The Consumer Price Index (CPI) for south Florida has averaged approximately 1.9% over the past year, with the cost of shelter, clothing and transportation leading this increase. The CPI is a calculation of the typical goods and services utilized by a family and is generally a good indicator of the increase (or decrease) in prices for a household.

Overall, inflation has dipped slightly this past year, calculated at 1.7% when averaged throughout the year. Cost of Living Adjustments (CoLA) for Social Security recipients also dropped slightly at 1.6%.

In general, salary increases rose slightly at 3.0% (up from 2.7% in 2018) for all employee levels, all employer sizes, and all industries. This marks the tenth consecutive year of an increasing rate, following a period of suppressed salary growth during and immediately after the 2009 economic recession.

Comparisons with the current staff salary ranges with those listed in the Public Employers Personnel Information Exchange (PEPIE) 2019 Salary Survey, while not exact, do give a plausible comparison to existing FIND staff salary ranges. In 2012, the District hired an outside consulting firm to evaluate existing positions and salary ranges. Much of the information generated from their report was derived from the PEPIE report. A comparison of positions and their corresponding salary ranges for 2012, 2014 and 2019 is listed on the spreadsheet on page 45. While FIND salaries have usually been competitive or slightly ahead of comparable positions in south Florida, the recent data suggest a decreasing trend in salary competitiveness for current positions.

Last year the Personnel Committee recommended (and the full Board approved) an overall 3% CoLA salary increase, in addition to the Executive Director’s discretion to award a 0% to 3% merit increase. The Board also raised the Executive Director’s salary by 5%.

Consumer Price Index, Miami-Fort Lauderdale-West Palm Beach – August 2019Area prices up 0.4 percent since June and 1.9 percent over the year

The Consumer Price Index for All Urban Consumers (CPI-U) for Miami-Fort Lauderdale-West Palm Beach increased 0.4 percent from June to August, the U.S. Bureau of Labor Statistics reported today. Regional Commissioner Janet S. Rankin noted that the all items less food and energy index rose 0.6 percent over the bi-monthly period. Since June, the food index rose 0.4 percent, while the energy index fell 2.3 percent. (Data in this report are not seasonally adjusted. Accordingly, bi-monthly changes may reflect the impact of seasonal influences.)

From August 2018 to August 2019, the all items CPI-U rose 1.9 percent. Over the year, the index for all items less food and energy advanced 3.0 percent and the food index rose 0.3 percent. In contrast, the energy index declined 6.1 percent over the past 12 months. (See chart 1 and table 1.)

FoodThe food index rose 0.4 percent from June to August, reflecting a 0.7-percent increase in the food at home index. The food away from home index was unchanged over the bi-monthly period.

The food index edged up 0.3 percent for the 12 months ending August 2019. Over the year, the food away from home index increased 0.8 percent, while the food at home index inched down 0.1 percent.  

EnergyThe energy index fell 2.3 percent from June to August, reflecting a 3.2-percent decrease in the gasoline index. The electricity index also declined over the bi-monthly period, down 1.2 percent.

Over the year, the energy index declined 6.1 percent, fueled by an 11.4-percent drop in the gasoline index. In contrast, the electricity index rose 1.2 percent since August 2018.

All items less food and energyThe index for all items less food and energy rose 0.6 percent from June to August. Several indexes increased over the bi-monthly period including shelter (0.3 percent), apparel (3.2 percent), and new and used motor vehicles (1.2 percent).

The all items less food and energy index advanced 3.0 percent from August 2018 to August 2019. The shelter index contributed to the over the year increase, up 4.4 percent.

The Consumer Price Index for September 2019 is scheduled to be released on Tuesday, October 10, 2019.

Technical Note

The Consumer Price Index (CPI) is a measure of the average change in prices over time in a fixed market basket of goods and services. The Bureau of Labor Statistics publishes CPIs for two population groups: (1) a CPI for All Urban Consumers (CPI-U) which covers approximately 93 percent of the total population and (2) a CPI for Urban Wage Earners and Clerical Workers (CPI-W) which covers 29 percent of the totalpopulation. The CPI-U includes, in addition to wage earners and clerical workers, groups such asprofessional, managerial, and technical workers, the self-employed, short-term workers, the unemployed,and retirees and others not in the labor force.

The CPI is based on prices of food, clothing, shelter, and fuels, transportation fares, charges for doctors' and dentists' services, drugs, and the other goods and services that people buy for day-to-day living. Each month, prices are collected in 75 urban areas across the country from about 5,000 housing units and

approximately 22,000 retail establishments—department stores, supermarkets, hospitals, filling stations, and other types of stores and service establishments. All taxes directly associated with the purchase and use of items are included in the index.

The index measures price changes from a designated reference date (1982-84) that equals 100.0. An increase of 16.5 percent, for example, is shown as 116.5. This change can also be expressed in dollars as follows: the price of a base period "market basket" of goods and services in the CPI has risen from $10 in 1982-84 to $11.65. In calculating the index, price changes for the various items in each location are averaged together with weights that represent their importance in the spending of the appropriate population group. Local data are then combined to obtain a U.S. city average. Because the sample size of a local area is smaller, the local area index is subject to substantially more sampling and other measurement error than the national index. In addition, local indexes are not adjusted for seasonal influences. As a result, local area indexes show greater volatility than the national index, although their long-term trends are quite similar. NOTE: Area indexes do not measure differences in the level of prices between cities; they only measure the average change in prices for each area since the base period.

