MISSION OF PRAIRIE LAKES AEA

The mission of Prairie Lakes AEA is to ensure success for all learners through collaborative partnerships. In an effort to promote better understanding and communication of Board actions, prior to each Prairie Lakes AEA Board meeting this BBOOAARRDD PPRREEVVIIEEWW with an agenda and summary of the agenda is sent to all Prairie Lakes staff via email. It includes basic information on the Agenda Items and Chief Administrator’s recommendations to the Board. All are encouraged to attend the Board meetings to share their ideas and to see – live – what the discussion and actions of the Board are. Board meetings are held in the Iowa Lake Room at the Prairie Lakes AEA Office in Pocahontas at 5 PM unless otherwise noted on the agenda. This preview does not have any information related to discipline, confidential personnel matters, or negotiations.

. 6. Staff Presentation – Digital Resources – Diane Jackson, Administrator of Staff/Support

Services, Dorothy DeGroot, Instructional Technology/ Media Consultant, and Harriet Adams, Supervisor Lending Library & Delivery, will be sharing a glimpse into some of the digital resources provided by the AEA Media resource funds for use by students and teachers. They will discuss how resources such as BookFLIX, TrueFLIX, Mackin VIA (e-books), the AEA Digital Library, and the digital StarLab support increasing the level of student engagement and achievement.

7. Personnel Matters A. Resignations

1. Licensed - Action Item a. Doreen DeBeck, Teacher of Deaf/Hard of Hearing, retirement effective June

30, 2013. Administrator’s Recommendation – It is recommended the resignation be accepted.

B. New Hires – 1. Licensed – Action Item

a. Joanna Lange, Occupational Therapist, Estherville Office, start January 28, 2013, 94 days, $29069.50 (based on 193 day, $59,686 contract).

2. Non-bargaining/Classified – information only a. Josh Bader, Associate Financial Officer, Agency-wide, start February 11, 2013,

99 days, $19,800(based on 256 day, $51, 200 contract). b. Julie Cook, Secretary II, Storm Lake office, start January 14, 2013,

$12.15/hour, 209 day contract year. c. Tony Thilges, School Technology Technician, start February 4, 2013, 104 days

(based on 200 day contract year), $19.00/hour. C. Other – None at this time

8. Approve Hewlett Packard Computer Purchase – Action Item - Early in 2009, Prairie Lakes

AEA entered into a four-year lease agreement with Hewlett Packard for notebook and desktop computers and accessories. This lease has recently expired. Technology dictates that computers be updated every three to four years. By continually refreshing technology resources, the agency ensures high reliability, availability and performance of its systems. This provides our staff access to a common machine, a common operating system and common versions of applications. As we upgrade resources for another term, the agency is requesting a direct purchase rather than a lease. Current budgets allow for hardware to be purchased directly, saving the finance costs associated with a lease agreement. Purchasing all of the resources at once allows the benefit of reliability, availability and performance mentioned above. The Iowa Educators Consortium (IEC) has completed computer bids on behalf of the State of Iowa. This service is provided so that entities such as the AEA are not required to create and submit an RFP to obtain the best pricing for computer purchases. Hewlett Packard holds the State of Iowa contract for supplying computer hardware to schools and State entities at the lowest cost. It is recommended that Prairie Lakes AEA once again purchase directly from Hewlett Packard at the State of Iowa contract rate. Hewlett Packard will supply 282 notebook and 13 desktop computers at a cost of $224,596.66. Board approval is being sought for this recommendation.

As a final note, Prairie Lakes AEA has been leasing hardware since the year 2004. One of the benefits provided by leasing was the development of a working budget for computer hardware which is used directly by staff. When we began leasing in 2004, it was expected that future lease costs would be within 10% - 15% higher or lower than each previous lease. In 2004, the lease agreement was for $466,147. In 2008, the lease agreement was for $409,876. Now, in 2013, with a smaller staff, lower pricing of computer hardware and no lease fees our costs have decreased to $224,596. Administrator’s Recommendation – It is recommended that the computer purchase be approved as presented.

9. Approve Fiscal Year 2012-13 Technology Purchase Plan – Action Item - The following

are additional technology requests for the 2012-2013 fiscal year. These are items which require upgrading this fiscal year. In each case, we are utilizing State of Iowa IEC pricing or working with vendors with whom we’ve been contracting existing services for the past several years. The estimates are based on current upgrade pricing with final purchase prices expected to be within 10% to 15% higher or lower at the time of purchase.

• Upgrades to video conferencing units, replacing existing devices which are an average of 10 years old. Estimated cost of $45,000.

• Upgrade to Codian Polycom MCU which allows multi-point communication between multiple video conferencing units. Estimated cost of $35,000.

• Upgrade of agency firewalls to provide network security and content filtering for eRate funding. Estimated cost of $30,000.

• Upgrades to facility wireless in Algona and Estherville offices. Estimated cost of $10,500. • Pocahontas conference room upgrades. Includes the installation of A/V equipment into four

conference rooms. Estimated cost of $12,000. Administrator’s Recommendation – It is recommended approve the fiscal year 2012-13 Technology Purchase Plan as presented.

