1.0 EXECUTIVE SUMMARY1.1. About Indian oilIndian Oil Corporation Ltd. (Indian Oil) is India's largest public corporation in terms of revenueand is one of the five Maharatna status companies of India, apart from Coal India Limited,NTPC Limited, Oil and Natural Gas Corporation and Steel Authority of India Limited. It is thehighest ranked Indian company and the world's 119th largest public corporation in theprestigious Fortune 'Global 500' listing in the year 2015. Beginning in 1959 as Indian OilCompany Ltd., Indian Oil Corporation Ltd. was formed in 1964 with the merger of IndianRefineries Ltd. (Estd. 1958). Indian Oil accounts for nearly half of India's petroleum productsmarket share, 35% national refining capacity (together with its subsidiary Chennai PetroleumCorporation Ltd., or CPCL), and 71% downstream sector pipelines through capacity. The IndianOil Group owns and operates 11 of India's 23 refineries with a combined refining capacity of80.7 MMTPA (million metric tonnes per annum).

There are nine refineries located at Guwahati, Digboi, Barauni, Gujarat, Haldia, Mathura,Panipat, Bongaigaon and Paradeep these also include refineries of subsidiary ChennaiPetroleum Corporation Ltd. (CPCL).

The Corporation's cross-country pipelines network, for transportation of crude oil to refineriesand finished products to high-demand centers, spans over 11,220 km. With a throughoutcapacity of 80.49 MMTPA for crude oil and petroleum products and 9.5 MMSCMD for gas, thisnetwork meets the vital energy needs of the consumers in an efficient, economical andenvironment-friendly manner.

2.0 INTRODUCTION OF THE PROJECTThis is Petroleum product storage capacity enhancement project at existing Jodhpur petroleumterminal at Salawas, Jodhpur of Indian Oil Corporation Ltd. The present storage capacity of thePOL is 83,785 KL. To meet the demand of the petroleum product to the surrounding areas.IOCL has decided to enhance the storage capacity of the POL and storage facility for Biodiesel.After enhancement the total capacity of the POT will be 1,16,185 KL. At present IOCL Jodhpurterminal is handling petroleum products such as MS, SKO, DDHL, HSD, and Ethanol. MS andEthanol fall under Class ‘A’ flammable Petroleum products while SKO, HSD and Biodiesel fallunder Class ‘B’ flammable Petroleum product.

The project activities fall under item no. 6 (b): “Isolated storage & handling of hazardouschemicals under the category “B” (general conditions apply)” as per the EIA notification 2006and its amendments.

2.1 Identification of the Project and Project ProponentThe Indian oil Corporation has 65% share of the bulk consumer business, and almost 6,400dedicated pumps are in operation for the convenience of large-volume consumers like thedefense services, railways and state transport undertakings, ensuring products and inventory attheir doorstep. They are backed for supplies by 136 bulk storage terminals and depots, 100aviation fuel stations and 91 LPG bottling plants.

The expansion project being proposed is important in view of the consistent increase of demandof Petroleum Product in market. This expansion project is has state as well as nationwideimportance for fulfilling fuel requirement of the end users/ consumers of the areas.

2.2 Brief Description of nature of the ProjectThis is storage capacity enhancement project of petroleum product at IOCL Jodhpur POL from83,785 KL to 1,16,185 KL by constructing tanks of 1X20000 KL for HSD, 2X6,000 KL for ATF,2X200 KL for Biodiesel and reallocation of existing 2X2000 KL ATF to ethanol tanks at Indian OilCorporation Ltd.(MD) , Salawas, Jodhpur- (Rajsthan).

The petroleum products are coming to plant by KSPL (Koyali Sanganer pipeline) and Waganfrom Vadodara Refinery. Petroleum products are store in respective storage tanks.

2.3 Need for the Project and its importanceBased upon petroleum consumption scenario, need is felt to enhance the Petroleum storagecapacity at Jodhpur POL. To meet the demand of the POL product to the end users, IOCL hasproposed to enhance the POL storage capacity of the plant by 1X20000 KL for HSD, 2X6,000KL for ATF, 2X200 KL for Biodiesel and reallocation of existing 2X2000 KL ATF to ethanoltanks. This will improve the storage capacity of POL with enhance cover of 20 to 30 days atexisting plant.

2.4 Petroleum ImportAt POL terminal the petroleum products are received through KSPL Pipeline and RailwayWagan from Vadodara refinery.

2.5 Petroleum SupplyAt the Terminal, petroleum products are dispatched by tank truck to consumers. Indian Oilreaches precious petroleum products to millions of people every day through a country widenetwork of about 35000 sales points they are backed by 167 bulk storage terminals and depots101 aviation fuel stations. Jodhpur POL supplied petroleum products to ten district places inRajasthan.

2.6 Employment Generation due to the ProjectThe proposed Expansion project will provide indirect employment to about 30-50 persons duringthe construction phase and also in transportation during construction phase only.

