PRELIMINARY SITE INVESTIGATION REPORT
1.0 INTRODUCTION
This Preliminary Site Investigation Report for the Dr. Fine Bridge replacement project and Melody Market Parcel was prepared by Geocon Consultants, Inc. under California Department of Transportation (Caltrans) Contract No. 03A1368, Task Order (TO) Number 142, and Expense Authorization (EA) 01-436400.
1.1 Project Description and Proposed Improvements
The project area consists of Caltrans right-of-way along the northwest and southwest embankment slopes of Dr. Fine Bridge that spans the Smith River on State Route 101 (SR-101) from Post Mile (PM) 35.8 to 36.5 and the approximate 5-acre former Melody Market parcel located at 7300 Lake Earl Drive (the Site) in Fort Dick, Del Norte County, California. Caltrans is proposing to replace Dr. Fine Bridge with a new bridge, which will require acquisition and eventual disturbance of soils within the project area. The proposed Caltrans acquisition property (Melody Market) is located at 7300 Lake Earl Drive. The approximate project location is depicted on the Vicinity Map, Figure 1, and Site Plans, Figures 2-1 and 2-2.
1.2 General Objectives
The purpose of the scope of services outlined in TO No. 142 was to evaluate the Site for the presence of petroleum hydrocarbons in soil and groundwater, and to evaluate whether impacts due to aerially deposited lead (ADL) from motor vehicle exhaust exist in the surface and near surface soils within the project boundaries. The investigative results will be used by Caltrans to inform the construction contractor(s) of the concentrations of lead-impacted soil that is present within the project boundaries for construction worker health and safety, soil reuse evaluation and waste management/disposal purposes, and to determine if there are residual petroleum hydrocarbon impacts to groundwater from the underground storage tanks (USTs) that were operated at the Melody Market property.
2.0 BACKGROUND
2.1 Potential Petroleum Hydrocarbon Impacts
The former Melody Market located at 7300 Lake Earl Drive had a documented release of gasoline from former USTs. A very limited subsurface investigation was performed by Lawrence and Associates in December 1997 after the removal of gasoline-contaminated soil at the Melody Market property. According to Caltrans, although the investigation was less than complete, it did appear that there were no total petroleum hydrocarbons as gasoline (TPHg), benzene, toluene, ethylbenzene, total xylenes (BTEX), or methyl tertiary butyl ether (MTBE) at detectable levels remaining in the excavation after the USTs and contaminated soil were removed.

In June 2009, Geocon advanced three borings (MW-1, B1, and B2) and installed a monitoring well to a maximum depth of 40 feet along South Bank Road approximately 800 feet northeast of Melody Market for the collection of soil and groundwater samples for petroleum hydrocarbon analysis. Soil materials encountered during the excavation of the borings consisted of clayey sand and cobbles. Groundwater was encountered at a depth of 20 feet in borings MW-1 and B1 performed along the shoulder of South Bank Road. This investigation work was related to a release from USTs at the Granite asphalt plant.
2.2 Waste Determination Criteria – Petroleum Hydrocarbons
Currently, regulatory criteria for the classification of wastes based solely on the concentrations of total petroleum hydrocarbons (TPH) such as gasoline, diesel, and motor oil have not yet been promulgated. Disposal of TPH-impacted soil is generally regulated by disposal facility permit and acceptance criteria.
2.3 Potential Lead Soil Impacts
Ongoing testing by Caltrans throughout California has indicated that ADL exists along major freeway routes due to emissions from vehicles powered by leaded gasoline.
2.4 Hazardous Waste Determination Criteria – Lead
Regulatory criteria to classify a waste as “California hazardous” for handling and disposal purposes are contained in the California Code of Regulations (CCR), Title 22, Division 4.5, Chapter 11, Article 3, § 66261.24. Criteria to classify a waste as “Resource, Conservation, and Recovery Act (RCRA) hazardous” are contained in Chapter 40 of the Code of Federal Regulations (40 CFR), Section 261. For waste containing metals, the waste is classified as California hazardous when: 1) the total metal content exceeds the respective Total Threshold Limit Concentration (TTLC); or 2) the soluble metal content exceeds the respective Soluble Threshold Limit Concentration (STLC) based on the standard WET test. A waste may have the potential of exceeding the STLC when the waste’s total metal content is greater than or equal to ten times the respective STLC value, since the WET uses a 1:10 dilution ratio. Hence, when a total metal is detected at a concentration greater than or equal to ten times the respective STLC, and assuming that 100 percent of the total metals are soluble, soluble metal analysis is required. A material is classified as RCRA hazardous, or Federal hazardous, when the soluble metal content exceeds the Federal regulatory level based on the Toxicity Characteristic Leaching Procedure (TCLP). The TTLC value for lead is 1,000 milligrams per kilogram (mg/kg). The STLC and TCLP values for lead are both 5.0 milligrams per liter (mg/l). The above regulatory criteria are based on chemical concentrations. Wastes may also be classified as hazardous based on other criteria such as ignitability and corrosivity; however, for the purposes of this

