semi-Final 1will be the home team.

• Grand Final – The winner of Semi-Final 1 will playthe winner of the Final. The winner of Semi-Final 1will be the home team.

NOTE: All Semi-Finals, Finals and Grand Finals areto be played as per normal competition rules.

5.05 In the event of a Semi-Final or Final being abandoneddue to the fitness of the ground or inclement weather,(refer Rule 7), the game will NOT be replayed and theteam finishing highest on the competition table shall bedeclared the winner.

5.06 In the event of a Grand Final being abandoned due tofitness of the ground or inclement weather (refer Rule7) the game shall be rescheduled only once. For Finalsthey shall be rescheduled for 5.15 pm on theWednesday immediately following the originallyscheduled game. For the Grand Final, if abandoned, itwill be rescheduled for the next Saturday immediatelyafter the originally scheduled game. If the rescheduledfinal or grand final is also abandoned then the teamfinishing higher will advance or in the case of the teamfirst into the grand final will be awarded winners.

5.07 If a Semi-Final results in a draw at the conclusion ofnormal time then one (1) additional inning will beplayed. If the result remains a draw, the team thatfinished higher on the competition table will bedeclared the winner.

5.08 Finals and Grand Finals are to be played to their logicalconclusion.

5. COMPETITION TABLES5.01 Competition placings will be determined by dividing

the sum of number of games won, including forfeits (tothe value of one) and drawn (to the value of one half)into the number of games actually played. The teamwith the highest percentage average at the conclusion ofthe scheduled preliminary rounds shall be declaredMinor Premiers. The team with the next highest averagewill be declared second and so on, to determine thefinal positions for the Semi-Finals..

5.02 Should two (2) or more teams finish with equalpercentage averages then the runs “for and against”average shall determine their placing. The method ofdetermining this average will be done by using theresults of the games played between the teams that areequal on points.

5.03 For the purpose of determining runs, the “for andagainst” average will be decided by all the runs scored“for” and “against” during all competition gamesplayed by the team in that division during the season.Forfeited games shall be recorded as a 7-0 win to theteam receiving the forfeit..

5.04 The method of conducting Semi-Finals, Finals andGrand Finals shall be as follows:

• Semi-Final 1 – The team finishing first will play theteam finishing second. The team finishing first willbe the home team.

• Semi-Final 2 – The team finishing third will play theteam finishing fourth. The team finishing third willbe the home team.

7.02 Club Secretaries only should contact the Wet WeatherCo-ordinator by 7:30 am. to establish which, if any,games have been cancelled.

7.03 In the event of inclement weather following a decisionto go ahead with any game, the ground controllerresponsible shall decide on the fitness of the ground forthe commencement of play.

7.04 In the event that a game is started and, due to the groundcondition or inclement weather fails to complete aminimum of one (1) hour of play for Baseball or fortyfive (45) minutes of play for Tee-ball/Soft-toss, thegame shall be declared a “no game’. This decision isonly to be made by the umpire in charge of the game.If after one (1) hour of play for Baseball or forty five(45) minutes of play for Tee-ball/Soft-toss the game isabandoned through any reasonable cause and the teambatting in the bottom half of the innings has scoredsufficient runs to be in the lead then the score shallstand at the time the game was abandoned, otherwisethe score at the last completed innings shall be thegame score.

NOTE: These times refer to the scheduled startingtimes for games.

6. FORFEITS6.01 Any team receiving a forfeit, shall have the game

recorded as a 7-0 win for the purpose of compiling the“runs for and against” averages.

6.02 An umpire shall declare a forfeit to the opposing teamin the following situations:(a) A team fails to appear at the appointed ground and

commence the game within fifteen (15) minutes ofthe scheduled start time.

(b) A team fails to field the minimum of seven (7)registered team players within fifteen (15) minutesof the scheduled start time.

(c) Where a team has less than seven (7) players aforfeit will be declared and a joint training sessionmay be conducted. No result shall be recorded.

(d) A team refuses to continue a game when sodirected by the umpire.

(e) The umpire disqualifies the team for violatingAssociation rules.

