EXECUTIVE SUMMARY

The property located at 2-4 Mintaro Avenue, Strathfield NSW was the subject of a Preliminary Site Investigation. Theinvestigation was performed as part of a DA for proposed redevelopment into a multi-storey residential apartmentbuilding over a two-level basement car park.

Based on the findings of this assessment, it is concluded that:

Historical records indicated that the site has been occupied by the existing residential houses since at leastthe 1930s, with minimal alterations undertaken since. An active service station is located immediately eastand hydraulically up-gradient from the site.

The site and surrounding properties are not reported as being subject to regulation in relation toenvironmental impacts, as documented in the NSW EPA/OEH public registers;

A search of Council records relating to previous development applications, complaints and other informationpertaining to previous activities at site is currently pending, the findings of which will be reported as soon asthey become available;

The site walkover inspection did not identify areas of environmental concern; however, potential hazardousbuilding materials within residential structures were considered to present a low potential risk of exposureduring redevelopment;

No evidence was identified to indicate the presence of any onsite sources of groundwater contamination,however there is potential for off-site contamination migration from the adjacent active service station locatedimmediately east of the site. Therefore, an intrusive groundwater investigation is warranted.

Given the nature and extent of the proposed development and considering the close proximity of an active servicestation, a soil and groundwater sampling program, as well as a hazardous materials survey, are warranted to quantifyany contamination risks and to inform the selection and implementation of remedial and risk mitigation measures (ifrequired).

Taking into account the above considerations and subject to the statement of limitations (Section 8), EI concludesthat there is potential for contamination to be present on site. EI considers that the site can be made suitable for theproposed residential development provided a Detailed Site Investigation (DSI) is carried out to qualitatively assesssoil and groundwater conditions at the site.

EI recommend the following:

Conduct a detailed site investigation (DSI) to characterise site soils and groundwater to provide baseline datafor evaluation of any remedial and management requirements that may be necessary to allow the site to bemade suitable for the proposed commercial development;

Conduct a Hazardous Materials Survey (HMS) of current structures present at the site, if not previouslyundertaken. EI recommend that a HMS is conducted prior to demolition of site structures;

Any material being removed from site (including virgin excavated natural materials or VENM) is classified foroff-site disposal in accordance with NSW EPA (2014) Waste Classification Guidelines; and

Any material being imported to the site should be assessed for potential contamination in accordance withNSW EPA guidelines as being suitable for the intended use or be classified as VENM.

1. INTRODUCTION

1.1 BACKGROUND AND PURPOSE

Environmental Investigations Australia Pty Ltd (EI) was engaged by Mr John Lee of SOGO Trading Pty Ltd toconduct a Preliminary Site Investigation (PSI) on the land parcel known as 2-4 Mintaro Avenue, Strathfield NSW (‘thesite’).

The site is situated approximately 13 km west of the Sydney central business district, within the Local GovernmentArea of Municipality of Strathfield (see Figure 1). The site is identified as Lot 1 DP954705 and Lot 1 DP 105600, witha total area of approximately 1,172 m2. A site layout plan is presented as Figure 2.

This PSI report has been prepared in support of a development application to Municipality of Strathfield to enable thedeveloper to meet its obligations under the Contaminated Land Management Act 1997 (CLM Act), for theassessment and management of contaminated soil and/or groundwater.

1.2 PROPOSED DEVELOPMENT

Based on the drawings provided by the client, EI understand that the proposed development will involve thedemolition of the existing buildings and the construction of a multi-storey residential apartment building with a two-level basement car park which will involve excavation to approximately 26.54 m AHD (6.3 m bgl). Copies of thedevelopment plans are attached in Appendix A.

