MESSAGE FROM THE CHAIRMAN BOARD OF TRUSTEES

It is my pleasure to welcome all

stakeholders to this special ce l e b r a t i o n of the 22nd g r a d u a t i o n c e r e m o n y of Kampala International

University. I say it is special because for the very first time we are holding this event in a virtual mode. From the start, I wish to appreciate all those who have put in effort to ensure that we hold this graduation ceremony, regardless of the limitation and challenges implied by COVID-19. My message is in the form of five brief points as captured below.

1. WELCOMING THE NEW CHANCELLORIn accordance with Section 17(c) of Kampala International University Charter, the Board of Trustees recently appointed a new Chancellor of the University. On 13th August 2020, Professor Mahmood Mamdani was duly sworn in as the new Chancellor.

Like his predecessor, Professor Mamdani is an outstanding scholar of international repute who needs no introduction. His personal brand blends well with KIU’s vision statement: “To be a university of international repute…”.

In reaching out to him we were particularly driven by his local and international reputation as a renowned researcher and strong advocate of a research culture as a prerequisite for excellence in universities. I want to reassure Professor Mamdani that in the current KIU he has met the right match for his passion.

Our strategic direction is focused on transforming KIU into a research-driven university. As we embark on the third decade of the University’s existence, KIU is set to champion a new approach to higher education that directs scholarly capabilities to the generation of innovative solutions to societal challenges. This can only be achieved through a vibrant research culture.

In short, Professor Mamdani is the right man in the right institution at the right time. I wish to welcome him to Kampala International University. On the same note I also thank him for accepting our request without hesitation. We look forward to a great working relationship with him.

2. APPRECIATING THE OUTGOING CHANCELLORI now take this opportunity to express our sincere gratitude to the outgoing Chancellor, Professor Pancras John Mukasa Ssebuwufu for a job well done. We courted him in 2011 when he was still based at the headquarters of the Association of African Universities (AAU) in Ghana. We needed the resourcefulness of a distinguished Ugandan scholar with a rich international flavour to occupy the Office of Chancellor. We are glad that he accepted our request and joined KIU in 2011 as the Institution’s second Chancellor.

His over 8 years of service have been characterized by a very smooth working relationship and tremendous achievements. We have particularly come to know him as a very committed man, always doing his best to be available to the service of the constitution. He is a principled man from whom we have learned a lot. We are glad that Professor Ssebuwufu is leaving the institution in the hands of a colleague he worked closely with at Makerere University, and one whose profile fits well in his footsteps.

Professor Ssebuwufu will always remain part of the KIU fraternity and we wish him a fruitful and peaceful life in his other endeavors.

3. APPRECIATION TO THE UNIVERSITY COUNCIL, MANAGEMENT AND STAFFAs we all know, COVID-19 has changed everything in regard to how we live and work. I have learned that many institutions of learning have found it hard to effectively adapt to the new normal. They have had to suspend key governance and operational activities. However, am happy to note that the University Council, Management and Staff of KIU swiftly adapted to the new virtual reality.

Thanks to the open-mindedness of all these stake-holders, the university’s business has continued through regular virtual classes and meetings of the University Council; the University Management; the University Senate and all its committees. The Board of Trustees is indeed thankful for the swiftness with which the stakeholders approached the shift from the old normal to the new normal.

4. APPRECIATION TO PARENTS/SPONSORS AND STUDENTSThe ultimate client we serve are the students and their parents/sponsors. The spirited commitment of the university officials would amount to nothing if the students and parents had not duly cooperated. It is in this vein that I want to appreciate them for being compliant partners in the new virtual work methods. The fact that we are holding this virtual graduation ceremony is evidence of your support and cooperation. I urge all current and future students as well as their sponsors to continue with this same spirit.

5. MESSAGE FOR THE GRADUANDSTo the graduands, this is your moment to celebrate and to shine. You are graduating at a very interesting moment in the entire history of modernity. COVID-19 has changed everything and redefined life and work. In the pre-COVID era, many things in the job market had become cast in stone. But much of it is set to change, if not already changed. No one is too sure anymore about anything. This uncertainty is your greatest opportunity. Because of systemic rigidity, in the pre-COVID environment it would have taken most of you many months and even years to find meaningful employment. Well, the ground has now been shaken just in time for you to find your rightful space.