6.03 Where possible, forfeits shall be notified to the C.S.J.B.A.Secretary, two (2) days prior to the scheduled game

6.04 Penalties for forfeits shall be ten dollars ($10) fine fornotified forfeits as per Rule 6.03 and twenty dollars($20) fine for un-notified forfeits.

7. WET WEATHER AND FITNESS OFPLAYING AREA

7.01 In the event of inclement weather or unfit grounds theclub responsible for the ground shall decide which, ifany, games shall be cancelled and must contact the WetWeather Co-ordinator by 7:00 am. to advise whichgames are to be cancelled.

9. UMPIRES9.01 Each club shall be responsible for the appointment of

umpires to games as determined by the committee.Umpires must be at least 13 years old and 2 years olderthan the age of the players that they are umpiring. Allumpires under the age of 15 should have a responsibleadult to support & supervise them.

9.02 Each club will be responsible to ensure that the umpireappointed is familiar with the rules and is competent toumpire the game to which he/she is appointed.

9.03 Before the commencement of a game, the Umpireshould read out a list of things that cannot be done onthe field of play before the start of the game (i.e.

8. EQUIPMENT8.01 Baseball plates (metal cleats) may only be worn by

U/16 and over age groups. All other groups must wearrubber or plastic studs (cleats). The umpire must checkall studs before the game. If, in the opinion of theumpire, the footwear is unsafe, he/she shall request theplayer to change footwear. Spikes are prohibited.

8.02 Helmets must have two (2) ear guards and must beworn by all batters and baserunners.

8.03 Catchers in all Soft-Toss and Baseball games must wearthe full set of catcher’s gear with ear guards, leggings,chest plate and throat protector. Tee-Ball catchers shallwear a helmet only.

8.04 All balls used must be those balls approved for use bythe Executive. In Under 8 and Under 9 competitions theballs are to be 8.5 inch RIF (Reduced Injury Factor)Safety Balls or their equivalent.

8.05 All fields should be marked according to the rules ofbaseball. If no marking is possible, the club must placeflags to indicate the passed ball and foul lines. Theseflags should be placed twenty (20) metres toward theoutfield from first and third base.

8.06 All bases are to be pegged or staked at all times duringcompetition games. Every effort is to be made tomaintain their placement but if considered dangerous orunsafe at any time the pegs or stakes should be removedto allow play to continue.

8.07 Up to but not including Under 12s, first base shall becoloured half red and half white to encourage players toknow their area of play. Any player who strays whenrunning to first base shall be called out. This will be theumpire’s judgement call.

although his attention has been drawn (on the field andat the time) to the error by the manager/coach or teamcaptain, or their appointed substitutes, the team has theright to lodge a protest.

10.02 All protests shall be recorded in the scorebook and onthe result card and must be signed by the umpire.Details of the protest, clearly stating the nature anddetails of the protest, shall be lodged in writing to theAssociation Secretary by 7.30 PM on the Mondayfollowing the game in which the alleged incidentoccurred. A fee of $10.00 must accompany the protest.All protests and/or disputes must be submitted on aclub’s official letterhead and be signed by the Secretaryof that Club, or alternatively a covering letter onletterhead and signed by the Club Secretaryacknowledging the club’s awareness of such protestand/or dispute.

10.03 There is no provision for protests in both Tee-Ball andSoft-Toss.

11. SUBSTITUTES11.01 In the event of a team not being able to field nine (9)

players, they may borrow players subject to thefollowing conditions:(a) A “player” who plays with the same club who

participates above the age group to the team inwhich they are registered, may do so for amaximum of four (4) games, without penalty.

(b) A “player” who plays with the same club and whonormally plays for a team which is registered in thesame division as the team playing short, may do sofor a maximum of two (2) games, without penalty.

(c) A “substitute” is a player in the same age group and

slinging of the bat, running on the inside of the firstbase line, leaving the bases early or standing on basesto impede a runner from advancing at his own rate etc).

9.04 If no official umpire/s is supplied the home team isresponsible for supplying the plate umpire the visitingteam to supply base umpire.

