My fellow members,
After some common sense consideration, I have decided to postpone our spring Banquet until later in the year.
I took over the Banquet back in 1983 from Nick Juliano who was getting up in age and this is the first time that I can remember that it had to be changed due to a crisis.
Hopefully you will agree with my decision.
Cash and checks will be returned to you.

Radio Waves Forest Preserves of Cook County
Update on Compatible Recreational Use Discussion Update from February 4th Roundtable of Representatives for Forest Preserves of Cook
County and Key Stakeholders (Bob Larsen participating)
Recommendation 1: Ensure all residents have access to Compatible Recreation opportunities
Recommendations 2 and 3: Transform or repurpose programs and facilities which are incompati-ble or unsustainable to nature-compatible uses. Ensure all future investments support nature-compatible and sustainable uses. Discussion questions:
a) This was a very difficult issue which the committee struggled with. We do believe we need a tool to
evaluate uses in a fair and objective manner. Are the criteria listed in 2.1 the right factors to consider? Are
we missing anything?
b) What would this look like? Can we transition a pool to a nature-based water park? Can we re-position
model airplane fields to a nature-compatible use?
c) Is the primary concern how we use tax-payer funding, or is this about ensuring that all recreational op-
portunities offered in the preserves are compatible with FPCC’s mission? (For example, 3.2 asks if FPCC
would continue to invest in model airplane fields if the investments were funded by user fees.)
d) Pavement is very expensive to maintain AND parking lots throughout the preserves are unused most of
the year. We cannot afford (and do not want) the amount of pavement required to meet peak demand.
Radio Waves Recommendation 4: Throughout the planning and decision-making process, engage stakeholders
to help plan and implement programs and new facilities, and to develop re-use plans for incom-
patible and unsustainable uses. Discussion questions:
a) What are the best community engagement techniques to build participation, understanding and trust?
What is your honest assessment of our efforts to date? What can we do better?
b) How do we balance economic realities with community desires? What happens when the community
wants us to support a use that is unaffordable? How do we resolve this?
Bob Larsen’s take-aways from the meeting:
1. Tri Village could cease maintaining / mowing some of the Shoe Factory location near (1) the
farmer’s field and (2) along Shoe Factory Road that is not very useful for aircraft operations
to support the natural footprint.
2. Initial County focus will be on how to avoid expensive maintenance costs (i.e. Golf courses,
paved flying field runways, paved parking lots, other ongoing maintenance (Bob added that
we mow the field and require limited support).
3. At this time, Shoe Factory Road flying field is limited cost / maintenance for Cook county
and that there were many other facilities that would offer more opportunities to enhance
service to the community.
