2.2 Brief description of the nature of the project: Grant Order has been issued on dated 02/08/2010 having vide letter no. 2048 in

the favor of Sh. Gaurav Sharma.(Annexure 1)

land) which will be done by Open cast semi-mechanized method of mining, Near Village–Nangal, Tehsil – Pahari, District – Bharatpur, Rajasthan. Proposed Production is 1,49,568 TPA(ROM).

2.3 Need for the project and its importance to the country and or region: The Mining project falls in the area of the district Bharatpur, Rajasthan devoid of sufficient agriculture activities and other industrial growth. The earning sources of the region are limited. The region has scarcity of water. Mineral wealth of the state Rajasthan provides the employment opportunity to the people of the state. Mining is one of the major core

sector industries which play a crucial role in the process of country economic development.

2.4 Demands-supply gap: The demand of building Masonry Stone depends on the level of development and the rate of growth of the economy. However, there is a persistent demand for this commodity. Rajasthan being the largest producer is an important Masonry Stone producing state of India.

It is useful for building Stone Material Etc. 2.5 Imports vs. Indigenous Production

There will be no import for the project. There will be indigenous inputs in the entire mining activity.

2.6 Export Possibility The mining activity is not prospecting exports.

2.7 Domestic/Export Markets

Lessee would like to sale out the mineral in domestic market as per requirement. No export is proposed.

2.8 Employment Generation (Direct or Indirect) The mining project will generate direct & indirect employment. About 16 people will get direct employment and 2-3 people will also be affected indirectly and employed with allied and related industries, such as transportation, maintenance, etc.

3.0 PROJECT DESCRIPTION 3.1 Type of project including interlinked and interdependent projects:

The proposed project is mining unit of Masonry Stone in the area of 1.0 ha. Situated at N/v-Nangal, Tehsil – Pahari & District – Bharatpur, Rajasthan. Proposed Production is 1, 49,568 TPA (ROM). No Interlinked or Interdependent project.

3.2 Location (Location map & Key plan is attached as Plate no. I & II respectively).

The highest elevation of the lease area is 282mRL and lowest being 247mRL.

3.3 Details of Alternate Site Considered and the Basis of Selecting the Proposed Site, Particularly the Environmental Considerations Gone Into Should Be Highlighted: Mining is site specific project hence no alternate site is considered.

3.4 Size/Magnitude of Operation It is proposed to produce 1,49,568 TPA (ROM) of Masonry Stone from the area of 1.0 hectares by Open cast semi-mechanized method of mining.

3.5 Project description with process details: It is a mining project of Masonry Stone from the lease area 1.0 ha, situated at near village –Nangal, Tehsil – Pahari, District – Bharatpur, Rajasthan. Proposed production is 1,49,568 TPA (ROM).The material generated from this mine will be used mainly as building stone for construction.

Ground Water Table

Proposed working will not intersect Ground water. Proposed Mining Method The Masonry Stone Mine shall be developed by Semi-Mechanized open cast mining by forming benches each of 6m height 3m width in a four pits. The masonry stone is being broken by blasting. This broken material is further drilled by jack hammer and then blasted to form masonry stone lumps which are being loaded by excavator into the hired trucks/dumpers.

3.6 Raw material required along with estimated quantity, likely source, marketing

There is no top soil in the area. As there is no generation of waste, (5% of total minable reserve is considering as mining loss i.e. while transportation & loading) hence no waste rock management required.

4.3 Topography The lease area is a Govt. Waste land. In general the area is having Undulated topography. There is no nalla flowing within the area. There is no village or human settlement in the lease area. The rain water spread out in the area & nearby areas. The highest contour in the area is 282mRL and lowest is 247mRL.

4.5 Existing Infrastructure: All necessary infrastructures will be developed before mining operation commenced. Site services as per Mines Rules 1956 will be developed. First-Aid station with all necessary medical facilities, Toilets as per the provisions of Mines Rules will be developed. Regular medical checkup of the mine employees will be carried out as per the provisions of Mines Rules 1956.

4.6 Soil classification: The Soil of the Bharatpur District are grayish brown and yellowish Brown with wide variation in texture from sandy loam and clayey loam. The Soils at some palaces are affected by salinity/alkalinity. The soil of Bharatpur Bayana and Deeg Sub division are fertile. In northeastern part of the district, the soils are compact and have low permability, which causes water to stangnat on the surface during rainy season. Regional geology & local geology:

a) Regional geology:- The regional Geological settings of Bhartpur District show a wide variety of rock type belonging to the Delhi Super group of Middle Proterozoic age. The rock formations which outcrop in Bhartpur District are mainly Calc Gneiss, Quartzite, Amphibolites, Mylonite, Dolomite, Migmatite, Gneisses, Cal schist, marble, mica schist etc. The regional Geological Sequence of the region as described by Geological Survey of India, Miscellaneous Publication No.30, Part 12, 2nd revised edition is as follows:

b) Local Geology Massive Quartzite is outcropping in the entire mining lease area. Most of the part of Quartzite is weathered and fractured. Geologically the Massive Quartzite in the mining lease area belongs to Delhi Super group. The stratigraphic sequence of the litho unit present in the area is as follows:-

4.7 Climatic details

The area is characterized by semi arid with an average annual rainfall of about 657 mm, which is mainly received during monsoon season of June to September. There is a large variation of temperature in the area.

