TERMS OF REFERENCE FOR

PREPARATION OF GIS BASEMAP

1. BACKGROUND

1.1 Telangana Government through its Municipal Administration and Urban

Development Department (MAUD), with a view to comprehensively address the

challenges of urban development will implement the Telangana Municipal Development Project (TMDP). The objective is to create economically productive,

efficient and equitable urban centers in the state with increased capacity to reduce

urban poverty. This is to be done by significantly improving the financial viability,

effectiveness, and efficiency of urban services under the control of participating

urban local bodies with a focus on reforms to institutions and practices in addition

to investments in municipal services.

1.2 The Commissioner & Director of Municipal Administration (C&DMA) is

the nodal agency under MA&UD, who will manage the implementation

and monitoring of the project. A Municipal Strengthening Unit (MSU) under CDMA

isheaded by Project Director and supported by Technical Support wing from

DT&CP will oversee the implementation of the project.

1.3 The Project aims at various improvements at three different levels: State, ULB,

and Subprojects. The Project focuses more on improvements at lower

levels. Reforms and Capacity Building at ULBs require Technical Assistance and Local Policy Actions, whose design and implementation need sustained support.

Financing of urban investments would not only alleviate urban service

deficiencies but also provide an incentive and concrete platform for local Capacity

Building, with detailed monitoring and support.

1.4 Water supply and Sanitation provisions are the most conspicuous

of municipal activities. However, lack of planned capital investment and

inadequate operation and maintenance, combined with a growing

population demanding higher service levels has reduced the effectiveness of

water supply and sanitation services in many municipalities.

1.5 The project has four major components, namely, i) State Level Policy and

Institutional Development Support, ii) Municipal Capacity Enhancement, i i) Urban Infrastructure Investment and iv) Project Management Technical Assistance.

1.6 In Telangana state, the municipalities are governed by the Municipalities Act

of 1965. The corporations are governed by theHyderabad Municipal

Corporation Act of 1955. Inadequate Water Supply, Sanitation and wastewater

Management has been an essential issue in many urban local bodies.

In order to address this, fund in the form of Loan is received from the World Bank

for Municipal Development Project.

1.7 The Project development objectives of MDP are to help improve high-priority

urban services in selected cities of Telangana,and build the capacity of Urban Local Bodies to develop and manage urban services. The

Project will support improvements in the Financial, Technical, and

ManagementCapacities of all the ULBs of Telangana, in addition to infrastructure

financing.

1.8 These are required to ensure the effectiveness of urban planning in thecontext

of current and future economic expansion in the State. The conventional

procedure of preparing statutory urban development plans is seen to be devoid of

effective participation, unconcerned about financing implications and time

consuming. A concurrent but separate study seeks to establish the reformed

legislation, simplified land use planning procedure and lay down guidelines for

town planners of ULBs in preparing the city plans.

1.9 For efficient, economical and meaningful municipal administration, including

the tax administration, a comprehensive and integrated data set through GIS

application has become essential. To achieve the goal of electronic governance

for all the services of the ULBs, large scale and detailed GIS base maps are required. TMDP intends to appoint a Consultancy firm / Agency to carry out

thework of preparation of GIS base maps for 18 ULBs using Geographic

Information Systems (GIS) platform.

2. OBJECTIVE OF THE STUDY 1. 2. 2.2 Project development objectives are:

The objective of the assignment is to Prepare GIS Base Maps for Urban

LocalBodies (ULB) in Telangana state using Geospatial technologies to assist

theULBs in strategic planning and resource utilization, management function andplanning & management of day to day operations. The area of the ULB

toprepare Base Map includes the area up to the present administrative boundary

asindicated in Annexure-I

2.2 The project’s specific development objectives are to:

(a) Improve urban governance and finance through the implementation of an

agreed reform agenda at State and Local levels. (b) Enhance the capacity of State, Local, and Community groups to manage

urban affairs through a demand driven capacity enhancement program; and

(c) Support the rehabilitation and creation of sustainable urban services with

economic and social benefits at community and city-wide levels.

3. BRIEF DESCRIPTION OF TASK 3.1 Telangana Municipal Development Project (TMDP) intends to appoint Consultancy

firm / Agency for “Preparation of GISBase Maps for 18 Urban Local Bodies (ULBs) of

Telangana as detailed in annexure- Ion 1:5,000 scale using latest high resolution

satellite imagery (HSRI) and survey of all physical features of the town, and up-

scaling to 1:1,000 scale by augmenting the spatial & attribute data through field data

collection and superimposition of town survey maps / cadastral maps,

existing administrative boundaries, slum boundaries, localities/colonies/area

boundaries, infrastructure details, water bodies, landmarks and contours with

reference to Mean Sea Level (MSL) at 1.0 meter interval etc. The selected Consultancy

Firm /Agency shall be required to generate all the data sets as per the design standards

of National Urban Information System (NUIS).

