PRE – FEASIBILITY REPORT
1. Executive Summary
Bagalkot Cement & Industries Ltd (BCIL) proposes to produce 0.6
MTPA of Limestone from its mine i.e., Kaladagi Limestone Mine
spreading over an area of 167.32 Ha. in survey nos. 126-131, 150-
156, 160, & part of 113, 115-117, 119-125, 132, 143-146, 149, 157-
159, 161, Kaladagi Village, Bagalkot Taluk, Bagalkot District,
Karnataka State.
It is an existing mining lease and further the lease was under deemed
renewal status upto 2021 and thereafter under deemed extension
provision of Sec. 8(A) of MMDR Act, 2015 it is valid upto 12/03/2031
as per the letter No. DMG/ML-1733/2016-17/787 dt. 21.6.2016 from
the Commissioner, Dept. of Mines & Geology, Bangalore to Govt. of
Karnataka and further the GOK vide its order No CI106CMC2016 dt
08.08.2017 extended the lease upto 12.03.2031.
The proposal was considered in the EAC meeting held during 23rd
and 24th October 2017 for grant of ToR. Based on the past
production details submitted by BCIL, the committee advised to apply
afresh as per the provisions S.O. 804(E) dated 14th March, 2017. The
present application is being submitted under violation.
The mineable reserves in the subject mining lease area are estimated
to be about 79.35million tonnes. With the above reserves and at the
planned production rate of 0.6 MTPA, the deposit will have life of ≈
132 years.
BCIL proposes to adopt opencast mechanised method of mining in
the mining lease area to win the limestone production.
The limestone from the mine will be transported to the cement plant
located at 19 km aerial distance.
The waste generated from the mine is estimated to be about 1.5
million cum (in 132 years) which will be backfilled in 3.8 Ha of mined
out area conceptually. Top Soil generated will be stacked separately
and used for plantation.
The total water requirement for this mining project will be 150 KLD
same will be sourced from borewell for which necessary prior
permission will be obtained from competent authority. Also, water
will be sourced from mine sumps as and when developed.
The power requirement of about 50 kW will be obtained from Govt.
Grid supply.
133 persons will be employed at different levels. The Mines Manager
who is already in place shall be in charge of the mine holding First
Class Manager’s certificate of competency issued under MMR, 1961.
The capital cost of the project is estimated to be about Rs 15 crores
2. Introduction of the Project / Background information
i. Identification of project and project proponent. In case of mining
project, a copy of mining lease / letter of intent should be given.
M/s Bagalkot Cement & Industries Ltd, Bagalkot earlier known as
M/s. Kanoria Industries Ltd, Bagalkot has Cement Plant at Bagalkot
since 1955 with present Production capacity of 1,650 TPD. which
needs 3,000 TPD of Limestone. Presently, Limestone is purchased
from other mines and after starting our own mines only upon
specific requirement the limestone shall be purchased.
M/s. Kanoria Industries Ltd, Bagalkot of Bagalkot District,
Karnataka has Mining Lease ML.No. 1733 with an extent of 467.82
Ha. since, 13-03-1981 (Copy of Lease Deed- Annexure-1) which was
transferred from Mysore Minerals Limited (MML) on 05-10-1996.
(Annexure-2).
M/s. Kanoria Industries Ltd, Bagalkot has renamed as M/s.
Bagalkot Udyog Limited on 19-10-2005. M/s. Bagalkot Udyog
Limited has transferred its liabilities and assets to the new company,
M/s Bagalkot Cement & Industries of Bagalkot on 1-07-2007.
Lessee has reduced the area from 467.82 Ha to 453.25 Ha. i.e. 14.57
Ha, which was under Reserve Forest. FMCP for the deleted area was
approved by IBM, vide Ref No. FMCP/BGK/GOA(KNT)/LST-3-
SZ/2860 dated 29-08-2009.
The Scheme of Mining was approved for the retained area of 453.25
Ha under MCR 1960 vide approval No. MS/BGK/GOA(KNT)/LST-43-
SZ Dated 07-08-2009.
After the submission of Renewal application to state Government, the
Company has faced Financial Crises and all the mining activities
were stopped. Due to the erosion of the network of the Company, the
Company was declared as the sick industry under the provisions of
SICA Act 1986 and the Company’s Rehabilitation Scheme was under
consideration of the BIFR.
Again as per the instruction of BIFR fresh Renewal form was
submitted to Dept, of Mines & Geology, Bangalore (Annexure-3).
Again Lessee has gone for reduction in the area from 453.25 Ha to
167.32 Ha due to the following reasons
1) There is Raichur-Belgaum State Highway passing through in
the Northern Part of the Lease Area. There are other PWD Main
roads from Kaladgi to Ankalagi and Kaladgi to Bantnal.
2) Major part of Kaladagi Town with population of 13,676 (2011
census) is covered the Northern portion of the Lease Area
3) There is a major canal passing in the middle of the Lease Area.
4) There is a new Bagalkot-Kudachi Railway Line passing
through the Lease Area.
5) Northern part of the Lease Area is getting submerged in future.