The minimum temp. recorded as 1.4º during winter whereas maximum temp. recorded during summer is 47º C. General wind direction is south west to north east.

4.8 Social Infrastructure The infrastructure like, toilets, first aid stations etc. will be provided inside the

lease area. The nearest Hospital is available at Pahari & Educational facilities are at

Nangal (in the form of primary schools) & at Pahari (in the form of Higher schools) are available there.

Medical facilities, Primary Health Centre are there in the area, imparting services, for advance medical facilities. In each village one health worker has been appointed by the Govt. to provide primary health facilities.

The water required will be available by the local water well department in the lease area and through water tanker.

Communication services like post office and telephones are available in the nearby village. Some of the villagers are having mobile phones.

An occupational health unit will be organized and the proposed measures will be adopted: Pre &Periodical Medical Checkup program for all the workers. Compulsory medical checkup program and first-aid box with necessary

equipment will be provided. Training for workers. Safety equipment i.e. dusts mask, safety shoes, gloves etc.

5. PLANNING BRIEF

5.1 Planning concept It is proposed to produce 1,49,568 TPA(ROM) of Masonry Stone from the lease area. It is situated in Bharatpur District of Rajasthan.

5.2 Population projection Man power requirement for mining is estimated to be 16 Nos. Most of the employees will be recruited from neighboring village depending upon the availability of skilled & unskilled people. Migration of highly educated and skilled person will take place but it will be on temporary basis. So there will no permanent migration of people, hence there will be no population projection.

5.4 Assessment of infrastructure demand (physical and social). Temporary office and stores will be provided in the mine lease area. Specified first-aid box with all necessary facilities will be maintained at the site office and the rest shelter as per Mines Act-1952. Medical facilities, Primary Health Centre are there in the area, imparting services, for advance medical facilities. Communication services like post office and telephones are available in the nearby village. Some of the villagers are having mobile phones.

5.5 Facilities provided: 5.5.1 Infrastructure

Additional facilities will be made as per the requirement. Arrangements for safe and healthy working conditions have been done. Provision of Drinking water from nearby villages or through tankers in dry period.

5.5.2 Landscaping and green belt development To improve the aesthetic environment of the area it is proposed to plant 50

saplings at Operational stage at statutory barrier. During the first five years sapling of local species like Babool, Khejri, Neem, and Jaletc will be planted over an area of 0.225 hect.

Plantation Programme

Protection of Plants: Following measures are proposed for protection of plants. The expected rate survival is assumed at 80%. To improve the survival rate in the adverse climate condition necessary consultation would be taken from the Forest department. Proposed plantation area shall be fenced properly for improving the survival rate. Plantation will be carried out in the lease area in phased manner.

5.5.3 Health and safety System During the Opencast Semi Mechanized working, and allied activities, all the precautionary measures shall be taken into account as per MMR 1961 and MCDR 1988 for safety and security.

Following Safety & security measures will be enforced;

Moving front of the quarry shall have temporary fencing. Permanent fencing will be provided where quarry has reached the

ultimate pit limit.

Mine entrance will have a permanent check post and record shall be maintained of all persons / vehicles entering the mine area.

Round the clock security arrangement shall be provided to prevent inadvertent entry of persons.

5.5.4 Disaster Management and Risk Assessment Inspite of following all the precautionary measures and following all safety rules, regulations and procedures, in mining accidents cannot be ruled out completely. The Project Proponent will formulate a Disaster Management Plan with the approval of DGMS. Following are the accidents which can take place in mechanised Opencast Semi Mechanized mining and measures proposed to be taken.

Fall of human beings or fall of machines from benches/ dumps/haul roads.

Due to drilling / blasting and handling of explosives.

Fire & Explosion in machinery

Emergency situation due to social reason such as public unrest, terrorism etc.

Preventive Measures: Creating beam on the side of benches / haul roads of height greater than or

equal to ½ tyre radius. Minimum height of beam shall be 1.2 m and slope 450. Minimum clearance of 1.5 m will be maintained between outer tyre and beam.

8.3 ECONOMIC VIABILITY

The anticipated cost of mining is Rs. 125/- per ton cost. Average sale value is assumed at Rs. 250-280/- ton of Masonry Stone. Hence the project will be viable.

9. ANALYSIS OF PROPOSAL Project will create direct & indirect employment opportunities within the

surrounding region. Unit will use good faith efforts to employ local people from the nearby villages depending upon the availability of skilled & un-skilled man-power surrounding the project site.

In the proposed project would require significant workforce of non-technical and technical persons. Migration of highly education and skilled experience will result in increase of literacy in the surrounding villages.

In addition, the proposed expansion of project shall enhance the prospects of employment.

Assessment of the potential socioeconomic benefits during mining focused primarily on work force requirements, acquisition of supplies, and the temporary increased demand for services related to the mining project like food, housing, communications, law enforcement, medical care, local transportation etc. Due to these, additional revenue to local suppliers for required products and services related to the construction and operation phases of the project will generate.

Thus, mining activities will provide numerous new, although temporary, work opportunities for both skilled and unskilled labor, as well as contribute significantly to the local economy.

Additional government revenue expected from royalty, taxes, duties and other fees.

An added benefit to the proposed project will result in considerable growth of stimulating the industrial and commercial activities in the state. Small and medium scale industries may be further developed as a consequence.
