EXECUTIVE SUMMARY   The application has been done for Black Trap for the Environment Clearance of lease area 0.4158  hectare  by M/s. Manki Stone Mines  is  Partner  of  the mining  of  Black Rubble Stone  (Black  Trap)  Mining  Project.  The  project  is  located  at  Survey  No:  68/1  Paikee, Village‐Udalpur, Timba Road, Savli, Dist.: Vadodara, Gujarat.  Some facts about the mining lease :­  I. This is an Existing Black Trap mining stone project.   II. The lease copy of Survey No: 68/1 Paikee Black Trap mining stone is attached 

as per Annexure­1 of Form‐ 1 application.   III. Blasting shall be involved in this project.   IV.  Black Trap mining is done only in lease area as provided by the Geology and 

mining department.  V. Approximately 10 Nos. of workers shall get employment opportunity.   VI.  Category of project – B2 VII.  Sr. No. in the Schedule – 1(a) VIII.   The existing Lease area – 0.4158 hectare. IX.  The production of Black Trap mineral i s 19000 MT/Month.  X. Water consumption is 2 KL/Day. Out of this, 1.0 KL/Day is used for Domestic 

purpose and 1.0 KL/Day is used for Sprnkling purpose. Source of Water is Bore well/Tanker located at our stone crushing plant which is nearer to our mining activity.   

XI.  There is no any industrial water consumption and wastewater generation from the   project. XII.  There i s no any permanent power requiremen t for the  proposed  project.   XIII.   No such solid waste or hazardous waste is generated from mining.  Only overburden 

and rejected materials (soil/stone) is generated. It is used for refilling of low lying area or paving roads. 

  XIV.  There is no any National Park, Forest, Wild Life Sanctuary, Eco Sensitive Area are   notified industrial area are presented within 15 km radius of the project.   2 | P a g e

CHAPTER – 1 INTRODUCTION OF THE PROJECT/BACKGROUND INFORMATION 1.1 IDENTIFICATION OF THE PROJECT AND PROJECT PROPONENT   This is a existing project of Black Trap Mining.  The project name is Mr. Manki Stone Mines which is located at Survey No: Survey No: 68/1 Paikee, Village‐Udalpur, Timba Road, Savli, Dist.: Vadodara, Gujarat.  Category of Project – B  Sr. No. in the schedule – 1(a)  The existing Lease area‐ 0.4158 hactare  The applicant Mr. Jayeshbhai Chandubhai Patel is Partner of this stone mining lease.  The Lease application copy of survey no. 68/1 paikee is attached as per Annexure – 1 of Form 

– 1 application.  1.2 BRIEF DESCRIPTION OF NATURE OF PROJECT Black Trap Mining is a practice to extract Black Trap, mainly through blasting in Black Trap area 

is an open pit mining. Black Trap is a raw material for the Kapchee, greet like construction 

material. In the construction business Black Trap plays an important role. Black Trap is mineral present as stone benches. The height and thickness of bench is vary with 

place to place. The average thickness of the overburden is around 1.30 to 3.00 meters. The 

Over Burden or waste will be stacked separately temporarily for ultimate dispose off by 

means of backfilling and also for covering the mine area. Black Trap is excavated mechanically 

with blasting. The over burden/waste is backfilled is worked out areas. The average annual 

production of Black Trap @ 19000 MT/Month 1.3 NEED FOR THE PROJECT AND IMPORTANCE TO THE COUNTRY The Mining project falls in the area of the Vadodara  district, Guajrat. As industrial growth and 

infrastructure growth is going on day by day in Guajrat, there is huge requirement of concrete 

or kapchee that plays a very crucial role in any developing countries. These Black Trap should 

be transferred to stone crushing plant for making different size of kapchee. 1.4 DEMAND AND SUPPLY GAP As infrastructure growth as on peak in Gujarat, there is a huge demand of Black Trap as a 

raw material (To use by stone crusher company). There is a marginal gap between demands

