1. EXECUTIVE SUMMARY
1.1. About Indian oil
Indian Oil Corporation Ltd. (Indian Oil) is India's largest public corporation in terms of revenue and
is one of the five Maharatna status companies of India, apart from Coal India Limited, NTPC
Limited, Oil and Natural Gas Corporation and Steel Authority of India Limited. It is the highest
ranked Indian company and the world's 119th largest public corporation in the prestigious Fortune
'Global 500' listing in the year 2015. Beginning in 1959 as Indian Oil Company Ltd., Indian Oil
Corporation Ltd. was formed in 1964 with the merger of Indian Refineries Ltd. (Estd. 1958). Indian
Oil accounts for nearly half of India's petroleum products market share, 35% national refining
capacity (together with its subsidiary Chennai Petroleum Corporation Ltd., or CPCL), and 71%
downstream sector pipelines through capacity. The Indian Oil Group owns and operates 11 of
India's 23 refineries with a combined refining capacity of 80.7 MMTPA (million metric tonnes per
annum).
There are nine refineries located at Guwahati, Digboi, Barauni, Gujarat, Haldia, Mathura, Panipat,
Bongaigaon and Paradeep these also include refinerie of subsidiary Chennai Petroleum
Corporation Ltd. (CPCL).
The Corporation's cross-country pipelines network, for transportation of crude oil to refineries and
finished products to high-demand centres, spans over 11,220 km. With a throughput capacity of
80.49 MMTPA for crude oil and petroleum products and 9.5 MMSCMD for gas, this network
meets the vital energy needs of the consumers in an efficient, economical and environment-
friendly manner.
2. INTRODUCTION OF THE PROJECT
This is Petroleum product storage capacity enhancement project at existing Sangrur petroleum
terminal at Jind Road Sangrur of Indian Oil Corporation Ltd. The present storage capacity of the
POT is 82,515 KL. To meet the demand of the petroleum product to the surrounding areas. IOCL
has decided to enhance the storage capacity of the POT. After enhancement the total capacity of
the POT will be 1,99,725 KL. At present IOCL Sangrur terminal is handling petroleum products
such as MS, SKO, HSD and Ethanol. MS and Ethanol fall under Class ‘A’ flammable Petroleum
products while SKO and HSD fall under Class ‘B’ flammable Petroleum product.
The project activities fall under item no. 6 (b): “Isolated storage & handling of hazardous
chemicals under the category “B” (general conditions apply)” as per the EIA notification 2006 and
its amendments.
2.1 Identification of the Project and Project Proponent
The Indian oil Corporation has a 65% share of the bulk consumer business, and almost 6,400
dedicated pumps are in operation for the convenience of large-volume consumers like the
defense services, railways and state transport undertakings, ensuring products and inventory at
their doorstep. They are backed for supplies by 136 bulk storage terminals and depots, 100
aviation fuel stations and 91 LPG bottling plants.

The expansion project being proposed is important in view of the consistent increase of demand
of Petroleum Product in market. This expansion project is has state as well as nationwide
importance for fulfilling fuel requirement of the end users/ consumers of the areas.
The project activities fall under item no. 6 (b): “Isolated storage & handling of hazardous
chemicals under the category “B” (general conditions apply)” as per the EIA notification 2006 and
its amendments.
2.2 Brief Description of nature of the Project This is storage capacity enhancement project of petroleum product at IOCL Sangrur POT from
82,515 KL to 1,99,725 KL by constructing tanks of 2 X 600 KL for ethanol, 4 X 25,000 KL for
HSD, 1 X 12000 KL for HSD and 1 X 4010 KL for HSD at Indian Oil Corporation Ltd.(MD), Jind
Road Sangrur, Punjab-148001.
Sangrur terminal operation is the tap off point on Kandala Bhatinda Pipeline (KBPL). IOCL
receives MS, SKO, HSD, and ethanol through Panipat- Bhatinda pipeline and stored on different
storage tanks. The terminal has tanker loading gantries for MS, HSD, and SKO. Tanker loading
from has 3 sheds and total 25 bays each. MS, HSD, SKO and ethanol are filled in tankers from
these bays.
2.3 Need for the Project and its importance Based upon Petroleum consumption scenario, need is felt to enhance the Petroleum storage
capacity at Sangrur POL. To meet the demand of the POL product to the end users, IOCL has
proposed to enhance the POL storage capacity of the plant by constructing 2 X 600 KL for
ethanol, 4 X 25,000 KL for HSD, 1 X 12000 KL for HSD and 1 X 4010 KL for HSD This will
improve the storage capacity of POL at existing plant.
2.4 Petroleum Import Sangrur terminal operation is the tap off point on Kandala Bhatinda Pipeline (KBPL). IOCL
receives MS, SKO, HSD, and ethanol through Panipat- Bhatinda pipeline and stored on different
storage tanks.
2.5 Petroleum Supply At the Terminal petroleum products are dispatched by tank truck loading to consumers. Indian Oil
reaches precious petroleum products to millions of people every day through a country wide
network of about 35000 sales points they are backed by 167 bulk storage terminals and depots

2.6 Employment Generation due to the Project
The proposed Expansion project will provide indirect employment to about 60-80 persons during
the construction phase and also in transportation during construction phase.