9.05 In the event of the umpire/s appointed not attending atthe time set down for the game to commence anumpire/s shall be appointed by the coaches or managersof the opposing teams and the game proceeded with afine of five dollars ($5) payable to the association shallbe imposed on the offending team for their first offenceof not providing an umpire. A fine of twenty dollars($20) will be imposed for the second such offence anda fine of fifty dollars ($50) for the third and subsequentoffences of not providing an umpire. A fine of twentydollars ($20) will be imposed for failing to supply anumpire for Semi-Finals and Finals.

9.06 In the event of an umpire having to vacate his/her postduring the game for personal reasons or illness theopposing coaches or managers shall appoint anotherumpire to complete the game.

9.10 If an umpire ejects a player from a game that umpireshall be required to provide a full written report to theAssociation Secretary no later than 6pm on the Mondayafter the game.

UMPIRES JUDGEMENT DECISIONS ARE FINAL ANDMUST NOT BE QUESTIONED. BREACHES OF THESE

RULES WILL BE REPORTED TO THE P.D.J.C.

10. PROTESTS10.01 In the event of an umpire giving an erroneous decision

on a point of law and refusing to alter his ruling,

12. TIMES OF STARTING AND FINISHING12.01 TEE-BALL and SOFT-TOSS

Early games shall commence at 9:00 am. and finish atthe provisional time of 10:15 am. Late games shallcommence at 10:45 am and finish at the provisionaltime of 12:00 noon.

12.02 U/12 and U/14 BASEBALLEarly game shall commence at 8.30 am and finish at aprovisional time of 10.00 am. Late game shallcommence at 10.30 am and finish at a provisional timeof 12.00 noon.

12.03 U/14 Divisions may be requested to play at a 1.00pmtime slot

12.04 U/16 BASEBALLEarly game shall commence at 1.00 PM and finish at aprovisional time of 3.00 PM. Late game will start at3.30 PM and finish at a provisional time of 5.30 PM.

12.05 Mid-Week Games- All DivisionsMid-week games shall commence at 5:15 PM. andfinish at their respective provisional times.

12.06 In all divisions, no top half of an inning is to commencewithin ten (10) minutes of the scheduled finish time. Ifan inning is started before the ten (10) minutes thenboth halves of the innings are to be played unless theteam batting the bottom of the inning is leading at theconclusion of the top half of the inning in which case“game” shall be called. If the bottom half of the inningsis required to be played then “game” shall be called atthe conclusion of any play which results in the teambatting the bottom half of the inning scoring thewinning run or the third out is completed to end theinning.

division but who is from a different club. For thepurpose of this rule, the substitute will only besupplied from the opposing team in a given game.Teams are required to lend a team playing short aplayer or players upon request.

(d) No player playing in the same division [asdescribed in Rule 11.01(b)] can play in the infieldwithout the consent of the opposing manager/coachor team captain, and cannot be used in the battery.

(e) When players play more than the maximumallowed games in any team, they will automaticallybe registered with that team, and the AssociationRegistrar must be advised of the change. If a teamin the same division breaches the maximum numberof games for the same player more than once in thesame season, the player and coach will be subject todisciplinary action by the Executive or itsdelegate/s. The punishment will include loss ofpoints and/or a fine.

(f) All players (not substitutes) must participate fully(See Rule 4.14). Substitutes will only field in theoutfield and will bat for their own club only.

11.02 If a team does not have nine (9) players, one automaticout, in total, will be called for the missing player/s.

11.03 In the Semi Finals, Finals and Grand Finals;a) Players from lower Divisions or age groups require

Executive approval to participate as “players”.b) No substitutes will be allowed.

11.04 A batter may have a substitute runner once he/shereaches first base, providing the opposition manager/coach or team captain agrees. Such a substitute shall bethe last batter out on the batting side.

13.02 Should any player or official conduct himself/herself ina disorderly manner or act in a manner which may bringthe game into disrepute, either on or off the field, so asto cause an umpire or official to take action and reportsuch action to the Executive, then such person/s may becited to appear before the Executive or its designate/s.This rule will also embrace any player or official beingejected from a game by an umpire. The constituentmust leave the confines of the field immediately.