Following activities are to be covered under the project:

1. Review of existing situation, collection of all available data from ULBs, in soft

copy or hard copy including municipal boundary, Town survey maps,

Cadastral maps, ward boundary maps (Revenue and Elections), slum

related maps &data ,colony boundary maps and available Environment data

with ULB / Pollution control Board or any other available sources. Further the AOI

(Area of Interest) forming the ULB boundary is to be collected in GPS /DGPS co-

ordinates and this coordinates are to be used for ordering the satellite image.

2. Data evaluation: Source and reliability, positional accuracy, attribute

authenticity is to be affirmed and methods have to be devised to reduce the error

when overlaying in the Basemap preparation.

3. Design of proper grid keeping in view of the ULB area, following the Datum WGS-

84 and projection in the Universal Transverse Mercator(UTM).

4. Ortho-rectification of satellite imagery using sufficient number of Ground Control

Points (GCPs) suggestible having an accuracy of 25 cm collected through

Differential Global Positioning System (DGPS) survey, it is suggestive for

orthorectification open source DEMs may also be used. Town level mosaic

should be prepared with radiometric balancing for best visual quality for image

interpretationof urban features.

5. Interpretation and digitization of all physical features from satellite imagery.The

digitization process shall include vectorisation, symbolization,

layering,edge matching, topological integrity, and data base linking.

6. Geo-referencing and digitization of Cadastral Maps and adding ROR (Right of

Recorded) information, if available as attribute.

7. Generation of contour overlay at 1.0 meter interval with construction

ofPermanent Benchmark (PBM) at 2 km interval radially.

8. Incorporation of locality, ward (Revenue and Election), zone and municipal

boundaries.

9. Database structure and design.

10. Integration of existing environmental, slum related and other data with Basemap.

In the light of the above background, the objective of the assignment is to Prepare Base

Maps for ULBs in Telanganausing Geospatial technologies. The area of the ULB to

prepare Base Map includes the present administrative boundary and its vicinity of

up to 10% area of administrative boundary (maximum) to include the outgrowth of

developments .

4. GENERAL TERMS & CONDITIONS

a. The consultant firm / agency shall return the satellite images, original data,

processed data, and maps and also any other data collected for the project to the

client. He shall give an undertaking that he shall not use the above images/ data /

maps for any other purpose other than the project. The consultant should not hold

any data satellite data, filed collected attribute data& filed notes, GIS data etc.) in

any form either digital or hardcopy. b. Consultant should ensure only authorized personnel / staff are handling the High

Resolution satellite Data and GIS data. Consultant is responsible for any misuse

of the data and loss of data.

c. The consultant should bear all the costs associated with their visit to the client,

preparation & submission of their proposal and contract negotiations

d. The consultant should take care of all the required hardware & software licenses required for the execution of the project.

5. AN OUTLINE OF THE TASKS TO BE CARRIED OUT(SCOPE OF THE SERVICES):

The scope of the project involves creation of Base maps in 2D form in GIS

environment using high resolution satellite images at 1:5000scale pertaining to

ULBs ofTelangana, besides geo referencing of cadastral maps, generation of

contours at 1 meter interval and spot heights in 3D. The feature extraction will be

from high resolution satellite images, surveying data, and physical site verification.

The series of tasks involved in undertaking the project by the consultant at each of

the ULBare given below. The consultants / firms have to note that all the methodologies mentioned here are only for understanding of the process. It is

suggested that the consultants / firms, can provide a better alternative if any, to

undertake each of the tasks. The client will refer to the suggestions from each of the successful consultants / firms and finalize a procedure.

This Task assigned toconsultant firm /Agencyare as follows,

The details on the tasks to be carried out by the selected consultant are given

below: Task 1:INCEPTION REPORT The consultant / agency firm shall undertake a detailed assessment at each of the ULB under the assigned package. The assessment shall be done for studying the

current practices in place for day-to-day operations, related documents used by the

department, along with the assessment of various data/ metadata available with

the ULB.The agency are to verify the ULB boundary with reference to the ground

validation and collect the same,while providing description of the ULB, list of village

/villages forming part and total area in Sq.Km which is to be incorporated and indicated in the inception report, also the coordinates of the ULB boundary duly

authenticated by the concerned ULB is to be part of the report. This authenticated

coordinates are to be user for the procurement of HSRI.