6) The owners are not willing to sell their land to M/s Bagalkot
Cement & Industries. Most of the lands are well irrigated and
Sugarcane is grown. There are more than 6 Sugarcane
Factories within 30kms radius and also, there is good demand
for Sugarcane. Sugarcane growers are making good profit.
Hence, a letter was sent to the Director, Dept, of Mines & Geology,
Govt., of Karnataka, Bangalore for reduction of the Lease Area. This
was expressed in the BIFR meeting held on 21-11-2012 at Vikasa
Soudha Bangalore, under the Chairmanship of Principal Secretary C
& I, Govt, of Karnataka, Bangalore, Accordingly, a letter was issued
by the Director, Dept, of Mines & Geology, Govt, of Karnataka,
Bangalore to submit the Mining Closure plan as per 29(A) of MCR
1960 (Annexure-4).
FMCP for the deleted area of 285.93 Ha was approved by IBM, vide
Ref No. FMCP/OTF.MECH-76(KNT)/GOA/2014-15 dated 30-03-
2015. (Annexure-5). Subsequently, under deemed extension
provision of Sec. 8(A) of MMDR Act, 2015 its validity is upto
12/03/2031 as per the letter No. DMG/ML-1733/2016-17/787
dt. 21.6.2016 from the Commissioner, Dept. of Mines & Geology,
Bangalore to Govt. of Karnataka and further the GOK vide its order
No. CI 106 CMC 2016 dt 08.08.2017 extended the lease upto
12.03.2031. (Annexure-6).
Hence, the Modified Mining plan for 167.32 Ha. is prepared as per
rule under Rule 17 of MCR 2016 and got it approved vide letter
No/MMP/MECH-01(KNT)/GOA/2017-18 dt. 30.06.17 from RCOM,
IBM Goa.
BIFR Sub-Committee meeting for the period 2013-14, held on 17-07-
2013 under the Chairmanship of Principal Secretary to GOK,
directed the Law, Justice & Human Rights Dept to personally follow
up the matter and submit their opinion (Annexure-7). In this regard,
the Law, Justice & Human Rights Dept gave clear opinion to renew
the Mining Leases in respect of Mines Nol683, 1685 and 1733, vide
Letter dated 1-8-2013 (Annexure-8). The findings made by the Law,
Justice & Human Rights Dept, are as under:
“In Para 8. of AD. file, department has stated that the applicant has
not submitted the consent of land owner, conversion order of D. C.
for non-agricultural activities and the reasons for the delay in
submitting application for renewal of lease. But BIFR in its order
dated 19-12-2012 in case No.28/2000 has directed the State to
renew the mining leases without insisting for N. O. C. from Deputy
Commissioner of Bagalkot. In view of the said direction the
Government could not insist reasons for the delay in submitting the
application for renewal of leases and for conversion order of the
Deputy Commissioner. As far as the objection raised regarding the
consent of the land owner is concerned, the Government can renew
the leases as the Government is no way concerned with the said
issue. Even if there is any issue between the applicant and the land
owner, the Government is no way concerned with the same. In view
of the order of BIFR, the Government has to consider this case as a
special case. In order to comply with the direction of BIFR, the
Government has to renew the Mining Leases in respect of Mines
No.1683, 1685 and 1733”.
As per the Letter dated. 1.8.2013, BCIL has moved the matter with
the Department of Mines & Geology, Bangalore for renewal of above
mining leases.
First High Level Committee (BIFR) Meeting of 2014-15 held on 07-
05-2014 under the Chairmanship of Chief Secretary to GOK to
discuss about the reliefs and concessions to be extended to cases
registered with BIFR. Secretary to Govt, of Karnataka, Bangalore
(Mines, Commerce & Industries Dept) has directed the Director,
Dept, of Mines & Geology, Govt, of Karnataka, Bangalore (Annexure-
9) to take necessary action to renew the Mining Leases in respect of
Mines No.1683, 1685 and 1733.
A copy of survey conducted by District Mines & Geology with
recommendation with sketch to process the papers after payment of
dead rent (Copy of dead rent paid receipt enclosed) is enclosed as
(Annexure-10).
Accordingly, the Modified Mining plan for 167.32 Ha. is prepared as
per rule 17(3) of MCR-2016 and Progressive Mine Closure Plan under
rule 23 of MCDR - 2017 for the Plan period 2016-2017 to 2020-2021
is approved vide letter No/MMP/MECH-01(KNT)/GOA/2017-18 dt.
30.06.17 from RCOM, IBM Goa. Production will be maintained for
6,00,000 TPA.
Subject proposal
Bagalkot Cement & Industries Ltd (BCIL) proposes to produce 0.6
MTPA of Limestone from its mine i.e., Kaladagi Limestone Mine
spreading over an area of 167.32 Ha. Located at Kaladagi Village,
Bagalkot Taluk, Bagalkot District, Karnataka State.
Kaladagi Limestone Mine is covered in an extent of 167.32 ha of non-
forest patta land of which 6.32 Ha is waste Land and 161.0 Ha is
agricultural land.
Total Area of the Lands – 167.32 Ha (413.45 Acres)
Land Purchased – 53.19 Acres (21.52 Ha) in the name of company
employees which covers the current workable pit area.
NA application for purchase of lands in favor of the company is in
process with the Govt.

