D42 Team and the International President Inspiring Members in Kuala Lumpur
Happy 60th Anniversary District 42
Toastmasters International officially formed on October 22, 1924 as an
organization for men only. In August 1973, membership opened to allow
women to join. This year Toastmasters International celebrates its 90th
anniversary.
On April 25, 1953, the membership of District 20, at their annual business
meeting and District conference, adopted the following resolution:
“Moved by Lt. Governor Hope J. Moffat that, for the good of the Toastmasters
organization, the Canadian-American District 20 be divided to form one
District in Canada and one in the United States.”
On July 1, 1954, the Canadian District was officially recognized as District
42 with a total of 17 clubs. On July 1, 2014, the 60th birthday of District 42,
we had grown to 285 clubs, with a total membership of 5,444 members. As
a District team, we can only dream what it must have been like to oversee
only 17 clubs! Currently, District 42 has 9 Divisions and 58 Areas.
We are honored to have many of our pioneer clubs in District 42 continuing to provide opportunities for new and existing members to develop confidence, self-esteem and leadership skills. (Continued page 2)

This year in District 42, in honor of our 60th
Anniversary, we encourage you to develop a
History Book for your club. Record the success
stories of your members. Celebrate your club
anniversary each year. Make each birthday a
special celebration. Cherish the memories of the
men and women in District 42 who have learned
communication and leadership skills as a result of
the dedication of Toastmaster members all across
this amazing District, “Where Leaders are Made”.

Special Prairie Horizons Newsletter
Hello Fellow District 42 Toastmasters,
It is with great pleasure that I - and the entire
Prairie Horizons 2014/2015 team - provide you
with a 60TH Anniversary Limited Edition of
Prairie Horizons.
This limited edition of the Prairie Horizons is
special for two reasons; one is that it will have
articles from many past Prairie Horizons, and
the second reason is that it is only available in
printed copy during the Fall Conference in
Calgary.
As a member of District 42, I am looking
forward to reading articles from the past to see
where we, as a District, started and compare it
to where we are now. You can learn a lot from
the past and it might even give you a surprise.
A lot of work went into this Limited Edition and
on behalf of the entire D42 team, I want to
thank you for making this edition of Prairie
Horizons, because if you were not members of
District 42, we would not have Prairie Horizons.
Remember: Celebrating the past helps us
understand the future.

Have you ever wondered why your club has
a perennial problem with membership? I
am sure that all our clubs add many new
members each year and yet, the old problem
seems to stay with us. Let’s stop and consider
why a member becomes a “TM DropOut”.
Look at your own club roster. How many of the
members of the last few years are still active
in your club? Do you know why the others
have dropped out? If you don’t, you should!
We have the tools to make Toastmasters a
challenge for the experienced member as well
as for the novice. This can best be
accomplished by providing a stimulating
variety of weekly program formats and
encouraging senior members to participate in
Beyond the Basic programs and the TM
Reading Plan program. This will go a long way
toward building your club into a strong well-
balanced organization consistently able to
give to its members more than they pay for.

The first District 42 Prairie Horizons newsletter

We Try Harder
Editorial
Since the 1965 District 42 conference held in
Calgary last May, there has been a noticeable lack
of communications throughout the District. One
outstanding example of this lack of communication is
shown by the absence of “Prairie Horizons”, the
District #42 newsletter. This newsletter was
promised by the District Governor with a minimum of
four issues starting with October 1965. No such
issue was ever printed and there haven’t been any
issues published since the last District #42
convention.
In such a widespread area as District #42, which
includes all of Alberta and Saskatchewan,
communication in the form of a regular
newsletter becomes vital to the success of
district Toastmaster activities. In Edmonton this past
year, the Toastmasters have worked together closer
than ever before in planning inter-club activities and
in planning their participation in the District #42
Conference.
Important evidence of working together is this first
issue of “The Northern Nugget” to keep our
District #42 Toastmasters informed of what is
going on. “The Northern Nugget” has been prepared
as a special newsletter by Division # 1 (areas #1 and
# 7) to help fill the void left by the absence of “Prairie
Horizons”. For the past year the Toastmasters of
Division #1 have shown ‘they try harder’.

Next month’s issue of The Toastmaster magazine
will officially announce the news to some 75,000
Toastmasters around the world. . . . LADY
TOASTMASTERS ARE IN!
More accurately described by TI as “local club
membership option”, the necessary amendments to
our international by-laws passed (by a 10 – 1 vote)
last month in Houston.
This means that every club will shortly be
advised by TI to debate and vote – within their
own club –whether or not women will be
admitted as members in future! Each individual
club now has the option to remain a male
stronghold – or to admit women into their club.
Full details of the revised By-Laws were contained
in the June issue of The Toastmaster (pg. 13)
Latest word locally is that both new clubs planning
to charter this fall will have a mixed membership
and several other D42 clubs are considered in
favour of the change.
It could well be that we’ll see a female Toastmaster
compete in one of the speech contest next spring!

newsletter had won in Toastmaster International
Top 10 Bulletins for the years 1968-69, 1971-72,
1973-74, and 1980-81.