After the assessment, the inception report has to be brought out with details on the

assessment procedure, data sets availableand data gaps identified, personnel

available in each department and their GIS skill sets etc.

Additionally the report shall consist of Project plan, mobilization plan with detailed

schedule, availability, survey performance field surveys to be conducted and shall

conform with or without modification of the methodology and schedule of

deliverables included in this proposal. The proforma for conducting various

surveys/ collection of data shall also be given. The consultant shall also provide

details of the staff, and their resume who will be assigned for the project. All the

staff has to be made available for this project from the date of approval of inception

report.

The consultant shall also undertake an assessment of availability of the cloud free

satellite imagery– pan-sharpened data of 0.50 / 0.61m resolution for each of the

ULB. It is suggested that the imagery must not be more than six months old. Where

ever the data is not available,an alternative imagery of same or nearest resolution

(pan-sharpened) has to be suggested. The assessment shall also bring in the costs

associated with the procurement of imagery. The Inception Reports of all the Consultants shall be presented and discussed before Review Committee to arrive at a common and standardized approach to

the assignment. The client provides its feedback to the Consultants within two weeks from the submission of Inception report.The consultant has to only

undertake the project as per the suggested methodology. Any deviation from the

set methodology will disqualify the consultants from the project.

TASK 2: PROCUREMENT OF SATELLITE IMAGES

One of the most critical phases of mapping project is acquisition of the satellite image. The consultant firm / Agencies shall procure the cloud free High Resolution

Satellite Imagery – pan-sharpened data of 0.50/ 0.61m resolution for the ULBs as

per the package given in the list (Annexure-I). This should also be in line with the

details provided by the consultant under the inception report. The ULB boundary identified during the inception report is to be used for ordering the HRSI.The images shall cover the administrative boundary of the ULB with a buffer area of 2kms,showing outgrowths which is 10% (Maximum) of the vicinity of the ULB boundary. All the required clearances for obtaining the data have to be taken care by the

consultants. To support this process, the client and/ or ULB will provide the

necessary authorization letters. The procurement process shall be completed

within three months, from the issue of authorization letter. On procurement, the Consultant / agencies shall verify the correctness of the

imagery. The imagery that does not conform to the correctness, must be obtained

within one month.

Sufficient time is being given for procuring imagery, hence only the acquired

imagery must be used for the preparation of base maps. Use of data from

alternative online sources such as Google Earth/ Google Maps is strictly prohibited as this is strictly against the usage policies of the respective services. The

consultant will be solely liable for any legality and any such deviations will lead to

disqualification of the consultant.

TASK3: GROUND CONTROL POINTS FOR GEOREFERECING OF SATELLITE IMAGES The consultant shall carry out survey necessary for Ortho-rectification of the satellite images (HRSI) through DGPS receivers. The consultant /Agencies shall deploy suitably qualified, trained and experienced surveyor(s) for carrying out control survey to provide geo-reference to satellite images. A minimum of one GCP (Ground Control point) per sq. km, which are well distributed across the ULB / contract area is to be considered. Identification and establishing of the control points should be done in coordination with the ULB officials The consultant/ agency shall prepare and submit a Report on survey control which includes executive summary of the survey,location and extent of the net-work of Primary Survey and Secondary Survey Control Points established,Field notes on survey control including sketches,details ofinstruments used for field work, details of software used for processing the observed data,results summarizing the GPS observation data,map showing the network of all the control points and the points used for geo-referencing the satellite images with heights. The co-ordinates and heights for all the points shall be tabulated in a convenient and conspicuous location on the map and digital data of control points in dwg / SHP format.

Suggested methods for conducting DGPS surveys for precise GCP collection using High-resolution satellite data.

1. GPS receiver and Antenna system to be used for DGPS surveys:

• A dual frequency geodetic quality receiver systems shall be used for carrying out static surveys during GCP data collection.

• The GPS receiver(s) should be capable of displaying satellite health, elevation

and orientation information, and GDOP/PDOPs to verify proper operation and data quality. The Antenna shall track all available GPS satellites. The phase center variation shall be documented and to be used during post processing.

2. Survey Planning:

• The total no of GCPs shall be planned in such a way that 25% of the total GCPs shall be used as check points during Georeferencing process. Hence the consultancy firm / agency shall plan to collect sufficient no. of GCPs covering entire satellite image of ULB survey area.

• GCPs to be collected shall be distributed the total ULB AOI. The outer GCP shall

be collected outside the AOI boundary so that after Georeferencing, the scale variations can be avoided.