investigation, toxicity (i.e., lead concentrations) is the primary factor considered for waste classification since waste generated during the construction activities would not likely warrant testing for ignitability or corrosivity. Waste that is classified as either California-hazardous or RCRA-hazardous requires management as a hazardous waste. The Department of Toxic Substances Control (DTSC) regulates and interprets hazardous waste laws in California. DTSC generally considers excavated or transported materials that exhibit “hazardous waste” characteristics to be a “waste” requiring proper management, treatment and disposal. Soil that contains lead above hazardous waste thresholds and is left in-place would not be necessarily classified by DTSC as a “waste.” The DTSC has provided site-specific determinations that “movement of wastes within an area of contamination does not constitute "land disposal" and, thus, does not trigger hazardous waste disposal requirements.” Therefore, lead-impacted soil that is scarified in-place, moisture-conditioned, and recompacted during roadway improvement activities might not be considered a “waste.” DTSC should be consulted to confirm waste classification. It is noted that in addition to DTSC regulations, health and safety requirements and other local agency requirements may also apply to the handling and disposal of lead-impacted soil.
3.0 SCOPE OF SERVICES
The following scope of services was performed as requested by Caltrans in TO No. 142:
3.1 Pre-field Activities
• Conducted a pre-work telephone conference to discuss the TO scope of services. Caltrans representative Steve Werner and Geocon representative Ian Stevenson were on the call. The purpose of the pre-work telephone conference was to discuss the project details.
• Prepared a Health and Safety Plan dated September 9, 2010, to provide guidelines on the use of personal protective equipment and the health and safety procedures implemented during the field activities.
• Obtained a boring permit from County of Del Norte Environmental Health (CDNEH) on September 8, 2010.
• Provided 48-hour notification to Underground Service Alert prior to job site mobilization.
• Retained the services of Advanced Technology Laboratories (ATL) to perform the chemical analyses of soil and groundwater samples.
• Retained the services of Cruz Brothers Locators to locate underground utilities at the Melody Market property.
3.2 Field Activities
On September 8, 2010, we advanced three direct-push borings and 31 hand-auger borings to a maximum depth of 2.0 feet for shallow soil sampling for total lead analysis. We advanced four direct-

push borings to a maximum depth of 30 feet for the collection of soil and grab groundwater samples for total petroleum hydrocarbons analysis. We also collected a groundwater sample from an existing domestic well located approximately 200 feet north of the former UST location at the Melody Market property.
4.0 INVESTIGATIVE METHODS
4.1 Boring Location Rationale
4.1.1 ADL
Borings HA1 through HA17 were located south of Dr. Fine Bridge on the shoulder and embankment slopes of southbound SR-101. Borings HA18 through HA27, DP28 through DP30, and HA31 through HA34 were located north of Dr. Fine Bridge on the shoulder and embankment slopes of southbound SR-101. The approximate soil boring locations are depicted on Figures 2-1 and 2-2.
4.1.2 Petroleum Hydrocarbons
Four deeper soil borings (B1 through B4) were advanced within the Melody Market property south of Dr. Fine Bridge. The approximate soil boring locations are depicted on Figure 2-1. We attempted to obtain the coordinates of each boring location using a differential global positioning system (GPS). However, the GPS unit could not be operated due to a dead battery.
4.2 Aerially Deposited Lead Soil Sampling Procedures
A total of 100 soil samples were collected from 34 borings excavated to a maximum sampling depth of 2.0 feet. The soil samples were collected at general depths of 0.0 to 0.5 foot, 0.5 to 1.0 foot, 1.0 to 2.0 feet. Refusal was encountered in boring HA6 at a depth of 0.5 foot. Soil samples collected using a hand-auger was obtained directly from the hand-auger and transferred to Ziploc® re-sealable plastic bags. The soil samples were field homogenized within the sample bags and subsequently labeled, placed in an ice chest, and delivered to ATL under standard chain-of-custody (COC) documentation. The borings were backfilled with the excess soil cuttings generated at each location. The decontamination water was discharged to the ground surface away from surface water bodies or storm drain inlets.
4.3 Petroleum Hydrocarbon Soil and Groundwater Sampling Procedures
Four petroleum hydrocarbon borings (B1 through B4) were excavated to an approximate maximum sampling depth of 30 feet within the Melody Market property. In consultation with Caltrans, we elected to submit only one soil sample (B1-27) to the laboratory for petroleum hydrocarbon analysis. During the advancement of each direct-push boring, a continuous soil core was collected in cellulose