“Variety is the spice of life”. Are your Toastmaster
meetings “spiced with variety” in the educational
programs? Or are they following the same ‘hum-
drum’ pattern, week-in and week-out?

on January 30-31, 1981 I had the good fortune to
obtain the 1980 revised edition of District 6 “Club
Programming Cookbook”. Here are some ideas
you can try at your club from the “Cookbook”.

Toastmasters is “learning by doing”. Don’t forget to
share your successful ideas with the

District Citation Award
Established in 1988, to honour Toastmasters in
the District who have made outstanding
contributions to the organization, who have had
long service, and who have generally been actively
promoting and acting the ideals of Toastmasters.
A Record Year for D42
Prairie Horizons volume 21-1 from 1984-85
Congratulations to everyone in the District! As
1984-85 District Governor, I had the thrill to
accept many awards on behalf of the District at
the International Convention in Columbus, Ohio.
As a District, we earned more awards than
any other District in the world.
Three awards were earned for the first time in
our District’s history.
President’s Distinguished District: This is the
highest District award available indicating
performance among the top six Districts in the
world. We placed fourth overall in the world.
President’s Extension Award: We were
recognized as one of the top three Districts in
the world with the highest activity in new club
growth and club retention.
President’s 20+ Award: District 42 was one of
the top three Districts in the world with the
highest percentage of clubs with membership at
or above 20
Prairie Horizons was selected as one of the top
Ten District Bulletins for 1984-85. A significant
accomplishment. Congratulations to Editor Bob
Barker.

Changes in Educational Awards
Prairie Horizons volume 31-2 from 1997
What’s new with the 90’s in the Toastmaster
world? In this article we learn that there is a New
Recognition System debuting on July 1, 1997. The
Competent Leader award stayed but the Advanced
Toastmaster Bronze, Silver and Gold replaced the
old Able Toastmaster awards and a Leadership
track was added with a Competent Leader and
Advanced Leader. Distinguished Toastmasters
continued to be the highest level but had different
qualifications to reach it.
Never Too Late to Speak Up!
Prairie Horizons Issue 31-2 from 1997
Hard work and commitment to a goal has earned
Mabel Barker recognition and respect by her fellow
Toastmasters in the Pipestone Creek Club #9091 in
Moosomin, Saskatchewan.
At 91 years of age, Mabel is one of the oldest
members to receive the Able Toastmaster (ATM)
designation. Considering that there are
approximately 3000 ATMs earned throughout the
entire international membership, this is no small
feat.

A District Dream

In 1924, our organization’s founder Dr.
Ralph Smedley, had a dream: “To afford
practice and training in the art of public
speaking.” While describing that dream, Dr.
Smedley said, “Ours is the only organization
I know that is dedicated to the individual.”
From that simple dream, our organization
has evolved into the greatest organization in
the world devoted to making effective oral
communications a worldwide reality.
Each year, our Toastmasters International
President is challenged with developing a
statement that will summarize their dreams
and establishing a theme for their
presidential year. For 1998-99, our
International President Terry Dally DTM,
theme is District 42 Governor Danie Hardie
DTM, “Focus on Your Dreams.”
As District Governor, I feel that his theme
puts the emphasis on the individual
members’ dreams and needs, and has
personal significance to my experience since
joining this organization. . . .
Didn’t we all join Toastmasters to pursue
dreams? We recognized something in the
TM program that could help us achieve those
dreams.

Moving into the new millennium with Toastmasters of
District 42 – Prairie Horizons continues to be the
vehicle to communicate news across the district but
begins to arrive in the in-box of our emails instead
of paper copies. Some Toastmaster names
continue to resound with their activities in promoting
Toastmasters.
The Greatest Club Builder in the World

Peter Kossowan DTM has been a member of
Toastmasters for 35 years and has made an impact
on many people. His home club #1084, renamed
themselves Peter Kossowan’s Communicators. He
has held every office in his club several times over
as well as serving as Area Governor, Division
Governor and even District Governor where he led
the District to President’s Select status. Peter has
been awarded The Presidential Citation by
Toastmasters International Presidents in both 1984
and 1999.
If you wonder why he is known as “The Greatest
Club Builder in the World” you need only consider
that by 1999 Peter had sponsored his 100th
Toastmaster club. Today he is actively working to
sponsor another that will bring his total to 110.
Curious, I asked Peter why he continued to build
more clubs. Peter replied, “I feel the greatest
contribution I can make to my community is to
help others discover Toastmasters.
I am convinced if they do the standard
things it will project them forward,
earning them more money in their jobs
and they will feel better about
themselves.”
Toastmasters Tops the Rolling
Stones
Prairie Horizons Issue 41-2 from 2006
On a Canadian Thanksgiving weekend, not
one, not even two Rolling Stones concerts
could keep me in Regina. Instead, a
pointed question from 2001 World
Champion Darren LaCroix, in front of 300
Toastmasters at the Region IV Convention
in June, led to sharing my cancer story at
a Leadership Summit for the American
Cancer Society’s Relay for Life.
At the Saturday lunch during the
Leadership Summit, I was the first speaker.
Right before I was introduced, I realized
that my notes were missing. Don’t ever
doubt the value of Table Topics!
I will continue to look for opportunities to
share my cancer story. Every time I tell
my story, I demonstrate what I have
gained from being a Toastmaster.