• Sharp and permanent features such as culvert corner shall be selected as GCPs

which are present on the ground as well as on the satellite image. GCP shall be collected only after procurement of satellite image.

• Hard copy plots of the satellite Image chips on 1:2000 scale shall be generated

for planned GCP locations and shall be carried to field for post pointing. All the GCPs as well as Base station locations shall be post pointed on the image during the field work.

3. Data Collection Static GPS surveys shall be conducted in DGPS mode for collection of GCPs in the project area. Data collection rate for static surveys dependent upon factors such as the satellite configuration geometry change and baseline length. The following specifications shall be followed for data collection during DGPS surveys both for the Base and rover receivers:

• Epoch rate/ sampling rate shall be 10 sec. • Minimum observation period shall be 1 hr for 1-10 km baseline length (Base-rover

distance) and 2 hrs for more than 10 km and less than 20km base line length. • Elevation angle shall be set as 5 degrees. • Dual frequency phase data shall be logged.

All ancillary equipment such as tripods and tribrachs should be in good condition.Height of the antenna above the ground mark shall be measured accurately. The point id should be recorded at the time of survey.

Satellite geometry i.e., GDOP should be less than 5.All receivers must observe at least four common satellites. A detailed field log shall be recorded during each observation session at each station with the following information:

• Date of Survey • Starting and ending time of observations • Station id/ GCP id • Serial numbers of receiver, antenna, and data logger • Receiver operator • Antenna height (to nearest 1 mm) • No. of Satellites observed/ tracked • Field sketch of GCP location • Post pointed satellite image chip of GCP location • Field photographs from minimum 4 directions clearly showing the surroundings of

the GCP location A tripod/range pole shall be used during GPS data collection to hold the antenna. GPS antenna shall not be kept on the ground during data collection. Base station data or GCP location data collected with the GPS antenna was kept on the ground will be summarily rejected. 4. Data Processing:

• GPS raw data as well as RINEX data shall be submitted.

• The base station coordinates shall be derived using IGS station (Station id:HYDE) located at NGRI, Hyderabad. Simultaneous observation data for minimum period of 8 hrs for three days is required to be collected for HYDE and ULB base station. HYDE RINEX data can be downloaded from igscb website. The ULB Base station data shall be processed with IGS station data for three sessions (days) of 8 hrs each and the average coordinate of these three sessions will be the ULB base station coordinate. By using this Base station coordinates, the GCPs data shall be processed.

• The geo-coordinates of both the IGS (HYDE) station and ULB Base station shall

be documented in the project report.

• GPS dual frequency phase data shall be used for data processing. Processing shall include baseline processing and network adjustment. Network adjustment map and loop closure analysis results shall be submitted in the processing report along with the GCP coordinates.

TASK 4:ORTHORECTIFICATION OF SATELLITE IMAGES The satellite Images shall be orthorectified using DGPS points for every 1 sq.km.

Geo-referenced images form the basis for the accuracy of all products to be

derived from the satellite images.

The consultancy firm / agency shall use any suitable image processing software to process the satellite images. The Images procured shall be Tonal balanced, mosaicked and feature enhanced for achieving the best result for the vectorisation All ground positions determined shall be in the common reference system that is WGS84 Datum and UTM Projection. Final values shall be in meter and 2 places of decimal.It is suggested the RMSE should be better thanthe resolution of the HRSI procured. A Final Report on Orthorectification of the satellite images shall be prepared and submitted to the Client.The report shall provide a narrative description ofprocedures adopted, Results of the preliminary check, constraints faced, Final listing of co-ordinates for all ground control points,Digital copies of all ground control points with photographs of the control points of Base and Rover from all four directions i.e. N,S,E,W Quality Verification

Positional accuracy of individual product or image, internal distortions within an

image and seamlessness across images (image-to-image) are carried out through

checkpoints. Only those products which pass through this quality verification should be used.

(During the collection of DGPS points it is suggested that agency / consultancy

firm to take up ground inventory for Road network along with names, width,Right

of way (RoW), landmarks, etc.)

TASK 5: PREPARATION OF LINE MAP IN 2D FORM

The extraction of features from satellite image shall also include the following: 1. Buildings and Properties

Man-made features in the contract area extracted from satellite images and

mapped shall include:

To achieve desired standard of accuracy, it is suggestive to have a proper grid (10

Mts x 10 Mts) and projection shall be designed for the entire town/ ULB area. This

is essential for proper representation of graphical data and location related unique IDs for each property, which shall form part of GIS for the spatial analysis. In the

case of digitization, the data is checked for dimensional accuracy, completeness,

displacement, edge matching, symbology and layering.

All undershoots / overshoots, dangling vertices shall be removed in the process.