thermoplastic (acetate) liners fitted inside the push rods. The soil sample submitted for analysis was collected at a general depth interval from 27 to 28 feet. The borings were logged by a California Professional Geologist utilizing the Unified Soil Classification System (USCS). Copies of the boring logs are presented in Appendix A. The soil sample was collected by cutting a section out of the core at the desired interval and sealing the ends of the sample with Teflon™ sheets and plastic end caps. The sample was then labeled, placed in a chilled cooler and submitted to ATL under standard COC documentation. Disturbed soil samples from the soil core were retained in re-sealable plastic bags for field screening with a photo-ionization detector (PID) to qualitatively assess the presence of volatile organic compounds. The PID readings were recorded on the borings logs, which are presented in Appendix A. Groundwater was encountered in borings B1 through B4 at depths between 23 and 25 feet. Grab groundwater samples were obtained from each boring using a Hydropunch method. The Hydropunch sampling rods lined with metal screen were advanced at the desired depth and the screen exposed in the completed borehole, allowing it to fill with water, then collecting a groundwater sample using tubing tipped with a check valve and decanting the collected groundwater into four 40-milliliter volatile organic analysis vials and two one-liter bottles provided by the analytical laboratory. The sample containers were labeled and placed in a chilled cooler and delivered to ATL for laboratory analysis under standard COC documentation. We utilized a Teflon bailer to collect a groundwater sample from the onsite domestic well. The well pump was not operational at the time of the field investigation, and the groundwater sample was collected without purging the well. Total depth and screening interval(s) of this well are not known. Following sample collection, each boring was backfilled from its total depth to the surface with neat cement per the CDNEH permit requirements. A CDNEH representative inspected the grouting of the borings. Drill cuttings generated during the drilling activities were placed in one Department of Transportation-approved 55-gallon drum and temporarily stored at the Geocon office in Rancho Cordova, California. The drum generated from the drilling activities will be transported by KR Environmental for subsequent disposal following regulatory protocol.
4.4 Field Quality Assurance/Quality Control Procedures
Quality assurance/quality control (QA/QC) procedures were performed during the field exploration activities. These procedures included decontamination of sampling equipment before each boring was advanced and providing COC documentation for each sample submitted to the laboratory. The soil and

groundwater sampling equipment was cleansed between each boring by washing the equipment with an Alconox™ solution followed by a double rinse with deionized water. The field sampling activities were performed under the supervision of Geocon's project manager.
4.5 Laboratory Analyses
4.5.1 ADL
One hundred soil samples were collected and submitted to ATL for total lead analysis following United States Environmental Protection Agency (EPA) Test Method 6010B under standard ten-day turn-around-time (TAT). The laboratory was instructed to homogenize the ADL soil samples prior to analysis in accordance with Contract 03A1368 requirements.
4.5.2 Petroleum Hydrocarbons
One soil sample collected from boring B1 and five groundwater samples collected from borings B1 through B4 and a domestic well were analyzed for the following under standard ten-working-day TAT. • Gasoline-range organics (GRO), diesel-range organics (DRO), and motor oil-range organics
(ORO) following EPA Test Method 8015M; and
• Benzene, toluene, ethylbenzene, total xylenes (BTEX), and methyl tert-butyl ether (MTBE) following EPA Test Method 8260B.
4.5.3 Laboratory QA/QC
QA/QC procedures were performed for each method of analysis with specificity for each analyte listed in the test method’s QA/QC. The laboratory QA/QC procedures included the following: • One method blank for every ten samples, batch of samples or type of matrix, whichever was more
frequent.
• One sample analyzed in duplicate for every ten samples, batch of samples or type of matrix, whichever was more frequent.
• One spiked sample for every ten samples, batch of samples or type of matrix, whichever was more frequent, with the spike made at ten times the detection limit or at the analyte level.
Prior to submitting the soil and groundwater samples to the laboratory, the COC documentation was reviewed for accuracy and completeness. Reproductions of the laboratory reports and COC documentation are presented in Appendix B.

