Sh. Banarasi Das S/o Sh Dhanpat Rai applied for mining lease over an area of
17.9979 hectares, near village Guda, Taluka Kolayat, District –Bikaner,
Rajasthan for mineral Ball Clay & Silica Sand on 18.10.2013 Govt. of
Rajasthan issued a Letter of Intent for mining lease over an area of 17.9979
hectares vide letter no. DMG/Bika/CC-7/P1(1)48/13/978 dated. 5th May 2014,
with the condition to submit approved Mining Plan within six months and prior
EC under Environment Protection Act 1986. (Refer Annexure No. 1).
2.2 Brief Description of nature of the project.
Mining of Ball Clay and Silica Sand will be done by open cast mechanized method
of mining. Excavating of mineral and overburden will be carried out by using
Excavator of Caterpillar 350 on hired basis. Loading of mineral and overburden on
the Tippers of 20 tonnes capacity will be carried out manually. Proposed

production of Ball Clay 70,000 TPA and Silica Sand 30,000 TPA thus total
production of mineral will be 1,00,000 TPA.
2.3 Need For The Project And Its Importance To The Country:
The basic objective of the project is to effective utilization of Mineral in the country
and /or region. The Mining project falls in the area of the district Bikaner,
Rajasthan devoid of sufficient agriculture activities and other industrial growth.
The earning sources of the region are limited. Most of the people are dependent
on agriculture. The region has scarcity of water. Mineral wealth of the state
Rajasthan provides the employment opportunity to the people of the state as well
as region also. Mining is one of the major core sector industries which play a
crucial role in the process of country economic development.
2.4 Demands-Supply
Basically, the Ball Clay is used for the following purpose:
Wall and floor tiles, wash basins, toilet bowls, plates, cups and saucers, linoleum,
acoustic ceiling tiles, insulated electrical cables, pale coloured bricks, and clay
drainage pipes
Windscreen wipers, spark plugs, and engine mountings
Hoses and fertilizers
Pharmaceutical and polymers and many others
Kiln furniture For this Project, Mineral Ball Clay and Yellow Ocher will be used
in following Industries.
The Ball Clay produced here is of Ceramic Grade and the lessee will sell the Ball
Clay to the different customers.
Some of its major customers include M/s H& R Johnsons, Somnay Ceramics,
Kajaria Ceramics & Orient Ceramics and RAK Tiles, Vermora tiles and Hindustan
Sanitary Ware. Apart from these, they have lots of customers all over the India.

The Silica Sand is used throughout the world, and in so many different ways it is
hard to imagine a world without it. The Silica Sand is used in water filtration, to
glass manufacture, to industrial casting sand blasting, to producing concrete etc.
The Silica Sand of this area is an inferior grade mineral containing about contain
18% Al2O3. After sorting and sizing alumina content may be increase up to 21%
and thereby other physical properties are also important.
2.5 Imports vs. Indigenous Production
There will be no import for the project. There will be indigenous inputs in the entire
mining activity.
2.6 Export Possibility
The mining activity is not prospecting exports.
2.7 Domestic/Export Markets
Lessee would like to sale out the mineral to the different buyers.
2.8 Employment Generation (Direct or Indirect)
The mining project will generate direct & indirect employment. About 32 people
will get direct employment and about 15 people will also be affected indirectly
and employed with allied and related industries, such as transportation,
maintenance, etc.