3.0 PROJECT DESCRIPTION

IOCL has decided to enhance the storage capacity of the POL. After enhancement the totalcapacity of the POT will be 1,16,185 KL. At present IOCL Jodhpur terminal is handlingpetroleum products such as MS, SKO, DDHL, HSD and Ethanol. After expansion Biodieselproduct will be added in POL storage. 3.2 Project LocationJodhpur Terminal is an automated inland Terminal spread over an area of 120 acres andsituated in Village: Salawas, Tehsil: Loni, District: Jodhpur which is about 20 km from Jodhpurcity. off 3 km from NH-62 (Abohar Punjab to Pindwara Rajasthan Highway).The details ofsurrounding and neighborhood are as follows:

The Terminal is located on vacant/ barren land with little habitation. East Side- BPCL POLterminal. West Side – Salawas Railway station, North Side- small village and South side-agricultural /Grazing land.

3.3 Topography:The Jodhpur is located near the geographic centre of Rajasthan state. The site is situated atLatitude 26008’00.24‟N and 26008’28.32‟N and Longitude 73000’50.76‟E and 73001’20.64‟E. Ithas characterized by high temperature, semi-arid, but with a rainy season from late June toSeptember.

3.4 Process DetailsIndian oil Corporation Ltd. (IOCL) has established Jodhpur POL Terminal for storage anddistribution of petroleum product in the region. The terminal handles petroleum products such asMS, SKO, DHPP, HSD and ETHANOL. MS and Ethanol fall under Class ‘A’ flammable Petroleumproducts while SKO and HSD fall under Class ‘B’ flammable Petroleum product.

At POL terminal the petroleum products are received through KSPL Pipeline and Railway Waganfrom Vadodara refinery.

The present capacity of plant is 83,785 KL. Presently there are total 22 numbers of tanks at theJodhpur terminal. The petroleum products are received from pipeline/Railway Wagan and storedin respective tanks. At terminal Tank truck loading farm has 3 sheds with 2X10 bays and 1X8bays. MS, HSD and SKO are loaded from these bays. Dedicated pipeline is available for handlingMS, HSD, DHPP and SKO. The petroleum products pumped by dedicated pump to tank truckloading and dispatched to consumers.

3.5 Risk Analysis and ERDMPSince plant is having Hazardous chemical inventory exceeding threshold quantity as per MSIHCRule-1989, amendment 2000”. Quantitative Risk Analysis and DMP report has been preparedand updated regularly. Same shall be reviewed and updated with augmented facility. ERDMPreport has also been prepared and shall be in compliance with PNGRB regulations-2010.

3.6 Liquid Waste ManagementThere is no manufacturing process as it is only storage and filling plant hence there will be nogeneration of Effluent. Domestic sewage is treated in ETP and disposed via soak pits.

3.7 Noise generation and its managementThe major source of noise pollution in the industry is the DG set for which acoustic enclosure isproposed. Also ambient noise levels will be ensured within the ambient standards by inbuiltdesign of mechanical equipment and building apart from vegetation (tree plantations) along theperiphery and at various locations within the industry premises.

3.8 Domestic Solid WasteThe total quantity of domestic wastes generated is about 3 kg/day which will be segregated atsource. Domestic sewage generated disposed off via existing Septic tank and scak pit.(Registered at RSPCB No-2013-2014/SWMS/1701).

3.9 Hazardous and solid waste ManagementThere will be no generation of any hazardous waste by the plant. The type and quantities ofHazardous waste generated from various processes like during tank outage for maintenanceactivity. Sludge being degradiated using bacteria treatment to reduce the oil content below 4 ppm.

3.10 Hazardous waste Generation and Its Management During Operation PhaseThe hazardous wastes generated is petroleum tank bottom sludge, Petroleum tanks are cleanedonce in five year , The type and quantities of Hazardous waste generated from various processesare Approx.1 KL/Tank. Sludge being degradiated using bacteria treatment to reduce the oilcontent below 4 ppm.

Fire Fighting Details3.10.1 Fire Fighting System Description

Following are the type of fire protection systems for POL Terminal plant, Fire Tenders/ Fire Fighting Engines. Fire Hoses. Specialized nozzles e.g. fog, jet, Mayur, water curtain, triple purpose etc. Mobile Water Monitors Fire extinguishers Water gel blankets

3.11 Power SupplyFor the existing project, power is received from Rajsthan State Electricity Board (RSEB). Thepower requirement will remain same after the proposed expansion. Moreover, three DG sets arealso there of capacity 2X625 KVA and 1X500 KVA as per CPCB.

3.12 Communication SystemCommunication facility available at plant for internal and external communication purpose is asfollows

4.0 SITE ANALYSIS4.1 ConnectivityThe Plant site POL terminal is located around the 20 km from Jodhpur city.

The connectivity of the site to airport, railway and road is as follows:a. Airport connectivity- The nearest domestic and international airport is Jodhpur.b. Rail connectivity- The nearest railway station is Salawas which is about 0.5 kilometers

from the sitec. Road connectivity- 3 km from NH-62 Abohar Punjab to Pindwara Rajasthan Highway.d. Hospital- Dhanwantari Hospital.

5.0 PROJECT SCHEDULE AND COST ESTIMATES5.1 Project scheduleThe company has proposed to enhance the storage capacity of the Petroleum Product at theTerminal. by 1X20000 KL for HSD, 2X6,000 KL for ATF, 2X200 KL for Biodiesel and reallocationof existing 2 X 2000 KL ATF to ethanol tanks to increase the storage capacity from 83,785 KL to1,16,185 KL. The proposed expansion project scheduled around one year for completion of work.

5.2 Cost estimatesThe cost of the proposed expansion project is estimated to be approx. Rs. 32.95 CR.