5.0 FIELD OBSERVATIONS AND INVESTIGATIVE RESULTS
5.1 Site Conditions
The soil encountered in the ADL borings generally consist of sandy cobbles to a maximum sampling depth of approximately 2.0 feet. Deeper borings for petroleum hydrocarbons testing located within the Melody Market property (B1 through B4) generally consisted of 6 to 8 inches of asphalt concrete and aggregate base. The underlying soil materials consisted of a mix of sand and gravel, with cobbles encountered at depths between 16 and 18 feet, to the maximum drilling depth of approximately 30 feet. Staining or petroleum hydrocarbon-like odors were not observed during the drilling activities, and onsite head space testing conducted during borehole logging found no volatile organic compounds to be present. Groundwater was encountered in the deeper borings at depths between 23.9 and 24.4 feet.
5.2 ADL Analytical Results
Total lead was detected in 65 of the 100 soil samples analyzed at concentrations ranging from 5.0 to 160 mg/kg. Four of the 100 soil samples had reported total lead concentrations greater than 50 mg/kg (i.e., greater than ten times the STLC value for lead of 5.0 mg/l). In consultation with Caltrans, we elected not to further analyze the soil samples for WET soluble lead based on the low total lead data. A summary of the lead analytical results is presented on Table 1. The laboratory reports and COC documentation are presented in Appendix B.
5.3 Petroleum Hydrocarbon Analytical Results
GRO, DRO, ORO, BTEX and MTBE were not detected above the laboratory reporting limit (RL) in the only soil sample (B1-27) collected and analyzed. GRO, BTEX and MTBE were not detected above the laboratory RL for each of the groundwater samples collected from the four borings and one onsite domestic well. DRO was detected in two of the four grab groundwater samples analyzed at concentrations of 0.079 mg/l (B4) and 0.094 mg/l (B1). ORO was detected in the grab groundwater sample from boring B4 at 0.063 mg/l. DRO and ORO were detected in the groundwater sample collected from the domestic well located within the Melody Market property at 0.17 and 0.19 mg/l, respectively. A summary of petroleum hydrocarbon analytical results for soil and groundwater samples are presented in Tables 2 and 3. The laboratory reports and COC documentation are presented in Appendix B.

5.4 Laboratory Quality Assurance/Quality Control
We reviewed the laboratory QA/QC provided with the laboratory reports. The data show acceptable non-detect results for the method blanks. Relative percent differences (RPDs) for EPA Methods 6010 and 8015 (DRO/ORO) were also outside the RPD limit for the duplicate samples. However, the laboratory control sample validated the analytical batch. The data showed acceptable recoveries and RPDs for the remainder of the matrix spikes and duplicates. Based on this limited data review, no additional qualifications of the soil sample data are necessary, and the data are of sufficient quality for the purposes of this report.
5.5 Statistical Evaluation for Lead Detected in Soil Samples
Statistical methods were applied to the total lead data to evaluate the upper confidence limits (UCLs) of the arithmetic means of the total lead concentrations for each sampling depth. The upper one-sided 90% and 95% UCLs of the arithmetic mean are defined as the values that, when calculated repeatedly for randomly drawn subsets of site data, equal or exceed the true mean 90% and 95% of the time, respectively. Statistical confidence limits are the classical tool for addressing uncertainties of a distribution mean. The UCLs of the arithmetic mean concentration are used as the mean concentrations because it is not possible to know the true mean due to the essentially infinite number of soil samples that could be collected from a site. The UCLs therefore account for uncertainties due to limited sampling data. As data become less limited at a site, uncertainties decrease, and the UCLs move closer to the true mean. Non-parametric bootstrap techniques were used to calculate the UCLs. For those samples in which total lead was not detected, a value equal to one-half of the laboratory reporting limit was used in the UCL calculation. The total lead concentrations ranged from less than the laboratory RL of 5.0 mg/kg to 160 mg/kg. The average total lead concentration is 15.6 mg/kg. In consultation with Caltrans, we treated the total lead data for the samples collected from the north and south embankment of Dr. Fine Bridge as one sample population. The calculated UCLs and statistical results are summarized in the table below:

