Fall 2013 From the Desk of PRESIDENT DAVE JACKSON I hope that you enjoyed the Thanksgiving Holiday with family and friends. I also hope that you are among the many members who have went back to work, as work hours in general have increased for the second year in a row. Projections for the next couple years show that construction will continue to increase and provide jobs for local 3 members. The Affordable Care Act (ACA) has been a topic of discussion at recent Chapter and General meetings. If the ACA is implemented and works as planned, it should provide some long term savings for our BAC 3 Health and Welfare plans. As currently written, the problems that the ACA presents for multi-employer plans include; additional costs and fees for which plan participants receive no benefit; multi-employer plans not having access to the ACA’s premium tax credits and cost-sharing reductions; and being penalized for negotiating good health benefits by having them subjected to special taxation beginning on or after January 1, 2018. The AFL-CIO has passed a resolution that points out the key facts in the ACA that must be addressed by the Obama administration and if needed, by Congress, to correct these problems for union HW plans. Some members may benefit from the California Health Insurance Exchanges. (www.coveredca.com) Retirees may be able to get a good plan for a reasonable rate. Members who lose coverage under a BAC 3 plan may be able to get similar coverage at a lower price than COBRA. We have a handout of Health Insurance Exchange Frequently Asked Questions that will answer some basic questions. We have posted the FAQ’s on our website (www.bac3-ca.org) and will continue to update them as more information becomes available. The work picture looks good in the Bay Area, in San Francisco and the South Bay in particular. The San Francisco skyline continues to change as multiple high-rises’ continue to be built. As the 49er Stadium nears completion, the Earthquakes Stadium is coming out of the ground, as well as multiple high tech projects in the South Bay. If you are interested in Refractory work, you need current RSO (925-335-5000) and TWIC cards. (866- 347-8942, www.tsa.gov/twic) I would like to thank the following members who recently took the time out of their schedules to attend our Level 1 Supervisor Certification Program (SCP) Foreman Training. I encourage all BAC Journeymen to continue taking advantage of Journeyman Upgrade classes to sharpen your skills and share knowledge. Recent SCP attendees: Ruben Audelo, Anthony Bissig, Honorio Casas, Stuart Dando, Agostino Di Grazia, Henry Diaz, Cody Eberle, Steve Gamboa, Pete Garcia, Anatoli Gerchberg, James Hansen, Tom Hurley, Wayne Jordon, John Martinez, Juan Ornelas, John Paradiso, David Pierson, Robert Robles, Martin Samboni, Tyler Simpson, Jeff Smith, and Kirk Smith. Another Level 1 SCP class will be scheduled soon and take place before Level 2 classes are scheduled. The next Rain Screen Training course is scheduled for January 18, 2014. 2013 California School Board Association ConferenceThe CSBA Conference was held in December at the San Diego Convention Center. BAC Local 3 joined forces with Southern California Locals 4 and 18, along with our IMI Director of Industry Development Mick Orr. The conference was attended by 3,000 School Board members and educators throughout California. This is a great venue to inform school boards about the opportunities for graduating students to join apprentice programs in the trades. We also educate board members on the advantages of using masonry materials on their school construction. Mick Orr is a certifi ed architect and very adept at explaining life cycle cost analysis benefi ts on our materials. The numerous exhibitors at the conference include architects, General Contractors, Construction Managers and other entities directly involved in school construction. Our message is simple; masonry, tile, terrazzo and stone are superior materials and we have the highest quality mechanics to perform the installation. BAC 3 and Mick Orr will continue to communicate and educate entities for the betterment of our industry and our members.