1.3 REGULATORY FRAMEWORK

The following regulatory framework and guidelines were considered during the preparation of this report:

ANZECC & ARMCANZ (2000) Australian and New Zealand Guidelines for Fresh and Marine Water Quality,Australian and New Zealand Environment and Conservation Council / Agriculture and Resource ManagementCouncil of Australia and New Zealand, October 2000;

DECCW (2009) Guidelines for Implementing the Protection of the Environment Operations (UndergroundPetroleum Storage Systems) Regulation 2014, (UPSS Guidelines), NSW Department of Environment, ClimateChange and Water (DECCW, later renamed as the Office of Environment and Heritage – OEH), May 2009;

1.4 PROJECT OBJECTIVES

The primary objectives of this PSI is to provide a qualitative assessment of the environmental conditions of the siteby appraising the potential for site contamination on the basis of field observations, historical land uses, anecdotaland documentary evidence.

1.5 SCOPE OF WORKS

The scope of works for the investigation included the following:

1.5.1 Desktop Study

A review of relevant topographical, geological, hydrogeological and soil landscape maps for the project area;

Review of selected historical aerial photographs archived at NSW Land and Property Information in order toreview previous site use and the historical sequence of land development in the neighbouring area;

A land titles search conducted through NSW Land and Property Information for information relating to siteownership;

Site history survey involving a detailed search of Municipality of Strathfield records for information relating tooperational site history and/or relevant environmental incidents;

A review of the NSW EPA Land Information records to confirm that there are no statutory notices, notificationand licences current on the site under the Contaminated Land Management Act (1997) and Protection of theEnvironment Operations Act (1997); and

A review of existing underground services on site.

1.5.2 Field Work

A detailed site walkover inspection.

1.5.3 Data Analysis and Reporting

The final task of this assessment involved the preparation of a PSI report to document investigation works, withdiscussion of search findings in regards to potential risks to human health, the environment and the aestheticenjoyment of the land.

2. SITE DESCRIPTION

2.1 PROPERTY IDENTIFICATION, LOCATION AND PHYSICAL SETTING

The site identification details and associated information are presented in Table 2-1, while the site locality is shown inFigure 1.

At the time of the assessment, the site was occupied by two separate residential dwellings. The assessment area isillustrated in Figure 2.

2.2 LOCAL LAND USE

The site is situated within an area of residential development. Current uses, including sensitive receptors, onsurrounding lands are described in Table 2-2.

The following sensitive receptors including childcare centres and schools were identified within 500 metres of thesite: City Kidz located approximately 260 m north east, Beaumaris Street Early Learning Centre locatedapproximately 300 m east, and Enfield Public School located approximately 390 m east of the site.

2.3 REGIONAL SETTING

Local ground topography, geology, soil landscape and hydrogeological information are summarised in Table 2-3.

Attribute Description

Topography The regional topography consists of level to gently undulating rises on Wianamatta Group shales andHawkesbury shale. Local topography declines gently towards the south west.

Regional Geology Bringelly Shale of the Wianamatta Group, which typically comprises carbonaceous claystone,laminite, fine to medium-grained lithic sandstone, with rare coal. (Source: Department of MineralResources Geological Map Sydney 1:100,000 Geological Series Sheet 9130, 1991).

Soil Landscapes Blacktown (bt) soil landscape. Soils are residual, comprise generally shallow to moderately deep (<1m) red and brown podzolic soils on upper slopes; deep (150-300 cm) yellow podzolic soils andsoloths on lower slopes. Acid Sulfate Soil Risk With reference to the Botany Bay Acid Sulfate Soil Risk Map (1:25,000 scale; Murphy, 1997), thesubject land lies within the map class description of No Known Occurrence. In such cases, acidsulphate soils (ASS) are not known or expected to occur and “land management activities are notlikely to be affected by ASS materials”.The Strathfield Council Local Environmental Plan 2012- Acid Sulfate Soils Risk Class 1:1,000 scaleMap indicates that the site lies within a Class 5 ASS area. Council consent is therefore required priorto commencing any works within 500m of Class 1, 2, 3 or 4 land, with a ground elevation of below 5mAustralian Height Datum (AHD) and where the water table is likely to be lowered below 1m AHD onadjacent Class 1, 2, 3 or 4 land.

Likelihood & Depth of SiteFilling

Based on the field observations maximum fill depth is anticipated to be < 1.0 mBGL and is likely to bepresent within the footprints of the current site buildings.