6.0 CONCLUSIONS AND RECOMMENDATIONS
6.1 ADL
Soil materials excavated to the maximum sampling depth of 2.0 feet or shallower within the project area would not be classified as a California hazardous waste since the calculated 90% and 95% total lead UCLs are less than 50 mg/kg (ten times the STLC value for lead of 5.0 mg/l). Consequently, soil generated from excavations to 2.0 feet or shallower could be reused onsite or disposed of as non-hazardous soil with respect to lead content.
6.2 Petroleum Hydrocarbons in Soil and Groundwater
Gasoline, diesel and motor oil-range petroleum hydrocarbons, BTEX and MTBE were not reported for the only soil sample collected from boring B1 located within the Melody Market property and submitted for laboratory analysis. Obvious indicators of petroleum hydrocarbon impacts (i.e. staining, odors, elevated PID readings) were not observed during the field sampling activities at the locations of borings B1 through B4 within the Melody Market property. Diesel-range petroleum hydrocarbons were reported for the grab groundwater samples collected from borings B1 and B4 located within the Melody Market property at concentrations of 0.094 and 0.079 mg/l, respectively, less than the North Coast Regional Water Quality Control Board (NCRWQCB) Water Quality Objective (WQO) for diesel of 0.1 mg/l. Motor oil-range petroleum hydrocarbons were reported for the grab groundwater sample collected from boring B4 at 0.063 mg/l, less than the NCRWQCB WQO for motor oil of 0.1 mg/l. GRO, BTEX and MTBE were not reported for each of the grab groundwater samples collected from the borings. Diesel and motor oil-range petroleum hydrocarbons were also reported for the groundwater sample collected from the domestic well at relatively low concentrations of 0.17 and 0.19 mg/l, respectively, slightly greater than the NCRWQCB WQO for diesel and motor oil of 0.1 mg/l. In consultation with the NCRWQCB, we directed ATL to evaluate the groundwater samples with reported petroleum hydrocarbon concentrations for the presence of pristane and phytane. According to the NCRWQCB, the presence of pristane and phytane in the samples would indicate that the reported hydrocarbons are man-made substances that have not undergone significant degradation. ATL found that “the samples (tested) do not have any peaks within the region that Pristane and Phytane elutes.” Based on this fact, it appears that the petroleum hydrocarbons reported for grab groundwater samples collected at the Site are either naturally occurring or that degradation of the compounds is nearly complete, and they do not pose a threat to water quality.

We also reviewed the laboratory chromatograms, in consultation with the NCRWQCB, in an effort to determine if the DRO and ORO compounds found in grab water samples collected from the borings is related to those found in the onsite domestic well. That analysis found no relationship between the two compound sets, suggesting that underground tank releases have not impacted the onsite domestic well. Based on the analytical results of the soil and groundwater samples collected at the Melody Market property, significant soil and groundwater impacts were not encountered in the area adjacent to the former UST location. Significant petroleum hydrocarbon-impacted soil, if encountered, would likely trigger further assessment or cleanup directives from regulatory agencies. If petroleum hydrocarbon-impacted soil conditions are encountered during onsite construction excavations, these materials should be isolated, stockpiled and characterized to determine appropriate soil disposal options.
6.3 Melody Market Parcel Purchase
We understand that this completed investigation is part of Caltrans' due diligence prior to the purchase of the Melody Market parcel. In April 1998, the NCRWQCB issued a case closure (Appendix D) for UST petroleum hydrocarbon releases after a soil removal was completed. In our opinion, the impacts found during this investigation are insignificant and will not likely cause the NCRWQCB to reopen the case file. Further cleanup or investigation does not appear to be warranted at this time.
6.4 Worker Protection
Per Caltrans’ requirements, the contractor(s) should prepare a project-specific Lead Compliance Plan (CCR Title 8, Section 1532.1, the “Lead in Construction” standard) to minimize worker exposure to lead-impacted soil. The plan should include protocols for environmental and personnel monitoring, requirements for personal protective equipment, and other health and safety protocols and procedures for the handling of lead-impacted soil.