13.03 It is obligatory that any constituent reported to theCommittee or ordered from the field shall appear beforethe P.D.&J. Committee when summoned to do so. Ifunable to attend a signed statement concerning theincident in question must be submitted to theP.D.& J. Committee. The umpire or official reportingthe incident may also be required to attend the hearing.

14. RIGHT OF APPEAL OF DISCIPLINEDMEMBERS, MEMBER CLUBS ORMEMBERS OF CLUBS

14.01 A member, member club or member of a club mayappeal to the Executive against a ruling of theP.D.&J. Committee within seven (7) days afternotice of the ruling is served on the member,member club or member of a club, by lodging withthe Association Secretary a notice to that effectaccompanied by an appeal fee of ten dollars ($10)or as determined by the committee.

14.02 Upon receipt of such notice of appeal the Secretaryshall notify the Executive who shall convene an appealmeeting of the Association to be held within seven (7)days after the date on which the Secretary receivednotice.

In ALL divisions, if any team is more than seven (7)runs behind or in front within ten (10) minutes of thescheduled finish time then the game shall be called atthat time.

12.07 All game times are to be taken from the scheduledstarting time. There is no provision for a late start underany circumstances.

12.08 Starting and finishing times for Semi-Finals, Finals andGrand Finals shall be determined by the Committee.

13. MISCONDUCT OF CONSTITUENTS13.01 Each Coach, Assistant Coach, Manager and Scorer in

baseball shall be required to sign a Code of Conduct atthe commencement of each season, or before takingpart in any game, in the designated form required byN.S.W.J.B.A. or by the Executive of this Association.No person shall be allowed to act in those capacitiesunless they have signed the Code of Conduct and thatdocument is in the possession of the relevant ClubSecretary.

14.03 The appeal committee shall consist of the Chairpersonof the P.D. & J.C. plus a minimum of two (2) othermembers of the Executive, none of whom shall have saton the original Protests, Disputes & JudiciaryCommittee. (The Chairperson of the P.D. & J.C. will notbe part of the original P.D. & J.C. and thus will maintainhis/her independence of that original decision).

14.04 At the appeal meeting the appeal committee and theaggrieved player and umpires may be given theopportunity to state their respective cases orally or inwriting. (See CSJBA By-laws). The decision of theappeal committee shall be final. Any further appealmust be made to the appropriate NSW baseball body.

14.05 No professional legal representative shall be permittedat any hearing of the Player Discipline and JudiciaryCommittee.

14.06 Any person cited to appear before the P.D. & J.Committee has the right to request a copy of the Umpireor citing official’s report from the Chairperson prior totheir hearing.

14.07 Any player or official so cited or suspended under Rule13.02 may not participate in or attend any game underthe control of the C.S.J.B.A. until such time as thematter has been dealt with by the C.S.J.B.A.

14.08 Any penalties imposed by the P.D. & J. Committeeinvolving suspension from games must be served onC.S.J.B.A. regular games and finals of the team thesuspended player or official is registered. During thisperiod the suspended player or official shall take no partin any other C.S.J.B.A. regular season scheduled gameor final.

14.09 Should any Judiciary Panel member have conflictinginterests in the pending hearing, that member shalldisqualify themself and be replaced by another panelmember. The C.S.J.B.A. Executive shall have the rightto disqualify from a hearing, any panel member theybelieve may have a conflict of interest.

15 MISCELLANEOUS15.01 Each team must keep it’s own as well as the opponent’s

score for each game and the scorebooks must be signedby the officiating umpire. Results are to be made knownto the Association Recorder in the manner prescribedby the Recorder. A fine of ten dollars ($10) shall beimposed for failure to notify results to the recorder.

15.02 All result cards are to be completed fully in pen, are toagree with the opposing team’s box score, and haveboth teams listed on the back, surname with at least oneinitial. Failure to complete result cards correctly willincur a fine of five dollars ($5) for the first offence andten dollars ($10) for subsequent offences.

15.03 Each Club Secretary is responsible for the correctstorage of Result Cards. A card may be requested by theExecutive or its delegate/s at any time and it is the ClubSecretary’s responsibility to make the card availablewithin forty-eight (48) hours of such request.

