Approach

Programme at interface of all actors in education sectorCollaboration with/between:

Programme objective (interlinked and in line with the priorities of SMOEST)

To support both civil society and government to develop and maintain an inclusive, relevant, learner-friendly and empowering (for girls and boys, for men and women) basic education system, that also serves in support of the Comprehensive Peace Agreement (CPA) and in particular of conflict transformation

Objectives

Core activities 2007-2010

• Community driven school upgrading (building child friendly learning spaces, incl. capacities local actors)

• Facilitate CSOs to develop demand-driven informal skills development projects

• Capacitate CSOs to develop cost-effective functional women literacy projects and lobby for inclusion in gov. budget

• Role of education in gender equality and conflict transformation (a.o. in teacher’s training, community awareness)

• Strengthening capacities of (lower levels) administration and project management: government as well as CSOs (policy development, planning, coordination, quality support and control)

• Facilitate linking and learning (locally, (inter)nationally) (a.o. Oxfam Novib and EED/EZE regional offices, AOB (teachers’ union), Impulsis, etc.

Quick impact projects: • Support to renovation and establishment of Maiwut County

Education office – through CED authorities• Transportation of school materials (teacher kits and text books)

and tents to Maiwut County to support in provision of learning spaces and quality of education – through State MoE authorities

• Renovation of Pagak Primary school – NCDS (local CSO)• Construction of Maiwut Primary School of four class rooms – NIP

(local CSO)• Baseline analysis in Maiwut and Naser Counties (a.o. for indicator

• Assessment to literacy for women – through Undugu Society in Kenya

• Assessment to skills developments – through VSO• Support to female teachers resettlement – delayed to 2008/

Other activities 2007 – linking and learning

• Learning workshop on current themes in education in Sudan - organized by NESI (partner Oxfam Novib)

• Facilitating participation of local authorities Upper Nile State in Master Planning in Education in Central Equatoria - organized by EED, delayed to 2008

• W/shop on appropriate basic education delivery models for mobile Nomadic communities – through IIRR

• Development of a lobby strategy on MOEST / some towards educational policies – through NESI

• Meeting with AOB in Netherlands – perhaps facilitate orientation mission for starting teacher’s union in South Sudan

• Fund raising/awareness raising in The Netherlands - Ppt and Word text, funding ideas developed and used at a school in Groningen

Experiences on the ground in 2007

• Lack of knowledge / educational data on GOSS / State level• Unrealistic concept of rehabilitation / no existing traces for schools • Climatic factors on programme implementation: rains/floods, food security• Material and transport costs increasing• Lack of skills in the programme area• Low/Lack of community participation and willingness for education,

cultural beliefs• Local Government cooperation and view on NGOs service provision as

a right and used to gain power (politicized)• No accountability for sustainability and limited government

commitment (salary payment and construction of learning spaces)• Interests of funding organisations: expectations of community

participation while the war caused relief oriented recovery/development, SMART results, co-responsible programme development with limited capacities on the ground

Matters to address in the coming time

• Assess 2007/Planning activities 2008 and further – Dec 2007• Are all stakeholders sufficiently aware/have ownership of the

programmatic approach within the program, as it was ultimately developed by ICCO Field Office/HQ, although naturally many stakeholders have been (and still are) participating in planning?

• Organize local core group/steering committee of most important stakeholders

• Involve Communication and Lobby Department in 2008 for lobby/advocacy as well as awareness/fund raising

• Work on mainstreaming inclusiveness of handicapped in the program with Dark and Light

• Perhaps organize joint awareness/fund raising for the activities in Sudan with assistance of Edukans?

• Bringing in other education projects (now not part of this program):- ECS Education program funded by Kerkinactie - define possible role?