10. Adopt Resolution to Commit Funds – Action Item - Throughout the year the Board examines budget needs for upcoming projects and commit funds to those purposes. This ensures that the funds are available for these commitments, and simultaneously, reduces the ending fund balance for audit reporting purposes. Michelle Dowd, Chief Financial Officer, has provided an estimate to the Board pertaining to the debt service obligations on the Pocahontas facility. The lease purchase certificates become callable on June 1, 2014 in the amount of $1,715,000. It is recommend that the Board call these certificates at that time and pay the debt off. In doing so the Agency can save approximately $500,000 in interest if these debt payments aren't carried to their maturity of 2025.

It is therefore recommended that the Board commit $1,715,000 for such use. This commitment meets the requirements of being 'specific' and 'non routine' in nature as described by GASB 54. This is a significant amount of savings and shows good stewardship on the Board's part with regard to the tax payer's money. Administrator’s Recommendation – It is recommended that the Board commit funds in the amount of $1,715,000 for the use of paying off the lease purchase certificates when they become called on June 1, 2014.

11. Challenging Behavior Positions – Action Item - The school districts we serve have been asking for help with students who present challenging behaviors for some time. We have been assessing the best way to meet the needs of our schools and students and believe we

have come up with a solution. We would like to add two (2) positions (at a total cost of approximately $150,000) to begin what we are calling the Challenging Behavior Center. This “Center” (not necessarily a physical place) would eventually help children, families and educators with behavioral assessments, training for school based services, family support, and even a day school o residential component. The two (2) new positions would be added as soon as possible to help begin the planning for a “Center” to be up and running for the 2013-2014 school year. We would be advertising the position for people (maybe psychologists, or social workers, or persons with similar experiences) with the behavioral skills and aptitudes that would allow maximum student growth and assistance for our partners. The investment from our Agency would eventually (estimated in two years) be lessened as we would attempt to create a “fee for service” program in which our school districts would buy services to help support the long-term sustainability of the program. Administrator’s Recommendation – It is recommended that the Challenging Behavior Positions be created as presented.

12. Chief Administrator’s Report – Information Item -

A. Recognition of Excellence: Administrators: Pam Ahlrichs, Gary Dannenbring, Michelle Dowd, Theresa Golden, Ginger

Hoffman, Diane Jackson Connie Johnson, Kandy Martin, Lesa Nauss, Kim Rost, Linda Williamson; The administrators have all done a tremendous job of providing leadership this past six months as we transition to a more collaborative leadership structure. They are working diligently and helping to create an Agency that is more inclusive and more responsive to our partners, internally and externally. They have also done a good job of working towards their performance goals in the areas of

a. Increasing the rigor of special education goals b. Creating a data culture within our Agency c. Increasing the power of state and national conventions d. Building capacity within our staff and districts to implement the Core e. Increasing the variety and scope of the media coverage for our Agency f. Merging the human resource office and the business office to improve efficiency and

consistency of internal services g. Building the capacity for technology infusion into our schools

B. Board Member Development:

Connecting with our local boards…what are your ideas this month? (from December: Connections were made with districts to make an effort to attend a board meeting between now and the end of the year. Scheduling options are being studied and we will be in specific communication when the dates are known.)

Ed Reform Proposal (w/ Teacher Leadership costing proposal); and the Governor’s budget does continue the $20 million reduction for the AEA system (impact is the same $1.4 million from PLAEA)

Strategic Plan – Progress Report – sample from ID 287 (Minneapolis, MN) – I would like to create a comprehensive strategic plan for our Agency with the help of staff, board members and our external partners. ID 287 is Result focused and provides one example of a plan and an updated progress report.

Reorganization for Clarion-Goldfield and Dows – we are expecting to receive the petition and other relevant information from Clarion-Goldfield the week of January 21 and we will be working with AEA 267 to set a hearing date.

Regular Monthly Board Meeting Monday, December 17, 2012 • 5:00 p.m.

Humboldt, IA President Dean Saunders called the regular meeting of the Prairie Lakes Area Education Agency meeting to order at 5:15 p.m. The following board members were present: Gary Astor, Clifford Garvey, Todd Lundgren, Linda Twait, Bruce Bahnson, Dean Saunders, and Steve Jimmerson. Board approval was given to the agenda as presented by Chief Administrator, Jeff Herzberg. On a motion by Clifford Garvey, seconded by Todd Lundren, board approval was given to the minutes of November 5, 2012 Regular Board Meeting and November 5, 2012 Rockwell City-Lytton & Southern Cal Reorganization Hearing. Motion carried unanimously. On a motion by Gary Astor, seconded by Bruce Bahnson, board approval was given to the bills as presented by Michelle Dowd. Motion carried unanimously. The cash flow report was reviewed by M. Dowd. Jeff Herzberg informed the board of the resignations of Joy Johnson, Secretary II, Storm Lake office, and Jenny Alstott, Accounting Services Specialist, Fort Dodge office. On a motion by Bruce Bahson, seconded by Todd Lundgren, the board approved the School Technology Technician Agreement with Twin Rivers CSD as presented. Motion carried unanimously. On a motion by Steve Jimmerson, seconded by Linda Twait, the board approved the agreement with Buena Vista Regional Medical Center to provide Occupational Therapy services at the rate of $60/hr. for up to 16 hours per week . Motion carried unanimously. Recognition of Excellence:

Brent Siegrist. As Executive Director for the entire AEA system, Brent is being recognizd for his leadership and systems thinking. He does an excellent job providing us access to legislators and other important people as well as keeping us focused on the work.