The method to be adopted for digitization shall conform to the standards prescribed by Survey of India. The accuracy standards for the final base map shall be as

below:

1. Maximum allowed Root Mean Square (RMS) error : 1pixels 2. Location accuracy in GIS : <1 m The consultant is responsible for achieving 100% accuracy for correcting true/ valid

omissions and corrections identified by the client.

Finalization of layer wise base map with the following attributes: a. Building, Plots/Vacant Lands: During the survey, a Unique ID should be

marked for each building / plots and the data is to be collected as per the

format given in Annexure III. Consultant agency /Firm will propose the methodology for generation of Unique ID structure for map features and

GIS database in their technical proposal.

b. Roads: All types of roads / streets within the AOI will be surveyed and

incorporated in the base map as per the format given in Annexure III. It includes National Highway, StateHighway, District Roads, Principal Main

Road, Main Road, Street (Public and Private). Every road needs to be

given a unique ID and the consultant will propose the methodology for its

generation in their technical proposal. c. Drainage and Sewerage Network:Drainage and sewerage network within

the AOI is to be marked and incorporated in the base map with support of

ULB staff as per the format given in Annexure III. Manholes are also to be

covered and marked with Drainage/Sewerage network. d. Water Supply Network:The water supply network (from the source to the

delivery point) is to be marked and incorporated on to the base map with

support of ULB staff as per the format given in Annexure III. e. Slum Boundaries:Each slum area is to be marked and digitized by image

interpretation along with individual building footprints. Survey and the data

for each slum available with client or concerned ULB should be integrated

in GIS. The data on each individual dwelling unit is available for all slum

areas in each ULB. The consultant will take the help of the data to update

the base map and data collection as per the format given in Annexure III.

The data collected and supplied is to be reconciled before linking in GIS

environment. f. Street Lights: Street light within the AOI is to be surveyed and

incorporated on to the base map. The field survey data collection format is

given in the Annexure III. g. Hoardings:All the hoardings by the side of road, building and land

(public/private) are to besurveyed anddata collected as per the format

given in Annexure III. h. Bridges/ Flyovers:The data for bridges/flyover is to be collected as per

the format given in Annexure III and incorporated in the base map. i. Garbage Collection Centers:The data for garbage collection centers is to

be collected as per the format given in Annexure III and incorporated in

base map. j. Landmarks: It is suggested that the landmarks are to be captured during

the field data collection which should include State government building

offices / premises with names, Police stations, Central government building

offices / premises with names, Hospitals, Educational institutions, Parks,

Banks with name and Branch, major commercial establishment, educational institutions, petrol bunks, major hotels, Cinema theater,

Railway / Bus stations, Fire stations and any other landmark properly used

by the ULB officials are to be collected as points. k. Environmental Data Integration:The consultant needs to create contour

maps from the environmental point source data supplied obtained by the

concerned authority for following:

i. Air Quality

ii. Trees

iii. Water Quality

iv. Soil

v. Noise vi. Health

vii. Meteorology Final list of Features:with the above information of the data an exhaustive list

of features which are provided in Annexure- IV, is to be the taken as base for

data collection and the information is to be captured / updated in data base at

the time of survey and incorporated in the base map. Important landmarks

should also be taken correctly with reference to the location on the land with

proper information. For other layers, for which format is not given, the data

should be collected on the lines as specified in Annexure –III. TASK 6: GENERATION & OVERLAY OF CONTOURS AND ESTABLISHMENT OF PERMANENT BENCH MARK (PBM)

In the present context,the scope of work shall include generation of Contoursat1

meter interval and picking up spot heights using total station and survey

software.Permanent bench marks are to be established at every 2kms interval for

future reference and taking a digital picture from all the four directions N, S, E and W angles of the location that will be linkedwith GIS. Contour Overlay: Contour overlays of 1.0 meter contour interval are to be

generated by Auto level survey using a height mesh of 20m apart or as required.

Permanent bench marks are to be established at every 2 km interval for future

reference and taking a digital picture for linking in GIS data. The contours are to be

interpolated and superimposed on to the base map by taking proper controls.

These are to be digitized to generate as digital overlay. Cross section of all drains

with clear width and depth taking levels at every 20m should be also taken at the

time of contour survey. Details about drains/ channels/ nallah passing through the town indicating the following details:-

i) Location and alignment of drain/ channels/nallah,

ii) Invert level / L-Section of the drain/ channels/ nallah indicating slope,

iii) Cross-section of the nallah/ channels/ drain for every 20m.