3.3 Details of Alternate Site Considered and the Basis of Selecting the Proposed
Site, Particularly the Environmental Considerations Gone Into Should Be
Highlighted:
Mining is site specific project and limited to mineralized area.
3.4 Size/Magnitude of Operation:
It is proposed to produce Ball Clay and Silica Sand 1,00,000 TPA in the
applied area of 17.9979 hectares by open cast mechanized method of mining.
3.5 Project Description with process details & Flow diagram
It is a mining project of Ball Clay & Silica Sand from the applied area of
17.9979 ha, situated at near village – Guda, Tehsil – Kolayat, District –
Bikaner (Rajasthan). Proposed production is 1,00,000 TPA.(70,000 TPA Ball
Clay & 30,000 TPA Silica Sand ) The mineral produced here will be sold to
the ceramic based industries. The method of mining will be opencast
mechanized.
Mining will be done by open cast mechanized method of mining by forming
benches of 3.0 m height and width will be 3 times the width of the widest
machinery put to be use in the mine. The sides of the benches will be kept at
the safe angle not more than 75 degree from horizontal. The yield of Ball Clay
is around 70% and remaining 30% is Silica Sand. The Ball Clay, after sorting
and sizing, will be loaded manually into Tippers 0f 20 tonnes capacity and
then it will directly be sold to the ceramic based industries. The waste will be
excavated by the Excavator of CATERPILLAR 350 and then it will be used
for the backfilling purpose. Tippers are proposed for the transportation of the
waste to the proposed area of backfill.
Quarry limits of all workings are planned with a 7.5 mtrs statutory barriers
against the lease boundary or roads existing in the lease hold.
All haulage roads, the alignment of which keeps on changing depending upon
the working in the pit, joins the existing surface roads of the lease hold.
Provisions of MMR 1961 will be strictly be adhered.

3.6 Availability of water its source, energy/power requirement and source :
Total water requirement in the mine will be about 8.0 KLD for drinking,
spraying (dust suppression) and plantation. Water will be brought from Dug
Well/Tube well situated in nearby village Through water tankers. Detail of

Diesel for trucks/equipment – about 500 Lt. per day is assumed to be
consumed. Machinery will be on hire basis so diesel will be provided by
contractor.
3.7 Quantity of wastes to be generated (liquid and solid) and scheme for their
management /disposal:
No Top soil is present in the project area.
About 240316tonnes (123329 cu.m.) of overburden will be produced during
the next five years.

Waste generated will directly be used for the backfilling purpose. Therefore,
the question for the disposal of waste does not arise. Old dump exist in the
South-Eastern direction will be disposed properly by terracing and
developing green belt over there after spreading the top soil generated.
A retention wall and a Garland Drain will be developed around the dump to
prevent the surface run- off to enter into the pit.

4.0 SITE ANALYSIS
The applied area is for mineral Ball Clay and Silica Sand which is suitable
for use in Ceramic, Crockery, Glazed Tiles, Sanitary Ware and other
construction works. The selected site has the following advantages.
1. The area chosen is not having habitation.
2. The site is well connected by road.
3. No endangered species around the mine site.
5. Availability of labors from nearby villages.
6. Proximity to the market.

4.3 Topography:
The area has undulating topography with gradient gently rising towards
West. The area represents typical arid topography with characteristic
Aeolian landforms like Sand dunes, most of the dunes found in this area are
of longitudinal type with comparatively low lengths at their crest and larger
lengths of the limbs, denoting NE prominent wind direction with consistent
velocity all around the year. However all the dunes are now settled. The soil
is sandy considered into Aridisol with windblown aolian quartz sand. The
dunal sand varies in thickness over the area.
The highest and lowest mRL of the lease area is 200mRL and 197mRL
respectively. The drainage pattern follows the north direction.

4.5 Existing Infrastructure
Site services as per Mines Rules 1955 will be provided. Mine Office, Temple,.
First Aid station, Toilets as per the provisions of Mines Rules 1955 shall be
continued to be maintained. as per the provisions of Mines Rules 1955.
Medical Facility & other benefit’s will be provided to Miners Health is as
follow:
a) Regular medical checkup of the mine employees will be carried out
b) Medicines shall be provided free of cost.
c) Educational Add shall be provided to the children’s of workers.
4.6 Soil Classification
Major Soil Type of district - Loam, Clay loam, pebbly & stony and sandy loam
The soils of Bikaner district are predominantly light textured, weak –
structured but well – drained. The arid climate with low rainfall, high
temperature and high evaporation losses have resulted in physical and
mechanical disintegration of the parent material giving rise to predominance
of coarse fraction in the soil. Very little chemical weathering has been taking
place and the development of soil is mostly indistinct. Soils are generally of
desertic type with poor fertility status and very low water retention capacity.
Regional Geology:
Geologically the oldest rocks exposed in the limited area and encountered in
dug &, tube wells etc. have been equated to upper vindhyan of south east
Rajasthan known as trans Aravalli- Vindhyans Overlying them are Tertiary
formations followed by quaternary to recent sediments.

