Why isn’t possible to reduce metaphor to rule?

Metaphors can only be interpreted semantically, not syntactically

Example : Move him into the sunGently its touch awoke him once,At home, whispering of fields unsownAlways it woke him even in France,Until this morning and this snow.If anything might rouse him now.The kind old sun will know.

Metaphors are mere elliptical simile, meaning that the form is shorter

Example : Simile : His skin was as cold as ice.

My love is like a red, red rose.

Metaphor: His skin is iceMy love is a red rose

To be able to be reduced into rules, sentences must not be violated.

Metaphors can be reconciled with effective communication but cannot be resolved by analysis
