Monroe County Hazard Mitigation Plan Update Project
Information Bulletin #1: A Primer for Key Stakeholders
What is the objective of this project?
Monroe County and its municipalities, partner agencies, residents, visitors, and business owners face a wide variety of natural and man-made hazards. These hazards threaten lives, damage property, and interrupt operations. By maintaining a current hazard mitigation plan (HMP) and implementing the projects described within it, the County and its stakeholders
minimize the likelihood of hazard impacts and reduce their vulnerability to those impacts.
What is the general process to be used by the County to update the HMP?
The County has established a Planning Committee consisting of representatives from County, municipal, and stakeholder organizations. While Tetra Tech will conduct the required analysis and modeling and will develop the HMP document, the Planning Committee will meet monthly to provide input and review results. Planning Committee meetings will be open to the public. There will also be public meetings held to review the risk
assessment, the mitigation strategy, and the draft document.
Tetra Tech will meet with each municipality to collect information and solicit participation in the planning process. The HMP will include a jurisdiction-specific annex for each municipality that participates. This annex will show the jurisdiction’s vulnerability to the hazards analyzed, discuss its capabilities to implement hazard mitigation, and identify and
prioritize the mitigation actions that the jurisdiction intends to carry out.
How can municipal and stakeholder agencies participate?
Municipal and stakeholder agencies can participate in the planning process by:
Providing information (and/or access to information) to County and authorized Tetra
Tech personnel by the requested deadlines
Attending and actively participating in meetings and workshops to which you are invited
Acting as spokespersons for the Monroe County HMP Update project, and reaching out
to other stakeholders to share and solicit additional information
Identifying any mitigation projects that you would like to have included in the HMP

The Monroe County Office of Emergency Management (OEM) has begun the process of updating the County’s Hazard Mitigation Plan (HMP). The HMP will analyze the hazards faced by the County and its municipalities, and identify a strategy for minimizing the County’s
vulnerability to these hazards.
The planning process to update the HMP will be conducted in accordance with the requirements of the Disaster Mitigation Act of 2000 (DMA 2000). At the end of the process, the Federal Emergency Management Agency (FEMA) will review
and approve the plan.
In addition, the planning process will be conducted so that it will earn points under FEMA’s Community Rating System (CRS) Program, which will help the County’s municipalities that participate in the program earn discounts
on flood insurance.
Monroe County has contracted with Tetra Tech, Inc. (Tetra Tech) to guide us through the
planning process.
The following information describes the efforts and the roles of stakeholder organizations to ensure the
project’s success.

MONROE COUNTY TO HOST PUBLIC MEETING ON HAZARD MITIGATION PLAN
Monroe County’s Office of Emergency Management will host a public meeting to discuss hazard mitigation and the planning process on July 29, 2015 from 6:00-7:00 p.m. at the Monroe County Office of Emergency Management located at 1190 Scottsville Road.
The County has begun updating its Hazard Mitigation Plan (HMP) which documents the County's vulnerability to hazards and its strategy to reduce vulnerability. The Hazard Mitigation Planning Committee will also meet from 9:00-11:00 a.m. at the Monroe County Office of Emergency Management on 8/26, 9/23, 10/20, 11/19, and 12/16.

I wanted to take a moment and thank you for attending and representing your department or division of the County as weupdate our County Hazard Mitigation Plan. Last week our office emailed all of the worksheets that needed to becompleted by the upcoming "Municipality Meetings".
I wanted to let you know that the website devoted to our plan update, www.monroecountyhmp.com is up and live and allof the documents (and more) from the meeting last week are there for you to download, etc. I would ask that any of theworksheets that you complete that pertain to you and your organization, if once completed you could send to me and I willcollate and combine all County worksheets into one document. If possible, if you could provide them to me by August13th, that would give me enough time to merge all of the information before my County meeting with Tony and Tetra Techstaff on August 18th.

Good Evening,
I just wanted to do a quick follow up with each of you related to the Monroe County Hazard Mitigation Plan update. ThePlanning Committee of which you (as your municipality's primary contact) are a member, met for the first time last weekon July 29th. At that meeting, Tony Subbio from Tetra Tech, Inc. (the contractor working with the County to update theplan) reviewed the processes we will be going through as we update the plan, the worksheets that need to be filled out byeach community, and other items. Additionally, we have scheduled several "Municipality Meetings" for the week ofAugust 17th that I hope you or your designee or alternate may be able to attend. At these meetings the completedworksheets will be reviewed, questions will be asked and answered and next steps discussed.
Last week following the meeting, our office e-mailed the worksheets and other documents to you. In addition, a websitehas been created, www.monroecountyhmp.com that has all of the worksheets, meeting minutes, slide presentation,municipal meeting locations and times and other items for you to download and review.
I encourage you, as well as your alternate to go to this site and begin the process of completing the worksheets as soonas possible and reviewing the materials. Please remember without a FEMA Approved Hazard Mitigation Plan, yourmunicipality will be at risk of not being eligible for certain disaster dollars. Additionally, for this plan iteration, we will beconducting this update in accordance with the Community Rating System (CRS) requirements, with the goal of achievingup to approximately 300 CRS points for participating jurisdictions. These points can turn into significant savings on floodinsurance premiums for the residents of your communities so I again encourage your municipality to take part in thisprocess.