15.04 Any club who wishes to dispute results or fines mustlodge the dispute with the Association Secretary, withevidence, within fourteen (14) days of publicationaccompanied by a ten dollar ($ 10) fee.

15.05 Any club official or player failing to return anyuniform, gear or equipment being property of theAssociation, when requested to do so, shall bedisqualified until such uniform, gear or equipment isreturned.

15.06 In the event that the Committee decides to awardtrophies, any player disqualified for default ormisconduct shall be ineligible.

15.07 Birth certificates or copies thereof must be madeavailable to the Committee upon request.

15.08 It is the responsibility of each Club to attend to theirhome grounds and provide proper maintenance and linemarking. This shall include arranging bases and settingout the playing field.

15.09 At any Association Meeting only the two (2) nominateddelegates, or their proxies, are permitted to votehowever all members of affiliated clubs are welcome toparticipate in any General Meeting or Annual GeneralMeeting. Any Club not represented by their delegates,or their proxies, at any General Meeting, SpecialGeneral Meeting or Annual General Meeting shall beliable to a fine of five dollars ($5) for the first offence,twenty dollars ($20) for the second offence and fiftydollars ($50) for the third and subsequent offences.

15.10 Players who are injured and require attention to stemthe flow of any body fluids may leave the game withoutpenalty. If on base, a courtesy runner may be used untilreplaced by the original player. If at bat, the player may

17. RESULTS17.01 Results are to be phoned, faxed or e-mailed to the

Recorder by 7:00 pm on the day of the game. Penaltyfor failure to phone, fax or e-mail results by theprescribed times shall be a Ten dollar ($10.00) fine foreach result not forwarded.

17.02 Result cards will only be required to be forwarded tothe Recorder if there is a discrepancy in the resultsreported. In this event the Recorder shall contact therelevant Clubs and the relevant Result Cards shall thenbe forwarded to the Recorder within forty-eight (48)hours of such notification. Penalty for failure to forwardthe Result Cards by the prescribed time shall be a TenDollar ($10) fine for each result not forwarded.

17.03 Final standings for semi-final play-offs will be notifiedto Club Secretaries via e-mail on the Sundayimmediately following the last competition round.

In all circumstances, theinjured player or their equipment shall not return to thegame until all traces of the body fluid is removed fromthe person, their uniform and equipment.

The courtesy replacement rule shall be:(a) Where possible, a substitute from the bench who hastaken part in the game;

(b) If no substitute is available, a player from the benchwho has previously been replaced;

(c) If neither of these are available, then either the lastrunner home or the last batter out, whichever is closestto him in the batting order.

however the batter is not allowed to just tap (bunt theball off the tee). Any such action will be called a fouland count as a strike.

6. The batter is allowed three attempts to hit the ball. Afterthree strikes the batter is out. In Tee Baseball all foulscount as strikes.

7. When the umpire calls ‘play ball’ the ball becomes liveuntil the umpire calls ‘Foul’, Dead Ball’ or ‘Time’. Onsuch call the ball becomes dead and play is temporarilyinterrupted.

8. If the batter misses the ball and hits the tee, this will becalled a foul and counts as a strike, even though the ballmay have been projected into the field of play.

9. The batter must not throw (sling) the bat away afterhitting the ball, but should simply drop it. This is toprevent the batter’s teammates from being hit by athrown bat. The umpire warns both teams about batslinging before the game. If the bat is thrown (slung)during the game, the batter is out without furtherwarning.

10. The batter becomes a runner on hitting a ‘FAIR BALL’(see definitions). Irrespective of where it lands in ‘FAIRTERRITORY.’ (See definition of Fair Ball.)

11. There is no ‘infield fly’ rule in Tee Baseball.

12. When placing a tee for the batter, the base or back footof the tee shall be in contact with thefront edge of the home plate and thestem of the tee shall be as close aspossible to the home plate. The tee shallbe placed with safety the primary factorand for easy removal should a play athome plate be possible. (See diagram)

TEE BASEBALL GUIDELINESGuideline #1 THE BATTERThese guidelines are to be read in conjunction with theRules of Baseball. Where these Guidelines and theRules of Baseball are in conflict the Guidelines shall beparamount.

