MODE OF PAYMENT

In respect of releasing payment to State and UTs the PAO of the Ministry send advise memo to RBI Nagpur to transfer of fund under particular code head. At the end of the month RBI sends clearance memo to PAO MSJ&E with the details of clearance/ settlement of advices issues.

Secondly for making payment to NGOs and other agencies where bills are preferred the amount is released either through electronic transmission by mode of RTGS or physical issue of cheques.

NEEDS AND EXPETATIONS OF MSJ&E FROM e-PRI

Local bodies – Zilla praished, Municipalties, District autonomous Development councils and Panchayalts would be eligible to implement the scheme on behalf of Ministry of Social Justice and Empowerment subject to fulfillment of laid down terms and conditions in respect of Scheme of Assistance to Disabled persons for purchase/Fitting of AIDS/Appliances (ADIP Scheme) and assistance under central sector scheme of assistance for prevention of alcoholism and substance (drugs ) abuse.

In the proposed scheme for the construction of old age homes the PRI will be one of the implanting agencies

For BCs hostels involvement of PRI in site selection and monitoring the hostels progress of construction and maintenance is proposed in revision of scheme.

For identification of targeted beneficiaries distribution of scholarships under the Scheme of Babu Jagjivan Ram Chhatrawas Yojana for SC Boys & Girls, implementing agencies are required to involve Panchayati Raj Institutions in the matter of selection of sites and overseeing the functioning of the hostels.

Special Central Assistance Scheduled Castes Sub Plan

This scheme is aimed to supplement the efforts of State/Uts for ensuring rapid socio-economic development of SCs. The objective is to support SC families to enhance their productivity & income.

Post-matric Scholarship for SC students

To promote higher education (above Matric level) by offering scholarships and text books

students studying in Medical, Veterinary, Engineering and other professional courses

Machinery for Implementation of PCR Act,1955 & Prevention of Arocities Act, 1989

The Central Assistance is provided to the States/Uts for effective implementation of both the Acts mainly provided for strengthning of the administrative, enforcement and judicial machinery, awareness generation, incentives to inter -caste marriages and relief and rehabilitation of the affected persons.

Pre-Matrc Scholarships for those engaged in unclean occupations.

To encourage the children of scavengers, flayers and tanners to promote education and wean away them from their traditional occupation.

Assistance to voluntary organization for SCs

The scheme promotes voluntary sector and training Institutions to improve educational and socio-economic conditions and medical service of SCs to upgrade their skills to enable them for income generating activities or to get employment

Rajiv Gandhi National Fellowships for Scheduled Castes

To promote higher education and qualified candidates among Scs for the M.Phil and Ph.D degrees to enable them for suitable employment in Universities/research Institutes.

Top Class Education for Scs

The Scheme aims at recognizing and promoting quality education among students belonging to SCs by providing full financial support to the reputed public school/premier institutions/Universities

Self-employment scheme for rehabilitation of manual scavengersThe remaining Scavengers and their dependents will be rehabilitated in alternative occupations through loan, subsidy and trainingOther Programme for Welfare of Scheduled Castes(i)Research and Training Grants in aid is given to institutions/scholars for conducting various studies for evaluation of schemes(ii) Dr. B.R. Implementation of the Persons with Disabilities (PWD) Act, 1995 including technology development projects in Mission Mode.To Formulation Schemes under Implementation of the PWD Act, 1995- for barrier free accesses to the Persons with Dishabilles, funds of composite Rehabilitation Centre, Setting up District Rehabilitation Centres DDRC, Awareness generation programme through Doordarshan in selected aareas (Assam, Arunachal Pradesh, Tripura, Bihar & Tamil Nadu)

The objective of the scheme is to create awareness, identification, treatment and rehabilitation of drug addicts leading to their social re-integrating and to promote community participation.

Assistance to Voluntary Organisations for Old Age Homes including construction of Old Age Homes

The scheme provide financial assistance to NGOs for setting up and continuance of day-care centres, old age homes and mobile medicare units and construction of Old Age Homes

Others programme for social Welfare

(I)National institute for Social Defence-Sensitization skill and capacity building of service providers, develop training programme etc.

(ii) Assistance to Voluntary Organisation for providing social Defence Services, which are not covered by any Scheme/Programme. Scheme is meant for National Calamities and Disasters which are not covered under the existing schemes of the Ministry(iii) Information and Mass education Cell- To disseminate information about various programmes of the Ministry by various modes. (iv) Research Study and Publications-Grants in aid is given to institutions, scholars for conducting various studies for evaluation of schemes programmes being run by this Ministry.

Investment in Public enterprises

(i)National Scheduled Castes Finance and Development Corporation- The objectives of the Corporation is to provide loan for income Generating Activities to Scs beneficiaries living below the double the poverty line limits.

(ii)National Safai Karamcharies Finance and Development Corporation-The Corporation has been set up for all round Social economics Upliftment of the Safai karamcharies and their dependent

(iii) Assistance to State Scheduled Castes Development corporation- SCDCs to Act as promoters and catalysts for generating credit for finance institutions and act as guarantors to provide magin money loan and subsidy to the target groups.

(iv) National Handicapped Finance and Development Corporation- Disbursement of loan for economic and developmental activities, self- employment to the Disabled Persons.

(v) National Backward Classes Finance and Development Corporation- the corporation is granting concessional finance to persons belonging to the eligible sections of socially and educationally backward classes for their income generating activities.