Local Geology:
Locally the Kolayat area is very well known for clay deposits. Clay occurs
near Guda, Kotri, Marh and Kolayat and was investigated by G.S.I. Three
horizons of clay inter¬bedded with Limestone are noted in this area.
The middle horizon is traceable for about 18 km. length and provides clay of
the best quality. It comprises fire clay beds 1 to 3 mts, thick. The clay is white
to creamy or brownish white, and turns white on firing. The Upper horizon
consists of a single clay bed 3mts. to 7 mts thick, exposed over a strike length
of 5 km. between Madh and JogiraTalao. It is similar to that of the middle
horizon in physical and chemical properties. The two bands in the lower
horizon are 1.5 to 2.5 mts. in the thickness. It is highly plastic, fine grained
and composed mostly of kaolinite.
From the top, few bands of Nummulitic Limestone are observed intercalated
with Fuller’s Earth, the thickness of Fuller’s Earth continues to increase
towards NW. There is a consistent dip of 5O-6O towards NW with strike
towards N 25O. The lenses of limestone are blocky in nature that tends to pry

out in lenticular blocks. The local thickness of White clay horizon here varies
from 4.5 mts to 5.0 mts. The upper horizon consists of clay with mildly low
plasticity than the lower horizon. This clay band is underlain by fine Silica
rich sandstone that has high porosity.
4.7 CLIMATIC DATA FROM SECONDARY SOURCES
Lying in the Western Desert region of the state of Rajasthan , the climate of
Bikaner is not different from the other cities of the same region. Bikaner's
climate is typical to the Thar Desert area with extreme temperatures.
During the summer, the temperature in Bikaner rises very often above 48°
Centigrade. The extreme heat becomes unbearable but humidity is not so
high. Winter in Bikaner witnesses a drastic change when temperature comes
down to 4 to 5 degree. Any normal summer day in Bikaner is very hot but the
evening is quite cold. The period from October to February is the pleasant
most season in Bikaner. A report of a normal autumn day of the city will give
an idea of the weather in Bikaner.
4.8 Social Infrastructure
The entire requisite infrastructure required for mine will be developed.
The infrastructure like office, rest shelter, toilets, first aid stations etc. will be
provided at project site.
The nearest village is Guda, health & educational facilities (in the form of
primary and secondary schools) are available there.
Medical facilities, Primary Health Centre are there in the area, imparting
services, for advance medical facilities. In each village one health worker has
been appointed by the Govt. to provide primary health facilities.
Village people are availing drinking water facilities generally from the Hand
pump, open well and tube well. The water supply is also supplied through
tanker in few villages. During summer scarcity of water has been noticed.

Communication services like post office and telephones are available in the
nearby village. Some of the villagers are having mobile phones.
5. 0 PLANNING BRIEF
5.1 Planning Concept:
It is a mining project of mineral Ball Clay and Silica Sand . The proposed
production of Ball Clay 70,000 TPA & Silica Sand 30,000 TPA thus total
mineral will be produced 1,00,000 TPA. Opencast, mechanized method of
mining will be adopted and transportation of mineral shall be done through
road by Trucks.
5.2 Population Projection
Man power requirement for mining is estimated to be 32 Nos. Most of the
employees will be recruited from neighboring village depending upon the
availability of skilled & unskilled people. Migration of highly educated and
skilled person will take place but it will be on temporary basis. So there will
no permanently migration of people, hence there will be no population
projection.

