(OFFICIAL) Preoe ings of the Police Juy; Opelousas, La., Jan. 3, 1910. The Police Jury met in regular ses- sion this day, with the following mem- bers present: Messrs. J. T. St. Cyr, Doucet, Single- ton, W. P. Fontenot, Acduel Fontenot, Clopton, itailey, Lanclos. Mr. J. T. St. Cyr, President pro tem. in the Chair. Motion by Mr. Doucet- That the report of committee ap- pointed to sell contract to rebuild the Taylor bridge over Bayou Courtableau, be received and accepted, committee discharged and that warrants be issued in favor of Messrs. Zernott and McCaf- fery, contractors as follows: Three hun- dred dollars out of the Contingent ex- pense fund; three hundred dollars out of the 4th ward internal improvement fund and four hundred dollars out of the general funds of 1908, making a total payment of one thousand dollars, as per contract. Messrs. St. Cyr, Dailey, Lanclos, Clop- ton, Doucet, Singleton, W. I'. Fontenot, A. Fontenot, voting yes. Motion car- ried. Dr. Clopton in the chair. Motion by Mr. Dailey- That a committee of three be ap- pointed by the Chair to contract with any bank, or banks, within this State to act as fiscal agent for the parish of St. Landry for the year 1910; the said con- tract to be ratified by the Police Jury at its next regular meeting. Motion car- ried. Chair appointed Messrs. Dailey, St. Cyr and W. P. Fontenot. Motion by Mr. Singleton- That the petition from Beaver, La., in the 6th ward, praying that a committee be appointed to straighten out the pub- lic road leading from the Olin bridge to the Beaver school house, be received and accepted and granted as prayed for, and that Messrs. Abner, McDaniel, O. L. Fontenot and Dominie Viscardis be ap- pointed to make the change as per peti- tion and report at next regular meeting. Motion carried. Motion by Mr. Dailey- The police jury adjourned until 1:30 o'clock p. m. EVENING SESSION. The Polica Jury met pursuant to ad- journment. Present: Dr. Clopton, President; Messrs. Motion by Mr. Acduel Fontenot- That the Tax Collector be and he is hereby authorized to refund the sum of five and 20-100 dollars to Martin Miller, as said amount was paid in excess on his taxes of 1909, through erroneous as- sessment. Motion carried. Motion by Mr. Acduel Fontenot- That a committee composed of Messrs. W. C. Dejean, Jos. P. Cormier and A. W. Dejean, be appointed to ascertain the probable cost of repairing or re- building the Cormier bridge over Bayou Plaquemine, and report at next regular meeting. Motion by Mr. A. Motien by Mr. Doucet- That the action of the President and Clerk of this Body in issuing warrants against the "general funds" of 1908, for claims approved at last meeting, be and the same is hereby approved by this Jury; resolved further that they be authorized to issue warrants for all1 claims approved at this meeting, which are usu ally paid out of the contingent expense fund, against the 'general funde" of 1908, and prior, in hands of the Parish Treasurer.. The following press dispatch, how- ever, seems to tell that Uncle Sam when he whipped the Spaniards open- ed the gates of earthly heaven to the black man: Havana, Jan. 3.-A strong race feeling has been engendered by the trouble which arose last night at the Hotel Plaza, an American house, over the refusal of the bartender to serve drinks to two negro congressmen. This resulted in a riot, which, while no one was seriously injured made it necessary to call out the police re- serves. Today the clerk of the hotel was arraigned in the correctionate court and fined $75. An enormous crowd of negroes, including a strong representation of the Veterans As- sociation, attended the court session and demanded exemplary punishment on account of the insult to the color- ed race. Senor Mureau el Gorda, president of the Senate and negro leader, conducted the prosecution and insisted upon the extreme penalty, a fine of $1,000 and six months imprisonment. The decision of the court to inflict a minor penalty was 'greeted with strong expressions of disapproval. After the adjournment of court the two negro congressmen heading a procession of 400 negroes marched to the hotel crying "Viva Maceo, Viva Le Patria." They entered the bar and demand- ed drinks hhichwereerved witlh no further protest. The incident has caused much ex- citement and there are grave fears of a serious race clash. Many Cubans are sympathizing with the attitude of the American hotel man- agement and tonight strong guard has been thrown around the place. El Trausco, a government organ, pub- lished a bitter editorial declaring that all the black and whites in Cuba are upon a plane of absolute equality and that the American must be taught by the srtong arm of the law that they stall not be permitted to introduce into Cuba any anti-negro sentiments prevailing in the United States. Pine Prairie Notes Pine Prairie, Jan. 4.-After wish- ing the Clarion and force a happy and prosperous New Year, I am glad to be able to say that everything passed off very quietly here on that eventful day. Turkey dinners,wine and good booze were in plenty. No tigers, however; everything had to be gotten by train. Mr. B. J. Anderson's residence is nearly finished. Santa Claus brought several ad- ditions to famalies in this neighbor- hood: A boy to Mr. and and Mrs. N. P. Carruth; a boy to Mr. and Mrs. Jessie Campbell; a boy to Mr. and Mrs. Dorsan Guillory; a girl to Mr. and Mrs. L. J. Henry. Messrs. Ed. Bird and P. Benard, of Baton Rouge Junction, spent a few days in town, the guests of Mr. H. D. Glaze. Representative Clark went to Ope- lousas Thursday to pay his taxes, including his poll tax. He reports a rush in the tax collectors oflice to pay poll tax. Deputy Sheriff M. L. Fontenot and Austin Campbell made a business trip to Opelousas last week. Eli C. Clark is on the sick list, but now better. Mr. H. C. Clark, son of Wm. Clark, who has been to Bunkie and Lecompte spending the holidays, returned last night. He reports a good time. Hen. H. L. Erlich went to Opelou- sas to attend a meeting of the School Board, and Hon. Henry Singleton went there for the meeting of the Police Jury. Mr. Johnny Richmond and family, who recently moved to Oakdale, have returned here to reside. We are glad we have these estimable people back among us. -Mr. and Mrs P. H. Oneal spent New Year with Mrs. Oneal's mother Mrs. Wmin. Clark. There will be more cotton planted here this year than last. What will Pierpont Mor- gan, John D. Rockefeller and Jim Hill think when they open their Sig- nal at the breakfast table tomorrow morning and read this item? Straw- berries would be worth a dollar apiece in New York today if they could generate enough heat in a hot- house to raise them. John D. Rocke- feller had icicles for breakfast, and Jim Hill is at this minute hugging a heater up in Minneapolis while the cook is trying to thaw out the baked potatoes so they can be cut without using a cold chisel. Mr. Morgan was gladr o get strawberry jau from the corner grocery for breakfast, and probably he would have been satisfied, poor snow-digger, if his chilblains hadn't pestered him so at breakfast. And red-headed newspaper men who are candidates for office eating fresh strawberries! Wouldn't that frost your orange blassoms! Wouldn't that give a whole nest of fledging mocking-birds in the front yard the pip! But this in the American Riviera, worthy countrymen. This is the only perfect clime, where we have more climate to the square inch than any- where else on God's beautiful green earth has to the square mile. Grand Cotean. Grund Coteau, Jan. 5.--The stu- dents of the St. Charles College came in Monday to resume their studies; there are several new ones. Dr. W. B. Barry and family left Monday for Alexandria, after spend- ing the holidays here with relatives. Mayor E. V. Barry and Dr. E. S. Barry were in Opelousas Monday. Mr. Jules Petiten left Tuesday.for Lafayette. Master Howard Olivier and Miss Leona Olivier of Lydia, La., are at- tending the Parochial School here. Mr. J. M. Barry and family and Mrs. R. J. Barry and family left Wed- nesday for their homes in Beaumont, Texas, after spending the holidays her". Th& New Year visitors noted here were: Mr. J. J. Olivier and family of Lydia, La.; Mr. H. F. When Uncle Sam interfered inCuban affairs and won for the Cubanstheir freedom, he had no idea, per-haps, that he was providing an ely-sium for the cullud gemmin of theUnited States whose heart bleeds forsocial equality-whose jungle eyelooks- with envy upon his superiorCaucasian brother.