1.5 EXPORT POSSIBILITY Black Trap extract from the mining is transferred to the stone crushing unit. 1.6 DOMESTIC/EXPORT MARKET Black Trap extract from the mining is transported  to the nearby stone crushing unit. No export 

is proposed. 1.7 EMPLOYMENT GENERATION (DIRECT & INDIRECT) DUE TO THE PROJECT About 10 staff members including labors directly and approximately 15 persons will  be engaged 

indirectly in this proposed Black Trap mining project. Thus total 10 people will get employment 

including directly or indirectly. Considering 5 people in a family total  50 will  be benefited  and shall 

depend on the mining activities of  this mining lease area. 5 | P a g e

CHAPTER – 2

PROJECT DESCRIPTION 2.1 TYPE OF PROJECT (INCLUDIUNG INTERLINKED AND INTERDEPENDENT PROJECTS, IF ANY) This  is  a proposed Mining project for production of Black Trap mining s tone  

project from the  lease, having an area  of hectare. 2.2 LOCATION (MAP SHOWING GENERAL LOCATION, SPECIFIC LOCATION AND PROJECT 

BOUNDARY & PROJECT SITE LAYOUT) WITH COORDINATES. The entire project is 0.4158 hectare. The area breaks up in the following table:

plan and short view is  attached  as per Annexure‐ 3 & 4 of Form‐1. 2.3 DETAILS OF ALTERNATE SITES CONSIDERED AND THE BASIS OF SELECTING THE 

PROPOSED SITE, PARTICULARLY THE ENVIOURNMENTAL CONSIDRATION GONE INTO 

SHOULD BE HIGHLIGHTED. Since it is an existing Black Trap mining hence site specific, no alternative site considered. The proposed mining is in the lease area only for excavation of mineral Black Trap 

and overburden/soil layer. 2.4 SIZE AND MAGNITUDE OF OPERATION This is an existing Black Trap mining stone project in a lease area of 0.4158 hectare which has capacity to produce Black Trap annually @ 19000 MT/Month by opencast mining. 6 | P a g e

2.5 PROJECT DESCRIPTION WITH PROCESS DETAILS (A SCHEMETIC DIAGRAM/FLOW CHART 

SHOWING THE PROJECT LAYOUT, COMPONENTS OF PROJECT ETC. SHOULD BE GIVEN) At present the manual opencast mining will be carried out. There is no overburden is the area. 

Mining in general will be carried out by manual open case method by forming benches up to 

2.0 to 3.0 m height. The sides of the benches have slopes at a safe angle not more than 45 

degree from horizontal. Excavated Run Of Mine (ROM) will be subjected to manual sizing into 

fraction of +25 mm to – 100 mm. The yield of sized black trap will be around 85%, undersize 

Black Trap will be around 10% and remaining 5% as mining losses. Mining losses are on account 

of dust generation during drilling/blasting, wash off from the area etc. This sized black trap will 

be loaded into trucks manually and dispatched to the stone crushing plant. Remaining 10% of 

undersize material will be stacked on the worked out pit floor. Drilling and blasting will be also 

carried out by using air compressor and drill machine / jack hammer drill. Manufacturing 

process details is attached as per Annexure – 5 of Form – 1 application. Quarry limits of all workings are planned with a 7.5 mtrs statutory barriers against the lease 

boundary or roads existing in the lease hold. All haulage roads, the alignment of which keeps 

on changing depending upon the working in the pit, joins the existing surface roads of the lease 

hold. Four Wheeled Trolley attached to tractor will be generally used for movement of mineral. 

The mineral transported out of the lease hold will be with the help of tippers and trucks. All pit working will be securely fenced as per the standards prescribed by DGMS. 

Approach roads to pit faces shall be maintained as required. Mining will be carried out for black trap only. In the available thickness of 5 m of deposit, 

two benches are proposed to developed width of bench is proposed to at 3 – 4 m. 7 | P a g e

BLASTING The Black Trap being medium hard category requires some drilling and blasting for excavation. 