5.4 Assessment of Infrastructure Demand(Physical and Social):
Site services as per Mines Rules 1955 will be provided at project site. Mine
Office, Temple, Labor Quarters and Rest room will be established in the
mining lease area. First Aid station, Toilets will be Costructed.
The road facility will be provided. The labour requirement is drawn from the
nearest villages, shall also be trained for the requirement in mines. Govt.
Dispensary is available nearest to ML area in villages.
5.5 Facilities Provided:
5.5.1 Infrastructure
The entire requisite infrastructure required for mine will be provided at site.
The infrastructure required is office, store, workshop and shelter for workers
will be constructed at mine site. For drinking, water will be brought from
the dug well/ tube well situated in nearby village. Most of the workers will
be from nearby villages so no accommodation at mine site will be required.
5.5.2 Landscaping and Green Belt Development
The area falls in semi-arid zone and there is a shortage of water so large
scale plantation is not possible. The rains are also so scanty hence it is
essential that the sapling of selected plants grown should be such those
required minimum water.
It is proposed to plant a total no. 630 trees per year on the statutory
barrier and over backfilled area as shown on the lay out plan. The total
proposed area for afforestation up to end of mine life is 8.37 (6.00 hectares
backfilled and 1.42 along statutory barrier & 0.95 ha as on mine out benches)
and expected survival rate is 80%.

A number of species will be planted suitable to this area of climate
conditions like Kinkar, Babool, Ker, shrubs etc. The afforested area will
be encircled by a barbed wire fence to protect it from cattle’s and regular
watering thrice a week (except monsoon) and maturing as required will
be done.

5.5.3 Health and safety System
During the opencast working, and allied activities, all the precautionary
measures shall be taken into account as per MMR 1961 and MCDR 1988 for
safety and security.
Following Safety & security measures will be enforced;
Moving front of the quarry shall have temporary fencing.
Permanent fencing will be provided where quarry has reached the
ultimate pit limit.
Mine entrance will have a permanent check post and record shall be
maintained of all persons / vehicles entering the mine area.
Round the clock security arrangement shall be provided to prevent
inadvertent entry of persons.
5.5.4 Disaster Management and Risk Assessment
Inspite of following all the precautionary measures and following all safety
rules, regulations and procedures, in mining accidents cannot be ruled out
completely. The Project Proponent will formulate a Disaster Management

Plan with the approval of DGMS. Following are the accidents which can take
place in mechanised opencast mining and measures proposed to be taken.
Failure of Benches.
Fall of human beings or fall of machines from benches/ dumps/haul roads.
Fire & Explosion in machinery.
Preventive Measures:
Creating berm on the side of benches /haul roads.
Fire fighting equipment in the machinery/ workshop/ office will be
maintained. Persons will be trained and mock rehearsal will be conducted.
Training of security personnel.
Procedures as laid down in Disaster Management Plan to be followed.
Training;
Persons will be trained in use of Chemicals and protective equipment, fire
fighting equipment, Training in first aid as per Mines Rules 1955

8.0 PROJECT SCHEDULE

The project activity will be started after getting the Environmental
Clearance.
8.2 Project Cost Estimation
Estimated Project Cost with the proposed production is 1.20 crore.
(A) Capital investment

8.3 Economic Viability
The anticipated cost of mining is Rs. 220- per ton. Average sale value is Rs.
700-800/- per tonne depending on its grade and quality. Hence the project will
be viable.
9.0 ANALYSIS OF PROPOSAL
Project will create direct & indirect employment opportunities within the
surrounding region. Unit will use good faith efforts to employ local people
from the nearby villages depending upon the availability of skilled & un-

skilled man-power surrounding the project site.
In operation phase, the proposed project would require significant workforce
of non-technical and technical persons. Migration of highly education and
skilled experience will result in increase of literacy in the surrounding
villages.
In addition, the proposed expansion of project shall enhance the prospects
of employment.
Assessment of the potential socioeconomic benefits during mining
focused primarily on work force requirements, acquisition of supplies,
and the temporary increased demand for services related to the mining
project like food, housing, communications, law enforcement, medical care,
local transportation etc. Due to these, additional revenue to local suppliers
for required products and services related to the construction and operation
phases of the project will generate.
Thus, mining activities will provide numerous new, although temporary,
work opportunities for both skilled and unskilled labor, as well as
contribute significantly to the local economy.
Additional government revenue expected from royalty, taxes, duties and
other fees.
An added benefit to the proposed project will result in considerable growth of
stimulating the industrial and commercial activities in the state. Small
and medium scale industries may be further developed as a consequence.
