Operator Compliance Risk Score (OCRS)

• Deployed in 2006 to help DVSA examiners identify high risk Goods and Passenger vehicle operators and reduce the impact of enforcement on compliant operators.

• OCRS determines the operators risk of non compliance based on “encounters” with DVSA over a three year period

• All operators treated in the same way and provides an incentive to maintain or improve standards of compliance

Operator Compliance Risk Score (OCRS)

• Effectiveness of OCRS• Annual Baseline Compliance Surveys shows that

when vehicles are selected for inspection at random this results in an average 12.5% offending rate.

• When OCRS is used to target high risk vehicle operators the offending rate increases to 45% for technical condition and 18% for other offences such as drivers’ hours.

Earned Recognition concept

Using Industry technology

Page 12: presentation Alastair Peoples

•Can we recognise compliance?

•Do you still need a roadside check?

•Can we deliver better value for compliant operators by reducing the burden of enforcement?

•Can we free up resource to concentrate on those at the other end of the compliance scale?

Compliance not enforcement

Page 13: presentation Alastair Peoples

The challenge for ECR Members:

•DVSA working with ILenT

•What about ISO standards?

•A European standard for every country to introduce an Earned Recognition Scheme?

Next Generation EnforcementEnsuring that non compliance is no longer a cost effective option and that compliance will equate to good business value.