ii. Brief description of nature of the project
BCIL proposes to produce 0.6 MTPA of Limestone from the Kaladagi
Limestone Mine by adopting opencast mechanized method of mining.
iii. Need for the project and its importance to the country and or
region.
The limestone produced from Kaladagi Limestone Mine is meant for
the captive consumption in the cement plant of BCIL which is about
19 km in E direction and the limestone shall be transported to Plant
through Tippers/Dumpers/Trucks to the plant.
iv. Demand– supply Gap
Since Limestone is the main raw material for cement production, the
demand is always there with that of cement. Moreover, the subject
mine produces good grade limestone leading to conservation of
mineral resources.
The cement market has grown due to the central government
liberalization policies and impetus for development of infrastructure
with new schemes for housing, road projects.
v. Imports Vs. Indigenous production.
The limestone produced from Kaladagi Limestone Mine is meant for
the captive consumption in the cement plant of BCIL which is about
19 km aerial distance in E direction.
vi. Export possibility.
There is no export possibility at present; limestone produced from
this limestone mine will meet the requirement/demand of limestone
for the proposed Cement Plant of the company.
vii. Domestic / export markets
The limestone produced from Kaladagi Limestone Mine is meant for
the captive consumption in the cement plant of BCIL. Hence no
exports are proposed.
viii. Employment generation (direct and indirect) due to the project.
133 persons are employed at different levels for operating the mine
3. Project Description
i. Type of project including interlinked and interdependent
projects, if any.
The project is for limestone production of 0.6 MTPA from Kaladagi
Limestone Mine which is spreading over an area of 167.32 ha and
falls under the jurisdiction of Kaladagi Village, Bagalkot Taluk,
Bagalkot District, Karnataka with estimated mineable reserves of
79.35 Million Tonnes will last for ≈ 132 years. These reserves will be
upgraded by further exploration. The limestone produced from the
mine is of good grade limestone and is directly utilized for the cement
production.
It is a Category-A project, which necessitates obtaining Environment
Clearance from Ministry of Environment, Forest & Climate Change,
New Delhi.
Status of the interlinked/interdependent projects:-
Limestone produced from this mine will be used in cement plant of
the company.
ii. Location (map showing general location, specific location, and
project boundary & project site layout) with coordinates.
Kaladagi Limestone Mine is falling under the jurisdiction of Kaladagi
Village, Bagalkot Taluk, Bagalkot District, Karnataka and is located
at about 19 km from the cement plant of BCIL.
The mine lease area falls between 16°9'3.00" - 16°10'21.00" North
latitude and 75°29'17.10"- 75°30'0.80" East longitude. The mine site
is covered in Survey of India topo sheet no. 47/P/8.
Nearest railway line connecting Vijayapura – Gadag of South Western
Railway line is at 20.5 km in Eastern direction to the Mining lease
area. Nearest railway line connecting Bagalkot of South Western
Railway line is at 21.3 km in ENE direction to the Mining lease area.
There are no wild life sanctuaries, national parks, elephant/tiger
reserves within 10-km radius of the study area.