1. The batter must wear a double earflap helmet.2. The batter must stand in an area called the "BATTER’S

BOX". If the batter steps out of this area whilst hittingthe ball, the batter will be given out. (BATTING OUTOF THE BOX) (At most Tee Baseball grounds thebatter’s box is not marked, so it is a matter of standingwhere you think the batter’s box would be. Manyplayers try to stand with their back foot behind thehome plate. This would be ‘batting out of the box). (Ifthe batter’s foot is touching the line of the batters box,the batter is not batting out of the box.)

3. The batter must take a set stance in the batter’s box andmust not move the back foot after the umpire calls ‘playball’. Front foot movement is allowed. If the back footis moved and in the umpires opinion it was moved withthe intention of hitting the ball in a different direction,the umpire will call ‘foul’ and one strike is recordedagainst the batter.

4. The batter is allowed two levelling swings only(practice swings) before attempting to hit the ball. Anymore levelling swings will count as a strike. If the batteraccidentally knocks the ball off the tee with thelevelling swing, this will be called a foul and count as astrike.

5. The batter must attempt to hit the ball with a full naturalswing. The ball does not have to go any set distance,

10. If a runner is not touching his last legally occupied basewhen a fly ball or any other ball is caught on the full orfirst touches a fielder’s glove, he must return to his lastlegally occupied base, or he may be put out. He can beput out by being tagged or playing the base (put out)before he returns to the base. The runner must beat theball to the base to be safe.

Guideline #3 THE FIELDER1. The fielder must be correctly dressed including cap and glove.2. The fielder must take up normal ‘baseball’ fielding

positions. This means a fielder cannot intimidate aweak batter by fielding too close. An infielder must notfield inside an imaginary line between 3rd and 1st base.

3. The pitcher must stand with both feet on the pitchingrubber until the ball is hit.

4. The catcher must stand in the ‘catcher’s box’. 5. When in the umpire’s opinion a particular passage of

play has ceased and and ‘INFIELDER’ has possessionof the ball and the infielder is within the confines of thediamond and is not making an attempt at a further play,he/she shall call ‘TIME’. (The ball is returned to andplaced on the Tee and the umpire calls the next batter bysaying "BATTER UP".

7. The outfield should throw the ball to an infielder ratherthan run the ball in. (The umpire should not call time ifan outfielder runs the ball into the infield.)

8. A fielder may stand anywhere to field a batted ball and a runnermust avoid interfering with that fielder or the runner will begiven out for INTERFERENCE. The fielder may not stand in(OBSTRUCT) the runner’s path without possession of the ball(even if a ball is being thrown and in flight. But this does notentitle the runner to purposely collide with the fielder. If, in the

4. A base runner may run in a straight path/line betweenbases or a natural running arc between and around thebases. However if in the umpires opinion the runnerdeviates more than one meter from a fielder standing inhis running path/line (natural running path or arc) inpossession of the ball and attempting to ‘Tag’ therunner, the umpire shall call the runner out for ‘runningoff the line’

5. If the runner is struck by a batted ball before a fielderhas the opportunity to make a play on the batted ball.The runner is out. The runner must try to avoid the ball.

6. If the runner collides/bumps into a fielder who is tryingto field a batted ball the runner is out for interference.

7. If the runner over-runs second or third base he/she maybe ‘tagged-out’.

8. The runner must touch every base in succession.9. Whilst a ball is in the air, runners should not run (if

there is less than two out), but should remain touchingtheir base (tagging up) until the ball is caught ortouches a fielder’s glove. After the ball is caught ortouches a fielder’s glove, runners may advance at theirown risk.

Guideline #5 THE FORCE PLAY1. The force play occurs when a base runner must run to

the next base (i.e. is ‘forced’ by a runner behindhim/her).

2. In Tee Baseball the force play can only happen when:(a) The batter hits the ball fair. (he is forced to run to

first base.) (NB: The batter and any base runnerswho are forced to run are ONLY EVER forced torun one base. Once the batter or any other forcedrunner reaches first base or the base they are forcedto, the FORCE is automatically removed.)