The survey is to be initiated at local SOI Benchmark, R&B., Irrigation, or any other

bench mark which has been connected to GTS bench mark of SOI to establish the

elevation. It will be basis for all subsequent measurement. The accuracy for survey

should be 4√Kmm, where K is total distance of the cross section in Km. Change in

errors is to be separately listed as discrepancy list. Permanent Benchmarks: Benchmark should be established at interval of 2m.The

pillar shall be made of cement concrete of grade M-15 (1:2:4), rectangular in shape and size of 300 mm x 80 mm x 80mm. A rod of 20 mm diameter and 350 mm long

of Mild Steel shall be provided at the center of pillar to mark location and each pillar

shall be painted to mark its number. The contours are to be interpolated and

superimposed on to the Base Map. The survey is to be initiated at local SOI / R&B/

Irrigationbench mark which has been connected to GTS bench mark of SOI to

establish the elevation. It will be basis for all subsequent measurement. TASK 7: COLLECTION OF VARIOUS MAPS & DATA FROM MUNICIPAL &GOVERNMENT AGENCIES

Simultaneously with Task-1,the Consultant shall collect maps and secondary data from various authorities. A set of such maps that will form a part of the spatial

database is illustrated below:

(a) Master Plan / General Town Planning Schemes showing proposed land use

zoning, transport network and sites designated for various public purposes.

(b) Maps showing administrative boundaries of ULB jurisdiction, administrative

and electoral wards, area/ block units used by census. (c) Base Map/ Revenue Maps showing Cadastral Boundaries.

(d) Maps/ Engineering drawings of utilities like water supply, sewerage, storm,

water drainage, solid waste disposal, roads and street lights along with the

data available with ULB/ any other concerned Department.

(e) Data regarding services like Fire Protection, Cremation and Burial Grounds,

Slaughter Houses, Cattle Ponds, Parks, Gardens and Swimming Pools etc.

In case such data is missing, this will form a part of the field survey/

verification. (f) Locationof State and Central Government offices,railways and highways, all

roads along with centerlines, post and telegraph offices, police stations,

primary & high schools, colleges, universities, primary health centers,

hospitals, banks, theatres etc. also need to be located on the maps through

field verification.

(g) Existing land use categories like residential including slums, industrial,

commercial and healthcare, educational, sports and recreation facilities.

(h) Property boundaries along with slum boundaries (Notified and Non- Notified).

In case such data is missing, this will form a part of the field survey/

verification.

(i) All features should be collected along with the necessary attributes that will be later used for annotation.

(j) Preparation of survey proforma for each of the layers to be generated.

TASK 8: INCORPORATION OF CADASTRAL INFORMATION

After collection of map mentioned in Task No.7, all maps have to be scanned as

raster images and the vectorisation of scanned raster images shall be done with

label symbology and annotation with unique Ids. Digitized map shall be geo-

referenced with satellite image using sufficient numbers of GCPs before

incorporating the cadastral and utility information.

Overlay of Cadastral Maps on High-Resolution Satellite Image (HRSI):

The vectorized cadastral maps are overlaid on high-resolution satellite images to

find out the changes in parcel quantity and quality in terms of size and shape. The

analog cadastral maps are vectorized and village-level digital cadastral maps are prepared.

For each village it is suggested to have 15 to 20 GCPs are collected with

reference to HRSI. The GCP numbers and their distribution play a major role in

overlaying the cadastral maps on HRSI with good accuracy.

For transferring the cadastral map to the HRSI image, the mathematical model

used is the affine transformation model is suggestive. The model is to be validated in terms of residual error at each GCP location and root mean square value of the

model. In general, the threshold for RMS value and residual error is sub-pixel

respectively.

Based on the validated model, the village cadastral maps are to be geo-referenced

and new outputs are to be generated.

The individual geo-referenced vectors are overlaid on HRSI. The primary network of each village map, i.e., road network, drainage network, water-bodies and abadi

area is verified across the village. Well-defined field boundaries are also validated.

Using a similar process, all villages in a tehsil/taluk are geo-referenced and

validated.

All the village maps are overlaid on the satellite data and validated for under-lap

and over-lap across the villages as per the acceptable threshold of the ULB. Based on the thresholds, appropriate corrections are carried out.

After due corrections, a single mosaic of all the village parcels of the ULB is to be

generated and super imposed on to the Basemap.

TASK 9: FIELD VERIFICATION SURVEY The Consultants / agencies have to carry out the field surveys to verify the proof/ check plots of maps marked for incomplete features with reference to the ground, collect the information on features, especially man-made ones, available on satellite images, collection of names for important land marks, roads/ streets/ lanes/ by-lanes, areas, etc. or any other feature not captured in the HRSI. Check the accuracy of some points on the ground randomly to meet the accuracy standards. The surveyors for field verification shall go round, street by street, to verify the features that are marked on proof plots.