3. PROJECT DESCRIPTION
3.1 Type of the Project

3.2 Project Location
The POL Terminal of IOCL is located on Sangrur-jind highway and 4 Km away from Sangrur city.
The terminal over about 103.81 acres of land. The Detail on surrounding and neighborhood are as
follows:
North: In this direction Village Kammomarja Khurd is situated. South: In this direction HPCL depot
is located. South-East the depot surrounded by the BPCL Depot. East: In this direction Bir
(Forest) Ashwin & Agriculture land is located.
3.3 Topography
Sangrur is in the north western region of India and is a part of the Indo-Gangatic alluvial Plains.
The exact cartographic co-ordinates of Sangrur are 30015’02”N 75050’39”E. It has an average
elevation of 232 meters (761 ft.)

3.4 Process Details
Indian oil Corporation Ltd. (IOCL) has established Sangrur POL Terminal for storage and
distribution of petroleum product in the region. The terminal handles MS, SKO, HSD, and Ethanol.
MS and Ethanol fall under Class “A” flammable Petroleum products while SKO and HSD fall
under Class “B” flammable Petroleum products.
At the terminal petroleum products are received through Panipat-Bhatinda Pipeline. The present
capacity of plant is 82,515 KL, Presently there are total 13 numbers of tanks at the Sangrur
terminal. The petroleum products are received from pipeline and stored in respective tanks.
At terminal Tank truck loading farm has 3 sheds with 25 bays each. MS, HSD, SKO and Ethanol
are loaded from these bays. Dedicated pipeline is available for handling MS, HSD, SKO, and
Ethanol. The petroleum products pumped by dedicated pump to tank truck loading and
dispatched to consumers.

3.5 Risk Analysis and ERDMP
Since plant is having Hazardous chemical inventory exceeding threshold quantity as per MSIHC
Rule-1989, amendment 2000”. Quantitative Risk Analysis and DMP report has been prepared and
updated regularly. Same shall be reviewed and updated with augmented facility. ERDMP report
has also been prepared and shall be in compliance with PNGRB regulations-2010.
3.6 Liquid Waste Management
There is no manufacturing process as it is only storage and filling plant hence there will be no
generation of Effluent. Sewage will be treated through septic tanks and soak pits.
3.7 Hazardous and solid waste Management
There will be no generation of any hazardous waste by the plant. Total Solid Waste Generated
from the proposed facility will be disposed through pollution control board approved vendor.
3.8 Noise generation and its management
The major source of noise pollution in the industry is the DG set for which acoustic enclosure is
proposed. Also ambient noise levels will be ensured within the ambient standards by inbuilt
design of mechanical equipment and building apart from vegetation (tree plantations) along the
periphery and at various locations within the industry premises.
3.9 Domestic Solid Waste
The total quantity of domestic wastes generated is about 3 kg/day which will be segregated at
source, collected in bins and composted. The composted waste will be used as manure for
landscape development.
3.10 Hazardous waste Generation and Its Management during Operation Phase
The hazardous wastes generated is petroleum tank bottom sludge, Petroleum tanks are cleaned
once in five year , The type and quantities of Hazardous waste generated from various processes
are Approx.1 KL/Tank. The tank bottom sludge is sold out at third party to authorized vendor.
3.11 Fire Fighting Details

3.12 Power Supply For the existing project, power is received from Punjab State Electricity Corporation. The power
requirement will remain same after the proposed expansion. Moreover, DG sets are also there.

4. SITE ANALYSIS
4.1 Connectivity The Plant site located around 4 Km from the Sangrur city.
The connectivity of the site to airport, railway and road is as follows:
Airport connectivity- The nearest domestic and international airport is New Delhi
Rail connectivity- The nearest railway station is Sangrur which is about 4km from project
site
Road connectivity- Nearest highway is Sangrur-jind highway
Police Station – Sangrur Police Station
Hospital- Civil Hospital.
5.0 PROJECT SCHEDULE AND COST ESTIMATES
5.1 Project schedule The company has proposed to enhance the storage capacity of the Petroleum Product at the
Terminal. 2 X 600 KL Ethanol tanks, 4 X 25000 KL HSD tanks, 1 X 12,000 KL HSD tank and 1 X
4010 HSD tanks, mounded storage tanks to increase the storage capacity from 82,515 KL to
1,99,725 KL. The proposed project schedule around one year for completion of work.
5.2 Cost estimates The cost of the proposed expansion project is estimated to be approx. Rs.108 CR.
5.3 Corporate Social Responsibility (CSR) Policy
The company is actively involved in CSR related activities, budgetary provisions have been made
in the financial year 2015-2016 to spend on Corporate Social Responsibility (CSR) by IOCL head
office.
