Mongolian government policy on transport field

The “Millennium Development Goals-based Comprehensive National Development Strategy of Mongolia” stipulated that energy exports andregional transportation services shall bedeveloped at an entirely new level, which willconnect the two neighboring countries, andbecome a transportation “bridge” between Asiaand Europe.

Some point of Railway law of Mongolia related with international railway transportation

Article 2.2:– If the international agreement of the Mongolia in the

field of railway transport establishes other rules thanthose stipulated by the legislation of the Mongolia onrail transport, the rules of the international treaty areapplied.

Article 7.2:– International railway transport tariffs are established in

accordance with international agreement to whichMongolia is a party

Legal instruments adopted by the joined states are the basis oflegal (contractual) relationships betweenpassengers/customers and railways and as well as betweenrailways, thus regulating the transport technology andrequirements for infrastructure.

Documents, adopted by the railways regulate the nominalprice level (upper limit), the transportation technology , theeconomic relations between the railways and the commonsystem of description and coding of goods.

Thanks to the agreement:cooperation on information, including electronic data

exchange and preliminary electronic information onfreight goods and vehicles moving across borders hasbeen improved;the control procedures at checkpoints and the customs

clearance time has been reduced by 3 hoursTravel time has been reduced through the Mongolian

territory due to decrease in standing on the border.

MULTILATERAL AGREEMENT BETWEEN Railways of Russia, China, Mongolia, Kazakhstan, 

Belarus, Germany and Poland to deepen cooperation  on the organisation of container trains between 

China and Europe.
