BACKGROUND

The Ministry of Women in the Presidency champions the achievement ofwomen’s socio-economic empowerment and gender equality. The revised focus necessitated the review of the strategic approach of
the department. In planning its work, the Department’s 2015-2021 Strategic Plan and
2015/16 was informed by the National Development Plan and the MTSF Since the Department is still in its infancy stage the 2015-16 APP
contained targets which were almost impossible to achieve due themanner in which the department’s human and financial resources areallocated, this necessitated a review of the APP to ensure alignmentwith the Department’s Strategic focus and priorities of the NDP and theMTSF.

The shifting of the functions for children’s rights and rights of people with disabilities to the Department of Social Development, left the Department of Women with the structure on this slide, with a budget that was what remained from the shifting of the funds connected to those functions, and a staff of 96 warm bodies employed against a funded post establishment of 113 posts, with 14 employed additional to the establishment.