The great management guru Tom Peters wrote a very insightful concept, “Thriving on Chaos”. It is as if he had you and this COVID-19 moment in mind. I strongly urge you to go beyond the lamentation and look for the opportunity within the problems related to COVID-19. Therein lie some powerful opportuni-ties for you to make yourself useful and relevant to people’s needs. If you are keen and proactive enough, you can create your own opportunity in the new environment sooner than might have been in the old normal.

The barriers that would have locked you out were dismantled with the advent of COVID-19. Here is the real deal for you. Like the futurist Joe Barker argued, when a paradigm shifts, everybody goes back to zero.

We have all had to go back to zero to learn again. It is a new environment for all of us; those who have many years of working experience and those who are just beginning. As beginners, you may in fact be able to see what the old timers are too blind to see.

Your ultimate challenge right now is to:Analyse and understand the changes that society is going through.

Figure out how you can apply your knowledge and skills to add value to specific segments of the population.

Operationalize your knowledge and skills. The old paradigm will tell you that your academic qualification is largely irrelevant. But in the new paradigm every knowledge and skill count. What matters is your ability to translate it into a product or solution that addresses people’s challenges or aspirations.

Collaborate with those who complement you. Your knowledge and skills have missing links that can only be filled by other people. In the old paradigm, people built personal careers as individuals, but in the new paradigm we shall build livelihoods as teams. It is better to own only 10% of 10 billion than own 100% of 100 million.

Think technology. In the new era, technology will play a greater role in life than we had ever imagined. In everything you do, try to figure out the bearing of technology. If you don’t, your competitors are already doing so. Remember, the virtual reality is now real. Think about employing technology for automation, animation, dissemination and delivery.

This is the best way you can be proud of yourself as effective alumni and ambassadors of KIU. Give your very best in everything you touch. Keep exploring greater heights and never settle for less in life.

6. CONCLUSION The Board of Trustees remains committed to developing KIU into a world-class university. Our investment priorities are now focused on facilities and processes that enable a strong research and innovation culture. We can only achieve this with the cooperation of all our stakeholders.

The Outgoing Chancellor, the Chairperson of the University Council, the Chairperson of the Board of Trustees, the Vice Chancellor, Members of the Academic Staff, Students and Invited Guests,

If any of us was asked to name the first university in world history, we will be placed in a quandry. This is because different parts of the world claim to be the first, from Europe, to India, China and North Africa. Higher education has not one, but many, histories.

Take the example of the gowns we wear at graduation. What is the history of this tradition? So far as I know, the origin is the Islamic madressa. The tradition was adopted in European medieval times by universities like the Sorbonne, Oxford and Cambridge from the madressas of the Middle East. These gowns are still worn by maalams, maulanas and maulwis, even by some heads of states, in officially Islamic countries.But the madressa is no longer the same. Its Curriculum has narrowed – from a broad

learning focused on life to a focus on what we today narrowly define as ‘religion.’ Most of what used to be taught in historical madressas – philosophy, jurisprudence, medicine – is now taught in secular institutions called universi-ties.

The modern secular university in Africa has a short history, beginning with colonialism. The British, and European colonial powers in general, were afraid of higher education. Their experience in older colonies like India had put them on guard. Education, they realized, can open the mind. Fresh air can be good for critical thinking. Not surprisingly, university students were among those who demanded indepen-dence from colonial control – they were rebels. Indeed, there were very few universities in colonial Africa – in all of British-controlled East Africa, there was only one, Makerere; in all of West Africa, too, there was only one, University of Ibadan.

Universities in Africa are a product of inde-pendence, not colonialism. Nigeria had one university with 1,000 students at independence – thirty years later, it had 41 universities with 131,000 students. I am reasonably certain the figures for East Africa are not very different.

Post-colonial universities are both diversified and remarkably similar. First, we have a mix of public and private universities. But the trend has been for the difference to get blurred over time: as more and more students in public universities are asked to pay fees, public universities increasingly resemble private ones. There is also a counter-trend: the more

successful private universities increasingly recognise that they also provide services to the public at large, and as such they need to be in-creasingly accountable to the same public. The trend is for private universities to draw wider communities into consultative and decision making processes, even into their board rooms.