(b) A base runner, on base, loses his entitlement tooccupy that base if a following base runner is forcedto the base he is occupying. Eg. Runner on 1st.Batter hits fair ball and forced to run to 1st, runneralready on 1st forced to 2nd. Runners on 1st & 2nd.Batter hits fair ball and forced to run to first, runneralready on first is forced to run to 2nd and forcesrunner on 2nd to run to 3rd.

(c) If 1st, 2nd, and 3rd bases are occupied by runners(i.e. bases loaded) this would be a ‘force" to everybase, including home plate.

(d) When a forced runner is put out the force isautomatically removed from any preceding runners.

3. A runner that is ‘forced’ to the next base can be "PUTOUT" by a fielder who has the ball securely in his/herpossession. All the fielder has to do is touch the base (towhich the runner is forced) with any part of his body.This is usually done by stepping onto the base, runningacross the base or sweeping the foot across the base.

4. Any base runner FORCED or UNFORCED may beTAGGED OUT when they are not in contact with a

umpire’s opinion the runner has been OBSTRUCTED, he calls"OBSTRUCTION", the ball is dead, the runner is awarded onebase from the last base he was legally entitled to.

9. In the U/8 competition the following rule shall apply:All play ceases if there is an overthrown ball to first orthird base, which goes into foul territory, provided thefielder throwing the ball has made a legitimate attemptat a play on the runner.

Guideline #4 THE TIME RULEINTRODUCTION: The "Time Rule" is used to stopthe game at logical breaks in normal play. It is a‘control’ on the game that prevents unnecessary ‘panic’throwing and base running, and thus reduces errors.This is especially important considering the age of theplayers and the limited catching/throwing skills theypossess.The umpire shall call "Time" when:

1. The defence attempts no further play after the ball is inthe secure possession of an infielder within the confinesof the base paths. Base runners shall not pass anotherbase after the fielder has secure possession, unless thefielder attempts a play.

2. The game ball becomes dead.3. Necessary (eg. injury, conference, etc.)

NOTE: For the ball that is hit directly to an infielderand held in secure possession, the umpire should notcall ‘Time’ until the batter has reached 1st base.There is no ‘half way’ between bases. The play mustcontinue until in the umpire’s opinion no further play isbeing made by the defensive side, or the runners do notchoose to leave the base they hold. (Keeping in mindthe ‘time rule’ as it stands).

DEFINITION OF TERMSAN APPEAL is the act of a fielder in claiming violation of the

rules by the offensive team, i.e. touching the base whena base runner: (a) hasn’t tagged up (b) missed touchinga base.

BASE is one of four points, which must be touched in sequencein order to score a run.

BASE COACH is permitted to be stationed near first or thirdbase to direct the batter and the runners. The coachmust remain in foul territory adjacent to the base &must not touch the runner.

CATCH is the act of a defensive player (fielder) getting inhis/her hands or glove, secure possession of a ball inflight and firmly holding it. It is not a catch if in fallingdown the ball is dropped. It is not a catch if in flight ittouches an umpire, offensive player or a net. Ifpossession is lost in the act of throwing after the catchis taken, then the catch shall stand. (This is called a playsubsequent to the catch)

DEAD BALL is a ball out of play because of a legally createdtemporary suspension of play.

FAIR BALL (a) is one that settles on or is first touched in fairterritory between home plate and first base and homeplate and third base. (b) first touches fair territoryanywhere on the field and travels into foul territorybeyond first or third base. (c) Touches first or third base.(d) Bounds over first or third base.

FAIR TERRITORY is that part of the field within andincluding, the first base and third base lines, (Themarked lines of a baseball field are in fair territory)

FOUL BALL is one that (a) Settles or is first touched in foulterritory between home and first base and home and

base, while the ball is live. They may also be tagged outwhile occupying a base to which they are not legallyentitled. (EG. Batter hits fair ball, forced to 1st, runneralready on first does not run. He/she can be tagged outwhile standing on the base, by virtue of the fact that heis forced by the batter/runner. He/she loses his right tooccupy first.