district of Karnataka.

Fig – 3 shows the 10 km radius of the study area. Salient features of
the mine site are given in Table – 1.
iii. Details of alternate sites considered and the basis of selecting
the proposed site, particularly the environmental considerations
gone into should be highlighted.
No alternate sites were considered as the deposit is site specific.
It is an existing mining lease and The Commissioner, Dept. of Mines
& Geology, has sent his recommendations vide his letter
No.DMG/ML-1733/2016-17/787 dt. 21.6.2016 for extension of
Mining lease under deeming provision of Sec. 8(A) of the MMDR Act,
2015.
iv. Size or magnitude of operation.
BCIL proposes to produce 0.6 MTPA of Limestone from Kaladagi
Limestone Mine.
Mining operations will be carried out by deploying the Heavy Earth
Moving Machinery
Based on the estimated mineable reserves of 79.35 million tonnes of
Kaladagi Limestone Mine, at the proposed production rate of 0.6
MTPA, the life of the mine will be about ≈ 132 years.

v. Project description with process details (a schematic diagram/
flow chart showing the project layout, components of the project
etc., should be given)
The limestone deposit is in almost plain terrain which is well exposed
in the area proposing for mining. Mining will be done by mechanized
opencast method adopting a system of benches. Hydraulic excavators
will be deployed for progressing benches and for handling ore/waste
material. Drilling and blasting techniques will be used for hard
formations. Dumpers will be used for loading and dumping of waste
material/ore.
Process: The various steps required for excavation limestone are
given below:
a) Top soil removal
b) Drilling & Blasting
c) Loading
d) Transportation
Top soil removal: The mine working will involve removal of topsoil
which will be temporarily stacked in non-mineralize area and
same will be used for plantation.
Drilling & Blasting: Drilling and blasting will be undertaken for
limestone production. Drilling will be carried out by drilling 6.5 m
deep hole of 115 mm dia. Controlled blasting will be adopted with
the use of Slurry Explosives.
Loading: Loading operations will be carried out by excavators in
Dumpers & tippers.
Transport: Transportation of limestone from working face to
cement plant will be carried out by dumpers/tippers.
Flow chart of mining operations is given in Fig - 4.
vi. Raw material required along with estimated quantity, likely
source, marketing area of final product/s, mode of transport of
raw material and finished product.
No raw material is required.
vii. Resource optimization/recycling and reuse envisaged in the
project, if any, should be briefly outlined.

