Professional Teaching Standards - DRAFT FOR CONSULTATION WITH TEACHERS & SUBJECT AND PHASE SPECIALISTS
Compulsory documents for all applicants
• Application form (we have different application forms for different categories of registration)
• Copy of ID (both sides if it is the smart ID card)
• Matric certificate
• A valid SA Police Clearance Certificate (not older than six months at the time of submission to SACE)
• Registration fee of R400 for Non SA and R200 for SA citizens
• NB: All copies
Must be certified
Certification state true copy of original
have a certification stamp and date (certification is only valid for 3 months)

Registration requirements for lecturers at TVET colleges:• An original certified copy* of N3 certificate plus Trade Test
(completed before 1991) OR
• National Teachers Diploma: Hairdressing- Phased out in 1991
• National Higher Diploma: Post-School Education which was offered until 1995 and then replaced with the Bachelor of Technology: Education.
• Advanced Certificate in Technical and Vocational Education and Training 120 credits OR
• A National Diploma in Technical and Vocational Teaching* (N4-N6 certificates are required)

Registration requirements for lecturers at TVET colleges:• An Advanced Diploma in Technical and Vocational Teaching (120
Credits) (Adv Dip TVT) together with an original certified copy of a complete academic record indicating that the qualification has been completed and year of completion OR
• Advanced Diploma in Technical and Vocational Education and Training (120 Credits). An original certified copy* of the initial qualification together with an original certified copy of a complete academic record indicating that the qualification has been completed and year of completion.

Registration requirements for lecturers at CET colleges:
• HIGHER CERTIFICATE IN ADULT EDUCATION AND TRAINING (AET) 120 CREDITS together with a complete academic record indicating that the qualification has been completed and year of completion, OR
• HIGHER DIPLOMA IN ADULT EDUCATION AND TRAINING 240 CREDITS together with a complete academic record indicating that the qualification has been completed and the year of completion.
• Registration validity is three years (bound to the sector)

For Noting:
An Academic record must:
Be on the University letter head
Have an official University stamp
Indicate that the qualification has been completed.

Registration requirements for Non-SA citizens
• Evaluation Report from South African Qualifications Authority (SAQA) OR the Department of Higher Education and Training (DHET) for all qualifications obtained outside South Africa irrespective of the year.
• A South African Police Clearance Certificate not older than six (6) months at the time of submission to SACE.
• a valid passport and a valid work permit, study permit (for students only) or a refugee permit and refugee ID from the Department of Home Affairs (DHA) or a permanent residence permit.
• All permits must be valid for a period of six months or more at the time of submission

Registration requirements for Non-SA citizens
• A Certified copy of matric certificate as submitted to SAQA for evaluation.
• Qualifications as submitted to SAQA/DHET
• Complete academic record from a Higher Education Institution (HEI) indicating that the qualification has been completed and the year of completion.
• Translation if documents are not in English

Verification of permits
• All permits submitted for registration purposes will be subjected to verification through the Department of Home Affairs before registration can be accorded.
• The verification process takes up to 8 weeks
• Registration/renewal will not be done on the spot.
• Registration will only be finalized when DHA has verified the permit

Conditions of the permit
• The conditions of the permit must allow one to work in the relevant field (teaching in this case)
• If conditions indicate that one must not conduct work in SA, SACE will not register the applicant
• No permit, no registration.
• Permit must be valid for a period of six months on submission for registration purposes.

Registration documents Issued & Validity of registration
• The validity of registration is linked to the validity period of the permit
• Non SA citizens are issued with letters and not certificates
• SACE certificate will only be issued once the applicant acquires citizenship and receives a SA ID book
• Request for extension must be done in time (months before expiry of the SACE letter).

Registration Fees
• R200.00 SA citizens
• R400.00 All Non–SA citizens
• R50.00 for reprints and renewal fee.
• Monthly fee R15,00 (R180 per annum)

Fraudulent SACE documents SUBMITTED TO UMALUSI• SACE Provisional letters/certificates submitted to schools by
applicants for employment purposes.
• Employers encouraged to verify All SACE registration documents via email: [email protected] Attach a copy of the registration letter / certificate when enquiring.
• People found in possession of fraudulent SACE letter / certificate to be reported to SACE. SACE will conduct an investigation and a case of fraud will be opened with the SAPS.
• The applicant will be blocked on the SACE system.

Challenges experienced by SACE with regard to the registration of educators.
• Contravention of section 21 of the SACE Act by the employer
• Employment of unqualified and underqualified lecturers.
• Lecturers in possession of a trade test related to their qualifications (N3)
• Employment of foreign nationals without proper working documents, e.g. Work permit.
• Lecturers not familiarizing themselves with SACE registration requirements before approaching the office for registration