Bob, My apologies for not getting these questions to you sooner. By the way, I have cc'd Tony Subbio from Tetra Tech, Inc. the vendor who is working with us on updating our Hazard Mitigation Plan (HMP). Tony was facilitating the meeting where some Ag & Markets questions came up and if I don't get them completely correct, Tony can clarify. The first topic that came up was related to the hazard drought. Is there anything you can elaborate on as it relates to the hazard of drought in Monroe County? I guess we are looking for information related to the impacts locally that it has, any information related to any drought incidents since our last HMP (2010). Also, are there any mitigation projects, etc. in place that address the issue of drought (ie actual physical projects, education programs, etc?) Flooding is also a significant hazard in the County. I know you and I talk frequently when we have significant rain events and the impacts that this has on local farmers (i.e. crops damaged, etc.). Is there any information (similar to the criteria above) that you can share related to flooding and its impacts on agriculture county wide? In the meeting, when we were discussing terrorism, I brought up concerns related to agro-terrorism. Any information, education to farmers, etc. that might be helpful there to the plan? Relating to HazMat (fixed and mobile), I discussed the Ginna issue and the requirement to do the 50 mile ingestion pathway FEMA evaluated exercise every 8 year cycle (I think we are on board for 2018 or 2019 for that). I also mentioned how during the yearly plume exercise drills the precautions that you take as the Ag & Markets lead related to bringing in animals, covering feed, etc. Anything to add there? Additionally, I mentioned the issues related to potential in transit hazmats that could contain a spill, etc. that could impact a farm or agricultural area. Anything that you could add to those? As I recall, those were the major things I wanted to touch bases with you on. Tony - if there are things I missed, please don't hesitate to reach out. Thank you. Frederick J. I just wanted to provide a follow up email related to our last Hazard Mitigation Planning Group meeting that was held atour office on September 23, 2015. Our sign in sheet indicated that no one from your agency was able to attend themeeting on 9/23/15. During that meeting we reviewed vulnerabilities. However, we were not able to get through all of thattopic, so at our next meeting we will cover vulnerabilities and goals.
As you may recall, in order to gain points for the Community Rating System (CRS) Program, attendance is required at allmeetings. Since we did not cover all of the material on vulnerabilities at our last meeting, we will be covering theremainder of that topic at our October meeting. Sending a representative to that meeting will still provide your municipalitywith credit for all topic area meetings. Please make every effort to send someone to the October 20th meeting so that wecan ensure all municipalities receive points towards CRS.

I have attached a letter that I was hopingyou could forward to the Superintendents within the Monroe #1 BOCES catchment area. The letter is a brief request tothem asking if they have relevant information related to our HMP update for them to provide it to us, as well as aninvitation to attend our HMP planning meetings (you too sir are welcome to attend the HMP meetings).
Forwarding this letter on to your districts is all part of the process FEMA requires we follow in order to ensure that we havereceived input from agencies that are not part of our "formal" HMP Planning Committee. If you (or someone from yourstaff) are able to forward this letter on to the districts, could you please cc me in so that I have documentation to present

Talking Points on the HMP Update • The HMP update process has begun. Many of the officials were involved in the last update of
the PDMP in 2010-2011. The HMP is designed to show how jurisdictions will reduce the likelihood of hazard impacts, and/or make those impacts less severe.
• The planning process to update the HMP will be conducted in accordance with the requirements of the Disaster Mitigation Act of 2000 (DMA 2000). It includes
o Examining and profiling the hazards that affect the County and its municipalities o Assessing the jurisdictions’ capabilities to implement hazard mitigation o Identifying a set of actions that each jurisdiction can take to reduce their vulnerability to
hazards. • There is a project website, www.monroecountyhmp.com that provides information and has a
calendar of all planning committee meetings. All jurisdictions are encouraged to post the meeting schedule to their own websites, and to link to the project website. There is a Citizens’ Preparedness Survey as well, so that members of the public can offer input into the planning process.
• Planning Committee meetings are open to the public. Information is posted on the OEM website and Facebook page.
• We just finished conducting a set of 6 meetings throughout the County, to gather information from municipal officials and give them a chance to ask Tetra Tech questions about the process and product.
• At the end of the process, the Federal Emergency Management Agency (FEMA) will review and approve the plan.
• The final product will have a jurisdictional annex for the County and each town, village, and the city. These annexes can be considered a mini-plan, showing how hazards impact the respective jurisdictions, what their individual capabilities are, and the specific mitigation actions that they intend to carry out over the next 5 years.
• In addition, the planning process will be conducted so that it will earn points under FEMA’s Community Rating System (CRS) Program, which will help the County’s municipalities that participate in the program earn discounts on flood insurance for their residents. The CRS program is one of two ways to reduce flood insurance premiums in the County. The other way is to remove structures from the floodplain by either demolishing/relocating them or elevating them. CRS requires participation throughout the process, so it is critical that a municipal representative attends every Planning Committee Meeting, starting with the meeting next Wednesday (August 26).
• A set of worksheets has been distributed to members of the Planning Committee. It is vital that your [as in, the mayors’] Planning Committee representatives work with other municipal officials to get them completed and submitted.

MONROE COUNTY TO HOST PUBLIC MEETING ON HAZARD MITIGATION PLAN
Monroe County’s Office of Emergency Management will host a public meeting for its Hazard Mitigation Plan (HMP) on Wednesday, December 16th, 2015 from 6:00-7:30 p.m. at the Monroe County Office of Emergency Management located at 1190 Scottsville Road.
The County has begun updating its HMP which documents the County's vulnerability to hazards and its strategy to reduce vulnerability.

2 Storm sewer maintenance & improvement - many of the storm sewers have standing water in them on sunny day.When it rains, the storm sewers quickly become overwhelmed and in adequate, resulting in disaster.

Work on improving the damage resistance of utilities (electricity, communications, water/wastewater facilities etc.)
Install or improve protective structures, such as floodwalls, levees, bulkheads, and firebreaks
Enhance stream maintenance programs/projects