Even private universities are becoming diversified. There are two kinds of private universities: those controlled by corporate groups, mainly religious – Christian and Muslim in our case; then there are family-controlled institutions, whereby educational service and philanthropy has become a family tradition, sometimes spanning generations.The diversity of ownership aside, there cannot be two answers to the question: what is the role of a university?

What, then, are the objectives of higher education? What is the purpose of a university? As a first attempt to answer the question, I have two suggestions.

First, I suggest we begin by finding out what our graduates do. Where do they go when they leave the campus, when they enter the job market? This is the micro view. Second, I suggest join it with a macro view, by recognising that the university is part of the wider community, the wiser society, the world at large. A macro view will lead us to ask a different question: What challenges do we face as a community and society? This means not just to train the student for an existing job market, like a cog in the wheel, but also to rethink the wheel, the system at large, critically.

It means we must also train the student to think in broader terms, to ask questions like: why is the job market so narrow and so limited? Why are so many graduates not employed? To ask that question is to be think as a member of the society at large. It means to think as a citizen.

To be a citizen is to take a longer run view of society. Not a view limited by the question of power – by whether you are a supporter or an

opponent of those in power. Citizenship calls for an understanding which is both broad and historical, one that places the present in a context.

All universities worth their calling must be spaces dedicated to open and broad discussion. Education cannot just be prescriptive; it has also to be diagnostic. A type of discussion dedicated to creating a pluralistic environment. If we recognise that there is always more than one way to do any one thing, then we need to need to understand the consequences of each possible way of doing a thing. That means to think of the university as a space open to debate and discussion, to learning.

That space has to be created by all of us. In this larger effort, the Chancellor’s role is limited, necessarily. I understand that my new respon-sibility – it is a responsibility, not a job – places three demands on me. The first responsibil-ity is ceremonial, as you can see. Second, the Chancellor performs an oversight function, with the responsibility to blow the whistle if and when necessary. And third, the chancellor has a moral responsibility. The chancellor neither holds a stick nor controls the purse. His only weapon is the word, not the argument of force, but the force of argument, to borrow the words of an old friend.

This talk is meant to be a greeting, not a lecture. It is an opportunity to say hello, to introduce myself as your new Chancellor. And to say that I shall begin my term as a student, by dedicating myself to begin by learning. Once the pandemic is under control, which means once we have a vaccine, I hope to visit different parts and constituencies at KIU to meet and greet, and develop a discussion informed by these and other questions.

Today am extremely delighted to have our new Chancellor, Prof. Mahmood Mamdani officiating for the first time at KIU’s 22nd Graduation Ceremony. In the same vein, I wish to register my greatest appreciation to the out-gone Chancellor Prof John M. Sebuwufu, who ably served his two terms with great dedication and stewardship. I wish him the very best during his retirement

from KIU which I am sure is not his last assignment in his service to academia.

On behalf of the entire University Council and on my own behalf, I congratulate you all and welcome our guests and students who are attending this memorable function virtually. I recognize the challenges that we are all facing during this difficult time of COVID-19, especially the University. It is my prayer that, it ends soon to enable University operations to resume to normal. However, we are excited that we have managed to have this ceremony, which is a first of its kind in KIU and a very great innovation, for which we congratulate the Vice Chancellor and his management team. Today, we are celebrating yet another big commencement of 2,253 graduands from various academic programmes at the level of PhDs, Masters and Bachelors Degrees as well as Diplomas and certificates. This is clearly a testimony of the great achieve-ments and steady growth that the University is experiencing. As we celebrate today, KIU has been ranked the best private university in the East African region and the best private University in Uganda, attesting to the wonderful infrastructure, the highly qualified and skilled human resource and the studious students that have been trained here.

I wish to acknowledge the Vice Chancellor, Dr. Mouhamad Mpezamihigo and his management team for the visionary, dynamic and able leadership, as well as the Senate, academic and non-academic staff, the students, our strategic partners and all key stakeholders for working tirelessly to enable KIU progress to the level that it has now been recognized as the best private university in the region.