Changing Compensation Costs in the Miami Metropolitan Area – June 2019Total compensation costs for private industry workers increased 1.6 percent in the Miami-Fort Lauderdale-Port St. Lucie, FL metropolitan area for the year ended June 2019, the U.S. Bureau of Labor Statistics reported today. Regional Commissioner Janet S. Rankin noted that one year ago, Miami experienced an annual gain of 2.7 percent in compensation costs. Locally, wages and salaries, the largest component of compensation costs, advanced at a 1.7-percent pace for the 12-month period ended June 2019. Nationwide, total compensation costs increased 2.6 percent and wages and salaries rose 3.0 percent from June 2018 to June 2019. (See chart 1 and table 1.)

Miami is 1 of 15 metropolitan areas in the United States and 1 of 5 areas in the South region of the country for which locality compensation cost data are now available. Among these 15 largest areas, over-the-year percentage changes in the cost of compensation ranged from 3.9 percent in New York to -0.4 percent in Seattle in June 2019; for wages and salaries, annual changes ranged from 4.3 percent in Los Angeles to 1.5 percent in Houston. (See chart 2.)

The annual increase in compensation costs in Miami in June 2019, at 1.6 percent, compared to advances that ranged from 2.5 to 1.4 percent in the four other metropolitan areas in the South (Atlanta, Dallas, Houston, and Washington). Miami's 1.7-percent gain in wages and salaries over this 12-month period compared to rates ranging from 3.0 to 1.5 percent in the four other southern localities. (See table 2.)

Locality compensation costs are part of the national Employment Cost Index (ECI), which measures quarterly changes in compensation costs, which include wages, salaries, and employer costs for employee benefits. In addition to the 15 locality estimates provided in this release, ECI data for the nation, 4 geographical regions, and 9 geographical divisions are available. (Geographical definitions for the metropolitan areas mentioned in this release are included in the Technical Note.)

In addition to the geographic data, a comprehensive national report is available that provides data by industry, occupational group, and union status, as well as for both private, and state and local government employees. The Employment Cost Index for September 2019 is scheduled to be released on Thursday, October 31, 2019.

Technical Note

The Employment Cost Index (ECI) measures the change in the cost of labor, free from the influence of employment shifts among occupations and industries. The compensation series includes changes in wages and salaries and employer costs for employee benefits.

Wages and salaries are defined as straight-time average hourly earnings or, for workers not paid on an hourly basis, straight-time earnings divided by the corresponding hours. Straight-time wage and salary rates are total earnings before payroll deductions, excluding premium pay for overtime, work on weekends and

holidays, and shift differentials. Production bonuses, incentive earnings, commission payments, and cost-of-living adjustments are included in straight-time earnings, whereas nonproduction bonuses (such as Christmas or year-end bonuses) are excluded. Also excluded are such items as payments-in-kind, free room and board, and tips.

Based on available resources and the existing ECI sample, it was determined that estimates would be published for 15 metropolitan areas. Since the ECI sample sizes by area are directly related to area employment, the areas with the largest private industry employment as of the year 2000 were selected. For each of these areas, 12-month percent changes and associated standard errors were computed for the periods since December 2006.

The metropolitan area definitions of the 15 published localities are listed below.

• Atlanta-Athens-Clarke County-Sandy Springs, GA Combined Statistical Area (CSA) includes Barrow, Bartow, Butts, Carroll, Cherokee, Clarke, Clayton, Cobb, Coweta, Dawson, DeKalb, Douglas, Fayette, Forsyth, Fulton, Gordon, Gwinnett, Hall, Haralson, Heard, Henry, Jackson, Jasper, Lamar, Madison, Meriwether, Morgan, Newton, Oconee, Oglethorpe, Paulding, Pickens, Pike, Polk, Rockdale, Spalding, Troup, Upson, and Walton Counties in Georgia.

• Boston-Worcester-Providence, MA-RI-NH-CT CSA includes Barnstable, Bristol, Essex, Middlesex, Norfolk, Plymouth, Suffolk, and Worcester Counties in Massachusetts; Bristol, Kent, Newport, Providence, and Washington in Rhode Island; Belknap, Hillsborough, Merrimack, Rockingham, and Strafford Counties in New Hampshire; and Windham County in Connecticut.

• Chicago-Naperville, IL-IN-WI CSA includes Bureau, Cook, DeKalb, DuPage, Grundy, Kane, Kankakee, Kendall, Lake, La Salle, McHenry, Putnam and Will Counties in Illinois; Jasper, Lake, LaPorte, Newton, and Porter Counties in Indiana; and Kenosha County in Wisconsin.

• Dallas-Fort Worth, TX-OK CSA includes Collin, Cooke, Dallas, Denton, Ellis, Grayson, Henderson, Hood, Hopkins, Hunt, Johnson, Kaufman, Navarro, Hopkins, Palo Pinto, Parker, Rockwall, Somervell, Tarrant, and Wise Counties in Texas; and Bryan County in Oklahoma.

• Detroit-Warren-Ann Arbor, MI CSA includes Genesee, Lapeer, Lenawee, Livingston, Macomb, Monroe, Oakland, St. Clair, Washtenaw, and Wayne Counties in Michigan.

• Houston-The Woodlands, TX CSA includes Austin, Brazoria, Chambers, Fort Bend, Galveston, Harris, Liberty, Matagorda, Montgomery, Trinity, Walker, Waller, Washington and Wharton Counties in Texas.