To maintain a beach height of 3 meters, drilling by 65/100 mm dia drill machine, is 

recommended. However in future effort will be made to improve upon it. Blasting frequency is 

recommended as twice in every sis days (i.e. twice in every week). Benches shall be kept 

sloped at an angle of 15˚ to vertical, the bench slope height shall be 3.1 m and with sub – grade 

drilling 0.2 m. The depth of shot holes to be drilled shall be 3.3 m. BLASTING PATTERN For every hole, one delay detonator would be used. Blasting would be done by using short 

delay action detonators to reduce ground vibration. Holes would be connected in a row “in 

series” and the rows “in parallel”, i.e. “Series – Parallel” connection would be made at the 

time of blasting. Double row blasting would be preferred to single row so as to cut down on 

the number of blasts required for maintaining production. Various types of explosives such as ANFo, Slurry, Emulsion etc.will be used for blasting. Since 

ANFO is cheaper and economical, it will be used as much as possible except in rainy season. 

Delay detonators or Nonel detonating fuse will be used since multi row system of firing will be 

carried out so as to reduce the ground vibration, noise, fly rock etc. due to blasting. Sequential 

blasting techniques using sequential blasting machine shall be used to reduce explosive charge 

per delay to a minimum to reduce ground vibration. The details about storage and transport 

of explosive are given below:‐ STORAGE OF EXPLOSIVES The total  storage of explos ive materia l is as  per the  license of Petroleum & Explosive Safety 

Organization  (PESO). The storage  of explosive material  is as per the  guidelines of PESO. 8 | P a g e

PRECAUTIONARY MEASURES Adequate precautionary measures will be taken as given below. (a) Adequate siren system will be in operation.   (b) Legible warning sign in the language understood by the local people   (c) Enough security guards, especially posted on roads etc.   (d) Before blasting the upper surface of the bench shall be cleaned off any stones lying above.   (e) The  truck  line of  the  detonating  cord  shall  be  covered  with  sand  to  reduce air over pressure, as it is major source of air blast noise.   (f) Controlled blasting shall be practiced and only between 12 noon and 2 pm.    (g) All safety measures as prescribed under MMR 1961 and circulars issued by DGMS.   (h) An effective record of  instruction  to guards given for working and clearance shall  be maintained.    FREQUENCY OF BLASTING The blasting activity is proposed to be carried out during day time the frequency of blasting will be based on requirement of ROM/Sized Black Trap. 2.6 REGIONAL GEOLOGY Udalpur Village and Savli Taluka falls in Vadodara  district of Gujarat state. Nearby small towns 

are Udalpur, Savli etc. 2.7 RAW MATERIAL REQUIRED ALONG ESTIMATED QUANTITY, LIKELY SOURCE, AND 

MARKETING ARE OF FIANL MODE OF TRANSPORT OF RAW MATERIAL AND FININSHED 

PRODUCT. This is an existing project for mining of Black Trap and mining are being done by blasting. 

So only Explosive Material for blasting Purpose. No other major Raw Material is required. We have obtained the permission from Petroleum and Explosives Safety Organization 

(PESO) for blasting material. Final product is marketed in Sinor, Rajipla, Kevadia, Vadodara, etc. The Final Product is Black Trap which is transported directly by road through Tractor or Truck 

to the Stone Crushing Unit Located in nearby Area. 9 | P a g e

2.8 RESOURCE OPTIMIZATION/RECYCLING AND REUSE ENVISAGED IN THE PROJECT, IF 

ANY, SHOULD BE BRIEFLY OUTLINED. No optimization and reuse envisaged in the project. 2.9 AVAILABILITY OF WATER ITS SOURCE, ENERGY/ POWER REQUIREMENT AND SOURCE SHOULD 

BE GIVEN Water consumption is 2.0 KL/Day. Out of this, 1.0 KL/Day is used for Domestic Purpose and 

1.0 KL/Day is user for sprinkling purpose. Source of Water is bore well/Tanker/Jugs. 2.10 QUANTITY OF WASTE TO BE GENERATED (LIQUID AND SOLID) AND SCHEME FOR THEIR 

MANAGEMENT/DISPOSAL. There  is no such waste or hazardous waste from  mining. Only overburden and rejected materia ls 

(soil/s tone)  are  generated. It is used for ref illing of  low  lying area or for paving roads. 10 | P a g e