TASK 10: DRAFT BASE MAP

The Draft Base Map along with a reporton various gaps identified shall be consolidatedand prepared. The draft map should be made available in soft copy

(formats to be finalized during workshop. Preference would be for a platform/

software independent geo-database file). Hard copy maps in duplicate at 1:1000 in

A3 size, 1:5000 in A1 size&1:10000 in A0 size to be submitted.

TASK11: QUALITY CHECK ON DATA SUBMISSION, DATA SECURITY GUIDELINES & DATA VERIFICATION

Checking of mapping works shall be carried out internally by the consultants for the

tasks and outputs ateach of the stages and before submission of the deliverables

to the client for examination and approval. Reports from the internal QA & QC team

must be submitted.

On delivery of submissions, the quality checks will be done by the client/ ULB in

accordance with the specificationsand necessary corrections/ feedback will be

provided to the consultant within 6weeks of receipt of delivery from the consultants. In the course of examination of a submission from the consultant, the client, if

found necessary, shall call for the methodology adopted in arriving at a result or

output in any of the tasks. The consultant shall, on such request,provide detail

documentation of procedure, make available to the client for the queries in any of

the tasks. TASK 12: FINAL BASE MAP INCORPORATING FEEDBACK AND FINAL REPORT

The Final Base Map duly incorporating the corrections/feedback suggested by the

ULB/ Client / Review Committee along with Final report shall be submitted within 4

weeks of receipt of feedback.

7. DATA, SERVICES AND FACILITIES TO BE PROVIDED BY THE CLIENT

I. The consulting firm /Agency shall be primarily responsible for procuring the

Satellite Images and collecting various documents and data from ULB and

other Government departmentsfor the ULBs.

II. The Convener (Director ofTown and Country Planning, Telangana) of Review Committee willassist the consultant in seeking access to documents

and data,organizing interviews with concerned officials for conducting

surveysand studies etc.

III. The Convener will provide ‘Letters of Introduction’and shall assist in

establishing contact with other State GovernmentDepartments and Planning

Agencies.

IV. The client will supply the available imagery, datasets, maps available as per

the ULB list in Annexure-I.

V. The Client may provide suitable office space free of rent for the

projectperiod at the ULBs and at one of the office in a Region.

VI. The client will not provide any hardware, software licensing required by the

consultant. All such items are to be arranged by the consultant at their own cost.

VII. The client will attach one town planning staff (in the cadre of TownPlanning

Supervisor) from each ULB with the consultant for effectivecoordination.

8. FINAL OUTPUTS AND DELIVERABLES Under this contract the Consultant’s payments will be output and deliverablesbased. It is

very important to note clearly and in detail the exact outputs requiredand what they

should contain. The desired outputs & deliverables under thiscontract are as shown

below. 8.1 Satellite Data

1. Orthorectified satellite data along with GCP file 2. Soft copies of orthorectified Satellite images in Img /TIFF /geo-TIFF and

Jpeg format. 8.2. DGPS Survey

1. The raw and processed data of the DGPS survey with a photograph of

each GCP with Instrument on Tripod

2. A neat sketch (digitized indicated the location information) of each DGPS

point showing the location on A4 size drawing with brief description of the

location. 8.3. Topographical Survey& PBM

The following details shall be submitted on completion of the survey

3. A neat sketch (digitized from the HSRI indicating the location and

monument (permanent structure) taken from all the four directions N,S,E

and W. Indicating the level information with brief description of the location.

8.4. BaseMap for each Town

1. Digital base map of all the thematic layers excluding building / plot on

1:1000 scale in 3 sets in hard copy (A3 Paper) and one set in soft copy in GIS format

2. Digital data of base map in DXF /DWG, SHP file format along with Hard

copy of base map to a scale of 1:5000 in A1 size and 1:10000 A0 size (soft

copy) for the total town area in DXF/DWG and SHP format which shall

contain locality/colony/area boundaries, slum boundary ward wise, roads,

nallah, Canals, railway lines, bridges, water bodies duly incorporating cadastral information, Locality, ward, block, slum, and municipal

boundaries with contour information at 1.0 Meter interval.

3. Ward wise check prints in Hard copy on 1:750 scale (Two sets on A3

Paper)

4. Ward wise Final Base Maps (Hard Copy) on 1:1000 scale (Five sets of

7. The client conducts the external quality check as per technical

specifications and terms of reference. The consultant should submit the

project manager certified Internal Quality check forms and the compliance

statement along with submission of deliverables.