The following press dispatch, how-ever, seems to tell that Uncle Samwhen he whipped the Spaniards open-ed the gates of earthly heaven to theblack man:

Havana, Jan. 3.-A strong racefeeling has been engendered by thetrouble which arose last night at theHotel Plaza, an American house, overthe refusal of the bartender to servedrinks to two negro congressmen.This resulted in a riot, which, whileno one was seriously injured made itnecessary to call out the police re-serves. Today the clerk of the hotelwas arraigned in the correctionatecourt and fined $75. An enormouscrowd of negroes, including a strongrepresentation of the Veterans As-sociation, attended the court sessionand demanded exemplary punishmenton account of the insult to the color-ed race. Senor Mureau el Gorda,president of the Senate and negroleader, conducted the prosecution andinsisted upon the extreme penalty,a fine of $1,000 and six monthsimprisonment. The decision of thecourt to inflict a minor penalty was'greeted with strong expressions ofdisapproval. After the adjournmentof court the two negro congressmenheading a procession of 400 negroesmarched to the hotel crying "VivaMaceo, Viva Le Patria."

They entered the bar and demand-ed drinks hhichwereerved witlh nofurther protest.

The incident has caused much ex-citement and there are grave fearsof a serious race clash. Many Cubansare sympathizing with the attitudeof the American hotel man-agement and tonight strong guardhas been thrown around the place.El Trausco, a government organ, pub-lished a bitter editorial declaring thatall the black and whites in Cuba areupon a plane of absolute equality andthat the American must be taught bythe srtong arm of the law that theystall not be permitted to introduceinto Cuba any anti-negro sentimentsprevailing in the United States.

Pine Prairie, Jan. 4.-After wish-ing the Clarion and force a happyand prosperous New Year, I am gladto be able to say that everythingpassed off very quietly here on thateventful day. Turkey dinners,wine andgood booze were in plenty. No tigers,however; everything had to be gottenby train.

Deputy Sheriff M. L. Fontenotand Austin Campbell made a businesstrip to Opelousas last week.

Mr. H. C. Clark, son of Wm. Clark,who has been to Bunkie and Lecomptespending the holidays, returned lastnight. He reports a good time.

Hen. H. L. Erlich went to Opelou-sas to attend a meeting of the School