Guideline #6 STARTING AND ENDING A GAME1. Games will start at 9.00 am or 10.45 am and finish at

10.15 am or 12 noon respectively.

2. No new innings shall commence within ten (10) minutesof the provisional finishing time. If an inning is startedbefore the 10 minutes then both innings shall be playedunless the team batting the bottom of the inning isleading at the conclusion of the top half of the innings inwhich case "game" shall be called (see also 12.05).

3. Nine (9) players shall always take the field. In the eventof a team being short 1 or 2 players, substitutes may beused from an equal or lower grade or the opposing teammust lend them a fielder.

4. Play shall commence when:(a) The catcher is inside the catcher’s box(b) The pitcher is in contact with the pitcher’s plate(c) The fielder takes positions within fair territory(d) Batter takes stance in batter’s box. (After the

umpire calls PLAY or PLAY BALL) The fielderscannot change position until the ball is hit. Thebatter cannot appreciably change the position ofhis/her back foot of his/her original stance prior tothe umpire calling PLAY or PLAY BALL.

RUN is scored by an offensive player who advances from thebatter to runner and then touches first, second, third andhome plate in that order.

SAFE is a declaration by the umpire that a runner is entitled tothe base for which he/she was trying.

TAG is the action of a fielder in:(a) Touching a base with his/her body while holding

the ball securely in his/her hand or glove in thecourse of a forced play.

(b) Touching any part of a runner or the runner’sclothing with the ball or with his/her hand or glovein which the ball is securely held.

TIME is the announcement by an umpire of a legal interruptionof play, during which the ball is dead.

RULES FOR SOFT-TOSS COMPETITION1. The ball may be put into play either by an approved "soft-

toss" machine or by a person taking a position in front ofthe batter and underarm "soft-tossing" the ball into thestrike zone.

2. In all cases the umpire shall determine "strikes and balls".If the batter attempts to hit a tossed ball, which, in theopinion of the umpire is outside the strike zone, the umpireshall call a ball and not a strike (see point 4).

3. After two strikes are called on the batter all foul hits shallbe as for the normal rules of baseball.

4. Dropped third strike – ball is dead, batter is out andrunners may not advance.

5. No walks will be awarded in the soft-toss competition. Thebatter remains at bat until the ball is hit into play or threestrikes are called by the umpire.

6. A batted ball coming into contact with the "soft-toss"machine or the person "soft-tossing" the ball shall be

third base. (b) First touches foul territory beyond firstor third base. (In this instance it does not matter wherethe ball settles.)

FOUL TERRITORY is that part of the playing field outsidethe first and third baselines to the passed ball line (sixmetres recommended).

FORCE PLAY is a play in which a runner legally loses his/herright to occupy a base by reason of the batter becominga runner. Note: The out of a following runner removesthe force.

INNING is that portion of a game within which the teamsalternate on offence and defence and in which there arethree outs for each team.

LIVE BALL is a ball which is in play.OUT is one of the three required retirements of an offensive

team during its time at bat.PASSED BALL is one that is thrown by a fielder and settled

outside foul territory.PASSED BALL LINE is one outside the foul lines that defines

the playable area. Only used in the absence of boundaryfences.

TAGGING UP is the act of a runner returning to his last legallyoccupied base as legally required. In any situationwhere a ball is caught on the full, a runner must be incontact with his last legally occupied base at the time ofthe catch or at the time the ball first touches the fieldersglove. If the runner is off the base at the time of thecatch he must return to his last legally occupied base toavoid being put out. A runner returning to tag up at abase must beat the ball to the base to be safe. A runneris not permitted to take a flying start from a position inback of his/her base.

called dead by the umpire. Base runners shall return to thebase they occupied at the time of the pitch and no countwill be recorded against the batter for that pitch.

7. If a thrown ball or a fielder (in attempting to make a play),comes into contact with the "soft-toss" machine or theperson "soft-tossing" the ball, the umpire shall call the balldead and award bases which, in the umpires opinion, therunners would have gained had there been no interference.

8. Bunting is not permitted in Soft-toss

9. The normal passed ball rule will be played at all times.(Refer Rule 4.04)