viii. Availability of water its source, energy /power requirement
The total water requirement for this mining project will be 150 KLD
same will be sourced from bore well for which necessary prior
permission will be obtained from competent authority. Also, water

Grid supply.
ix. Quantity of wastes to be generated (liquid and solid) and scheme
for their management / disposal.
The waste generated from the mine is estimated tentatively 1.5
million cum which will be backfilled in 3.8 Ha of mined out area
conceptually. Top Soil generated will be stacked separately and used
for plantation.
About 13 m3/day of wastewater will be generated from domestic
consumption and will be treated in septic tank followed by soak pit.

4. Site Analysis
i. Connectivity
The nearest village to the mine is Kalaskoppa which is located at a
distance of 1.1 km in E. Vijayapura – Gadag of South Western
Railway line is at a distance of 20.5 km in E. National Highway (NH-
52) connecting Hubli – Vijayapura is at a distance of 11.5 km in E.
State Highway (SH- 44) connecting Bagalkot – Belgaum is at a
distance of 1.3 km in NE. The Nearest major Railway is Bagalkot at a
distance of 21.3 km in ENE. Bagalkot, the District Headquarters is
21.3 km away and is connected with good BT road. Buses ply
regularly on this route.
ii. Land form, land use and land ownership.
The leasehold area of the Kaladagi Limestone Mine is plain land
which is covered in an extent of 167.32 ha Patta land out of which
6.32 Ha is waste land and 161.0 Ha is agriculture land.
Topography (along with map)
Lease area is a waste and agricultural land.
The terrain is gently sloping towards NE.
No major roads pass through the applied area. Railway line is
passing in the lease area.
No human settlements within or in the vicinity of the lease area
No nallahs or streams are seen within the lease area
The surface plan of the mining lease area is shown in Fig – 5.
iii. Existing land use pattern (agriculture, non-agriculture, forest,
water bodies (including area under CRZ), shortest distances from
the periphery of the project to periphery of the forests, national
park, wild life sanctuary, eco sensitive areas, water bodies
(distance from the HFL of the river), CRZ, in case of notified
industrial area, a copy of the Gazette notification should be
given.
Vegetation is very scanty in the area, even in the adjoining Forest
areas, in the southern direction to the lease; it is open bushy type
with sporadic trees.

RF is adjacent in S, and another RF is at a distance of 1.5 km in E.
Midchi Halla is the nearest water body at 4.4km in WNW and
Ghatprabha river is flowing at a distance of 4.8 km in N.
The Kaladagi limestone lease area falls in topo-sheet no. 47/P/8.
There are no wild life sanctuaries, national parks, elephant/tiger
reserves within 10-km radius of the study area.
iv. Existing infrastructure.
BCIL will provide garage to undertake minor repairs and maintenance
of all mining equipment. Periodical and weekly maintenance will be
done by qualified persons.
The structures that would be built are magazine ANFO shed and the
main haul roads which are outside the lease. These structures will be
protected and safe guarded till the mining in the lease is closed.
Necessary maintenance will be carried out to keep the haul roads and
the road connecting the mine and the plant.
The mine office with first aid rooms, rest shelters, toilets, tool/store
room etc. will be provided within the mining lease area.
v. Soil classification
Almost everywhere in the district, black cotton soil ranging in
thickness from 0.3 metre to 2.5 metres is found to cover the top of
the different flows. This black cotton soil is the ultimate product of
weathering of Deccan Trap.
vi. Climatic data from secondary sources
The area has dry climate. The average rain fall per annum is about
868mm. Temperature ranges from 9.2ºC to 38.3ºC. The relative
humidity ranges from 29 – 87 %. Moderate wind velocities in east to
West directions are experienced during monsoon season.
vii. Social infrastructure available.
The site is well connected with nearest town & City and railway
station. Bagalkot Railway Station which is about 21.3 km in E
direction from lease area. The area has good network of public roads.
Telephone, Electric connections, Medical facilities and Telegraph
facilities are available in the area.
The mining operations will provide many indirect / direct job
opportunities to unskilled and skilled labourers. Owing to positive
impact on socio cultural aspects.
5. Planning Brief
i. Planning concept (type of industries, facilities, transportation
etc.) town and country planning / development authority