Site Drainage Site drainage is anticipated to occur as overland flow and discharge to the municipal stormwatersystem. Infiltration to subsurface soils is expected to occur in the grassed yards at the north andsouth of both residential houses.

Depth to Groundwater Onsite groundwater conditions, including inferred groundwater flow direction, are discussed inSection 7.2.

An online search of registered groundwater bores was conducted by EI on 28 September 2015 through the NSWOffice of Water (Ref. http://allwaterdata.water.nsw.gov.au/water.stm). There were 17 groundwater bores identifiedwithin a 500 m radius of the site.

2.5 SITE WALKOVER INSPECTION

Site observations were recorded during a site walkover inspection of the site on 24 August 2015. A summary of siteobservations is detailed below and site photographs taken during the inspection are present in Appendix B.

2.5.1 General Site Observations

Site observations indicated that:

The site consists of two separate lots, with both lots being occupied by residential houses within the northernhalf of the site. Smaller sheds are located in the south eastern corner of both lots, with grassed areas andgardens across the remaining site areas (Photo 1).

Site building structures were observed to be poorly maintained;

Site pavements were generally in average condition, with some cracking, deformation present;

Vegetation was present at the site and was observed to be in good conditions, with no signs of stress;

A small plantation of papaya trees was observed in the southern half of the eastern lot (Photo 2);

A active service station is present immediately west of the site and hydraulically up-gradient, with undergroundpetroleum storage systems (UPSS) present near site boundaries (Photo 3);

No suspicious odours were noted during the site walkover inspection.

A historical land titles search was conducted through Legal Liaison Searching Services Pty Ltd. Copies of relevantdocuments resulting from this search are presented in Appendix C. A summary of all the previous and currentregistered proprietors along with information obtained from the available historical aerial photographs, in relation topast potential land uses is presented in Table 3-1. In summary, review of land titles records and historic aerial photography showed that the current residential dwellingshave been present on site since at least the 1930s. Additional structures, including smaller shed and a swimmingpool have been present within the southern half of the site.

3.2 SURROUNDING LANDS HISTORICAL AERIAL PHOTOGRAPHY REVIEW

As part of the Site Land Titles Information / Historic Aerial Review, an assessment of surrounding land uses usinghistorical aerial photographs sourced from NSW Land and Property Information was carried out. A summary of thepertinent information identified at surrounding land parcels from the reviewed photographs is presented in Table 3-2.

3.3 COUNCIL INFORMATION

An application to access records held by City of Sydney Council was initiated on 28 September 2015; however,Council approval was still pending as at the time of report writing. Should pertinent information be identified uponreceipt of Council records, an addendum to the PSI will be prepared and issued.

3.4 HAZARDOUS CHEMICALS AND REGULATORY COMPLIANCE

Contaminated Land – Record of EPA Notices Section 58 of CLM Act

On 29 September 2015, an on-line search of the contaminated land public record of NSW Environment ProtectionAuthority (EPA) Notices was conducted. The contaminated land public record is a searchable database of:

Any relevant determinations under section 11 that relates to land that is significantly contaminated land,

Orders made under Part 3 of the Contaminated Land Management Act 1997 (CLM Act);

Approved voluntary management proposals under the CLM Act that have not been fully carried out and wherethe approval of the EPA has not been revoked;

Site Audit Statements provided to the EPA under Section 53B of the CLM Act that relate to significantlycontaminated land;

Where practicable, copies of any documentation formerly required to be part of the public record; and

Actions taken by the EPA under Sections 35 and 36 of the Environmentally Hazardous Chemicals Act 1985.

This search confirmed that the NSW OEH had no regulatory involvement in relation to the area of investigation, orproperties within 500 m of the site

A search through the List of NSW Contaminated Sites notified to the EPA under Section 60 of the CLM Act 2008 wasalso conducted on 29 September 2015. This list is maintained by NSW EPA and includes properties on whichcontamination has been identified. Not all notified land is deemed to be impacted significantly enough to warrantregulation by the EPA. The site or any nearby properties (within 500 m) have not been notified as contaminated tothe EPA.