8.5.Reports for each Town

1. Inception Report for the Project highlighting review of supplied imagery, collected available maps and related data , identification of existing data

gaps and proposal how to bridge data gaps and describe the detailed

methodology and work schedule should be submitted within one month

from the date of signing contract -- 3 sets and 2soft copies.

2. Project Interim Progress Reports (to be submitted on 25th day of each

calendar month after submission of Inception report) –soft copies 2 sets.

3. Detailed Project Report at the end of the Project including the System

Design Report and User Manual – 10 sets and soft copies 5 sets.

presentation to the review committee and note the comments of the review committee members and incorporate in the next report.

1. This team of key professionals shall be adequately supported by junior

3. The consultant will conduct itself in a professional and ethical manner,

andwill ensure that none of its actions have an adverse effect on the Project.

4. The consultant will set up a project office in Project area with

completeinfrastructure, Computers, Software, Printer, Furniture etc.

5. The consultant will appoint a Project Coordinator and other staff for

fieldactivity and data entry at each ULB site office, who will work in

closeliason withthe local ULB office, project office in Project area and

GIS cell at DT&CP office /MDP.

10. COMPOSITION OF REVIEW COMMITTEE TO MONITORCONSULTANTSWORK

For guiding the consultants and supervising the progress of the study, a Review

Committee will be constituted.

The Composition of the Review Committee shall be

(a) The Director of Town and Country Planning - Chairman

(b) Nominee of the Commissioner and Director of Municipal Administration

(c) Representative of Mission Director,O/o.MEPMA (d) Representative from NRSC/ DG, APSRAC (e) Representative from Engineer-in-Chief, Public Health (f) JD/DD/Project Manager of GIS cell of DT&CP-Convener (g) Regional Deputy Directors from Hyderabad and Warangal Region. (h) Experts/ Senior Officials nominated by DTCP

11. REVIEW OF PROGRESS REPORTS Progress report on each task shall be submitted to the Review Committee and the Member Secretary shall organize a presentation by the consultants to the Committeeon every month on 21 or convenient day and also after completion of each sub task. The Review Committee shall, as far as possible, within two

weeks of such presentation communicate its feedback to the Consultants /

agencies. Such presentations, apart from the written report, are of critical

significance.The vector or raster data is not to be shared other than chairman and convener for any reason or so during the process of the GIS Basemap

preparation.

12. APPRAISAL OF PROJECT The final GIS Base Maps along with reports will be appraised technically by TheDirector of Town and Country Planning (DTCP). The Director, Town &

CountryPlanning, then convene the Review Committee meeting for review. Get

thefeedback incorporated by the consultant. Then put up to the Project

AppraisalCommittee (PAC) for appraisal. Process for approval by the Steering

Committee for implementation.The final GIS Base Maps along with reports will be

appraised by the Member Secretary of the Review Committee before placing it for

approval of the Review Committee(RC).

13. PAYMENT TERMS AND CONDITIONS

The payment shall be made on the basis of the bills submitted by the Consultant

and endorsed Client and upon acceptance are as below:

Advance payment of 10% of lump-sum amount is payable on conclusion of the contract agreement against bank Guarantee form any scheduled bank of India subject to the conditions.

2 2nd Payment 10 % of lump-sum amount is payable on acceptance of the Inception report.

3 3rd Payment 10 % of lump-sum amount is payable on completion and acceptance of DGPS Survey, Image Rectification report.

4 4th Payment 10 % of lump-sum amount is payable after submission of soft copy in .shp, .dxf, .dwg of digitized features extracted from the satellite images and acceptance by client.

5 5th Payment 10 % of lump-sum amount is payable on acceptance of thematic layers along with attributes except building/plots and contour layers.

6 6th Payment 10 % of lump-sum amount is payable on acceptance of contours.

7 7th Payment 10 % of lump-sum amount is payable on acceptance of Base Maps in DXF, DWG, SHP format with contour information.

8 8th Payment 10 % of lump-sum amount is payable on acceptance of ward wise check prints.

9 9th Payment 10 % of lump-sum amount is payable on acceptance of ward wise final Base Maps on 1:000 scale and 1:5000 scale.

10 10th Payment 10% of lump-sum amount is payable on acceptance of final Base Maps on 1:0000 scale and final reporting system design report and user manual.

11 11th Payment 10% of lump-sum amount is payable on acceptance of Base Maps & Reports by the Project Appraisal Committee.

Note: Before releasing the final payment the Client shall ascertain the correctness, authenticity and impeccability of the data.