The project would bring following benefits to the people of the
surrounding villages:
Generation of employment and improved standard of living;
Increased revenue to the state by way of royalty, taxes and duties;

At the end of the life of mine about 150.1 Ha of pit will be formed
with 36.0m average depth. BCIL will undertake further exploration to
upgrade the reserves.
iv. Assessment of infrastructure demand (physical & social )
v. Amenities / Facilities.
M/s. Bagalkot Cement & Industries Ltd will assess the demand of
infrastructure (Physical & Social) in nearby area of the mine site and
same will be developed under corporate social responsibilities
programmes. This is a proposed Mine. There will be positive impact
on existing infrastructure facility in the area.
6. Proposed infrastructure
i. Industrial area ( processing area)
Total mine area of the project is 167.32 ha and all the required
infrastructures like Mine office, workshop & roads etc. will be
constructed in mine area.
ii. Residential area ( non-processing area)
No residential area is proposed at mine site except watch and ward
huts. The workers will be engaged from local villages that will
commute to the mine area daily.
iii. Green belt.
Green Belt will be developed in 7.5m barrier zone all along the mine
boundary in an area of 5.72 Ha.
About 1500 saplings per hectare will be planted. All efforts will be
made to improve the aesthetic beauty of the area by planting
maximum number of saplings and maintain them till they sustain by
themselves with good survival rate.
iv. Social infrastructure.
The mining activity carried out in the area rather has a positive socio-
economic impact upon the nearby human settlement as indirect
employment potential is created due to mining and allied activities in
the area. Apart from these, the company promotes health and
education awareness in the area by organizing health and education
camps.
v. Connectivity (traffic and transportation road/ rail/ metro/ water
ways etc.,)

The total water requirement for the mining will be 150 KLD which will
be sourced from bore well and mine sumps as and when developed.

Domestic wastewater from mines office will be treated in septic tank
followed by soak pit.

ix. Solid waste management.
The waste generated from the mine is estimated to be about 1.5
million cum (in 132 years) which will be backfilled in 3.8 Ha of mined
out area conceptually. Top Soil generated will be stacked separately
and used for plantation.
x. Power requirement & supply / source.
The power requirement of about 50 kW will be obtained from Govt.
Grid supply.
7. Rehabilitation and resettlement (R & R) Plan
i. Policy to be adopted (central / state) in respect of the project
affected persons including home oustees, land oustees and
landless labourers (a brief out line to be given).
The mine area does not cover any habitation. Hence the mining
activities do not involve any displacement of human settlement. No
public buildings, places, monuments etc., exist within the lease area
or in the vicinity. The mining operations will not disturb/relocate
any village. Hence no reclamation/ rehabilitation is envisaged.
8. Project schedule & Cost Estimates
i. Likely date of start of construction and likely date of completion
(time schedule for the project to be given).
After obtaining all Statutory Clearances
ii. Estimated project cost along with analysis in terms of economic
viability of the project.
The estimated project cost for the proposed limestone production will
be about Rs 15 crores
9. Analysis of proposal (Final Recommendations)
i. Financial and social benefits with special emphasis on the
benefit to the local people including tribal population, if any, in
the area.
Proposed limestone mine project will result in growth of the
surrounding areas by community development to be undertaken by
the company. Direct and indirect employment will be generated in
nearby village surroundings. Special emphasis on Financial and
Social benefits will be given to the local people including tribal
population, if any, in the area.
Development of social amenities will be in the form of medical
facilities, education to underprivileged and creation of self-help
groups.
