• Demographic dividend will accrue enough jobs are created general education also gets job opportunities and career growth, as well as the alignment of general education and TVET or Skilled / TVET trained people are tailored suitably; else the dividend cheque is likely to bounce.

• Drivers with big disruptive shifts that are likely to reshape the future landscape of the Skill Sets and to be a confluence of several drivers working together that produce true disruptions about future technologies and thus future work skills.

• The rise of smart machines and systems, Workplace automation nudging the human workers out of rote, repetitive tasks, computational world will bring in massive increases in sensors and processing power make the world a programmable system, complementing the smart machines.

What Are Skill Standards?

Skill standards are performance specifications that identify the knowledge, skills and abilities an individual needs to succeed in the workplace.

Critical to improving workforce skills, raising living standards, and improving the competitiveness of the economy.

Skill Standards / National Occupational Standards have to be developed in most industries ( Power Sector inclusive).

These Standards:

• describe best practices in particular areas of work

• bring together the skills, knowledge and values necessary to do the work as

statements of competence

• provide managers with a tool for a wide variety of workforce management,

quality control and specification tasks

• As a the basis of training and qualifications.

What Are Skill Standards?.... Contd. Industry based skill standards required to be:

• Responsive to changing work organizations, technologies and market structure.

• Benchmarked to world-class levels of industry performance and free from gender, racial, or other forms of bias.

• Tied to measurable, competency-based outcomes that can be readily assessed.

• Useful for qualifying new hires and continuously upgrading employees’ skills.

• Applicable to a wide variety of education and training providers, based on National Vocational Education Qualification Standards (NVQS).

• Developed Involving all stake holders , independent of any single training/education provider or type of education/training provider.

Why Are Skill Standards Important? In today’s work environment,

Jobs require high performance work processes & enhanced skills for cost Competiveness.

Skill standards reflect changing workplace realities.

Skill Standards - a tool for various stake holders.

Nationally recognized Skill standards in Vocational fields for a common basis for certifying achievement benchmarked to these standards, allowing portability ( even across Industry Sectors) of skills across geographic areas, companies and careers and also Internationally.

Skill and knowledge updating is a lifelong endeavor, forcing employers and employees to spend more effort, time /money on education and training.

Skill standards are benchmarks for deciding education and training , shaping curriculum, and directing funds toward highest value education and training investments

Telecommunication Skill Sector Council

25 Qualification Packs (Service Providers, Network Management, Handset S

Segment & Passive Infrastructure) have been approved .

Gems & Jewelry Skill Council

National Occupational Standards ( NOS) for 57 job roles out of approximately 120 unique job roles in the Indian Gem & Jewelry Sector have been issued.

Rubber Skill Development Centre

Not yet developed any NOS for any job occupation.

Electronics Sector Skills Council of India : Not yet developed any NoS

Security Skill Development Council

Started preparing i.e. April 2009 Issued a total of 10 Nos , 5 have been revised till Nov 2014

NOS Sample –Coverage ( Ref. Security Services, No Eng. Sector Ref. so far available.

• India needs Vishwamitras (Trainers) for Transforming our Work force through Transition. These Vishwamitras can being in excellence in plant management needed for enhancing our industrial growth. Action: Industry & Skilling Institutions.

• Scale and Speed (with in a time frame are a must for Skilling India- a must for excelling in the plant management;. Action: Industry & Skilling Institutions.

• Skill Standards are to be developed faster, made known to the stakeholders and everyone to work for meeting the requirements. Till Sector Skill Councils finalize Skill Standards, Industry can come up these standards of their own and can make a contribution in developing these voluntarily Action: Industry & Skilling Institutions.

• Enhancing Industrial growth base based on Zero defect ; Zero effect (environment), Zero accident is behind the philosophy of “Make in India”, enhancing industrial growth and achieving excellence in plant management. Action: Industry.