CHAPTER – 3

SITE ANALYSIS 3.1 CONNECTIVITY The existing project site is well connected with all the infrastructure i.e. telephone, fax, road, railway, airport, etc. The nearest railway station is Timba  Road @ 3 km in SW Direction from project site. The nearest village is Savli which is @ 37 km in SW direction from project site. The nearest town/City is Vadodara which is @ 70 km in SW direction from project site. Also the school, collages, hospital, etc are available within the 15 km radios from existing site. 3.2 LAND FORM, LAND USE AND LAND OWNERSHIP. The entire lease area is 0.4158 Ha. The total lease is used for the Black Trap Mining. Mr. Jayeshbhai Chandubhai Patel is Partner of this Existing mining area. 3.3 TOPOGRAPHY (ALONG WITH MAP) The mine lease area at present exhibits almost plain topography which will marginally change 

during  running  of mine and on  its abandonment  at  the end  of proposed mining,  due  to 

digging of shallow pits up to 3.0 m depth. Key plan is attached as per Annexure – 2 of Form – 1.   11 | P a g e

3.4 EXISTING LAND USE PATTERN (AGRICULTURE, NON‐AGRICULTURE, FOREST, WATER BODIES 

(INCLUDING AREA UNDER CRZ), SHORTEST DISTANCES FROM THE PERIPHERY  OF THE PROJECT 

TO THE PERPHERY  OF THE FORESTS, NATIONAL PARK, WILD LIFE SANCTUARY, EMO SENSITIVE 

AREAS, WATER BODIES (DISTANCE FROM THE  HFL OF THE RIVER), CRZ IN CASE OF NOTIFIED 

INDUSTRIAL AREA, A COPY  OF THE GAZETTE NOTIFICATION SHOULD  BE GIVEN. The existing land is Non Agri culture. A copy of NA is a ttached as per Annexure  – 1 of Form – I 

application.  

There is no any national park, Forest, Wild Life Sanctuary, Eco Sensitive Area 

and Notified industrial area is presented within 15 km radius of the project.

CHAPTER – 4

PLANNING BRIEF 4.1 PLANNING  CONCEPT  (TYPE OF  INDUSTRIES,  FACILITIES,  TRANSPORTATION  ETC)  ETC)  

TOWN AND COUNTRY PLANNING/DEVELOPMENT AUTHORITY CLASSIFICATION.  

 

It is a mine project hence mining of Black Trap is carried out. The production of 

Black Trap is around 19000 MT/Month. Transportation of Black Trap is done to the 

Stone Crushing Unit through road by covered Tractors and/or covered trucks.   Other  facilities  such  as  power,  transportation  and  communication,  social infrastructure facilities are locally available near project site.  

  4.2   LAND USE PLANNING (BREAKUP ALONG WITH GREEN BELT ETC.)   

       The Black Trap mining is covered 0.4158 hectare area.

4.3       ASSESSMENT OF INFRASTRUCTURE DEMAND (PHYSICAL & SOCIAL)   4.3.1   PHYSICAL INFRASTRUCTURE

The road facility is already available which are being used and maintained. The labor 

requirements are drawn from the nearest villages, which are also be trained as per 

requirement. Other requisite infrastructure as transport of mine labors is available by 

way of jeep, two – wheeler. Medical facility is available for fist aid at project site. 

Govt. Dispensary is available nearest to ML area in villages.  4.3.2  SOCIAL INFRASTRUCTURE

About 10 staff members including labors directly and approximately 15 persons will be 

engaged indirectly in this mining project. Primary infrastructure like road, water, 

phone. Schools are available in nearby area.  4.4 AMENITIES/FACILITIES   

The mine working is not proposed to be fully mechanized; hence there will be no 

need for separate workshop. However Tractor or pump will continue to be serviced. It 

is proposed that few spanners & wrenches at kept at the mine office to attend an 

emergency.   Rest shelter along with first‐aid station complying with all the provisions of Mines Rules will be constructed in the lease area itself.   

       A portable blasting shelter will be provided.   Water  is  required  for  drinking  purpose  as  well  as  for  domestic,  sprinkling  and plantation. Source of water will be Bore well/Tanker/Jugs.  