Protection of the Environment Operations Act public register

A search of the Protection of the Environment Operations (POEO) Act public register, regarding environmentalprotection licences, applications, notices, audits, pollution studies, and reduction programmes, did not identify anyrecord for the site.

4. DATA ASSESSMENT

4.1 OVERVIEW

The primary purpose of this assessment is to evaluate the environmental and human-health risks associated withpotential contamination at the site. In the context of this assessment, these risks may be defined as the probabilitythat the utility of the site may be diminished by the presence of soil, soil vapour or groundwater contamination, whichmay require that the site be remediated prior to any redevelopment, particularly where more sensitive land uses areproposed.

For the purposes of producing a qualitative assessment of risk, the degree of contamination risk at this site isindicated in this section with due regard for site contamination experienced on typical residential properties in theSydney metropolitan area located adjacent to service station sites and main roads.

Since this assessment is based on the findings of a preliminary site investigation, which did not involve sampling andanalysis of soils, soil vapours or groundwater, risks have been assessed on the basis of:

Information gleaned from the site history searches in relation to previous land uses and anecdotal findingsrelating to site use, and the use of adjacent properties;

Site surface conditions, as deduced from visual observations;

A review of existing underground services on site;

The geological and hydrological setting of the site; and

Professional judgement based on previous experience on similar residential sites adjacent to main roads andservice stations sites.

Whilst this approach provides a framework for preliminary assessment of relative risk, its limitations must be clearlyunderstood. Only sampling and analysis can provide a definitive picture of the contamination status of a site.

Nevertheless, the information provided in this report may be sufficient to make a decision as to the risks associatedwith potentially impacted soils, soil and groundwater at the site.

4.2 HISTORICAL SITE USE AND GENERIC RISKS

The available historical information indicates that there are low to moderate risks associated with the historicalresidential site use (since at least the 1930s). The residential buildings have been present without major modificationsince the 1930’s. However, an active service station is present immediately east and hydraulically up-gradient fromthe site, with UPSS located near the eastern boundary of the site. Based on the historical aerial photograph review EIexpects this property has been a service station from at least 1982, with commercial activities undertaken from atleast the 1930s.

As the proposed development will involve demolition of existing site structures, a number of generic risks affectnearly all older residential properties. The assessment of these risks in relation to this site is outlined in Table 5-1.

4.3 TOXICITY OF HAZARDOUS MATERIALS

No records or other evidence were identified to indicate the previous or present handling or storage of hazardousmaterials on the site and historical searches indicate residential site use. However, as the site is located adjacent toan active service station with UPSS, there is potential for off-site migration of contaminants into soil and groundwateron site.

4.4 RISK OF SIGNIFICANT SPILLAGE/PRODUCT RELEASE

No toxic materials were observed on site. The risk of significant spillage or product release on site is considered tobe low.

4.5 RISK OF SOIL, SOIL VAPOUR AND GROUNDWATER CONTAMINATION

The risk of significant soil, soil vapour and groundwater contamination being present is considered to be negligible tolow. Risks have been assessed with consideration with the identified potential contamination sources described inTable 5-1.

4.6 DATA GAPS

Based on the CSM derived for the site (Section 4) and the above qualitative assessment of risks, the following datagaps have been identified, which are considered to warrant closure by limited additional investigation:

Uncertainty in regards to potential of hazardous material to be present in the residential structures and possibleweathering of current site buildings; and

Uncertainty in regards to off-site soil and groundwater contamination migration levels associated with theadjacent service station and UPSS.

5. CONCEPTUAL SITE MODEL

5.1 OVERVIEW

In accordance with NEPM (2013) Schedule B2 – Guideline on Site Characterisation and to aid in the assessment ofdata collection for the site, EI developed a preliminary conceptual site model (CSM) assessing plausible pollutantlinkages between potential contamination sources, migration pathways and receptors. The CSM provides aframework for identifying data gaps in the existing site characterisation and future site assessments. Potentialcontamination sources, exposure pathways and receptors that were considered relevant for this assessment aresummarised along with a qualitative assessment of the potential risks posed by complete exposure pathways inTable 4-1.

