Addressing more than 1,000 delegates, Premier Rachel Notley took to the stage during Government Day to emphasize the importance of partnerships and communication between all levels of government, indicating this is particularly key during these trying economic times. The largest challenge facing Alberta, according to the Premier, is balancing the budgets and meeting the expectations of Albertan’s, all while working against a multi-billion dollar shortfall. “Imagine going home and being forced to re-start all of your budgets with 20% less revenue, that’s what the province is dealing with” said Notley. “We don’t have the capacity to add new projects or programs.” But Notley remains hopeful that her government’s approach will limit the negative effects felt across the province. “We will invest in modern, efficient infrastructure that communities across the province need, like schools, hospitals and transit and we will create hundreds of good-paying jobs as those projects get underway.” Notley concluded with comments on the recent federal proposal for national carbon pricing, indicating that “Alberta can’t line up behind this specific proposal without real progress on pipelines. Building pipelines is not at odds with protecting the environment.” She called for all municipalities to share this position with the federal government and municipal partners in other provinces. The dates have been set for AUMA’s spring and summer Mayors’ Caucuses. The spring event will be held on March 7-8. Due to increased attendance we are moving to a new location, the Shaw Conference Centre in Edmonton. This Caucus provides regular members with an opportunity to dialogue with Ministers and decision makers, and features a popular breakfast with MLAs.

The summer caucuses are moving to a Tuesday/Wednesday/Thursday format in response to member feedback. They will be held in Okotoks and will follow the and will follow the traditional format of three one-day sessions, with each day dedicated to municipalities of a certain size:

• Tuesday, June 13 for populations less than 2,500;

• Wednesday, June 14 for populations less than 10,000; and

• Thursday, June 15 for populations greater than 10,000.

Further details and registration information will be posted on our website as we get closer to the events.

Minister Sabir: Our government increased FCSS funding by $25 million in Budget 2016.

Minister Larivee: We know you depend upon provincial funding. We all know that MSI was never what it was promised to be. MSI is coming to an end. There are challenges with the model and we need to discuss what municipal funding will look like in the future.

Minister Hoffman: We are moving forward on a software system to share medical information among doctors. We have a pilot underway right now. It’s been needed for over a decade -- the software at the Royal Alex is older than I am.

Minister Phillips: The climate change file has dominated the news this week with the federal announcement on a carbon levy. Alberta’s carbon levy will be reinvested right here in Alberta.

Minister Sohi: I understand firsthand the work that municipalities do, how important it is, and how challenging it can be. And I know how frustrating it can be to not have a willing partner in Ottawa. My friends, I am here to tell you that you now have a willing partner in Ottawa.

Gender-based Analysis Plus (GBA+) is an analytical process which can be used to assess the potential impacts of policies, programs, services, and other initiatives on diverse groups of women and men, the overall goal being the realization of gender equality.

During this session, subject matter experts and municipal leaders discussed gender concepts, the benefits of using GBA+ and how to apply it in a municipal context.

The past year has brought about increased opportunities for collaboration with all levels of government. In particular, there is an awareness of the need for governments to work together on matters pertaining to Indigenous peoples. This session looked at current federal and provincial initiatives and provided municipal insight and experiences regarding strengthening municipal–indigenous relationships.

In a culture where having it all can mean sacrificing health, relationships or peace of mind, many leaders are concerned that their personal wellbeing is at risk.

Dr. Larry Ohlhauser coached attendees on how to regain control of their health and wellness, identify the steps they need to take to get the health benefits they desire, and build a personal action plan for a healthier life.

This session offered ways we can view (and respond to) change that will open our minds to the unknown and unexpected. Susan Stewart examined some of our existing beliefs about change and shared ways we can be more resilient as our personal and professional lives evolve.

During this session, attendees learned from a panel of industry and legal experts the current state of the law and who is entitled to produce. Delegates also learned about standards/regulations municipalities are required to comply with, home grow and what it means for municipalities and what legalization may look like. Our speakers also shed light as to what municipalities can be doing to prepare for the changes in this industry.

Alberta’s environment and economy are affected by and linked to energy extraction, development and use.

Our speakers addressed how Alberta and its communities will be affected by local, national and international actions relating to energy policies, technological advancements, and climate change, and the future of energy in our province.

AUMA was pleased to welcome Alberta’s Ombudsman, Peter Hourihan, who explained how the Office of the Alberta Ombudsman works – including details about jurisdiction, what constitutes fairness, and how and when investigations are conducted.

The Ombudsman, operates independently from the Alberta government and political parties.