This year 2020 has been by far one of the most challenging of our times and has seen education institutions suffer the larger part of the impact of the COVID-19 pandemic. However, it has also been a time when the strength of most institutions has been tested.

The resilience that our University has demonstrated has shown that it can withstand the test of time and still deliver the desirous services to the community, and for this I commend you. As we navigate through this new, unprecedented and unpredictable situation, we appreciate the patience and hard work of all our partners, and pledge our support as the University

Council to make sure that KIU enriches what it has achieved so far and keeps on taking very long strides in the higher education realm.

TO THE GRADUANDSWe know that, you would have preferred to be physically present for your graduation and have your parents, sponsors, guardians and classmates physically witness your graduation like your predecessors have done. However, tough problems require innovative solutions, which justifies this virtual graduation. This new opportunity will allow you go out and compete as you are supposed to without any delays. As a University, we have therefore created opportunities for you to go out there and compete in the global environment, get into the world of work and change it for the better. Therefore, receive my warm and hearty con-gratulations upon your graduation. Great thanks to your parents, guardians, sponsors and all those who have made a contribution to your success at KIU. I wish you all the best in the next chapter of your life. Have blessed celebrations and sanitize, wear you masks and wash your hands in order to prevent the spread the Covid-19 pandemic. MESSAGE FROM UNIVERSITY MANAGEMENT

I salute and welcome you all, in your respective capacities, to the 22nd Graduation Ceremony of KIU. It is virtual and the first of its kind in the 20-year history

of the University. We thank the Almighty God for making it possible for this occasion to take place under unusual, challenging life and work circumstances created by the outbreak of the Covid-19 Pandemic.

I take this opportunity to warmly welcome the newly installed 3rd Chancellor of KIU, Prof Mahmood Mamdani, to his maiden graduation since installation. We look forward to a successful tenure under his Chancellorship. At the same time, I sincerely thank Prof John P. M. Ssebuwufu, the 2nd Chancellor who served his tenure diligently and with great success. We wish him all the best and good health in his retirement.

I take note and greatly thank the Chief Guest, Dr Hans Hofstraat, Vice President and Research Program Manager at Philips’ Chief Technology Office (CTO), as well as a member of the CTO Management Team, who accepted to officiate at this function amidst a very busy schedule. In the same vein, I recognize the following Specially invited Guests:

Prof Dr Maria Yazdanbaksh, a Professor of Cellular Immunology of parasitic infections and Head of Department, Parasitology at Leiden University Medical Centre, one of the oldest in Europe and best ranked Universities in the Netherlands.

Prof Dr Barend Mons, a Professor of BioSemantics at the Human Genetics Department of Leiden University Medical Center and founder of the BioSemantics group.

Prof Dr Mirjam van Reisen, a Professor of International

Relations, Innovation and Care at Tilburg University and a Professor of Computing for Society at Leiden Centre for Data Science, at the University of Leiden. Van Reisen is a Research Leader of the Globalization, Accessibility, Innovation and Care (GAIC) research network. The presence of these guests symbolizes the significant recognition of the partnerships and collaborations between KIU and their distinguished institutions and organizations.

I recognize the immense contributions made by the Chairman and Members of the Board of Trustees, Chairperson and Members of the University Council, Members of the University Senate and Management, Student Guild Leaders parents, guardians, sponsors, staff, our continuing students and other KIU stake-holders. I also appreciate the Ministry of Education and Sports, Ministry of Health and other government Ministries with whom we partner in ensuring delivery of quality higher education and service provision such as through the KIU Teaching Hospital and other regional referral teaching hospitals located in different regions of Uganda.

Today, we are graduating 2,253, out of which 38% (871) are females, 62% (1,382) are males. 43% (976) are science based awards, while 57% (1,277) are arts, humanities, business and law. There are 167 are postgraduates, including 4 PhDs. Among the bachelor holders, 27 distinguished themselves above their colleagues by obtaining First Class degrees. We congratulate them in a special way. I congratulate all graduands upon reaching such an important milestone in their lives and hope and pray that the awards they have acquired, will have a meaningful impact on the individual and will be more valuable to the wider society.