Board members shared out on keynotes and sessions they attended at the IASB and AESA conferences. The January board meeting, is scheduled for Monday, January 21, 2012, Pocahontas. There being no further business, the board adjourned at 6:10 p.m. Board President Board Secretary

Branstad, Reynolds, Glass propose reforms to ensure great teaching in every classroom

to dramatically raise achievement

(DES MOINES) - Gov. Terry Branstad and Lt. Gov. Kim Reynolds today released an education reform package that will bring Iowa closer to its goal of providing a world-class education to all children, no matter where they live.

The package presented for the 2013 legislative session focuses on providing great teaching in every classroom to raise student achievement and to prepare Iowa’s children to compete for jobs in a competitive global economy.

“We have many good schools with committed educators, but they are stuck in a system designed for the 20th century, not the 21st century,” Branstad said. “I am ready to invest significant resources into these educational reforms, which truly have the power to dramatically raise achievement.”

Branstad added: “I do not believe we should spend even one minute discussing additional resources to prop up our current educational structure until we have first agreed on the reforms our children need.”

The investment proposed by Branstad and Reynolds scales up over five years, starting with $14 million in the first year, $72 million in the second year, and $187 million at full implementation in five years.

Other states and nations have made dramatic, whole-system changes that have pushed their education systems past Iowa’s. Iowa, meanwhile, has slipped from being a top performer to middle of the pack on national tests.

“Iowa’s children deserve the best education we can provide so they leave our schools with the knowledge and skills necessary for successful and rewarding lives,” said Iowa Education Director Jason Glass. “We stand at a pivotal moment in Iowa’s storied education history, in which we have the opportunity and will as a community to make the transition from being ‘good’ to being ‘great.’”

World-class schools are one of four top priorities set by Branstad and Reynolds, along with 200,000 new jobs, a 25 percent increase in family incomes and to reduce the cost of government by 15 percent.

The centerpiece of their 2013 education reform package is establishing a new teacher leadership and compensation system. This proposal is based on recommendations from the Task Force on Teacher Leadership and Compensation, which thanks to the Legislature’s action, was established as a diverse group of Iowans who spent seven months studying this issue.

The teacher leadership and compensation system raises the status of the teaching profession and attracts and retains talented educators through these approaches:

Raise Iowa’s minimum starting salary from $28,000 to $35,000 to make teaching more attractive.

Keep top teachers in front of children, but pay these teacher leaders more to take on more instructional leadership responsibility alongside school administrators, which will strengthen the teaching throughout the building. Teachers who are selected for model, mentor and lead roles will be

paid more for sharing their expertise and for working additional days to coach, co-teach and to foster collaboration among all educators.

Give brand-new teachers a reduced teaching load in their first year so they can spend more time learning from outstanding veteran teachers.

The teacher leadership and compensation system, which will be phased in over several years, gives school districts the flexibility to customize leadership roles to meet their local needs. It builds on landmark, bipartisan legislation in 2001 that created, but never funded, a teacher career ladder.

“This is about strengthening the teaching profession for the benefit of both students and teachers,” Reynolds said. “Teachers are the single most important influence on a child’s success inside school, and educators are being asked to do much more to prepare students for our knowledge-driven economy. We must make sure new teachers are ready to rise to that challenge, while also providing more support for teachers already in the classroom.”

The education reform package introduced today by Branstad and Reynolds also includes four other components:

Teach Iowa Initiative: Expands an existing program to provide both relief and incentive through tuition reimbursement to top students who commit to teach in Iowa schools for five years, with a focus on hard-to-hire subjects such as math and science. Teach Iowa scholars will receive an extra $4,000 for each year of service, for a total of $20,000. This initiative also includes a new pilot program to strengthen clinical experience with a full year of student teaching in the senior year of college, rather than the typical one semester.

College- and Career-Ready Seals: Use diploma seals to identify and recognize graduating high school students who demonstrate that they are college- and career-ready. A blue-ribbon commission of business and education leaders would set high standards for the seals to better define what it means to be college or career-ready. The seals are in addition to a high school diploma. The purpose is to help students better prepare for the future and to align education with workforce development in a thoughtful way.

Improving educator evaluations: Iowa needs to update existing teacher and administrator evaluations to provide more valuable feedback. This will include deciding how student achievement growth should count. This work should help the state win a waiver from the federal No Child Left Behind law.

Expand the Iowa Learning Online program: This proposal expands an existing program at the Iowa Department of Education to allow more high school students the opportunity to take high-quality online courses taught by Iowa teachers. Small districts that often struggle to find applicants for hard-to-hire subjects also will find this helpful. This will require an initial state investment, but would be self-sustaining in three years.