5.2 POTENTIAL CONTAMINATION SOURCES

On the basis of the PSI findings potential contamination sources are as follows:

Weathering of building structures (i.e. painted surfaces, metallic structures, cement-fibre sheeting, etc.); and

Potential contamination from the adjacent service station with active UPSS.

5.3 CONTAMINANTS OF POTENTIAL CONCERN

Based on the findings of the PSI, the chemicals of potential concern (COPC) at the site are considered to be:

Soil - heavy metals (HM), total recoverable hydrocarbons (TRH), the monocyclic aromatic hydrocarboncompounds benzene, toluene, ethyl-benzene and xylenes (BTEX), polycyclic aromatic hydrocarbons (PAH),organochlorine and organophosphorous pesticides (OCP/ OPP), polychlorinated biphenyls (PCB) and asbestos.

Groundwater - HM, TRH, BTEX.

5.4 POTENTIAL SOURCES, RECEPTORS AND EXPOSURE PATHWAYS

Potential contamination sources, exposure pathways and human and environmental receptors that were consideredrelevant for this assessment are summarised in Drawing 4-1.

6. CONCLUSIONSThe property located at 2-4 Mintaro Avenue, Strathfield NSW was the subject of a Preliminary Site Investigation. Theinvestigation was performed as part of a DA for proposed redevelopment into a multi-storey residential development.

Based on the findings of this assessment, it is concluded that:

Historical records indicated that the site has been occupied by the existing residential houses since at leastthe 1930s, with minimal alterations undertaken since. An active service station is located immediately eastand hydraulically up-gradient from the site.

The site and surrounding properties are not reported as being subject to regulation in relation toenvironmental impacts, as documented in the NSW EPA/OEH public registers;

A search of Council records relating to previous development applications, complaints and other informationpertaining to previous activities at site is currently pending, the findings of which will be reported as soon asthey become available;

The site walkover inspection did not identify areas of environmental concern; however, potential hazardousbuilding materials within residential structures were considered to present a low potential risk of exposureduring redevelopment;

No evidence was identified to indicate the presence of any onsite sources of groundwater contamination,however there is potential for off-site contamination migration from the adjacent active service station locatedimmediately east of the site. Therefore, an intrusive groundwater investigation is warranted.

Given the nature and extent of the proposed development and considering the close proximity of an active servicestation, a soil and groundwater sampling program, as well as a hazardous materials survey, are warranted to quantifyany contamination risks and to inform the selection and implementation of remedial and risk mitigation measures (ifrequired).

Taking into account the above considerations and subject to the statement of limitations (Section 8), EI concludesthat there is potential for contamination to be present on site. EI considers that the site can be made suitable for theproposed residential development provided a Detailed Site Investigation (DSI) is carried out to qualitatively assesssoil and groundwater conditions at the site.

7. RECOMMENDATIONSEI recommend the following:

Conduct a detailed site investigation (DSI) to characterise site soils and groundwater to provide baseline datafor evaluation of any remedial and management requirements that may be necessary to allow the site to bemade suitable for the proposed commercial development;

Conduct a Hazardous Materials Survey (HMS) of current structures present at the site, if not previouslyundertaken. EI recommend that a HMS is conducted prior to demolition of site structures;

Any material being removed from site (including virgin excavated natural materials or VENM) is classified foroff-site disposal in accordance with NSW EPA (2014) Waste Classification Guidelines; and

Any material being imported to the site should be assessed for potential contamination in accordance withNSW EPA guidelines as being suitable for the intended use or be classified as VENM.

8. STATEMENT OF LIMITATIONSThis report has been prepared for the exclusive use of SOGO Trading Pty Ltd, who is the only intended beneficiary ofEI’s work. The scope of the investigations carried out for the purpose of this report is limited to those agreed withJohn Lee on 1st July 2015.