Please take care of your precious lives by staying safe and healthy in order for you to enjoy all the benefits of your education and training experiences while at KIU. Remain great Ambassadors of KIU wherever you will be, and always remember to contribute towards the continued progress and development of your Alma Mata. Please, maintain your KIU established networks wherever you go for you never know who among those networks may create a positive turning point in your life.The Covid-19 Pandemic and its disruptive effects on University Continuity.

The outbreak of the Corona Virus Disease Pandemic (Covid-19), and the related government lockdown aimed at preventing its spread, caused the closure of the University since 20th March 2020 to date. However, as a forward-looking institution, we were able to upscale the functionality of the Learning Management System, in order to allow continuity of student learning using online resources, and re-tooling the academic and research staff for online delivery, research and innovations.

At the beginning, both students and staff did not expect the lockdown to last this long, and were hesitant to adopt to some of the new online requirements. We stepped up sensitization of all stakeholders and conducted surveys to demonstrate the need for uptake of digital technologies if the university was to remain functional. Indeed, the interventions were applied not only to teaching and research, but also to administra-tive functions of the University. For example, to date, we continue to conduct successful online meetings for the University Management, Senate and University Council, including recently, the installation of the 3rd Chancellor, Prof Mahmood Mamdani.

KEY MILESTONES DURING THE COVID-19 LOCKDOWN

1) KIU Chairs the VODAN (Virus Outbreak Data Network) Africa Project, which aims among other objectives, to fairify data, in order to make it Findable, Accessible, Interoperable, Re-usable. Such data will assist to understand patterns of disease outbreak using patient data. The first global Fair Data point (FDP) was successfully installed at KIU on 22nd July 2020, while subsequent FDPs are being installed in other partner countries Ethiopia, Nigeria, Kenya, Zimbabwe, Netherlands and Tunisia. This is a major KIU contribution to the fight against Covid-19.

2) KIU as a Dutch partner, in collaboration with Tilburg University in the Netherlands, won two projects (worth over 2 Million Euros) namely: the Regional eLearning in the horn (Sudan, South Sudan and Somalia); and the eLearning and peace building in Tigray, Ethiopia for the benefits of refugee, and migrant youths and women through skilling. Both projects aim to enhance employability and social support for vulnerable communities in the target countries.

3) KIU has maintained its competitiveness by maintaining its No 1 Position Private University in Uganda, and moving from the 4th to the 3rd Overall position in Uganda (Webometric rankings, July 2020).

4) The University is undertaking more than 23 research projects related to the Covid-19 Pandemic, which makes KIU senior academics and researchers relevant to the current pandemic situation.

5) The KIU Teaching and Research Hospital at the Western Campus, remains among the top 10 and competitive general hospitals in the country, and has been gazetted to handle any cases of Covid-19 Pandemic, in collaboration with the MOH and the Bushenyi District, Uganda, Task Force against Covid-19.

6) We have maintained communications with students and staff in order to keep information flow on progress of the University during the lockdown.Appeal to Remain Safe and Patient I appeal to all students and staff of the University, to continue to exercise patience of the highest order during the lockdown until such a time when Universi-ties are re-opened, which we hope may happen soon. In the meantime, admissions for new students into various undergraduate and postgraduate programs is ongoing using the student online application portal on the University Website (https://admissions.kiu.ac.ug). I call upon all of you, wherever you are, to please stay safe and comply with all the Standard Operating Procedures (SOPs) to prevent the spread of Covid-19. I look forward to your continued survival so that each one of us can live to realize their life dreams.

The University department of Applied Psychology, and Guidance and Counseling are well serviced and functional enough to render assistance on how to cope with this new stressful situation which tends to create life hopelessness and frustration. I assure all University stakeholders and visitors that the University is fully compliant with the SOPs by the Ministry of Health, and its own institutional arrangements approved by both Senate and the University Council.

I once again take this opportunity to appreciate the Government of Uganda for providing an enabling and conducive environment for higher education delivery. In addition, I sincerely thank the Federal Government of Nigeria, and other Foreign Embassies and governments for the collaborations with and support to KIU. I thank the visionary Board of Trustees (BOT), led by the Chairman, Al-Hajj Dr. Hassan Bassajjabalaba, the Chairperson and members of the University Council and the management team, student body and guild leadership, Academic, Administrative and Support Staff.