 The mine  is proposed  to be worked  in one shift  (general  shift) only.  So no electric 

power connection is required at mine for lighting.   Employee will report to the duty on own means. The material from the mine will be transported by trucks / tippers.  

 Fire  extinguishers  shall  be  provided  in  accordance  with  legal 

requirements. Appropriate security arrangement shall be made.   

First aid box with all necessary materials will  kept all  time  in the office building  for

EXISTING INFRASTRUCTURE 5.1 INDUSTRIAL AREA (PROCESSING AREA)   

       An office‐cum‐stone will be constructed at mine area for primary necessities.   5.2 RESIDENT AREA (NON PROCESSING AREA)   

       No residential area is required Workers are available n nearby area.   5.3 GREEN BELT   

To improve the environment of the area there has been about 30 trees are planted 

along periphery of the mine.   5.4 SOCIAL INFRASTRUCTURE   

The project has providing employment opportunity for about 10 people directly and 

indirectly, employment shall be generated for providing about 10 persons which are 

shopkeepers, mechanic, drivers, transporters etc. The project is responsible for social 

benefits like water, health care measures, educational benefits, promotion of culture 

& religious activities.   5.5 CONNECTIVITY (TRAFFIC AND TRANSPORTATION ROAD / RAIL / METRO / WATER 

WAYS ETC)  

 The existing project site  is well connected with all the infrastructure  i.e.  telephone, 

fax road, railway, airport etc.   The nearest railway station is Timba  Road @ 3 km in SW Direction from project site. The nearest village is Savli which is @ 37 km in SW direction from project site. The nearest town/City is Vadodara which is @ 70 km in SW direction from project site.

 Also  the school, collages, hospital, etc are available within  the 15  km  radius  from 

the existing site.  

 

5.6 DRINKING WATER MANAGEMENT (SOURCE & SUPPLY OF WATER)   

Water consumption is 2.0 KL/Day. Out of this, 1.0 KL/Day is used for Domestic 

purpose and 1.0 KL/Day is used for sprinkling purpose. Source of Water is Bore 

well/Tanker/Jugs located at our stone crushing plant which is nearer to our mining 

activity.

5.7 SEWAGE SYSTEM   

0.4  KL/Day  sewage  shall  be  generated  from  the  domestic  purpose  only  which  is disposed through soak pit/septic tank system.  

 5.8 INDUSTRIAL WASTE MANAGEMENT   

No industrial waste will be generated from the existing as well as proposed activity.   The mining activity will not be generating any waste water.  

 5.9 SOLID WASTE MANAGEMENT   

The deposit of the lease area is horizontally bedded and totally outcropping. There is 

neither any overlying waste stratum nor any overburden. Hence, no overburden or 

mine reject generation is anticipated during the mining operations. After sizing, sized 

material will be transported to the Stone Crushing Plant However, it some top soil is 

encountered in pot holes, solution channels during mining, then it will be recovered 

carefully and used for plantation purpose.   5.10 POWER REQUIREMENT   

Power is required only for running the machines, involved in it. No another power is 

required for this project. Mining activities are done in day time only.   16 | P a g e

PROJECT  SCHEDULE AND COST EXTIMATES

7.1 LIKELY DATE OF START OF  CONSTRUCTION AND LIKELY DATE OF 

COMPETION (TIME SCHEDULE FOR THE PROJECT TO BEGIVEN)

This is a Existing Black Trap mining Stone project. There is no such construction activity 

required for this project except a small office. Since this is an existing project the office 

is already existing at the site.

ANALYSIS OF PROPOSAL (FINAL  RECOMMENDATION)

The project is expected to provide employment to local people in different activities 

such as Mining, Sizing, Transportation and Plantation activities. The project activity will 

not have any major impact on the environment. 

The company provides the helping hand in the development of the nearby villages 

by following ways: a. Development of facilities within the villages like roads etc.   b. Up gradation of primary school in nearby villages.  

In the interest of mineral development infrastructure boom and improving the social 

conditions of the local habitants, this existing project should be allowed after
